Uluslararası İlişkilerde İngiliz Okulu teorisi ve uluslararası toplum kavramsallaştırması; uluslararası sistemdeki devletlerin ortak çıkar, değer, norm, kural ve kurumlar ile bir toplum oluşturduğu varsayımlarını savunmaktadır. Uluslararası toplumda düzenin ve nihayetinde barışın sağlanmasında kurumlar önemli bir role sahiptir. Tezde; örnek olay olarak İsrail-Filistin sorunu incelenerek uluslararası toplumun kurumları çerçevesinde, bu kurumların İsrail-Filistin sorunu üzerindeki etkisi incelenmeye çalışılmıştır. Tezde; Hedley Bull 'un ortaya koymuş olduğu sistem seviyesindeki beş kurumdan faydalanılmıştır. Bu kurumlar; güç dengesi, büyük güç yönetimi, uluslararası hukuk, diplomasi ve savaş 'tır. Bu tez, mevcut literatüre hem bütüncül bir uluslararası toplum anlayışını benimseyerek devlet ilişkilerini bu bütünsellik içerisinde incelemek, hem de genellikle realist bir açıdan incelenen bir olayı farklı bir perspektiften değerlendirmeyi amaçlayarak katkı sunmaya çalışmıştır. Tez; 'İngiliz Okulu; Realizm gibi egemen devletleri sistemdeki en önemli aktör olarak kabul etmektedir. İngiliz Okuluna göre bu egemen devletlerden oluşan uluslararası sistem; ortak çıkar, kimlik, norm, kural ve kurumlar vasıtasıyla bir uluslararası topluma dönüşecektir. Bu argüman üzerinden, güç dengesi, büyük güç yönetimi, uluslararası hukuk, diplomasi ve savaşın devletlerin bir arada barış içerisinde var olmasına yardımcı kurumlar olduğunu ileri sürmektedir. Bu uluslararası toplumun beş kurumunun İsrail-Filistin sorunu üzerindeki etkisi ve sürece katkısı nedir? sorusuna yanıt aramaktadır. Bu soruya İsrail'in kurulması öncesi süresi ile başlayıp ikinci intifada hareketi aralığı incelenerek yanıt aranmaya çalışılmıştır. Tezin temel argümanı; düzen ve barışa hizmet eden uluslararası toplum kurumlarının taraflar arasında adalet noktasında net bir denge oluşturamamakla birlikte İsrail-Filistin sorununda aktif ve yapıcı bir rol oynayarak düzenin ve barışın tesisinde etkin olduğudur. ; The Theory of the English School of International Relations and the conceptualization of international society espouses the assumptions that states in the international system form a society with common interests, values, norms, rules and institutions. Institutions play an important role in maintaining order and ultimately peace in the international society. In the thesis, the Israeli-Palestinian dispute is investigated as a case study, and the impact of these institutions on the Israeli Palestinian problem are examined within the framework of the institutions of the international society. In the thesis, five institutions at the system level by Hedley Bull are put forthed. These institutions are; balance of power, great power management, international law, diplomacy and war. This thesis attempted to contribute to the existing literature, both by adopting a holistic understanding of international society, to examine state relations in this holistic way, and to evaluate an event that is generally examined from a realist perspective from a different perspective. Thesis; "The international system of sovereign states, which the English School accepts as the most important actor; It promises peaceful coexistence of states within the framework of order and justice in the international society, through the argument that it will become an international society through common interests, norms, rules and institutions. What is the impact and contribution of the five institutions of this international society on the Israeli-Palestinian dispute ?" concentrated on the question. An answer was sought for this question by starting with the period of Israel before its establishment and examining the second intifada movement range. The main argument of the thesis is that while the international society institutions serving order and peace cannot create a clear balance between the parties on the point of justice, they play an active and constructive role in the Israeli-Palestinian dispute and are active in the establishment of order and peace.

