Raportissa tarkastellaan sotilaallisen t&k-panostuksen ja kilpailukyvyn välisiä yhteyksiä. Aineistona käytetään brittiläisen International Institute for Strategic Studies -laitoksen (IISS) "The Military Balance" -raportin tietoja länsimaiden sotilaallisen t&kpanostuksen kehityksestä. Julkisen vallan sotilaallisia t&k-panostuksia verrataan maiden julkisiin siviilipuolen t&k-menoihin, sotilaallisiin hankintamenoihin, sekä suhteessa maiden BKT:hen ja puolustusbudjetteihin. Raportissa on mukana myös tiivis katsaus sotilaallisen t&k-panostuksen ja tuottavuuden välistä yhteyttä kuvaavista kansainvälisistä tutkimuksista. Raportin tulosten mukaan sotilaallisella t&k-panostuksella ja kilpailukyvyllä ei ole suoraa yhteyttä. ; This study discusses the relationship between military R&D and competitiveness. The study is based mainly on a British International Institute for Strategic Studies -institutes publication "The Military Balance", and furthermore its information about the development of Western countrye´s military R&D-stakes for the years 1994 -2001. Government military R&D is compared for government R&D, defence expenditure and also to the countries gross domestic product and defence budgets. The study also includes tight review about the previous international studies, which are focused to study the relationship between military R&D and productiveness. The study concludes, that there are no direct connection between military R&D and competitiveness.

This volume looks at the Finnish-German military alliance (1941–1944) as a translation zone – a multilingual network of military, administrative and civilian encounters that was held together by linguistically versed soldiers and civilians acting as interpreters and translators. It focuses on interpreters and liaison officers of the Finnish Liaison Staff in Rovaniemi, who were assigned to the staffs of the German army units with the task of maintaining communication between the two armies and assisting German troops in their daily matters. Furthermore, attention is paid to Finnish civilians, especially women whose language skills made them candidates for a range of mediation tasks in the German units. The reconstruction of military interpreters' and liaison officers' tasks and mediation agency between the two military cultures is based on their war-time weekly reports, whereas the civilian interpreters' experiences are drawn from a variety of autobiographical accounts, including interviews.

Tutkimuksen tarkoituksena on vallankäytön luonteen ja sen ilmenemisen tulkinta ja ymmärtäminen ammattikorkeakoulujen vakinaistamis- ja laajentumisprosessissa vuosina 1995-2000. Tutkimus jakautuu kahteen pääosaan: teoreettiseen ja tapausesimerkkinä toteutettavaan empiiriseen osaan. Työn lähtökohtana on teoreettisen viitekehyksen kautta jäsentää, tulkita ja ymmärtää tutkimuskohteena olevaa ilmiötä eli vakinaistamis- ja laajentumisprosessiin liittynyttä vallankäyttöä. Työn metodinen painopiste lähenee teoriaperusteista analyysia ja arviointia. Tiivistäen ilmaistuna teoria saa työssä tulkintavälineen aseman. Tavoitteena on teorian ja sen pohjalta luodun viitekehyksen ja aineiston välinen dialogimainen vuoropuhelu, jota täydennetään eri tutkijoiden esittämillä näkemyksillä. Työn dokumenttiaineisto painottuu kirjoitetussa muodossa olevaan, aitoon ja alkuperäiseen sekä selkeästi rajattuun tekstikorpukseen, jolle annettiin ja jolle muodostui keskeinen asema korkeakoulupoliittisia ratkaisuja tehtäessä. Työn tulkintaprosessin myötä voidaan päätyä mm. toteamaan, että valta ei paikantunut tai sijoittunut ammattikorkeakoululaitoksen luomisen prosessin osalta ainoastaan valtakunnan tason toimijoille ja päätöksentekijöille eli suunta ei ole yksinomaan ylhäältä alhaalle. Kokonaisuuden onnistuminen ja toimivuuden turvaaminen jäivät ja jäävät pitkälti anojien eli paikallistason vastuulle. Vaihtoon liittyvää ulottuvuutta ja vuorovaikutusta tarvitaan prosessin jatkokehittämisen onnistumiseksi. Tarkasteltavassa prosessitodellisuudessa ilman paikallistason työpanosta ja muutoksen syvällisyyttä ja hallintaa - nimenomaan ammatillisen korkeakoulutuksen näkökulmasta - todellinen muutos jää puutteelliseksi. Viitekehyksen keskeisimmät ulottuvuudet nousevat selkeästi esille empiirisen aineiston tulkinnan myötä; vallankäyttö prosessitodellisuuden eri toimijatasojen menettelyjen osalta liikkui nollasummapeli - positiv-summekonflikt -ulottuvuudella, kuten myös mahdollistamisen ja antienergisoinnin ja toimintaa hankaloittavien ratkaisujen puitteissa. Vallankäyttö seurauksineen liikkui ylivallan ja yhteistoiminnallisen vallan kentissä. Valta kapasiteettina ja kykynä tulkita sekä omaa että toisten todellisuutta sekä kokonaisuuden hallintana - jopa edellä mainittujen ulottuvuuksien puutteenakin - saa keskeisen sisällön tarkasteltavan tapausesimerkin puitteissa. Vallan suhdeperusteinen ja muuttuva luonne tulee selvästi esille. Vallankäyttö näkyy selkeästi konkreettisessa toiminnassa paikallisella, alueellisella ja valtakunnallisella toimijatasolla. Kun tilannetta tarkastellaan työn viitekehyksestä käsin, paljastuu valtakäsitteen hyödyntämisen ja tulkinnan jääneen prosessin kuluessa osittain rajautuneeksi. Työn pohjalta voi tulkita vallankäytön heijastusvaikutusten ja mahdollistamisulottuvuuden pohdinnan jääneen osittain keskeneräiseksi. Tehtyjen ratkaisujen ja valittujen periaatteiden seurauksena vallankäyttöön olennaisesti liittyvä kokonaisuuden hallinta ja kyky taata muutoksen syvällisyys eivät olleet ongelmattomia. Kaiken kaikkiaan kyse on työn otsikon mukaisesti vallankäytön oppimisesta. Samalla paljastuu vallankäytön haasteellisuus korkeakoulupolitiikkaa laajemminkin hallinnon kannalta. Valtaan liittyvän todellisuuden tulkinta laajentaa prosessin ymmärtämistä. Samalla paljastuu viitekehyksen laajempi sovellettavuus ja tutkimuksen käyttökelpoisuus sekä vallan suhdeperusteinen ja muuttuva luonne. Perehtyminen työ viitekehykseen ja sen pohjalta tehtyyn empiiriseen tarkasteluun voi edistää muutosta ja sen hallittavuutta. Työ viitekehyksenä oleva mallikombinaatio, synteesi mahdollistaa suoraa vallan harjoittamista laajemman prosessinäkökulman ja auttaa ymmärtämään laaja-alaisemmin organisationaaliseen vallankäyttöön liittyvän toiminnan seurauksia. Siten käytetty malli monipuolistaa vallan tulkintaa. ; The purpose of this study is to interpret and understand the nature and presence of the use of power in polytechnics during the years 1995 - 2000 when they were both being made permanent and undergoing expansion. The study is divided into two main parts: the theoretical and the empirical case study. The use of power within the process examined is interpreted through the theoretical part. Put concisely the theory becomes an interpretative tool in this study. The study concerns itself with two principle levels, the national and the provincial / local: the relationship between and within these two is analysed and interpreted from the viewpoint of the use of power. The basic arrangement of the study is to consider the use of power through and with the help of the two earlier mentioned levels. The workings of the evaluation board of the polytechnics and its licensing section (initially a separate working group), government, parliament, the commission of education and culture, and the ministry of education form the national level of the empirical part of the study. These bodies can be broadly divided into two working groups: the political decision makers, and the specialists. The second level is made up of local and provincial questions of power, resources and dependency. North Savo Polytechnic and Pirkanmaa Polytechnic, both of which could not get permanent official status immediately on first application, have been chosen as examples of the local level. During the period studied North Savo Polytechnic applied for permanent status three times and made one application to broaden the mandate sought. Thus the process reality and entirety and its power dimensions and its changes can be seen. After these submissions the process continued in North Savo provisionally or as education based on agreement making certain units permanent. Pirkanmaa Polytechnic was assessed at the start of the process and again at the end of it when it got provisional approval for making the school permanent. Thus in the time period studied we can examine two different cases as examples within the local process. The study covers issues on both micro and macro levels. The central theme is to look at the process and its content dimension in its entirety. The views of both local and national influencers have been included to make the research more substantive. The use of power as part of process reality is modelled with the aid of two intersecting