Türkiye ile Rusya arasındaki ilişkiler son dönemde çok hızlı gelişme kaydetti. Yüksek gerilimin eksik olmadığı ilişkiler 1990'lı yıllarda şiddetli rekabete, 2000'li yıllarda ise ekonomi ve ticarette yoğun işbirliğine sahne oldu. Rekabet ve işbirliği sarmalında dalgalanan Türk-Rus ilişkileri, son 10 yılda ise daha karmaşık bir hal aldı. 2010 yılının sonlarında Orta Doğu'da başlayan Arap Baharı ve ardından Suriye'de patlak veren "iç savaş" ilişkilerin seyrini derinden etkiledi. Suriye krizinde Türkiye ile Rusya, Beşşar Esad liderliğindeki rejimin "yeni Suriye'nin geleceğinde yer alıp almayacağı" konusunda zıt kutuplarda yer aldı. Rusya, Esad'ı devirmek isteyen Türkiye'nin hamlelerini ustalıkla işlevsiz hale getirdi. Çatışmalara doğrudan askeri müdahalede bulunarak iç savaşın gidişatını Esad lehine çevirdi. İkili ilişkiler, 24 Kasım 2015'te Türkiye'nin Rus savaş uçağını düşürmesi ile ciddi bir krize girdi. 27 Haziran 2016'da Cumhurbaşkanı Recep Tayyip Erdoğan'ın özür mektubu göndermesi ile ilişkiler eski seviyesine dönmekle kalmadı, normalleşmenin de ötesine geçti. NATO üyesi Türkiye, NATO'yu düşman ilan eden Rusya'dan S-400 füzeleri satın aldı. Neoklasik Realizm perspektifi ile hazırladığımız tez çalışmamızda Türk-Rus ilişkilerini Soğuk Savaş'ın bitişinden itibaren tarihi arka planını ihmal etmeden ele aldık. Rusya'nın ve Türkiye'nin izlediği politikaları inceleyerek, Erdoğan ve Rus lider Vladımir Putin'in siyasi tutumlarını anlamaya çalıştık. Uçak krizi, Karlov cinayeti ve Suriye'de yaşanan çıkar çatışmasına rağmen iki ülke arasında gelişen işbirliğine değindik. Yaşanan krizlere rağmen Rusya'nın, Türkiye'nin en önemli ekonomik, siyasi ve askeri ortağı haline gelmesini irdeledik. Neoklasik realizm kuramının savunduğu dış politikadaki lider etkisini son dönem Türk-Rus ilişkilerinde tespit ettik. ; Relations between Turkey and Russia has seen a rapid improvement recently. Turkey-Russia relations, which have never been free of stress, witnessed fierce competition in the 1990s and intense cooperation in economy and trade in the 2000s. Both competitive and cooperative relations have become more complicated in the last decade. The course of bilateral relations has been influenced deeply by the Arab Spring events started at the end of 2010 and subsequently the "civil war" in Syria. Turkey and Russia remain at cross purposes in the Syria crisis. Turkey insists that the Assad regime cannot be a part of the future of new Syria. On the other hand, Russia has skillfully thwarted Turkey's attempts to overthrow the Assad regime. Moscow directly intervened militarily to change the course of the civil war in favor of Bashar al-Assad. Bilateral relations plunged into crisis on the 24th of November, 2015, when Turkey shot down a Russian military jet. After President Erdogan's apology letter dated 27th of June, 2016, bilateral relations have more than normalized. Turkey, a NATO member, bought S-400 missiles from Russia. This thesis that we prepared with the perspective of Neoclassical Realism discusses Turkey-Russia relations since the end of the Cold War while taking the historical background into account. It tries to understand the political approaches of Erdogan and Putin by evaluating the policies of Russia and Turkey. It also points out how bilateral relations develop despite the fighter jet crisis, assassination of the Russian ambassador, and taking opposite sides in Syria. Finally, it tries to find out how Russia has become Turkey's most important economic, political, and military partner. We have identified the leader influence in foreign policy defended by the neoclassical realism theory in recent Turkish-Russian relations.
ÖZETFinansal küreselleşme, günümüzde, dünya çapında bir entegrasyon eksenine oturmuştur. Hızla artan yabancı sermaye akımları doğrudan yabancı yatırımlar veya portföy yatırımları şeklinde tüm dünyaya yayılmakta; sınırların önemi ortadan kalkmaktadır. Bu süreci tetikleyen unsurların başında; Bretton Woods sisteminin çöküşü, 1980-1990 döneminde faiz oranlarının serbest bırakılması, çokuluslu şirketlerin dünya çapında önemlerinin artması, enformasyon alanında kaydedilen gelişmeler gelmektedir.Finansal küreselleşmenin altyapısını oluşturmada en büyük pay sahibi olan uluslararası ekonomik kuruluşlar, finansal serbestleşmeyi sağlamış ve bu sayede uluslararası emek, sermaye,mal ve fon alışverişinin önü açılmıştır. Uluslararası ticareti mümkün olduğunca serbest ve düzenli kılan evrensel organizasyonların yanında bölgeselleşme kapsamında değerlendirilen ekonomik entegrasyonların ticaretin serbestleştirici amaçlar doğrultusunda uygulamaları da küreselleşmeyi hızlandırmaktadır. Bir ülkenin küreselleşme sürecindeki başarısı, çoğu kez bölgeselleşme sınavındaki başarısıyla paraleldir. Türkiye, OECD ile her daim yakın ilişkilerde olmaya çalışmıştır, OECD üyesi ülkelerle ticaretimizde en büyük payı ise AB ülkeleri almaktadır. AB'ye üyelik sürecinde AB ülkeleriyle uyum çerçevesinde atılması gereken adımları atma yolunda olan Türkiye'nin mali, siyasi ve sosyal alanlarda ciddi reformlara ihtiyacı vardır. Bölgesel entegrasyonlardan Ekonomik İşbirliği Teşkilatı ve Karadeniz Ekonomik İşbirliği'nin kurucu üyesi olarak yer alan Türkiye açısından bu entegrasyonlar, dünyada süregelen liberal değişimler ve globalleşme eğilimlerine paralel olarak, Türkiye'nin dünyayla entegrasyonuna katkı sağlayacak türden entegrasyonlardır. Finansal küreselleşmenin ikinci bileşeni olarak nitelendirilebilecek finans alanında kullanılan teknolojik ürünler de finansal küreselleşmenin hızını artırmada destekleyici konumdadır. Bugün yeryüzünde, her beş kişiden biri, aynı adı taşıyan kartlarla, hem ulusal hem global piyasalarda aynı alışveriş kültürünü yaşarken, ATM'ler mekan ve zamandan bağımsız bir şekilde fon transferini gerçekleştirmektedir. Kuşkusuz; elektronik fon transferleri ve e-ticaretin finansal küreselleşmedeki rolleri tartışılmaz bir etkinliktedir. Türkiye'de finansal küreselleşme ise en çok bankacılık sektöründe etkili olmuş, bankacılık artık günümüzde telebankacılık ve self-servis bankacılığına dönmüştür. Türkiye'de finans sektöründeki bilgi ve iletişimin gelişmişliği, finansal sektörün entegrasyonunda zaman ve mekan problemlerini çok büyük ölçüde çözebilmektedir. Finansal küreselleşmede gelişmiş ülkelerle rekabet edebilecek konuma gelebilmek için başarılı ekonomik entegrasyonlarda yer almalı ve Türkiye'de finans sektöründe kaydedilen bilgi ve iletişim bazlı gelişme diğer sektörlerde de hız ve etkinlik kazanmalıdır. ABSTRACTNowadays, financial globalization has a great impact on the integration of all the world. Direct foreign invesments and capital flows increase worldwide so fast that the frontiers of the countries become unimportant. The collapsation of the Bretton Woods, liberalization of interest rates in 1980's and 1990's, increase of the importance of the multinational companies and the development in the information area have an important effect on this situation.International economic foundations, which have a big share in the creation of the base of the financial globalization, have let the capital flows free, so that the trade of the international capital, fund, labour and goods become more liberal. Besides, the politics of the regional economical integrations helps to the financial liberalization, too. The success of a country by the globalization is the mirror of the success of that country in the exam of regional integration. Turkey has always an effort to become in close relationship with OECD. The countries of the European Union have the largest share of the trade of Turkey and OECD. Türkiye needs great reforms in economical, social and political areas in the period of the membership to the European Union. Türkiye took place by the establishment of the Economic Cooperation Organization and Blacksea Economic Cooperation. This foundations is very important by the economical integration of Turkey and the whole world. Technological instruments, which are used in financial area, can be described as the second component of the financial globalization. This instruments support to increase speed of the financial globalization. Today in the world, one of the five people shops in the same style with same credit cards in global also local markets. Automatic Teller Machines transfer the fund out of the pressure of the time and place. Absolutely, electronical fund transfer systems and e-commerce play great role in financial globalization. In Turkey, the sector of the banking is the most affected sector by the financial globalization. Nowadays, banking seems to be electronical banking and self-service banking. In Turkey the development in the banking and in the sector of finance, solve the problems, which occures because of the time and place, by the integration of the sector of finance. In order to compete with the developed countries,Turkey must take place in successfull economical integrations and also must develop in the information and communication area by the sectors out of the sector of the finance, too.
