European Union and Indian Union signed the cooperation agreement in 1994 and a strategic partnership 10 years later. Europe was feeling safe and secure, which was well-described in 2003 in the European Security Strategy, so the approach to the relations with India stressed their economic aspects. In 2007, both sides have started negotiations of the Free Trade Agreement. They still have not concluded but in the meantime the world has changed dramatically. In the current international "disorder" both India and Europe are looking for new partners and vectors of influence, defending multilateralism and democratic values. The paper analyses 5 factors which severely influence these relations. They can bring both sides closer and make the strategic partnership stronger: Rise of China as a global power; Increase of American-Chinese competition and rivalry; Russia's coming back to the international game of power; Rise of India as a regional power and global player, the world largest democracy and a counterbalance to China; Brexit and internal dynamics in the EU. The text is based, among others, on research and discussions taken under umbrella of the India-EU Think Tank Twinning Initiative - the project implemented by 10 best European and Indian think tanks.

Contemporary Polish-Russian relations are examined, taking into consideration the broad internal conditions in Poland and in Russia. Negative mutual stereotypes prevail in both countries, shaped in the course of a complicated history of mutual relations, while the concepts of international policies in both states are underdeveloped and divergent. Polish-Russian relations are increasingly more influenced by external conditions, such as the profound change Europe is going through and the evolution of the entire international order. The most important modern issues in Polish-Russian relations concern the persistent differences in the perception of the history of mutual relations, dissimilar concepts of the European security system, and energy security. The conditions of relations between Poland and Russia affect Poland's ability to pursue its international interests in many areas: in relations with Russia and the CIS, in the forum of international organizations (NATO, EU, Council of Europe, OSCE and the UN), in relations with Poland's closest allies and partners (Germany, France, U.S. and Ukraine). Finally, Polish-Russian relations influence the position and international role of Poland, limiting it when these relations are bad or augmenting it when they are good. Since late 2007 Poland has been trying to conduct a pragmatic policy and normalize its relations with Russia. In general, Polish-Russian reconciliation seems feasible.

Ujmując interdyscyplinarnie wątki różnorakich załamań, impasów, gwałtownych przeobrażeń, zderzono ze sobą heterogeniczne ujęcia warunków, w jakich się odbywały i wywołanych rezultatów. Biorąc pod uwagę sfery, jakich poszczególne zjawiska dotyczyły, przedstawiono kryzysy polityczne, rządowe, gospodarcze, społeczne - wymagające wyjścia poza stosowane dotychczas rozwiązania i kulturowe - wynikające z ewaluacji systemów wartości. Dziesięć rozdziałów charakteryzuje przebieg i konsekwencje współczesnych sytuacji kryzysowych w Europie, Ameryce Łacińskiej i Azji. Szeregując uwarunkowania i następstwa opisywanych impasów, wymieniono ich główne kategorie. Wśród nich globalne i regionalne zmiany sojuszów, finansowe i gospodarcze skutki przemian, a także sposób ich prezentowania w debacie publicznej. Ważną grupą są koszty społeczne ponoszone przez jednostki i wykluczenia dotyczące różnych regionów świata. W prezentowanych badaniach często pojawia się wątek zarządzania kryzysem i tworzenia wokół niego właściwej dla określonych sił politycznych narracji, która legitymizuje podejmowane środki zaradcze lub ich brak."--

This paper demonstrates the most formidable challenges that the Policy Planning Staff in the Department of State has been facing since it was created in 1947 by G. Marshall and G. Kennan. In the first place attention is paid to the history of this institution. The following turning points were identified: the creation under G. Kennan and the incumbency of H. Kissinger as a Secretary of State. Then there are debated a few most important issues which the Policy Planning Staff deals with. It comprises difficulties in exerting influence, impossibility of merging the focus on strategic thinking with operational disposability. Finally, in the article there are presented some ideas of Z. Brzezinski who sought to enhance the Staff's performance. The intention of this article is to shed light on the obstacles that the policy planners have to tackle in order to effectively impact the American foreign policy. This issue has not been exhaustively discussed yet in the Polish scientific literature.

First, it is NATO, which was created in 1949 as a military alliance whose original purpose was to counteract the threat posed by the Soviet Union and to control Germany by anchoring the United States on the European continent. Since then, and especially since the end of the Cold War, NATO has undergone a process of transformation, but a number of primary functions continue to be extremely important. Individual theories of international relations (neorealism, neoliberal institutionalism, social constructivism) interpret the changes in NATO differently. Second, an alternative institutional set-up to NATO may be security and defence relations between the European Union and the United States. The main research objective of the presented study is to analyse, in accordance with selected theoretical and methodological assumptions, the main challenges of international energy security. This will be possible thanks to a comprehensive analysis in the explanatory and predictive dimension. Analyses of energy security issues take into account long-term development trends as well as unpredictable events related to the functioning of infrastructure and energy technology. Thus, unexpected, sudden phenomena resulting from the dynamics of the international environment gain in importance. The energy security policy has been narrowly defined so far, and thus the issue of thinking in terms of various development opportunities in the raw materials industry is often overlooked. The dilemma related to "non-linear" thinking often ignores a variety of solutions that, taken together, can cause a radical turn in the energy market and its evolution. The methodological framework of the conducted research included research methods appropriate to the science of international relations. The factor method was useful in identifying the determinants of energy security redefinition in the contemporary world. The prognostic analysis turned out to be helpful in the part of the thesis on the prospects for the development of energy security.