lines. At the ends of the horizontal line there are the power dimensions of authoritarian (power over) and co-operative (power with). The vertical line describes energy and anti-energy power dimensions; empowerment and action that hinders or even blocks it. Thus we have a four-field model that describes power dimensions in the building process and serves as a technical tool for the study and its theoretical framework. The starting point of the study is that "power moves" as a result of actions in the aforementioned four-field model even during the same process reality, and then the use of power takes different forms and has different consequences. The positions of the power wielders and power targets vary during social interaction and action. Power as a phenomenon manifests itself in varying non-static process relationships and a conclusion as a nil sum game or open conflict is not enough to keep the process developing positively. They are counterbalanced by reciprocal exchange relationships and the positive sum conflict dimension. The interpretation of process reality, securing a change, and management of the entirety become central. The starting point of the study is, through the above-mentioned theoretical framework, to analyse, interpret and understand the phenomenon studied, i.e. the use of power in the process of awarding permanent status and broadening a mandate already received. The methodological emphasis comes close to theory based analyses and evaluation. The aim is a dialogue between on one hand the theory and the framework it's based on and on the other hand the data. This dialogue is then completed with views from various researchers. The documentary data consists mainly of written original, genuine and clearly defined bodies of text which were submitted and which formed a central part in the making of political decisions in the polytechnic field. Through the interpretation process of the study it can be stated that as regards the creation of the polytechnics that power was not only located at the level of national decision makers i.e. the direction is not only from the top to the bottom. Successful implementation and feasibility were and still are the contributory responsibility of the local level applicants. Interaction and reciprocity exchange are needed to make further development successful. Real change in the process reality will be incomplete if local level work input, management and depth of the change - especially from the viewpoint of the polytechnics - are not taken into consideration. The most central dimensions of the framework are brought out with the interpretation of the empirical data; the use of power in the differing action levels of the process reality was moving in the nil sum game - positive sum conflict dimension, as also in the facilitating / empowering and anti-energising / solution retardation dimension. The use of power with its results was moving in the fields of authoritarian (power over) and co-operative (power with). Power as capacity and as ability to interpret one's own and others´ reality and also as management of the entirety - even lacking of all the before mentioned dimensions - receives a central role in the case study examined. The changing and relationship based nature of power is brought out. The use of power can be seen clearly in the tangible actions at the local, provincial and national levels. When the situation is looked at from the framework of the study it can be seen that the utilisation and interpretation of the concept of power has remained partly limited in the course of the process or that the decision makers have not thought about it from the viewpoint of the framework. On the basis of the study it can be interpreted that the study of the reflex effects and facilitating / empowering dimension of the use of power has remained somewhat incomplete or that at least the knock on effects have not been studied in all aspects. As a result of the decisions made and the principles chosen the management of the entirety and the ability to secure the depth of the change that essentially go together with the use of power were not problem free. All in all it is about, in accordance with the title of the study, learning to use power. At the same time the challenging nature of the use of power in administration other than in the polytechnics is revealed.