Soğuk Savaşın sona ermesi ve Sovyetler Birliği'nin dağılmasından sonra aktörlerin bölgeye ilgisi, temelde enerji kaynakları ve bölgesel sorunlar nedeniyle artmaktadır. Bölgeye ilgisi artan ve çeşitli ekonomi, hukuki ve politika araçları ile aktif olmaya çalışan AB yeni bir dönüşüme uğramıştır. 1993 yılında Maastricht Anlaşmasıyla siyasi birlik yapısına kavuşan AB, dış politika ve güvenlik konularında yeni bir çalışmanın içerisine girmiştir. Özellikle Avrupa'nın doğusunda ve Güney Kafkasya'da yeni ülkelerin bağımsızlıklarını ilan etmesi, genişleme sürecinde olan AB için bir güvenlik sorunu oluşturmuştur. Azerbaycan ve Hazar Denizi zengin enerji kaynaklarına sahip olmasından dolayı enerji ithalatı (özelliklede doğalgaz) 'larda olan ve 2030'lu yıllarda civarında olacağı değerlendirilen AB için cazibe haline gelmiştir. AB 2007 yılı genişlemesiyle (Romanya ve Bulgaristan'ın üyeli) birlikte Güney Kafkasya ülkeleri ile komşu olmuştur. Tabii bu ülkelerle ilişkilerini geliştirmek maksadıyla hukuki zemini oluşturan Ortaklık ve İşbirliği Anlaşmaları ve Politik zeminini oluşturan Avrupa Komşuluk Politikaları vasıtasıyla bölgede etkin bir rol oynamak istemektedir. Özellikle 1990'lı yıllarda uygulamaya çalıştığı projelerde başarısız olan AB, bölge ülkeleri için düzenlediği ilerleme raporlarındaki gelişmeler neticesinde desteklerini arttırmaktadır. Doğrusunu söylemek gerekirse, ne kadar reform o kadar mali destek deyimi yerinde olacaktır. Bu çalışmayı, AB eurometer anket programına göre 2015 yılı güz döneminde Azerbaycan'da yaptığım çeşitli yaş ve meslek grupları arasında yaptığım anket çalışması değerlendirme aşamasında tezi desteklemiştir. ; The end of the Cold War and the Soviet Union after the collapse of the region of interest of actors is growing because of basic energy resources and regional issues. Regional interest in the growing and diverse economy, trying to be active with the legal and policy tools the EU has undergone a new transformation. In 1993 gained the political union structure with the Maastricht Treaty, the EU has entered into a new work on foreign policy and security issues. In particular, the declaration of independence of new countries in the east of Europe and the South Caucasus, have created a security problem for the EU is in the process of expansion, Azerbaijan and Caspian Sea energy imports due to its rich energy resources (especially natural gas), which in 46% and 2030 l in the years has become an attraction for the EU considered to be around 70%. EU enlargement in 2007 (Romania and Bulgaria members) have been together with the neighboring countries of South Caucasus. Needless to develop relations with these countries constitute the legal basis for the purpose of forming the Partnership and Cooperation Agreement and the political ground is willing to play an active role in the region through the European Neighbourhood Policy. Especially for projects that failed to work in practice in the 1990s, the EU supports the development as a result of the increase in organized progress reports for their country. Obviously it will be the reform of financial support statement in place. This thesis was supported by the arguments I made in the evaluation phase of a survey among various age groups and professions EUROMET EU 2015 survey by the fall semester of my program in Azerbaijan.
Afganistan ve Pakistan iki sınır ülkesi olmasının yanı sıra pek çok ortak özelliğe sahip iki ülkedir. Fakat iki ülkenin geçmişten gelen pek çok sorunu bulunmaktadır. Özellikle Pakistan'ın bağımsızlığından sonra Afganistan ile Pakistan arasında Taliban ve istikrarsızlık gibi bölge güvenliğini ve uluslararası güvenliği tehdit edecek önemli meseleler ortaya çıkmıştır. İki ülke ilişkileri esas itibarıyla Peştunistan ve Durand Hattı çevresinde şekillenmiş ve ilk günden beri hiç kopmamıştır. Fakat merak edilen konulardan birisi ise Afganistan'ın genel anlamda istikrarsızlığında Pakistan'ın ne derece etkiye sahip olduğudur. Bu kapsamda araştırmanın amacı Afganistan'ın siyasi istikrarsızlığında Pakistan'ın etkisinin incelenmesidir. Afganistan-Pakistan ilişkilerinin incelemesindeki amaç, Pakistan'ın kuruluşundan itibaren Afganistan ile olan ilişkilerde bu ülkenin iç politikasını şekillendirmek suretiyle üstünlük kurma politikasıdır. Bir başka ifadeyle Pakistan'ın kendi çıkarları doğrultusunda izlediği politika, Afganistan'ın istikrarsızlığa sürüklenmesine neden olmaktadır. İki ülke ilişkileri her ne kadar gerginliklere sahne olsa da diyalog kapıları sürekli açık tutulmuş ve karşılıklı ziyaretler gerçekleştirilmiştir. Aynı kültürü ve ortak değerleri paylaşan iki taraf iyi komşuluk ve dostane ilişkilerin oluşturulmasında ve geliştirilmesinde mutabık kalmalarına rağmen dış güçlerin sürekli müdahalesi nedeniyle karşı karşıya getirilmişlerdir. İlişkilerde normalleşme ve istikrarın iki tarafa sağlayacağı fayda göz önünde bulundurulduğunda bütün sorunlara rağmen Afganistan ile Pakistan'ın işbirliğini geliştirmeleri tek çıkar yol olarak görülmektedir. But there have been many problems between the two countries from the past. Especially after the independence of Pakistan, important issues have emerged and threatened the security of the region and international security, such as Taliban and instability between Afghanistan and Pakistan. The relations of the two countries are mainly shaped around Pashtunistan and Durand Line and have not been broken since the first day. However, one of the main concerns is the effect of Pakistan in the general destabilization of Afghanistan. In this context, the aim of the study is to examine Pakistan's influence on the political instability of Afghanistan. The purpose of the investigation of the relations between Afghanistan and Pakistan is the policy of establishing superiority by shaping Pakistan's domestic policy in relations with Afghanistan since its foundation. In other words, Pakistan's policy towards its own interests has led to the instability of Afghanistan. Although the relations between the two countries are the subject of tension, the dialogue doors were kept open and mutual visits were made. The two sides who shared the same culture and common values were confronted with the continuous intervention of the foreign powers, although they agreed on the creation and development of good neighborly and friendly relations. Soğuk Savaş Dönemi Batı ile Doğu bloku ülkeleri arasındaki mücadele sadece siyasi, askeri ve teknoloji alanlarında olmamıştır. Bu dönemde rekabetin bir başka boyutu ekonomik sistemler arasında da ortaya çıkmıştır. Batı Bloku Amerika Birleşik Devletleri'nin öncülüğünde serbest piyasa ekonomisini özgürlüklerle birleştirerek tüm dünyaya sunmaya çalışmıştır. Sovyet Sosyalist Cumhuriyetler Birliği (SSCB) ise Doğu Bloku ülkelerine devletin tekelleştiği, merkezi planlamaya dayanan bir ekonomiyi dayatmıştır. Mücadeleyi kazanan kapitalist ekonomik sistem, 1990'lı yıllardan itibaren çözülen Doğu Bloku ülkelerinde hakim hale getirilmeye çalışılmıştır. Doğu bloku ülkeleri bu süreçte ekonomik değişimin yanında siyasi değişimi de aynı anda yaşamak zorunda kalmışlardır. Geçiş ekonomisi olarak adlandırılan bu ülkelere başta Washington Uzlaşısı adı altında bir reçete sunulmuştur. Bu reçete kapsamında bazı ülkeler hızlı reform sürecine girişmiş bazıları ise kademeli bir şekilde reformlar gerçekleştirmişlerdir. Türkmenistan da