The paper discusses the impact of environmental policies on international competitiveness of industries. Two positions are taken in the current debate on this issue. One the one hand, strict environmental policies are blamed for imposing substantiell costs which worsen international competitiveness. One the other hand, the competitiveness of firms may be improved in the long run because firms are encouraged to develop green technologies and may take a leading position on these world markets in the future (Porter-Hypothesis). The paper demonstrates that neither theoretical nor empirical evidence is able to support one of these conßicting positions in general. It shows the effects of environmental policies in different theoretical settings and discusses the problem in a model of perfect competition, in strategic environmental policy models of an international oligopoly, and in a model of firms' locational decisions. Many of the results are very sensitive to changes in parameters and assumptions and cannot be generalized. A survey of empirical studies concludes that there is no general clear evidence for neither a positive nor a negative impact of environmental policy on international competitiveness.

Mit dem Abschluss der Uruguay-Runde und der Gründung der Welthandelsorganisation (WTO) ist das Welthandelssystem in eine qualitativ neue Phase eingetreten. Manche sprechen von einem "Quantensprung" auf dem Weg zu einer Welthandelsordnung für das 21. Jahrhundert, andere von einem "historischen Marktstein". In der Tat hat die Uruguay-Runde mit der abschließenden "Erklärung von Marrakesch" am 14. April 1994 erhebliche Fortschritte in die internationalen Handelsbeziehungen gebracht. Zumindest hat die bisherige Ordnung des Welthandels seit Marrakesch deutlich an Umriss und Gestalt gewonnen.

Uns interessiert die Art und Weise, wie sich die IAO neuer Herausforderungen durch eine sich stetig verändernde Umwelt, insbesondere aufgrund neuer globaler Strukturen annimmt. Die Arbeitskosten eines Landes dienen oft als Erklärung für seine Wettbewerbsstärke, die Standortattraktivität und die Arbeitsmarktlage. Daher stoßen internationale Arbeitskostenvergleiche auf großes öffentliches Interesse. Es existiert jedoch keine eindeutige Definition des Begriffs "Arbeitskosten", und die verschiedenen Berechnungsmethoden werden für unterschiedliche, aber auch für gleiche Fragestellungen genutzt. Der Bericht geht anhand internationaler, nationaler und regionaler Vergleiche der Bedeutung dieser Berechnungsmethoden nach. Die Entwicklung der Arbeitskosten hängt insbesondere von der Berücksichtigung der Preiseffekte, der sektoralen Abgrenzung, der Arbeitsproduktivität und der Währungsbasis ab. Daher wird empfohlen, die Bewertung der Lohnpolitik anhand nominaler gesamtwirtschaftlicher Lohnstückkosten auf Nationalwährungsbasis vorzunehmen.

Die Diskussion zum Thema 'Handel und Umwelt' und die zu erarbeiteten internationalen Prinzipien in diesem Bereich haben die positiven Effekte und die Gleichrangigkeit der Wohlfahrtsförderung durch Handel und Umweltmassnahmen zu beachten. Handel führt zur Wohlfahrtssteigerung und kann damit die Grundlage für die Implementierung effektiver Umweltschutzmassnahmen bilden. Handel basiert auf der effizienten Allokation von Ressourcen und fördert daher auch den richtigen Umgang mit natürlichen Ressourcen, wenn das entsprechende Bewusstsein vorhanden ist und Marktversagen korrigiert wird. Ebenso gilt aber auch, dass eine nachhaltige Nutzung der Umwelt zentrale Voraussetzung für die langfristige Wohlstandssteigerung ist. Nationale Produktstandards und Massnahmen zum Schutz der eigenen Umwelt vor Schädigungen aus Produktionsvorgängen können notwendig sein, um Marktversagen zu korrigieren. In diesen Fällen müssen die WTO-Prinzipien der Transparenz, Nicht-Diskriminierung, Offenheit, Notwendigkeit und die Zugrundelegung von wissenschaftlichen Erkenntnissen beachtet werden, um 'grünen Protektionismus' und Wettbewerbsverzerrungen zu verhindern. Unterschiedliche Risikoevaluationen und Präferenzen sollen anerkannt werden, dürfen aber nicht zur künstlichen Schaffung von technischen Handelshemmnissen für umweltschutzfremde Ziele missbraucht werden. Wo möglich, sollten in internationaler Zusammenarbeit allgemein anerkannte Standards und gemeinsame Ziele und Werte festgelegt werden. Dies würde die Koordination von Umwelt- und Handelsinteressen begünstigen und dazu beitragen, Spannungsfelder zwischen diesen beiden Zielen abzubauen. Eine Harmonisierung von Berechnungsmethoden und Prüfverfahren könnte zu grösserer Effizienz und Transparenz führen. Gleichwertige Standards sollten gegenseitig anerkannt werden. Dies erlaubt eine effizientere Abwicklung und Stärkung des Handels unter gleichzeitiger Wahrung der eigenen Umweltpolitik. Seit Anfang der neunziger Jahre setzt sich die Europäische Kommission für die Förderung von finanziellen Mitarbeiterbeteiligungen in den Mitgliedsländern der Europäischen Union ein. Die Resonanz auf die ausgesprochenen Empfehlungen und die Intensität, mit der sie umgesetzt wurden, waren in den einzelnen Mitgliedsländern unterschiedlich. Diese verschiedenen Entwicklungen lassen sich durch institutionelle Unterschiede in den Mitgliedsländern sowie durch unterschiedliche politische Ansätze, die bei der Umsetzung der Empfehlungen der Kommission gewählt wurden, erklären. Die Unterstützung für finanzielle Mitarbeiterbeteiligungen wird durch die Annahme getragen, dass sie positiv auf Produktivität und Beschäftigung wirken. Bisher ist es jedoch noch nicht gelungen, dafür eindeutige empirische Belege zu finden. Trotzdem sollte die staatliche Förderung verstärkt werden. Denn finanzielle Beteiligungen der Arbeitnehmer können als ein Instrument zur Erhaltung von Arbeitsplätzen angesehen werden: Unter den Bedingungen der zunehmenden Globalisierung, mit einer erweiterten internationalen Mobilität von Gütern und Produktionsfaktoren geraten die Arbeitnehmerentgelte in Hochlohnländern - insbesondere von Beschäftigten mit eher geringer Qualifikation - unter Druck, wenn die Arbeitsplätze nicht gefährdet werden sollen. Insbesondere Kapitalbeteiligungen können die ausgelösten Verteilungseffekte abmildern. Die finanziellen Beteiligungsformen bergen jedoch Risiken für den Arbeitnehmer, wenn nennenswerte Einkommensbestandteile von dem durch den Einzelnen nur schwer zu beeinflussenden Gewinn abhängen oder die Mitarbeiter bei Insolvenz nicht nur ihren Arbeitsplatz, sondern auch ihr eingebrachtes Kapital verlieren. Aus der Sicht einer optimalen Risikostreuung ist vielleicht ein System der Vermögensbildung vorzuziehen, das die Kapitalbildung in Arbeitnehmerhand nicht auf den eigenen Betrieb beschränkt.