This collection of articles sheds light on the role of human language in interspecies interaction. The book shows that language is not necessarily what separates us from other creatures. It can also be seen as yet another dimension of human existence that is deeply rooted in our shared history and everyday life with other living beings. This volume contains six individual research articles, two short reviews, an opening introduction to the themes of the book, and an extensive, theoretical closing chapter. The studies draw on methodologies and theoretical approaches including conversation analysis and a cognitive, usage-based approach to grammatical constructions. The book further explores the interfaces of linguistics, biosemiotics, and posthumanism. The studies show how linguistic and interactional approaches can contribute to our understanding of how human and non-human animals communicate with each other during embodied activities, how human language users make sense of interspecies encounters in speaking to or about animals, and how human language is thereby impregnated by the presence of other species. The individual research articles study, e.g., interaction with co-present animals, dialectal cow calls, parliamentary speeches, narratives of nature observation, and historical laws.

Alex Matson (1888–1972) is an important Finnish literary critic and essayist, whose literary reviews and collections of essays have made a vital contribution to the development of Finland's postwar literary generation. Born in Finland as the son of a sailor, Matson moved as a young child with his family to Hull in England, where he went to school. In the 1910s, he moved back to Finland, where he at first established himself as painter associated with the expressionist November Group, an important Finnish artistic movement at the time. In the interbellum, he moved from fine arts to literature. In the 1920s and 1930s, he published several novels, but more important was his work as transmitter of international literary ideas to Finland. Together with his first wife, Kersti Bergroth, he edited the literary journal Sininen kirja (""The Blue Book""; 1927–1930), which was inspired by the writings of John Middleton Murry and Katherine Mansfield. Sininen kirja is the most international literary journal in Finnish history to date and introduced Finland to the most significant modernist writers of the first half of the 20th century (Gottfried Benn, Jean Cocteau, Alfred Döblin, T. S. Eliot, Aldous Huxley, James Joyce, D. H. Lawrence, Katherine Mansfield, Paul Valéry, Virginia Woolf).
During the Second World War, Matson worked for the State Communications Agency, which was responsible for disseminating relevant information about Finland to other nations and for informing Finns of relevant developments abroad. It was also tasked with studying the prevailing mood among the population in Finland. In Matson's unpublished wartime diaries, one can see the first symptoms of a shift in Finnish culture away from Germany and towards Anglo-Saxon culture.
From the 1940s onwards, Matson recommended new English and American novels as a part of his work as reader for Finnish publishing houses, and he also translated works by Joyce, Hemingway and Steinbeck. With the help of a network of international literary critics, Matson became acquainted with New Criticism, which he introduced to Finland before it became established among academic researchers. He was often critical of academic literary studies, but his seminal essay works Romaanitaide (""On the Prose Novel""; 1947), John Steinbeck (1948), Kaksi mestaria (""Two Masters"", on Tolstoy and Dostoevsky; 1950) as well as his impressive conversational skills were instrumental in introducing knowledge about the principles of the prose novel to several authors (including Väinö Linna, Lauri Viita, and Hannu Salama), and contributed to their views of literature. Matson emphasized the importance of reading and understanding high-quality literature for the wellbeing of society.