SSCB'nin dağılışından sonra geçiş ekonomileri içinde yer almıştır. Türkmenistan zengin yeraltı kaynaklarına sahip olması ve geçiş sürecinin ilk yıllarında üretim kaybı yaşamaması nedeniyle serbest piyasaya geçiş için gerekli reformları sürekli ötelemiştir. Uluslararası kuruluşların birçok temel geçiş göstergesi verilerinde Türkmenistan geçiş ekonomileri içinde son sıralarda bulunmaktadır. Türkmenistan başarısız bir geçiş ekonomisi örneğidir. Serbest piyasa düzenine tam anlamıyla geçiş sağlayamamıştır. Geçiş ekonomileri içinde %1,08 ortalama ile reformları gerçekleştirme açısından son sırada kalmıştır. Başarılı bir özelleştirme süreci yaşayamadığı için devlet ekonomide hala çok etkindir. Gayri Safi Yurt İçi Hasılada (GSYİH) özel sektörün payı 'tir. Türkmenistan Devleti ekonomik gelişmenin temeli olarak gördüğü fosil yakıt üretimine devam etmektedir. Yıllık Türkmenistan'da kişi başına düşen karbondioksit emisyonu 12,517 tondur. Bu çalışma ile amaçlanan geçiş ekonomisi kavramının tam olarak anlaşılmasını sağlamak ve Türkmenistan'ı bu bağlamda analiz edebilmektir. Analiz için Dünya Bankası (WB), Uluslararası Para Fonu (IMF), Avrupa İmar ve Kalkınma Bankası (EBRD), Türk İşbirliği ve Kalkınma Ajansı (TİKA) verileri kullanılmıştır. ; The struggle between Eastern Bloc and Western Bloc countries in the Cold War era did not come into play solely in political, military and technological areas. Besides, another aspect of competition took place between economic systems in this period. The Western Bloc under the leadership of the United States of America endeavored to present free market economy to the entire world by combining it with liberties whilst an economy which was based on central planning and in which the state was monopolized was imposed on Eastern Bloc countries by the Union of the Soviet Socialist Republics (USSR). Attempts were made to make the capitalist economic system, which became victorious in this struggle, dominant in Eastern Bloc countries as of the 1990s. As well as economic transformation in this process, Eastern Bloc countries were forced to have political change at the same time. A prescription initially under the name of the Washington Consensus was offered to these countries which were called as transition economies. In the context of this prescription, some countries entered into a rapid reform process whereas some other countries made reforms in a gradual manner. Following the breakup of the USSR, Turkmenistan was also categorized under transition economies. By virtue of having rich natural resources and not experiencing production losses in the early years of transition, Turkmenistan constantly postponed reforms which were necessary for ensuring the transition to free market. Of transition economies, Turkmenistan ranks at the bottom as per data of several basic transition indicators released by international institutions. Turkmenistan is an example of an unsuccessful transition economy. The country could not get success for the transition to the free market economy system. Thus country is the last one with its 1.08% average in transition economies applying the reforms. The government has still very effective power in the economic system as a result of that unsuccessful customization process. The share of the private sector in the Gross Domestic Product (GDP) is . Turkmenistan state continues to fossil fuel production, which is seen as basis of economic development. Annual carbon dioxide emissions per person in Turkmenistan is 12,517 tons. The aim of this study is to assure that the concept of transition economy is fully understood and to analyze Turkmenistan in this context. 06.03.2018 tarihli ve 30352 sayılı Resmi Gazetede yayımlanan "Yükseköğretim Kanunu İle Bazı Kanun Ve Kanun Hükmünde Kararnamelerde Değişiklik Yapılması Hakkında Kanun" ile 18.06.2018 tarihli "Lisansüstü Tezlerin Elektronik Ortamda Toplanması, Düzenlenmesi ve Erişime Açılmasına İlişkin Yönerge" gereğince tam metin erişime açılmıştır. ; Güney Kafkasya`da, Avrupa ve Asya`nın ulaşım-iletişim hatlarının buluşma noktasında, jeopolitik açıdan hassas bir bölgede bulunan, Rusya, Türkiye ve İran gibi güçlü ülkelerle sınır komşusu olan Azerbaycan, 1991`de SSCB`nin dağılmasının ardından bağımsızlığını elde ederek uluslararası sisteme bir aktör olarak katılmıştır. Azerbaycan Cumhuriyeti`nin bağımsızlığını ilk tanıyan devlet Türkiye Cumhuriyeti olmuştur. İlk günden itibaren Türkiye ile çeşitli alanlarda geliştirilen ilişkiler günümüzde stratejik işbirliği düzeyine kadar yükseltilmiştir. Rusya ile ilişkiler ise daha karmaşık bir karaktere sahiptir. Bu, tarihen Rusya`nın Azerbaycan`da gerçekleştirmek istediği "etki alanı" politikasıyla ilgili olmuştur. Bununla birlikte bağımsızlığın ilk yıllarında Rusya ile ilişkilerde mevcut olan sorunlar günümüzde önemli ölçüde ortadan kaldırılmıştır. Bu çalışmada Azerbaycan`ın Türkiye ve Rusya ile olan ikili ilişkileri araştırılmış ve bunun yanısıra Azerbaycan`da Türkiye ve Rusya algısı analiz edilmiştir. SSCB içerisinde uzun süre kardeş ülkeler olarak yaşayan Azerbaycan ve Rusya, aynı zamanda günümüz itibariyle birbirini kardeş ülkeler olarak adlandıran Azerbaycan ve Türkiye arasında ilişkilerin analizi özellikle Azerbaycanlıların Türkiye ve Rusya algısını anlamak açısından önemlidir. Azerbaycanlıların Türkiye ve Rusya ile ilgili birçok önyargıları veya olumlu düşünceleri yüzlerce yıl önce oluşmuş ve günümüzde de varlığını sürdürmektedir. Kısaca, Türk veya Rus imajı, etnik kalıpların olağan oluşum sürecinden dolayı oluşmaktadır. Bazı önyargılardan kurtulmak, ilişkilerin gerçek yüzünü anlamak ve Türk ve Rus algısının artı ve eski yönlerini ele alarak gelecekte Azerbaycan`ın bu iki ülke ile ilişkilerini daha da pekiştirerek olumlu yönde algıların gelişimine katkı sağlamak açısından bu araştırma önem taşımaktadır. Çalışmanın temel amacı Azerbaycan`da Türkiye ve Rusya algısı ve mevcut faktörleri tespit etmek, özellikle Türk ve Rus algısını ele alarak gelecekte Azerbaycan`ın bu iki ülke ile ilişkilerinin gelişmesine olumlu yönde katkı sağlamaktır. The first state to recognize the independence of Azerbaijan Republic has been the Republic of Turkey. Since the first days of establishment of bilateral relations with Turkey until now, these relations developed in various fields and were raised up to the level of strategic cooperation. Relations with Russia have a more complex character. This was related to the historical policy of "domain" Russia wanted to carry out in Azerbaijan. However, many problematic issues that existed in relations with Russia in the early years of independence have been eliminated to a great extent today. This study investigates bilateral relations of Azerbaijan both with Turkey and Russia, at the same time analysis the perception of Turkey and Russia in Azerbaijani. Analysis of relations between Azerbaijan and Russia living as brotherly countries in the USSR for a long period of time, and also Azerbaijan and Turkey called as brotherly countries as historically as today, is particularly important for understanding the perceptions of Azerbaijanis of Turkey and Russia. Prejudices or positive thoughts of Azerbaijanis regarding Turkey and Russia have been formed hundreds of years ago and still exists today. Summarily, the Turkish or Russian perceptions have been formed due to the general formation of ethnic