This last paper in the volume tries to pull the threads together and to detect trends of evolution in the analysis of international relations. The discussion is limited to three issues deemed basic to this evolution: 1) the increasing g importance of technology and its impact on the world System, and especially on one of its basic components: the nation-state ; 2) contents and characteristics of the new industry of futurology ; and 3) the rise of political economy as a basic approach to the study of international relations. It is suggested that we are growing beyond such simplistic divisions as "High" and "Low Politics", and obsession with methodologism per se, and that we are increasingly putting rigor and interdisciplinarity in the service of analysing "substantial" issues of international relations.

As the fourth power, they would play alongside the executive, legislative and judicial branches an essential role of actors and witnesses in the life of modern States and in relations between States. By their intervention in the process of pacifying conflicts, their power is no longer in doubt since they have proved their indispensable role both in liberal democracies and in other political systems. ; La vie politique des Etats renvoie à quantité d'enjeux notamment dans le domaine social, économique et culturel, propre à chaque société. La spécialité de toute activité en politique internationale, consisterait à faire émerger les problèmes collectifs, à révéler les demandes au pouvoir politique et de proposer des projets de solutions. Les « relations internationales illicites » continuent de bouleverser le champ de la légalité et de la morale internationales. Aujourd'hui, le phénomène apparaît plus que jamais comme une composante majeure, source de troubles non négligeables, des relations internationales. D'entrée, la définition du sujet révèle la difficulté d'une approche globale. Les relations internationales illicites ne se limitent pas à la seule criminalité internationale, et la multiplicité des facteurs de développement rend le phénomène de plus en plus difficile à cerner. La fin de la guerre froide, la défaillance des structures étatiques de certains pays, l'émergence de nouveaux acteurs, l'apparition de « zones grises » contribuent à l'expansion de ce nouveau fléau. Et si les dangers qu'il représente pour l'équilibre mondial sont depuis longtemps avérés, il appartient désormais aux États de se mobiliser et d'œuvrer pour une véritable moralisation de l'ordre international.