Tässä tutkielmassa tarkastellaan välitystiliasiakkaiden kuvauksia taloudellisen toimijuuden ilmenemisestä ja sen tukemisesta sosiaalityön keinoin välitystiliasiakkuuden aikana. Välitystilipalvelu on sosiaalityön väline, jolla ihmisiä pyritään tukemaan ja vastaamaan heidän taloudellisiin ongelmiinsa. Se on osa taloussosiaalityötä, jossa ihmisen toimeentuloa tutkitaan kokonaisvaltaisesti ja jonka tavoitteena on vahvistaa ihmisen taloudellista toimintakykyä. Välitystilipalvelu on sekä palvelun tuottajalle että asiakkaalle vapaaehtoinen palvelu. Välitystilin tarkoitus on olla lyhytaikainen ratkaisu asiakkaan talouden hallinnan ongelmiin ohjaten asiakasta itsenäiseen selviytymiseen. Tutkielmani teoreettinen viitekehys on Amartya Senin toimintamahdollisuuksien näkökulma. Tutkimus on teoriasidonnainen ja analyysimenetelmänä on abduktiivinen päättely. Aineistosta esiin nousseet taloudellisen toimijuuden kuvaukset on jaoteltu eri ulottuvuuksiin teemoittelun avulla. Aineiston keruu on tapahtunut yksilöhaastatteluilla. Haastattelupyyntö lähetettiin kaikille tutkittavan alueen välitystiliasiakkaille, joiden vastuulle jää yhteydenotto haastatteluajan sopimista varten. Näin varmistuttiin siitä, että haastatteluun tulevat henkilöt ovat vapaaehtoisia ja osallistuvat omasta halustaan. Analyysissa keskitytään etsimään haastateltavien sanoittamia kuvauksia taloudellisen toimijuuden ilmenemisestä ja sen tukemisesta sosiaalityön keinoin välitystiliasiakkuuden aikana. Toimijuus voidaan määritellä monella tavalla, joista tässä työssä hyödynnetään Amartya Senin, Talcott Parsonsin, Anthony Giddensin ja Albert Banduran määritelmiä toimijuudesta. Tutkimuksen tuloksina aineistosta esiin nousevat taloudellisen toimijuuden kuvaukset on jaoteltu taloudellisen toimijuuden ilmenemisen ja taloudellisen toimijuuden tukemisen ulottuvuuksiin. Taloudellinen toimijuus ilmenee asiakkaiden puheessa valinnanvapauden toteuttamisena ja oma-aloitteisuutena. Taloudelliseen toimijuuteen liittyviä haasteita ovat köyhyys ja velkaantuminen sekä vetäytyvä taloudellinen toimijuus. Taloudellista toimijuutta voidaan aineiston perusteella tukea laatimalla asiakkaalle asiakassuunnitelma sekä työskentelemällä asiakkaan kanssa tavoitteellisesti ja säännöllisesti. Johtopäätöksenä esitän, että välitystiliasiakkaiden hyvinvointi syntyy heidän tekemistään valinnoista ja yhteiskunnan rakenteista. He elävät taloudellisessa niukkuudessa, mutta se ei automaattisesti vähennä hyvinvointia. Tulot ja varallisuus toki parantavat ihmisen taloudellista toimintakykyä, mutta ne eivät yksinään riitä takaamaan hyvinvointia. Välitystilitutkimusta ei juurikaan ole tehty, ja sitä olisi hyvä jatkossa tutkia esimerkiksi vaikuttavuuden arvioinnin näkökulmasta. Hyödyllistä olisi myös välitystilipalvelun alueellisen tai valtakunnallisen toimintamallin rakentaminen. ; This study focuses on searching descriptions of the appearance of financial agency and supporting it with the help of social work within mediation account service. The mediation account can be used to assist people in financial distress and address their financial problems. Mediation account service is part of financial social work, which studies a person's income comprehensively and aims at enhancing a person's financial capability. Mediation account is a voluntary service for both the service provider and the customer. It is meant to be a short-term solution to address the customer's financial problems guiding them towards independent survival. The theoretical approach to this study is Amartya Sen's capability approach. My study is theory-connected and the analysis method is abductive deduction. The descriptions of financial agency rising from the research material have been divided into different dimensions with the help of thematization. The research material was gathered via individual interviews. The request to participate was sent to all the mediation account customers in the research area. They were then responsible for contacting me and setting up a date for the interview. This guaranteed that the people participating in this study did so voluntarily and of their own accord. This study focuses on searching descriptions of the appearance and supporting financial agency with the help of social work in the research material. Agency can be defined in many ways. In this study, the definition of agency is based on the definitions of Amartya Sen, Talcott Parsons, Anthony Giddens and Albert Bandura. The descriptions of financial agency rising from the research data will be divided into the dimensions of appearance of financial agency and supporting financial agency. The financial agency appears in customers' speech as executing freedom of choice and initiative-ness. Challenges of financial agency are poverty and indebtedness as well as passive financial agency. Customers' financial agency can be supported with the help of client planning and goal-oriented and regular work with the customer. As a conclusion I state that the well-being of the mediation account customers is formed by the choices they make as well as societal structures. They live in financial austerity, but it does not auto-matically diminish their well-being. Income and wealth improve the financial capability of a person but as such are not enough to guarantee a person's well-being. Mediation account studies are scarce. In the future, it could be studied for example from the aspect of estimating the effectiveness of mediation account service. It could also be useful to create a regional or nationwide mediation account procedure.