patterns. This study is important in order to contribute to the development of positive perceptions by getting rid of some prejudices, understanding the real face of relations and enhancing the relations of these two countries with Azerbaijan. The main objective of this study is to identify the current perceptions of Turkey and Russia in Azerbaijan, especially to address the pros and cons of Turkish and Russian perceptions, and thus to contribute to the development of future relations with these two countries, by the development of perceptions of these two in a positive way. Su yasantımızda alternatifi olmayan ender kaynaklardan birisidir. Bunun anlamı su bittiğinde hayat bitecektir. Son zamanlarda etkisini daha çok hissettiren su sıkıntısı çoğu ülke gibi Türkiye'yi de yakından ilgilendirmektedir. Son yıllarda ekonomik ve sosyal gelismesini belirli bir düzeye getirmek için sınır asan sularından faydalanma yönünde yoğun bir çaba içine giren Türkiye bir çok projeyi uygulama alanına koymustur. Bu projeler, komsu devletler ile bir takım uyusmazlıkların doğmasına neden olmus, bunların bir kısmı anlasmalarla çözüme kavusturulurken, önemli bir kısmına çözüm getirilememistir. Öte yandan Türkiye'nin de yer aldığı Orta Doğu coğrafyasında su kaynaklarını elinde bulunduran ülkelerle su kaynakları kıt olan ülkeler arasında sürekli sürtüsmeler meydana gelmekte, konu ile ilgili uluslar arası hukuk kurallarının olmayısı da sorunların çözümünü daha da zorlastırmaktadır. Su sorununun uluslar arası bir mahiyet alması, ülkeleri bu sorunun çözümü için ortak kavram ve hukuk anlayısı arama çabalarına itmistir. Özellikle sınır asan sularla ilgili olarak ortaya çıkan sorunların çözümüne katkı sağlayacak ve tüm ülkeler tarafından da kabul görecek bir hukuk sisteminin olusturulması için değisik platformlarda çalısmalar baslatılmıstır. Ancak, yaklasık 40 yıl önce baslatılmıs olan bu çalısmalardan günümüze kadar belirgin bir sonuca ulasılamamıstır. Türkiye, 1986 yılında, iyi niyetle, Orta Doğu'daki su sorununa çözüm bulmak ve susuzluk çeken ülkelerin ihtiyacını karsılamaya yönelik olarak Barıs Suyu Projesi'ni ortaya atmıstır. Türkiye bu proje ile ekonomik getirinin yanında bölge ülkeleri arasında isbirliği ve güven ortamı yaratarak, bölgenin istikrar ve güvenliğine katkı sağlamayı amaçlamıstır. Özetle; günümüzde suya olan talep küresel iklim değisikliklerinin de etkisiyle birlikte tüm Dünya'da ve Orta Doğu'da artmaktadır. Dünya nüfusunun artması ve kaynakların bilinçsizce kullanılması da suyu daha önemli hale getirmektedir. Türkiye bulunduğu topraklar itibari ile çok önemli bir bölgededir. Türkiye'nin su konusunda izleyeceği politika ve atacağı adımlar, yakın gelecekte Türkiye'nin Orta Doğu'daki konumunu daha belirgin hale getirecektir. ; Water is one of the unique sources which have no other alternatives in our lives. That is to say, life will end when the water ends. Poverty of water which makes its effect felt much more recently concerns Turkey closely, as well as most of the countries. Turkey, who gets into an intensive struggle in the direction of taking advantage of her transboundary waters in order to bring her social and economic developments to a specific level, in recent years, puts lots of projects into practice. These projects cause some disagreements to arise with the neighbouring states, an important part of disagreements is not solved while some of them reach solutions with treaties. On the other hand, there appear continuous disputes between the countries having the rich water resources and the countries deprived of these resources, in Middle East geography in which Turkey has also a place; in addition, non-existence of international laws about the matter makes it difficult to solve the problems. Water problem?s getting an international quality leads the countries to struggle for search of a common concept and understanding of law in order to solve this problem. Studies has been started in different fields of the world so that a law system, which is to contribute to the solution of the problems especially appeared related to transboundary waters and to be admitted by all the countries could be formed. However, these studies having been started 40 years ago has unfortunately no certain outcome till today. Turkey puts forward Water of Peace Project with good intention to find a solution for water problem in Middle East and meet the need of the countries suffering aridity.In 1986 Turkey aims at providing contribution to security and stability of the region by creating an atmosphere of cooperation and trust between the countries in this region, along with economic benefits with this project. To sum up; today, demand for water increases with the global warming all around the world and Middle East. In addition, increase in world population and unconscious use of the resources make the water important. Turkey is a very significant region regarding the soil she stands. Turkey?s policy to follow and steps to take about the matter of water will make Turkey?s position in Middle East more evident
Soğuk Savaşın bitmesi ve Sovyetler Birliği'nin dağılmasının ardından, uluslararası sistem yeni yapılanma sürecine girmiştir. Bir yandan sistem tek kutuplu hal alırken, diğer yandan Doğu Avrupa, Orta Asya ve Güney Kafkasya'da yeni bağımsız devletler oluşmuş ve bu bölgelerde güç boşlukları meydana gelmiştir. Böylelikle Ortadoğu bölgesine ek olarak, Orta Asya ve Kafkasya bölgeleri de istikrarsızlık alanlarına eklenmiştir. SSCB'nin varisi olarak Rusya da bu durum karşısında dış politikasını yeniden belirlemek zorunda kalmıştır. İlk başlarda, Batı eksenli olarak yürütülen Rus dış politikası, zamanla yeniden büyük güç olmayı hedefleyen çok taraflılık ve çok kutupluluk politikaları üzerine oturtulmuştur. Bu politikalar çerçevesinde Rusya, Uzak Doğu, Güney Asya ve Ortadoğu bölgelerine yönelik aktif politikalar izlemeye ve bu bölgelerde ortaklıklar kurmaya çalışmıştır. Bu bağlamda Orta Asya, Kafkasya ve Ortadoğu bölgelerinin kesiştiği noktada önemli jeostratejik pozisyona sahip olan İran, Rus dış politikası açısından önemli bir ülke olarak görülmüştür. Nitekim nükleer programı nedeniyle ABD/Batı dünyası tarafından giderek yalnızlaştırılan İran da ulusal gücünü artırmak ve bölgesel güvenlik dengelerinin sağlanması açısından Rusya ile işbirliğine önem vermiştir. Böylelikle, Rusya ve İran, bölgesel dengeleri doğrudan etkileyen enerji, nükleer ve askeri teknoloji alanlarında işbirliğine gitmiş; Orta Asya, Kafkasya ve Ortadoğu'daki bölgesel sorunlar karşısında ortak politikalar izlemeye yönelmişlerdir. Bu bağlamda iki ülke de ABD/NATO'nun bu bölgelerde etkinliğini artırmasını temel güvenlik tehdidi olarak görmüş ve önlemeye çalışmışlardır. ; Ending of the Cold War and after the collapse of the Soviet Union, the international system has entered into a restructuring process. On the one hand the system became unipolar, while on the other hand, newly independent states formed in the Eastern Europe, Central Asia and South Caucasus region, and the power vacuum has occurred in these regions. Thus Central Asia and Caucasus regions, were added to the instable areas in addition to the Middle East. This situation was forced Russia, as the successor of the USSR, to redetermine its foreign policy. In the beginning, Russian foreign policy carried on West oriented line, later it was based