Bu araştırma, uluslararası ticaret bakımından Türkiye ve Avrupa'nın ilişkilerini ve bir değişken olarak gümrük birliği antlaşmasının sonuçlarını değerlendirmeyi amaçlamıştır. Avrupa Birliği'nin kurulmasından itibaren internasyonel ticaret birliklerinin kurulumları hız kazanmıştır fakat dünyada internasyonel olarak kurulan ve bütçesi en fazla olan bu birlik ile komşuluk ilişkisine sahip Türkiye'nin nasıl bir ilişki geliştirdiği ve geliştireceğinden de bahsedilmiştir. Ticaret olanakları ve antlaşmalarının iki taraf için de nasıl bir etki yarattığı analiz edilerek sunulmuştur. Avrupa Birliği ve Türkiye özelinde oluşturulan tablolardan yararlanılarak iki ülkenin ticaretleri incelenerek değerlendirmelerde bulunulmuştur. Bu araştırmada nitel araştırma yöntemleri kullanılmıştır. Araştırmamızın konusu olan değişkenleri içine alan araştırmaların verileri ve tabloları kullanılarak bakış açısı geliştirilmeye çalışılmıştır. ; This research, in terms of international trade relations between Turkey and Europe as a variable and aimed to evaluate the results of the customs union treaty. The European Union has won the speed of installation, but after the establishment was founded as International International trade union in the world and most of which have been mentioned budget will be developed and how to develop a relationship with the union neighborly relations with Turkey. It is presented by analyzing how trade opportunities and treaties have an impact on both sides. The European Union and Turkey benefiting from the ones created in the table have been made in special assessment examining the two countries' trade. Qualitative research methods were used in this study. It has been tried to improve the viewpoints by using the data and tables of the researches including the variables of our research.

Bu tez çalışmasında Uluslararası İlişkiler disiplininin temel teorik yaklaşımlarının devlete dair görüşleri tartışılmış ve küreselleşme süreci ile birlikte başlayan devlet tartışmalarının bir sınıflandırması yapılmaya çalışılmıştır. Bu bakımdan Uluslararası İlişkiler çalışmalarında iki temel devlet tartışmasının olduğu kabul edilmekte ve bu tartışmalar birinci ve ikinci devlet tartışması şeklinde sınıflandırılmaktadır. Birinci tartışma devlet merkezci ve toplum merkezci yaklaşımlar arasında birim-yapı veya aktör tartışması çerçevesinde yoğunlaşmıştır. İkinci tartışma ise küreselleşme tartışmasını da bu kategoriye alırsak devletin otonomisi ve etkin (agential) gücü üzerinden yürütülen bir tartışmadır. Genel olarak bu tartışmada bir taraf devleti uluslararası/küresel toplumun veya yapının etkisi altında pasif ve edilgen bir aktör olarak görürken diğer taraf ise devletin bizzat bu küresel/uluslararası yapıyı veya toplumu şekillendirdiği/belirlediği noktasından hareket etmektedir. Bu bakımdan her iki tartışma da aslında bir kamplaşma ve kutuplaşmayı ifade etmektedir. Birinci tartışmanın artık ikinci tartışmanın gölgesinde kaldığını söylemek mümkündür. Hem küreselleşme tartışmasında hem de ikinci devlet tartışmasındaki bu kamplaşma ve kutuplaşmanın, başını Hobson'un çektiği İkinci Kuşak neo-Weberyan Tarihsel Sosyolojinin devlet teorisi olan, Yapılanmacılık ile üstesinden gelebiliriz. Yapılanmacı yaklaşım ya/ya da mantığını reddeden ve devleti küresel, bölgesel ve yerel olmak üzere üç düzlemde hareket eden otonomi sahibi ve her düzlem üzerinde etkin gücü olan ve yine bu düzlemlerden etkilenen hem uluslararası/küresel hem de yerel topluma içkin sosyal ve tarihsel bir aktör olarak görür. Kısaca Yapılanmacı anlayışa göre devlet, değişken yerel ve uluslararası etkin gücü olan belirleyici/oluşturucu bir devlettir. Yapılanmacılık bu bakımdan bahsedilen kutuplaşmayı aşmak için hiç kuşkusuz bir üçüncü yol önermektedir. ; This thesis analyzes the arguments of the main theoretical approaches on the state taken by scholars in the discipline of International