This paper is an analysis of the foreign Aid Policies of two OECD Development Assistance Committee member countries – Finland and Ireland. The analysis reveals that both Finland and Ireland share high principles on their relations with the developing world, although their current policy outlooks appear to differ significantly. Despite Finland's good economic performance and prosperity largely generated by the global demand and market access, the government has so far failed to include the increasing of ODA on its priority agenda. In addition to the declining commitment, the selection criteria for Finnish aid recipients appears to be partially commercially motivated. Ireland on the other hand has a solid record of targeting the poorest of the poor with its development assistance and has recently increased development country focus in national policies. The challenge for Ireland is the effective utilisation of these funds and even more importantly keeping the government's public, international commitment to the 0,7 percent recommendation level despite the possible future slowdown of the economy.

"Drawing on the debate on mediatization of politics this study identifies cultural meanings, institutional practices and styles of argumentation as three theoretical dimensions that illuminate both the construction of journalistic publicity and its potential uses in political action. Based on the theoretical model, environmental politics is identified as a specific context for mediatization. In environmental politics, the interplay of cultural meanings, institutional practices and styles of argumentation define the construction and use of journalistic publicity in a way that differs from other fields of politics.
The empirical part of this study analyzes the newspaper coverage of three Finnish environmental conflicts from 1971, 1994 and 2012. The theoretical model is transformed into an analytical framework that focuses on discursive construction of the conflicts (cultural meanings), journalistic frames, narration and opinion-giving in the coverage of the conflicts and the publicity practices adopted by actors during the conflicts (institutional practices) and legitimation of arguments (styles of argumentation).
According to this study, the relation between media and politics in the field of environmental politics is defined by the increasing cultural significance of environmental protection from the 1970s to the present. In the newspaper coverage of the three environmental conflicts studied, changes on the frames, narration and opinion-giving of journalism resonated with this cultural change. However, the significance of environmental protection in the framing, narration and opinion-giving of journalism was greater in the national newspaper studied compared to the local newspapers selected based on their proximity to the conflict sites. Styles of argumentation appeared to be more case dependent. The increasing cultural significance of environmental protection did not have a clear effect on how arguments were legitimated. "

The book approaches the history of Finnish development cooperation through the experiences of development aid workers. At its core is a small group of Finns (experts and officials from different fields) who have worked with international development aid in Asia, Africa and Latin America. Their memories and experiences, together with diverse archival material offer an interesting window into the world of development (cooperation), or "Aidland", from the 1960s to the turn of the millennium.
The research focuses on the personal motives and experiences of Finnish aid workers from the 1960s to the 2000s. The book offers perspectives on the historical construction of Aidland since the 1940s and on the gradual integration of Finland and the Finns into its structures. It describes the mindset of the first two generations of aid workers and the factors that made them interested in developing countries. The book follows their education, their first contacts with Aidland, adaptation to work and conditions, returning home and the challenges that come with it. The study gives the reader a view of the power positions, hierarchies and contradictions in Aidland and development cooperation, which at times led Finns to reassess their motives and justify to themselves the meaningfulness of the entire undertaking. Through their experiences, the book also deals with the less-known side of development cooperation, such as corruption, prejudices, and opposition to development projects, as well as their occasionally unwanted consequences in partner/recipient countries. It also sheds light on the effects of the Aidland experience on an individual's worldview and identity.