on multilateralism and multipolarity. Thus Russia, has been tried to follow active policies towards Far East, South Asia, and the Middle East and to establish partnerships in these areas. In this context, at the intersection of important geostrategic position in Central Asia, the Caucasus and the Middle East, Iran has been seen as an important country for Russian foreign policy. Indeed, Iran, who have been increasingly isoleted by U.S. / Western world because of its nuclear program, has given importance to cooperation with Russia to strengthen its national power and in terms of the provision of regional security balance. Thus, Russia and Iran has cooperated in the fields of energy, nuclear and military technology, which directly affects the regional balance of power; and intented to follow common policies on regional issues in the Central Asia, the Caucasus and the Middle East. Bu tez çalışmasında, inşacı yaklaşım çerçevesinde, 11 Eylül sonrası Türk-Rus ilişkilerinde gerçekleşen dönüşümler incelemiştir. Söz konusu bu dönüşümlerin ise aktör-yapı değişiminden ve kimlik temelli ulusal çıkarlardan kaynaklandığı ortaya konulmaya çalışılmıştır. Tez çalışmasında, geçmişten günümüze gelen süreçte, her iki devletin de kimliğinde birçok dönemde, "iç" ve "dış" faktörlerin etkisiyle birlikte değişimlerin yaşandığına değinilmiş, bu değişimlerin ise Türk-Rus ilişkilerindeki yakınlaşmanın düzeyini belirlediği saptanmıştır. Fakat yine tez çalışmasında ortaya konulan birçok nedenden dolayı da günümüz Türk-Rus ortaklığının, "müttefiklik" olarak yorumlanmasının doğru olmayacağı belirlenmiştir. Nitekim aktör ve yapıda yaşanan değişimlerin, iki ülke işbirliğini geliştirdiği; ancak önceki dönemlerde tercih edilmeyen "yakın" bir Türk-Rus ortaklığının inşa edildiği sonucuna ulaşılmıştır. ; In the cold war and the previous periods, Turkey and Russia who consider each other as a threat and had no close relationship, have started to establish a limited partnership since the 1990's through the transformation of identity in time. The partnership of these two countries has gained acceleration in every field after September 11. Within this specific date; national identity, threat perception, preferences and benefits of Turkey and Russia has undergone a transformation. Likewise, the "contiguity" and "alliance" perception of these two country has changed as well. In this regard, Turkey and Russia has built up serious "collaborations" and "partnerships" in the number of fields. In this dissertation, by regarding the constructivist approach, the transformations within the Turkish-Russian relations during the post-September 11 era have been analysed. It has been tried to prove that these transformations have been driven from the agent-structure changes and identity based national interests. It has been referred in this thesis that, the identity of these both countries has changed in some periods with the impact of "internal" and "external" factors from past to present and these alterations determined the level of approachment to the relationships of Turkey and Russia. However due to a number of reasons that is referred in this thesis, it is explained that, interpreting the relationship between Turkey and Russia as being an "alliance" will not be an accurate approach. Hence, it was concluded that the changes in agent and structure have improved the cooperation between the two countries and have created a "close" Turkish-Russian partnership which had not been preferred in the previous periods.
Türkiye, planlı dönemle birlikte uygulamaya başladığı bölgesel gelişme ve bölgeler arasındaki dengesizlikleri giderici yöndeki politikalarını günümüzde yeniden gözden geçirme zorunluluğu ile karşı karşıyadır. Bu zorunluluğun esas nedeni Avrupa Birliği'ne katılım sürecinde bölgesel gelişme politikalarının entegre edilmiş olmasıdır. Bu nedenle Türkiye, yaklaşık 40 yıldır uygulamakta olduğu bölgesel gelişme model, politika ve araçlarını bir yana bırakarak yeniden bir yapılanma süreci içine girmiştir. Bu yeni yapılanmanın ana öğesini Bölgesel Kalkınma Ajansları (BKA) olarak adlandırılan birimler oluşturmaktadır. Kalkınma Ajansları, bir ülkenin belli bir coğrafi bölgesi içerisindeki özel ve kamusal tüm şirketler, yerel otoriteler ile sivil toplum kuruluşları arasında işbirliği sağlayarak, o bölgenin ekonomik açıdan gelişmesini hedefleyen ve yasal bir hükme dayanarak kurulan yapılar olarak tanımlanmaktadır. Küreselleşme süreci beraberinde getirdiği yapısal uyum politikaları ile birçok konuda özgün süreçler ve araçlar geliştirilmesini gerekli kılmıştır. Bu süreçte Türkiye'ye de AB tarafından bölge planlamanın yeni bir anlayışla ele alınması gerektiği ve bunun aracının da BKA'lar olduğu ifade edilmiş ve konu ilk kez AB'ye tam üyelik müzakereleri ile başlamıştır. Bu dönemin başlangıcı sayılacak süreç ise adaylığın ilk kez tescil edildiği 1999 Helsinki Zirvesi sonunda olmuştur. AB Komisyonu'nun hazırlamış olduğu Katılım Ortaklığı Belgesi'nde orta vadede yapılması gereken düzenlemeler arasında yer alan BKA'ları oluşturmak amacıyla yasal düzenlemeler süreci başlatılmıştır. Bu doğrultuda öncelikle Topluluk kurallarına uygun olarak kısa vadede istatistiksel bölge olarak bilinen AB (NUTS) sistemi 22 Eylül 2002 tarih ve 4720 sayılı Bakanlar Kurulu kararı ile kabul edilmiştir. Daha sonra da 2003 yılı Katılım Ortaklığı Belgesinde, katılım öncesi mali yardım programından yararlanabilmek için BKA'ların kurulması öngörülmüştür. Takip eden süreçte 32 esas ve 5 geçici maddeden oluşan, 5449 sayılı Kalkınma Ajanslarının Kuruluşu, Koordinasyonu ve Görevleri Hakkında Kanun, 25.01.2006 tarihinde TBMM Genel Kurulunda görüşülerek kabul edilmiş, 08.02.2006 tarihli ve 26074 sayılı Resmi Gazetede yayımlanarak yürürlüğe girmiştir. The main reason of this necessity is that regional development policies weren't integrated in the process of participation of European Union. Therefore, Turkey went into a reconstruction process by abandoning the regional development model, policy and tools that it had been has been using for 40 years. The units called Regional Development Agencies (RDA) constitute the main element of this construct. Development Agencies, all private and public enterprises within a certain geographical region of a country, are defined as structures that aim the economic development of that region by providing cooperation between local authorities and civil society organizations, and that are founded on the basis of a legal provision. As is known, globalization process entails the development of authentic processes and tools in many cases regarding structural adaptation policies that it brought along. In this process, it was explained to Turkey by EU that regional planning should be approached with a new understanding and RDA?s are the means for this and this first started with the negotiations of full membership to EU. The process that can be counted as the beginning of this period is the end of Helsinki Summit of 1999 when the candidateship was first enrolled. The legal regulations process was initiated so as to constitute RDA?s that are among regulations which should be implemented in medium term in Accession Partnership that European Commission arranged. Accordingly, EU (NUTS) system that is known as short term statistical region was initially approved by Cabinet decree no 4720 in September 22 of 