Relations and classifies these debates on the state that have unfolded with globalization. In this respect, there are two state debates and these are, generally, classified as first- and second-state debates. The first state debate focuses on discussions of agency, structure or actors between state-centered and society-centered approaches. The second debate, if we include globalization debates in this category, is conducted through agential state power and autonomy of state. On the whole in this debate, one side regards states as passive victims/actors under international/global society or structures, while the other side argues that states determine and shape global/international society or structures. In this regard, both debates in fact refer to polarization and to forming cliques. It is possible to say that the first state debate is perpetually in the shadow of the second state debate. We can overcome this polarization and these cliques in which both the second state debate and globalization debates find themselves with Structurationism, which is the state theory of second wave neo-Weberian Historical Sociology under Hobson?s leadership. The Structurationist approach rejects the either / or logic; according to this approach, states act on three levels --global, regional, and local/national-- and states have an autonomy from these levels; states have agential power over these three levels and states are influenced by these levels; states are embedded as social and historical actors in the both international / global and local society. Briefly, according to the structurationist approach, the state is a constitutive? state with varying domestic and international agential power. In this respect, Structurationism certainly suggests a third way to overcome the polarization mentioned above.

Uluslararası ilişkiler (Uİ) yazınındaki İngiliz Okulu Kuramı, çoğulcu bakış açısına sahip teorik yapısı içerisinde "uluslararası toplum" kavramına vurgu yaparak bir uluslararası siyaset anlayışı geliştirmiştir. Uluslararası toplum kavramını, farklarını daha belirgin şekilde ortaya koyarak tanımlayan ve daha da somutlaştıran Hedley Bull, sadece İngiliz Okulu'nun kuramsal varsayımlarının yerleşmesini sağlamamış, aynı zamanda uluslararası ilişkileri incelerken "kurum tartışmaları" gibi yenilikçi bir tartışmaya da ilham vermiştir. Bu makale, Bull'un (evrilmiş) kurumları ile uluslararası toplum kavramsallaştırmasının Uİ'yi anlama/açıklamada nasıl bir katkı sunduğunu analiz etmeyi amaçlamıştır. Çalışmada, uluslararası toplum kavramıyla birlikte, onu ayakta tuttuğu varsayılan "güç dengesi, uluslararası hukuk, diplomasi, savaş ve büyük güçler yönetimi" kurumları tartışılarak Bull'un çizmiş olduğu genel çerçevenin, Uİ disiplinindeki kuramsal tartışmaların geliştirilmesi için sürdürülebilir bir zemin teşkil ettiği savunulmuştur. ; English School Theory of International Relations (IR) has developed an understanding of international politics with a great emphasis on the conception of 'international society' within the limits of its pluralist theoretical structure. Hedley Bull, as the leading scholar who has distinctively defined and boldly concretized the concept has not only consolidated the theoretical assumptions of the School but also inspired innovative discussions such as the "institution debate" for the examination of international relations. This article aims to analyse how Bull's conception of international society along with its evolved 'institutions' have contributed into understanding/explaining IR. After having discussed Bull's conception of 'international society' which assumes to be sustained by five institutionsbalance of power, international law, diplomacy, war, and the great power management, this paper argues that Bull's framework is a candidate to be a sustainable ground for further theoretical discussions within the discipline of IR.