The book is an academic study suitable for a wide audience, from university students to ordinary readers interested in development cooperation. The book helps to understand both the history of development and the construction of multi-level connections of Finnish society with the countries of the Global South. It is therefore also ideally suited for readers interested in the development of Finland's internationalization in the late twentieth century. For its part, the book contributes to wider public debates on development cooperation.

The nineteenth century has been called an age of monuments. In some places even one piece made a difference. This book is a study of the intellectual background and physical making of Finland's first public sculpture, the statue of Professor Henrik Gabriel Porthan by Carl Eneas Sjöstrand. The idealised but sombre Porthan was born under the influence of German neoclassicism. Development on the project was slow but sure. The Swedish artist had to be supported over three years while he was putting together his first monumental piece in Munich and Rome, after which came another three years wait before the cast arrived to Finland. The bronze sculpture, commissioned by the Finnish Literary Society and raised by public subscriptions from people of all classes, was unveiled in the city of Turku in September 1864. Finns took some pride in the fact that, unlike other nations that had raised monuments to kings and generals, here the first place was given to a scholar. In this study Sjöstrand's pioneering bronze is placed in a wider context and compared with works by his precursors and contemporaries in the international sculptor colony of Rome.

Saamentutkimus tänään is an introduction to the Sámi studies, i.e. the scientific study of the Sámi people. It gives many-faceted basic information of the Sámi people and presents up-to-date views of the disciplines related to the Sámi studies, e.g. history, archeology, genetics, linguistics, comparative religion, folkloristics, ethnology etc. It provides scientifically based knowledge of the Sámi during the prehistory and pre-Christianity, dealing with reindeer herding, handicraft, the Sámi languages, Sámi literature and art and civil right questions, including participation in the international movement of the indigenous people. All the authors are eminent experts of their scholarly fields, and all the articles have been revised by the Academic representatives of the Sámi themselves - "Teos esittelee saamentutkimuksen keskeisten alojen uusimmat tulokset ja näkemykset ja päivittää saamelaisia ja saamelaiskulttuuria koskevat tiedot genetiikasta kielitieteeseen ja historiasta nykykulttuuriin. Tutkimuksen kohteena on kokonaisturvallisuus julkisena toimintapolitiikkana, ja sitä tarkastellaan sekä monimutkaisena ja yhteenkietoutuneena ilmiönä että turvallisuuspoliittisena strategiana. Kokonaisturvallisuus on laajaan turvallisuuskäsitteeseen perustuva, aiemmasta kokonaismaanpuolustuksen käsitteistöstä ja strategiasta kehitetty toimintapolitiikka, jolla tavoitellaan kokonaisvaltaista yhteiskunnallisen turvallisuuden hallinnan mallia. Tutkimuksen päämääränä on analysoida kokonaisturvallisuutta systeeminä, arvioida sen kelpoisuutta, toteutettavuutta ja edellytyksiä vastata turvallisuusympäristön muutoksiin. Tutkimus on metodologisesti laadullinen. Aineistona ovat suomalaiset kokonaisturvallisuuden alaan liittyvät erilaiset ja eritasoiset strategiat, ohjelmat ja muut dokumentit, ja toimintaympäristöön ja sen muutokseen liittyvät Euroopan unionin strategiat ja ohjelmat. Teoriaviitekehys perustuu Niklas Luhmannin systeemiajatteluun, jossa systeemin perusrakenteita ovat kommunikaatio, tieto ja merkitykset, ja joka korostaa valintoja kompleksisuuden hallinnan välineinä. Ajattelussa korostuu myös huiputon ja keskukseton yhteiskunta. Prosessimaisen otteensa vuoksi tutkimus kiinnittää huomiota yksittäisten osatekijöiden tai toimijoiden sijaan prosessiin ja kokonaisuuden systeemisyyteen, mikä korreloi sekä kokonaisturvallisuuden tavoitteiden että kompleksisuuden vaatimusten suhteen. Monet systeemin rakenteellisista peruselementeistä ovat jääneet kokonaisturvallisuuden kehittämisessä vähälle huomiolle. Tutkimuksen mukaan tämä vaikeuttaa sen toteutettavuutta. Kokonaisturvallisuuden hallinnassa olennaista on keskinäisriippuvuuksien ja systeemisyyden tunnistaminen ja hallinta. Tutkimuksen