2002 in accordance with the rules of congregation. Later in the Accession Partnership of 2003, it was anticipated that RDA's be constituted in order to be able to utilize the pre-accession financial support programmes. In the following process, the law number 5449 regarding the Establishment, Coordination and Missions of Development Agencies that consists of 32 major and 5 temporary articles was debated and approved in General Assembly of Grand National Assembly of Turkey and went in effect after being published in Official Journal of number 26074 and date 02.08.2006. In our country, as stated in the first article of law number 5449, RDA?s are constituted ?in order to accelerate the regional development, to insure its maintainability, reduce the differences of interregional and regional development, compatible with the principles and policies anticipated in national development plans and programmes by developing the cooperation among public sector, private sector and civil society organizations, ensuring the effective usage of resources and activating the local potency?. By ?the Cabinet Decree Regarding the Establishment of Development Agencies in Certain Level 2 Regions? that was published in Official Journal number 26220 of July, 6, 2006, Development Agencies were constituted in Cukurova regions that include Adana and Mersin and Izmir regions including Izmir, and Cukurova Development Agency officially opened in 01.06.2006 and Izmir Development Agency in 01.13.2007. Development agencies; ? Will ensure the promotion of effectiveness and success of our region plans with our regional development applications; increasing of regions' contributions to the general growth, development, welfare and stability of our country; reinforcement of social adaptation and justice and, acceleration of adaptation to changing conditions of global competition, ? Will encourage the participation of all local actors in development attemps, especially administrative, financial and technical supports that it provides to corporations, establishments and persons with its highly qualified crew, flexible resource and employment structure, ? Will improve the culture and ability to produce and manage associate projects that are based on co-financing of person, corporation and establishment in project and activity supports; reinforce the sense of ownage and cooperation; active the entrepreneurship potency of the region and keep improving it, ? Will activate the local potency, dynamics, individualities by revealing the resources and possibilities, and turn into an economic, social and cultural values in international market; Consequently, will contribute to the improvement of economic and social indicators, especially employment and income in both national and regional- local level; reduction of differences of interregional and regional development and thus increasing of general prosperity of the country and solidifying of stability.
06.03.2018 tarihli ve 30352 sayılı Resmi Gazetede yayımlanan "Yükseköğretim Kanunu İle Bazı Kanun Ve Kanun Hükmünde Kararnamelerde Değişiklik Yapılması Hakkında Kanun" ile 18.06.2018 tarihli "Lisansüstü Tezlerin Elektronik Ortamda Toplanması, Düzenlenmesi ve Erişime Açılmasına İlişkin Yönerge" gereğince tam metin erişime açılmıştır. ; Aralarındaki tarihi, dini, coğrafi, kültürel ve sosyal alanlarda var olan çok güçlü bağlara rağmen Türkiye-Suriye ilişkileri, uzun yıllar ön yargılar, Hatay Sorunu, Soğuk Savaş dönemindeki konjoktür, Su sorunu, PKK, ABD ve İsrail'le ilişkiler gibi sorunlardan dolayı gelişmemiştir. Soğuk Savaş boyunca Suriye Sovyetler Birliği'ne yakın dururken, Türkiye Batı'yla yoğun bir işbirliğine gitmiştir.Ancak Soğuk Savaş'ın bitiminden itibaren ülkeler eski politikalarını gözden geçirmek zorunda kamışlardır. Birinci Körfez Harekâtı ile gündeme gelen ve 11 Eylül 2001'de ABD'yi hedef alan terör saldırıları ile netleşmeye başlayan ABD'nin yeni dünya düzeni, birçok ülkenin başka ülkelerle olan ilişkilerinde değişiklikleri de beraberinde getirmiştir. Bu bağlamda daha çok Soğuk Savaş şartlarına göre şekillenen ve aradaki sorunlardan büyük ölçüde etkilenen Türkiye-Suriye ilişkileri, Suriye'nin 1999'dan itibaren PKK'ya verdiği desteği kesmesi ve ertesi yıl Beşar Esad'ın göreve gelmesiyle değişme sinyalleri vermiş ve 11 Eylül sonrasında başlayan süreçte de tamamen değişmiştir.11 Eylül saldırıları sonrasında ABD'nin saldırgan dış politika tutumundan Suriye de nasibini almıştır. Soğuk Savaş'ın bitmesi ile Ortadoğu'da değişen dengeler, 2003'te ABD'nin Irak'ı işgaliyle tekrar yerinden oynamıştır. Bu süreçte ABD'nin Suriye üzerindeki baskısı gittikçe artmış ve Şam yönetimi uluslararası alanda yalnızlaşmıştır. Irak savaşından kaynaklanan ve iki ülkeyi de tehdit eden ortak güvenlik kaygıları iki ülkenin birbirlerine ihtiyaçlarını artırmış, iki ülkeyi zorunlu olarak işbirliğine yönlendirmiştir. Bu dönemde üst düzey resmi ziyaretler artmış, ekonomik ve siyasi işbirliği önceki dönemlerle kıyaslanmayacak derecede olmuştur. Özellikle önceki yıllarda ikili ilişkilerin gelişmesine engel teşkil eden sorunlar iki ülke tarafından da gündeme getirilmemiş, çözümleri zamana bırakılmıştır. İşbirliğinin zorunlu olduğu bu dönemde taraflar, sorunları dillendirmekten kaçınmış, mevcut çıkar ilişkisini kalıcı sorunlara feda etmemişlerdir. ; Turkey and Syria have very deep ties at historial, religious, geographical, cultural and social areas. But this relation did not improve because of problems like prejudices Hatay problem, ronjecture along the Cold War perrod, Water prblem, the PKK, relations between USA and Israel. Durring the Cold War Syria had been near the Soviet Union, but Turkey had md agreeements intensely with the Western Contries.After the Cold War, this contries were obliged to revise their old political lines. The new world regime of USA has became o current issue during the First Gulf War and has sharped because of terrorist assults againts to USA on 11 September 2001. This regime has made many revises a current issue for relations of a lot of countries with other countries. İn this perrod Turkey and Syria relations had been in fluenced from problems between two countries and had been fromed by conditions of the Cold War. After this perrod, the relations of two countries improved because Syria put an end to support PKK and Bashar Assad became president to Syria. After the terrorism of the 11 september, relations of this country very imperoved.After terrorist assult on 11 September, Syria was influnced from the aggressive political line of USA. The balance of power in the Middle East changed after the end of the Cold War. When USA invaded Iraq, the balnce of power in the Middle East changed again. In this perrod, the pressure of USA on Syria in creased so the management of Syria became lonely at international ared. Anxiety of security for Turkey and Syria increased because of the Iraq War so their necessrty increased each other. Two countries made a necessory coo peration. At this term, goverment visitis, economical and political cooperations increased quitly. Especially in former years, problems which are obstacle for bilateral treaty is developed weren?t proposed by two countries. The solution of the problems are left to time. This term when cooperative is obligatory. Benefits of two countries didn?t sacrifice for permanent problems.
