In the second half of the 20th century, the Colombian state was concerned with containing the guerrilla insurgency, promoting internal peace and restructuring its power. The weakening of the state, maximized by drug trafficking led by guerrilla and paramilitary groups, sparked discussions about the establishment of a security plan involving the United States and Colombia, entitled Plan Colombia in 1999. Bill Clinton's US policy, inserted in a conjuncture of war on illicit activities, aimed at interrupting the institutionalization of violence in the Colombian State, as well as containing the impacts of drug sales in adjacent territories. The majority of investments came from the US government, which would remain maximized due to the episodes of 2001 – when the "war on terrorism" converted the plan into a fight against narcoterrorism. This article aims to analyze Plan Colombia in the dynamics of International Relations between the US and Latin America. ; En la segunda mitad del siglo XX, el Estado colombiano se preocupó por contener la insurgencia guerrillera, promover la paz interna y reestructurar su poder. El debilitamiento del Estado, maximizado por el narcotráfico liderado por la guerrilla y los grupos paramilitares, provocó discusiones sobre el establecimiento de un plan de seguridad entre Estados Unidos y Colombia, denominado Plan Colombia en 1999. La política estadounidense de Bill Clinton, insertada en una coyuntura de guerra sobre actividades ilícitas, encaminadas a interrumpir la institucionalización de la violencia en el Estado colombiano, así como a contener los impactos de la venta de drogas en territorios colindantes. This research analyzes the stage of regional economic development of Brazil's regions. For this was used the concept of stages of economic development and as a methodological basis was constructed the Regional Economic Development Index (REDI), using social and economic variables. The results showed that in all Brazilian territory there was an improvement in the level of development 2000 to 2010, but persisting disparities between regions. The regions at an advanced stage, in 2000, were concentrated in the Distrito Federal, São Paulo and Rio de Janeiro States, and in 2010 Espírito Santo and Paraná States also started having advanced rationality. While the Southeast and South Brazilian regions showed more developed regions, the North and Northeast Regions and some parts of the Midwest still have more laggards' locations. Finally, the more developed regions have a higher rate of urbanization, greater representation of the secondary and tertiary sectors, higher levels of income and thus lower spending on social programs. Less developed regions show an opposite profile.

Most countries face chronic housing problems, which have produced countless social tensions and politico-economic opportunities. The housing question has had different characteristics, related to quantitative and qualitative issues or the urban and environmental surroundings of the housing. Between the on-going problems' mutations and the administration responses through public policies, complications emerge: difficulty to understand the issues and their importance, and lack of resources, resulting in a worsening in residential dissatisfaction, degradation of the affected areas and diminished capacity to attract residents and investment. To illustrate this, a spatialisation of housing dissatisfaction is presented for the municipalities of mainland Portugal, using recent statistical data. The variables used relate to the most common residential problems – overcrowding, degradation and lack of infrastructures – and also accessibility for people in wheelchairs and commuting time. The statistical processing allowed for an identification of six clusters illustrating different types of residential dissatisfaction. They feature an interesting spatial distribution, supporting the view that geographic specificities can explain housing dissatisfaction profiles. The results were correlated with the official instruments for mitigating residential dissatisfaction in order to verify their degree of coherence. While the true origins of the problem may not lie in the housing itself, or in the area's economic activity, but mostly in the income available to the families affected (retired/pensioners, minorities, unemployed people, precarious workers and other instances of social deprivation), the implications of the results obtained are evaluated for a social housing policy that is increasingly focusing on families, concrete types of dissatisfaction and territorial specificities.

In this study, dedicated specifically to 'The Origins of Greek Thought', we would like to show how Vernant's analysis method of the different moments that defined the human's history proceeds above all through the systematic examination of the constitutive relations that differentiated them as such or such. However, as its development is unfolded, we also believe that we can demonstrate the existence of a thought implicating a series of concepts that, from the perspective of a philosophical reflection, have inseparably bounded to them an understanding on the problem of the nature of action, as well as the relation between action and the sense or animation that it expresses in its performance. When defining the different elements and roles of a historical context, not as isolated terms in and by themselves, but through the complex state of interactions which they found themselves in, Vernant demonstrates to conceive a character as that which distinguishes itself for the actions he performs, but these actions, on the other hand, as an activity that solely differentiates as such or such together with what it's interacting with. Furthermore, this condition has shown us to be accompanied by the capacity of action to express the constitutive relations that it entertains with its surroundings. Far from suggesting a timeless Form that could subsist indifferent to the changes happening at the level of the interactions between the elements of a network of relations, the animations expressed by its characters are autochtonous and varies at the same speed in which their activity transforms.