11 Eylül saldırılarından sonra terörün sınır aşan etkileri tüm dünyada hissedilmiştir. Terörizm ve terörizmin finansmanıyla mücadele kavramı ise özellikle 11 Eylül sonrası uluslararası güvenlikle ilgili her platformda sıkça kullanılmaya başlanmıştır. Ancak terör kavramı üzerinde uluslararası platformda kabul görmüş mevcut bir fikir birliği yoktur. Kimilerine göre terörist sayılanlar başkalarına göre özgürlük savaşçısı olarak da kabul edilebilmektedir. Terör kavramı üzerindeki bu anlaşmazlık ise terörizmle mücadelede geniş kapsamlı, genel bir uluslararası anlaşmanın hazırlanmasını engellemektedir. Terörizmle mücadelede silahlı güç kullanımı çoğu kez kaçınılmazdır. Ancak, sadece askeri kuvvet kullanarak terörizmle mücadele etmek ve bu mücadelede başarılı olmak oldukça zordur. Terör örgütleri; uyuşturucu ticareti, silah kaçakçılığı, sigara kaçakçılığı, akaryakıt kaçakçılığı, gasp, yağma ve haraç toplama başta olmak üzere pek çok yasadışı eylemden ve yine birçok yasal görünümlü faaliyetlerden elde ettikleri gelirlerle devamlılıklarını sağlayarak eylemlerini gerçekleştirmektedir. Bu nedenle terörizmle mücadelede terör örgütlerinin gelir kaynaklarının kurutulmasının ve bu alanda yapılacak mücadelenin önemi artmaktadır. ; After ?September 11 Attacks? the transboundary effects of terrorism are being perceived all over the world. Concepts ?Terrorism and combating against the financing of terrorism? are being frequently used in all fields related with international security, especially after September 11 Attacks. However, there isn?t a consensus of opinions over the concept of terrorism, which is generally accepted on the international stage. People those are considered by a country as ?terrorist organization? could be considered as ?independency warriors? by another country. This conflict about the concept of terrorism is hindering the preparation of a large convention on combating against terrorism. In most cases, use of armed forces is unavoidable. However, only use of armed forces on combating against terrorism could be difficult to bring off a difficult task. Terrorist organizations make their acts and provide the continuity with the money gained not only from illegal acts like exaction, arms trafficking, smuggling of drugs, oil, cigarette but also from illegal acts, those camouflaged as legal acts. This fact shows that; a great importance must be attached to combat against the financing of terrorism.

Önder, Hatice Burcu (Arel Author) ; For centuries, countries have always communicated with each other, such as wars, political and economic power struggles, outbreaks, migrations, border changes, technical developments. This communication is sometimes caused by reasons such as political or economic power struggles. Today, countries have to deal with the developments, trade, social, cultural exchanges that are happening within the borders of each other. It is necessary for one country to have a good place in the international arena. Counties need to gain a positive place in international communication. Providing a positive perception in the international arena will feed countries in commercial, economic and political sense. Positive perception will lead to greater investment in the country, increased cooperation and ultimately achieving country interests at the final point.