ÖZETAralarındaki coğrafi ve kültürel yakınlığa rağmen tarihten gelen bazı ön yargıların etkisi ile Türkiye ve Suriye arasında iyi komşuluk ilişkileri kurmak mümkün olmamıştır. Türkiye, Cumhuriyetin ilanından itibaren bütün komşuları ile "Yurtta Sulh, Cihanda Sulh" parolası esasına dayanan politikalar izlemiştir. Buna karşılık Suriye başta Hatay'ın ilhakı olmak üzere Arap Milliyetçiliği'nin anavatanın sınırlarını Toroslar'a kadar genişletme düşüncesini rehber edinmiş ve Türkiye aleyhine olabilecek her türlü faaliyetin destekçisi veya sempatizanı olmuştur.Bugün Türkiye ile Suriye arasında başta Bölücü Terör Örgütüne sağladığı destek olmak üzere, Fırat Nehri sularının paylaşımı, Hatay üzerindeki hak iddiaları, Asi Nehrinin sularının kesilmesi, Türk azınlığın durumu, karasularının tespiti ve kara sınırlarının işaretlenmesi gibi sorunlar mevcuttur. Suriye'nin uzlaşmaz tutumu ve diyalog eksikliği nedeniyle en basit sorunların bile çözümü mümkün olmamıştır.Türkiye'nin jeopolitik konumundan dolayı, bölgede bir güç olmasını istemeyen devletler; Suriye'nin politik ve siyasi zayıflığından faydalanıp bu ülkeyi kullanarak Türkiye aleyhine gelişen durum ve dengeleri destekler bir tutum içerisindedirler. Bu çerçevede; Suriye'nin, GAP'ın hayata geçirilmesi sonucu, Fırat ve Dicle sularının kendisine karşı bir koz ve baskı aracı olarak kullanacağı düşüncesiyle ortaya çıkardığı sınırı aşan sular sorunu, Türkiye'yi bölmeyi amaçlayan PKK terör örgütünü meselelerin kendi isteği doğrultusunda çözümlenmesi için bir manivela olarak kullanmak istemesi, Hatay'ın bir Arap toprağı olduğunu suni olarak gündeme getirmesi ve uluslar arası platformda Türkiye'ye karşı davranışları başlıca sorunlardır. Suriye; Türkiye'yi köşeye sıkıştırmak ve zayıf düşürmek suretiyle bölgede bir güç olmasına engellemek istemektedir. Su sorunu yapay bir sorundur. Suriye'nin Hatay'a yönelik tasavvurları da Suriyeli Arap halka mal olmuş bir politika olmayıp, daha ziyade yönetimin gündem de tuttuğu bir meseledir.Sınıraşan sular konusu Türkiye'nin su pazarlığına girmemesi gereken bir konudur. Suriye ile Irak'ın Matematiksel paylaşım tezi yerine, üçüncü ülkelerin dahil olmayacağı ve egemenlik hakların tartışılmasını gündeme getirecek yükümlülüklere girmeden bilimsel esaslara dayanan Üç Aşamalı Planın uluslar arası bilimsel ve siyasi platformlarda tanıtılması, destek sağlanması ile ilgili girişimler sürdürülmelidir.Türkiye'yi İsrail ile işbirliğine yönelten temel unsur ise, yaşamsal nitelikteki ulusal çıkarlarıdır. İsrail ile yapılan anlaşmalar Türkiye'ye çevresinden, özellikle Suriye ile İran'dan yönelen tehditlere karşı ek bir caydırıcı unsur oluşturmuş ve bölge dengelerini Türkiye lehine çevirmiştir. Türkiye ile İsrail arasında askeri alanda sağlanacak yakınlaşmanın gelecekte ilişkilerimizi güçlendireceği ve iki ülke arasında stratejik yakınlaşma sağlayacağı, bunun sonucu olarak bölgede barış rüzgarlarının eseceği değerlendirilmektedir.Son zamanlarda Suriye, Türkiye'ye yönelik terör örgütlerini desteklemeyi ve bu yolla taviz koparmayı amaçlamıştır. Asala'dan sonra Bölücü Terör Örgütüne verdiği destek günümüzde artık basit sınır tecavüzü veya çete hareketi boyutunu aşarak "Silahlı Saldırı" durumuna ulaşmıştır. Komşu devletlerin desteğine engel olunmadıkça Bölücü Terör Örgütünü ortadan kaldıramayacağını anlayan Türkiye, 1998 yılında kararlı tutumu sayesinde Suriye'yi resmen Bölücü Terör Örgütüne destek sağlamaması konusunda anlaşma imzalamaya zorlayabilmiştir.Türkiye ile Suriye arasındaki sorunlar çözümlenemeyecek problemler değildir. Sorunlar Türkiye'den kaynaklanmadığı gibi Türkiye tarafından halledilemeyecek kadar güç de değildir. Önemli olan husus Türkiye'nin gücünün farkında olması ve bu sorunları çözebilme iradesini oluşturabilmesidir. SUMMARYAlthough there is geographical and cultural proximity between Turkey and Syria, because of some prejudices coming from history, a good neighbourhood relationship could not be set up . From the foundation of Turkish Republic, Turkey has been followed the policies that based on the "Peace at Home, Peace at the World" watchword principle. Controversially, Syria has been taken guide the thought for the expand of the Arabic Nationalism's motherland borders to Toros Mountains, (the annexation of Hatay is a good example for this) and also Syria has become the supporter and likeminded to all facilities that are hostile to Turkey . Today, between Turkey and Syria, the following problems are existing; firstly Syria's support to Dividing Terror Organization, the sharing of Fırat River Water, The rights claims over Hatay, cutting the water of Asi River, the condition of Turkish minority, determination of territorial waters and signing of continent borders . Because of unrecognised attitude of Syria and dialog deficiency, even basic problems can not be solved. Because of the geopolitics position of Turkey, Some Countries, that do not want Turkey as a Power at the region, use Syria, profit by its political and diplomatically weakness, so that they have an attitude that support the developing conditions and balances hostile to Turkey. At this frame, the following problems are existing; The passing over the border water problem, which existing from the Syria's thoughts about the Turkey's using the Fırat and Dicle waters against them as trump and restraint tool (as a result of GAP), using the PKK Dividing Terror Organization as a tool for solving the problems in favour of Syria, usually getting the thought of the region of Hatay as an Arabic land, and attitudes to Turkey at the international platforms. Syria wants to block Turkey for not being a power with abort weak and squeeze to corner. Water problem is not a real problem. Syria's thoughts against to Hatay is not a thought of' Syria s Arabic Common People, but it is the Administrative Authority's thoughts. Turkey should not negotiate about the Waters, that passes through the border . At the place of the mathematical thesis of the sharing between Iraq and Syria, the 3 level plan, that based on the scientific notions, should introduce at the scientific and political international platforms and should look for supports about it. The basic elements, that manage the cooperation between Turkey and Israel, is the national interests (so important for the Turkish Republic). The agreements (done with Israel) has become a element that causing the esp. the threats of Syria and Iran to give up a plan and has turn round the regional balance to Turkey. The proximity at the military area between the Turkey and Israel will empower the relationship between this two country at the future and will lead strategically proximity between them and as a result of this there will be peace winds at the region. Nowadays, Syria intends the support the terror organizations against to Turkey and with this way taking concession. After Asala, support to Dividing Terror Organization, today this become to "Armed Attack" not a simple border attack or guerrilla warfare. Finally, Turkey has realized that without preventing the support of original countries to Dividing Terror Organization, the termination of this organization is impossible, so that in 1998 Turkey force Syria to sign an agreement about not supporting the Dividing Terror Organization formally. Problems between Turkey and Syria can be solved. Problems do not a fault of Turkey and these are not so hard to solve. The important subject is that Turkey should become the aware of its power and develop the solving ability will power.