tulosten avulla kokonaisturvallisuutta systeemisenä turvallisuuden hallinnan mallina voidaan kehittää ja edistää. Tutkimus päätyy suositukseen kokonaisturvallisuuden kehittämisen ratkaisumallista (ns. älykkään adaptiivisen kompleksisen turvallisuussysteemin idean avulla). Tutkimus tarjoaa eväitä myös uusien kokonaisturvallisuutta koskevien poliittisten linjausten ja politiikkatoimien muotoilulle. ; The main objectives of this study are to clarify and deepen the understanding of the phenomena of comprehensive security and to analyze and evaluate the political viability and administrative operability. Furthermore, the study aims to analyze comprehensive security as a political process and a complex system. In addition, the research deals with changing security environment, emerging security threats. Originally, the concept of comprehensive security derived from the previous concept of comprehensive defense and preparedness in Finland, but it also has roots in the Nordic states' cooperation processes of civil security since 2009. At policy and doctrinal levels, the 2000s saw a converging trend in Nordic states to-wards the definition of societal or comprehensive security concepts that might co-exist with military-led planning for war-time, but within which the softer aspects of security were paramount. The "societal" approach defines the protection of society as a whole – with its own complex mechanisms, values and culture – as its goal, rather than physical boundaries or the isolated and abstract individual. It also rec-ognizes the capacity of non-state actors within society, from businesses to social organizations and individuals, to play a large role themselves in warding against, coping with, and recovering from disasters. The research questions are: 1. What is comprehensive security like as a policy or meta-strategy, political process and complex system? 2. Is the comprehensive security policy or meta-strategy politically viable and administratively feasible? What kind of conditions the strategies (policies) provide for the administrative operability and the development of capabilities? The theory framework is based on Niklas Luhmann's systems and complexity thinking. Luhmann perceives society as centerless and topless system in which communication, information and meanings are considered as the basic elements. The aim of communication is to cause action in systems and formulate new system levels by creating new chains of communication. The empirical part of the research is established on the methodology of concept analysis, content analysis and policy-analysis. The policy-analysis was conducted by the method of political reading. Political reading can be characterized as 'de-mapping', which refers to opening up new aspects of contingency and thus ex-panding of the presence of the political therein (Palonen 1993: 13-15). Through the analysis of the political process the struggle of meanings was iden-tified. As a concept, comprehensive security is ambiguous, unanalytical and unclear. There is a lack of shared meanings, which reflects on how difficult it is to steer the comprehensive security. By emphasizing its cooperative and coordinative nature, is believed to promote better governance of security. However, the lack of steering hampers the political viability which the difficulties of the coordination clearly indi-cate. Many of the basic elements of a system (information/knowledge, communica-tion and meanings) have been ignored in the development of comprehensive secu-rity. This hampers its administrative operability. The study emphasizes that systemic instruments, systems intelligence, identified interdependence and systemic nature of threats and security environment are essential components of comprehensive security governance. The research produced also 10 normative conclusions, by which the compre-hensive security can be developed further with. In addition, it gives the recommen-dation for the development of a model, according to the idea of intelligent adaptive complex system. It also offers information for new political aligning and policy formulations. Due to the process approach of the research, it pays attention to societal security system as a whole, not to single functions or actors. This fits to-gether with the goals set for comprehensive security and the requirements the se-curity environment and complexity imposes.