Yüksek Lisans Tezi ; Kuvvet kullanılmasını içeren orantılı karşı tedbirlere ülke dışında da başvurulabileceğine ilişkin iddiaları BM Antlaşması md. 51 temelinde meşrulaştırmaya çalışan iddialar, teoride olmasa bile uygulamada artan şekilde uluslararası toplum tarafından kabul görmektedir. Doktrinel bakış açısından, böyle bir yaklaşım, elbette BM Antlaşması md. 2/4 tarafından güvence altına alınan "bir devletin ülkesel bütünlük hakkı" ile diğer devletin md. 51'de korunan Meşru müdafaa hakkı arasında bir çatışmayı da beraberinde getirmektedir. BM Antlaşması md. 51'de düzenlenen meşru müdafaa hakkı, kuvvvet kullanma yasağının tek istisnası olarak, bir silahlı saldırıya karşı düzenlenmiştir. Md. 51'de meşru müdafaa hakkından doğal bir hak olarak söz edilmesi, BM Antlaşması'ndan hemen önce örf ve adet hukukundaki meşru müdafaa hakkının saklı tutulduğu anlamına gelmez. Bush Doktrini'nin önleyici meşru müdafaa hakkının hukuka uygunluğunu iddia ederken geleneksel "gereklilik"kriterini esnetmesidir. BM Genel Kurulu'nun İsrail temsilcileri, Güvenlik Konseyi'nde, devamlı olarak ülkesinin yakın bir saldırı tehlikesine maruz kaldığını ve İsrail'in de önleyici meşru müdafaa hakkı'nı kullandığını iddia etmiştir. Bu tez çalışmasında; Birinci bölümde meşru müdafaa hakkı, kuvvet kullanma yasağı, saldırı suçunun tanımı, tarihçesi ve BM belgelerinde kuvvet kullanma yasağı ve meşru müdafaa hakkı; İkinci bölümde 2006 yılındaki İsrail ve Lübnan çatışmasının menşeine ilişkin bulgular, terörün tanımı, tarihçesi, kuvvet kullanma yasağında ve meşru müdafaa hakkındaki rolü, İsrail-Lübnan çatışması'nın kuvvet kullanma yasağı ve meşru müdafaa hakkı çerçevesinde değerlendirilmesi; Üçüncü bölümde Adalet ve Kalkınma Partisi döneminde Türkiye-İsrail ilişkileri, Türkiye-Lübnan ilişkileri ve Türkiye'nin İsrail-Lübnan çatışmasındaki tutumu incelenmiştir. Anahtar Kelimeler: kuvvet kullanma yasağı, meşru müdafaa, saldırı suçu, İsrail, Lübnan. ; The claims trying to legitimate the claims, which are related to the fact that commensurate counter measures including using force can also be applied abroad on the basis of article 51 of United Nations Treaty, find acceptance by the society not in theory but increasingly in application. From the doctrinaire point of view, such an approach definitely brings about a conflict between the right of territorial unity of a nation which is secured by the article 2/4 of the United Nations Treaty and the right of self defense of another nation preserved in the article 51. The right of self defense arranged in the article of the United Nations Treaty has been arranged considering an armed attack as the only exception of prohibition of using force. The fact that the right of self defense is mentioned as a natural right in the article 51 does not mean that the right of self defense in the Common Law is preserved just before United Nations Treaty. It means that Bush Doctrine stretches traditional necessity criterion while it claims that the right of preventive self defense is lawful. In other words, just an assumption of an attack is seen as a potential threat, a risk, and an armed attack in terms of Bush Doctrine which claims that International Law has approved the preventive self defense against a certain armed attack threat for a long time, and emphasizes that the necessary thing to do is reinterpreting certain threat decision considering rogue states, and terrorists relying on Weapons of Mass Destruction. In the Security Council, Israel representatives of the United Nations General Assembly claim that their country is continuously exposed to a close attack and Israel has the right of preventive self defense. In the first part of this study; the right of self defense, prohibition of using force, definition and history of attack crime, prohibition of using force and the right of self defense in the documents of the United Nations ; In the second part of the study; findings about the origin of the disagreement between in 2006 Israel and Lebanon, definition, history, and the role of terror in the prohibition of using force and in the right of self defense, and evaluation of the disagreement between Israel and Lebanon in accordance with the right of self defense; In the third part of the study; the relations between Turkey and Israel, the relations of Turkey and Lebanon in the period of (AKP) Justice and Development Party, and also the attitude of Turkey towards the disagreement between Israel and Lebanon have been examined. Despite the increasing interest in the studies inquiring the limits autonomous character of and the interactions between the International Relations (IR) discipline and other academic fields the scope and scale of empirical research on these issues are relatively small. In order to contribute to the discussion on the limits and peculiarities of the IR discipline and to shed light on the development current status and major characteristics of the IR studies in Turkey its place in the global IR discipline and the views of LR. scholars on major issues on the global regional and national agenda two surveys were conducted by the International Relations Council of Turkey (IRCT) in 2007 and 2009. Later on the IRTC collaborated with the Institute for the Theory and Practice of International Relations at the College of William and Mary to conduct further surveys in 2011 and 2014. This paper presents findings of the last survey on Turkey based on the worldwide research simultaneously conducted in 31 different countries in September 2014.