ÖZETTürkiye-Yunanistan ilişkileri tarihi süreçte güvensizlik temeline dayandırılmıştır. Bu güvensizlik 1950 yılında ortaya çıkan Kıbrıs sorunuyla pekişerek büyümüş, bu dönemde iki ülke arasındaki anlaşmazlıklar realist bakış açısıyla çözüme ulaştırılmaya çalışılmıştır. 1999 yılında düzenlenen Helsinki Zirvesi'nde Türkiye'nin Avrupa Birliği'ne aday gösterilmesi ilişkileri farklı bir boyuta taşımıştır. Geçmişe bakıldığında tarihleri boyunca hem Türkiye hem de Yunanistan birçok ekonomik krizle mücadele etmek zorunda kalmıştır. Bu krizlerden en önemlisi; 21. yüzyıl itibariyle kendini hissettirmeye başlayarak 2008 yılında Amerika Birleşik Devletleri'nde ortaya çıkan ve 2009'un son çeyreği ile Avrupa Borç Krizi'ne dönüşen küresel ekonomik krizdir. Çok sayıda ülke bu krizden olumsuz etkilenirken özellikle Yunanistan AB bünyesinde en çok zarar gören ülke olmuştur. Kısa bir süre sonra ise Avrupa Borç Krizi Yunanistan borç krizine dönüşmüştür. Bu netice doğrultusunda, başta AB ülkeleri olmak üzere çok sayıda dünya ülkesini etkisi altına alan Avrupa Borç Krizi'nin Türkiye-Yunanistan ilişkilerine olası etkilerinden yola çıkılarak bu çalışma hazırlanmıştır. Bu bağlamda Avrupa Borç Krizi sonrası süreçte Türkiye-Yunanistan ilişkileri, AB-Yunanistan ilişkisini ortaya koyan bağımsız değişken ve yaşanan ekonomik krizin Türkiye-Yunanistan ilişkilerine etkisini gösteren bağımlı değişken ile birlikte neo-realist kuram çerçevesinde değerlendirilmiştir. Bu değerlendirme sonucunda iki ülke arasında yaşanan Ege ve Kıbrıs gibi siyasi anlaşmazlıkların çözüme ulaştırılıp ulaştırılamayacağı noktasında bir analiz yapılması amaçlanmıştır. Bu gaye uyarınca çalışma üç ana bölümden oluşturulmuştur. İlk bölümünde realizm, neo-realizm ve çalışmanın alt problemlerinden ilkini oluşturan Türkiye-Yunanistan ilişkilerinin genel çerçevesi neo-realizm bakış açısıyla çizilmiştir. İkinci bölümde, çalışmanın ikinci alt problemini oluşturan Avrupa Borç Krizi'nin ortaya çıkış nedenleri ile Yunanistan ve Türkiye'ye etkilerine değinilmiştir. Çalışmanın ana araştırma sorusunu oluşturan Avrupa Borç Krizi sonrası Türkiye-Yunanistan ilişkileri ise üçüncü bölümde değerlendirilmiştir.Çalışmanın sonucunda uluslararası sistemin günümüzde "Çok Kutupluluğa" doğru dönüştüğü belirlenmiştir. Avrupa'da tecrübe edilen borç krizinin Avrupa Birliği'nin kendini sorgulamasına neden olduğu, Almanya'nın süreç ve kriz yönetiminde ön plana çıktığı, Yunanistan'ın ise ulusal çıkarları doğrultusunda yaşanan borç krizini fırsata çevirerek içinde bulunduğu durumu Türkiye ile olan siyasi sorunlarında bir taviz aracı olarak kullandığı sonucuna varılmıştır. Her ne kadar 1999 Helsinki Zirvesi'nin ardından Türkiye ile Yunanistan arasında ekonomik ve sosyal yönden çok sayıda işbirliği yolu açılmış olsa da, Avrupa Borç Krizi sonrasında AB-Yunanistan ilişkisinin sıkılaşarak devam ediyor olması da açık bir gerçektir. Bu durum, Türkiye-Yunanistan ilişkilerinde Ege ve Kıbrıs gibi geçmişten günümüze taşınan siyasi anlaşmazlıkların uzun bir süre daha Avrupa Birliği nezdinde çözüme kavuşturulamayacağını ortaya koymaktadır. ABSTRACTTurkey-Greece relations are based on the fundamental insecurity in the historical process. This insecurity grew by consolidating with the Cyprus problem that emerged in 1950, and the problems between the two countries were tried to be resolved by realist point of view. At the Helsinki Summit in 1999. Turkey's relations with the European Union, the nomination was moved to a different dimension. In retrospect, dates throughout Turkey and many have been forced to fight the economic crisis as well as Greece. The most important of these crises; It is the global economic crisis that began in the United States in 2008, beginning with self-empowerment in the 21st century and turning into the European Debt Crisis with the last quarter of 2009. While many countries are negatively affected by this crisis, Greece has been the most damaged country in the EU. Soon after, the European Debt Crisis became Greece's debt crisis. In line with this conclusion, especially European Union countries, including many countries of the world under the impact of the possible effects of the European debt crisis based on this study has been prepared on the Turkey-Greece relations. In this context, analyzed within the framework of neo-realist theory of the Turkey-Greece relations in the aftermath of the European debt crisis with the independent variable that reveals the EU-Greece relationship and the dependent variable that shows the impact of economic crisis in Turkey-Greece relations. As a result of this evaluation, it was aimed to make an analysis at the point where the experienced political disagreements between the two countries, Cyprus and Aegean, could not be delivered. In accordance with this objective, the study is composed of three main sections. The first section of realism, neo-realism, and forming the framework of the first Turkey-Greece relations problems of the sub-study were drawn from the point of view of neo-realism. In the second part, forming the second sub-study problems with the reasons for the emergence of the European debt crisis and it is addressed to the effects of Greece and Turkey. The study constitutes the main research question after the European Debt Crisis Turkey-Greece relations have been evaluated in the third section.At the end of the study, it was determined that the international system is now turning towards "Polarity". Europe's experience as the debt crisis in the European Union caused the self-questioning, Germany's process and that came to the fore in crisis management, while Greece national interests in accordance experienced were in turning the opportunities of the debt crisis compromise the vehicle's political problems with Turkey as the result that we use as. Although the 1999 Helsinki Summit the following economic and social aspects of many ways of cooperation from between Turkey and Greece opened, though, it is an obvious fact that EU and Greece relationships continues to tighten after the debt crisis. This case shows that the political disagreements moved from the past to the present in Turkey-Greece relations such as Aegean and Cyprus cannot be resolved for a long time within the European Union.
