Razvoj medunarodnih studija u Hrvatskoj

The beginnings of the scientific study of international relations in Croatia precede its inauguration & international recognition as an independent state in the early 1990s. Already in the former state of Yugoslavia, there were pioneer attempts in Zagreb at serious research into the complex science of international relations. In 1962, the Faculty of Political Science was founded; one of the subjects was international relations. At the end of the 1970s, & at the same faculty, a postgraduate study program of international relations was launched. Zagreb, due to the quality & quantity of its experts & their dedicated pedagogical work, the publication of their works, & their contacts with their colleagues abroad, had the central role in the development of a modern science of international relations, not only in the former state but in the wider region of Southeastern Europe. The declaration of the independent Republic of Croatia, & geopolitical & geo-economic changes in the international environment, pose new challenges, obstacles, opportunities as well as objective needs for a new approach & the development of the study of international relations, the accompanying institutions & the publication of relevant literature. 24 References. Nacionalni interes i moral u medunarodnim odnosima

This paper examines some of the main assumptions on which the IR theory of political realism is based. According to the theory of political realism, national interest and not morality is the main criterion by which the state acts in its foreign affairs. In its first part this article examines three arguments in support of realists' skepticism towards morality in international relations. In the second part the concept of national interest and the possibility of its application as the main criterion in choosing the state action in international relations are examined. The author argues that the only plausible version of morality is universal morality based on respect for fundamental human rights. Realists' view of morality at the international level cannot be defended in a convincing manner. Still, the theory of political realism provides valuable insights about the nature of international morality and the limits of its application. Adapted from the source document.

Neorealistička teorija međunarodne politike kroz teorije saveza ; The Neorealist Theory of International Politics Through Alliance Theories
Globalizacija i povećana međunarodna međuovisnost pridonose tomu da se ponovno povećava interes utjecaja strukture međunarodnog sustava na međunarodne odnose. Međunarodni sustav od kraja Hladnog rata neprestano proživljava promjene. One se najviše odlikuju u političkim i sigurnosnim novitetima. U takvim je uvjetima struktura sustava postala glavnom odrednicom ponašanja država koje se, promatrajući ih kroz perspektivu strukturalnog realizma ili neorealizma, ponašaju isključivo u skladu s vlastitim interesima, u uvjetima anarhičnog sustava. S obzirom na geopolitički položaj te veličinu Hrvatskoj je izrazito bitno čvrsto članstvo unutar NATO-saveza i Europske Unije. Kontekst razvoja sigurnosti i obrane time postaje više usmjeren na činjenicu da se zemlje članice saveza obvezuju pomagati jedna drugoj u slučaju pojave ugroze, te se time jača stabilnost nacionalne sigurnosti potrebne da se omoguće dugoročni mir i stabilnost u zemlji, ali i u susjedstvu. Kao središnji i konstantan fenomen u proučavanju međunarodnih odnosa, savezi nastaju jer su vlade svih razvijenih država svjesne da su dio jednog većeg entiteta u međunarodnoj politici u kojoj, prema postavkama neorealističke škole među-narodnih odnosa, postoje prijetnje koje su uzroci stvaranja saveza. ; Globalisation and increased international interdependence have contributed to the fact that once again the interest of the impact on the structure of the international system to international relations is increased. The international system, since the end of the Cold War, is constantly going through changes. They are the most distinguished in political and security innovations. In such circumstances, the structure of the system has become the main determinant of behaviour of states that, looking through the perspective of structural realism or neorealism, act solely pursuing their own interest, in terms of an anarchic system. Given the geopolitical position and size of the country, it is extremely important for Croatia to have a firm membership within the NATO and the European Union. The context of development of security and defence thus becomes more focused on the fact that the member states of the alliance commit to assist each other in case of threats, so the stability of national security needed to enable long-term peace and stability in the country, but also the neighbourhood, is strengthened. As a central and constant phenomenon in the study of international relations, alliances are formed because the governments of all developed countries are aware that they are part of a larger entity in international politics, in which, according to the neorealist school of international relations, there are threats that cause creating alliances.

Me(eth)unarodni klimatski rezim: realpolitika i klimatska katastrofa

In this article, the author suggests that in recent years climate change is gravely affecting the stability of the international order. The reason is not only the recklessness of the industrial sector as a source polluter, but also the lack of political will in drafting a global blueprint for creating a unique international climate regime. Even though the effects of climate change are getting worse each year, the selfish interests of states, the realpolitik in foreign policy and anarchy dominate international relations, thus representing an obstacle to creating an international climate regime. The author examines ways to overcome these obstacles to international institutionalization of climate issues by introducing three IR theory perspectives: realist, rationalist and idealist. The synthesis of these three perspectives is that the international climate regime should be decentralized; its legal acts should be drafted from inter-state agreements on specific issues, while its principles should be incorporated to the already existing international legal acts. The author describes the political situation & the relations among the victorious powers following WWII as well as their intention to create such an international organization for protecting peace & security, which would avoid the shortcomings of its predecessor, the League of Nations. Though this goal has been only partly achieved, the Organization of the United Nations has significantly contributed in preventing many political crises to escalate into wider conflicts. This paper, based on the analysis of articles published in the scientific journal Politicka misao between 1964 and 1987, aims to offer a detailed understanding of the history of IR discipline by combining the conceptual and contextual approach, positioning articles within three major theoretical debates, categorizing them thematically and then placing them within an academic environment. Analyzed articles represent the foundation of the IR discipline, hence its history portrays the way in which, in SFRY in general, and in Croatia in particular, it attempted to create its own identity.