İkinci Dünya Savaşı'nı kazanan kapitalist güçlerin San Francisco Konferansı'nda "demokrasiye geçmiş ülkeler istiyoruz" çağrısı Türkiye'de de yankılandı. Bu yankı kendisini siyasal partilerin kurulmasına zemin hazırlayarak gösterdi. Bizzat İsmet İnönü'nün ya da mevcut şartların tesiriyle oluşturulan siyasal ortam Türkiye'de muhalefet olgusunun şekillenmesine yardımcı olduğu ileri sürülebilir. Çiftçiyi Topraklandırma Kanunu çerçevesinde yasaya muhalefet eden Adnan Menderes, Fuat Köprülü, Refik Koraltan, Emin Sazak gibi milletvekilleri iktidar partisi olan Cumhuriyet Halk Partisi'nden istifa ederek Celal Bayar öncülüğünde Demokrat Parti'yi kurarak muhalefete başladılar. Cumhuriyet döneminde üçüncü kez çok partili hayata geçiş denemesi olan Demokrat Parti'nin kurulması, Osmanlı Devleti'nden bu yana devam etmekte olan iktidar-muhalefet ilişkisinin yeni bir safhasını oluşturdu. Bu çalışmanın ana teması Türk modernleşmesinin bir argümanı olan II. Meşrutiyet sonrası kurulan siyasi partilerin, 1950 yılına kadar ki mücadeledi üzerine inşa edilmiştir. Makalenin ana önermesi 1951 yılında çıkarılmış olan Atatürk'ü Koruma Kanunu üzerinden değerlendirilecektir. Atatürk'ü Koruma Kanunu, Atatürk'ün büst ve heykellerine karşı yapılan fiili ve sözlü saldırıları önlemeye yönelik çıkarılmış bir yasadır. Kanun hazırlanırken, iktidar ve muhalefet milletvekillerinin birbirlerine karşı yapmış oldukları psikolojik hareket iktidar muhalefet ilişkisi paydasında ortaya konulacaktır. Çalışmanın sonunda elde edilen bulgulara göre Türkiye'de demokrasi kültürünün yerleşmediği ya da yerleştirilemediği, demokrasi söyleminin ise grupların birbirlerini alt etme temelinde hareket ettiği anlaşılacaktır ; The call for "democratized countries" at the San Francisco Conference by the capitalist forces which won the Second World War also made a broad impact in Turkey. This impact showed its effects by setting the ground for the establishment of political parties. It can be claimed that Ismet Inonu personally or the political environment that was formed under the influence of existing conditions, helped to shape the phenomenon of the opposition in Turkey. In the frame of the Law of Land for Farmers, some of the parliament members such as Adnan Menderes, Fuat Köprülü, Refik Koraltan and Emin Sazak resigned from the ruling party, Republican People's Party, and started to opposition by setting up Democratic Party under the leadership of Celal Bayar. The foundation of the Democratic Party as the third attempt for multi-party system was a kind of play on the relationship between ruling and opposition parties performed. In this play, the actor was government and the opposition party was in the role of pawn. In this study, the struggles of the political parties which were established after Second Constitutionalist Period, an argument of Turkish modernism, will be discussed including the period until 1950. The main thesis of the paper is based on Ataturk Conservation Law which was enacted in 1951. Ataturk Conservation Law is a regulation which was made due to the virtual attacks on Ataturk's busts and statues. The psychological action of ruling and opposition party representatives toward search other during the arrangement of the regulation is going to be presented on the ruling-opposition party ground. As a result of the findings deduced from the study, it will be realized that the democracy culture in Turkey has not become established yet, and the groups merely act with the purpose of overcoming each other.