Our friend and colleague Rüdiger Dornbusch passed away before he was able tocomplete his book based on the Munich Lectures in Economics that he gave inNovember 17, 1998, at the Center for Economic Studies of Ludwig-Maximilians-Universität.The lectures contain a fascinating overview of the mechanics andhistory of international financial crises showing the breadth and ingenuity of thiseminent scholar. The lectures were lively and provocative, full of importantinsights and observations. Interestingly enough, Dornbusch expressed asubstantial mistrust in the actions of political decision makers, supervisoryagencies and central banks in the game that leads to the crisis and even collapse offinancial systems, and he advocated supranational supervisory actions as aremedy. Non-profit organizations are increasingly subjected to the forces of globalization. Although this should not come as a surprise, it is curious to note that the taxation of international philanthropy is an area where discrimination as to residence is still very obvious. Whereas domestic philanthropic flows of money enjoy substantial tax privileges throughout the democratic western world, these privileges often do not apply in situations where borders are crossed. In recent years the importance of support from charities and social investments has increased substantially, but cross-border philanthropy still remains hampered by numerous tax issues. By comparing the relevant legal and tax systems in selected countries, and by taking into account other legal developments relevant to international philanthropy, the author attempts to find a common approach to solve the tax obstacles of international philanthropy. The book begins by defining the scope of the study including the concept of 'landlock', political philosophies substantiating tax relief for philanthropic organizations and an analysis of bilateral treaties. This is followed by a comprehensive and comparative overview of the approach taken in three legal and tax systems regarding international philanthropy, i.e. Germany, the Netherlands and the United States. The work also examines whether EU law allows states (within and without the EU) to maintain 'landlocked' tax positions and, if so, under what type of conditions this may be permitted. Finally, the book concludes with a proposal of a new paradigm of non-discriminating treatment of philanthropy by examining ways to abolish landlocks.

In this era of globalisation of financial economies and markets, macroeconomics is necessarily international. Political and economic leaders are concerned about the competitiveness and attractiveness of the national economic area. The liberalisation of capital movements means that each national monetary policy must take utmost account of foreign interest rates and the views of financial markets. The introduction of the euro will further strengthen the internationalisation of financial markets and economic policies. Therefore, we can only welcome the publication of a French-language international macroeconomics manual which, by virtue of its pedagogical qualities, will provide the greatest services to students and teachers, but which will also be of interest to economists and the informed public, because of the highly topical nature of the issues it addresses (.). ; En cette époque de mondialisation des économies et des marchés financiers, la macroéconomie est obligatoirement internationale. Les responsables politiques et économiques se préoccupent de compétitivité et d'attractivité de l'espace économique national. La libéralisation des mouvements de capitaux fait que chaque politique monétaire nationale doit tenir le plus grand compte des taux d'intérêt étrangers et de l'opinion des marchés financiers. La mise en place de l'euro va encore renforcer l'internationalisation des marchés financiers et des politiques économiques. In general, attitudes towards nations have a fair amount of reciprocity: nations either like each other are relatively indifferent to each other or dislike each other Sometimes, however international attitudes are asymmetrical. In this study, we use social identity theory in order to explain asymmetrical attitudes. Parting from social identity theory, asymmetrical attitudes can be predicted to occur most likely between countries that are linguistically either similar or closely related, but differ in size. Europe, more than any other continent, offers a rich variety of nations which represent natural conditions for our study, such as size and degree of linguistic similarity. In order to test hypotheses derived from social identity theory, we asked respondents (N = 405) from (Dutch- and French-speaking) Belgium, France, Germany, and The Netherlands to fill out a questionnaire on three large nations (Germany, Great Britain, France) and three smaller ones (The Netherlands, Belgium, and Denmark). Results strongly supported hypotheses and confirm that a social identity approach may help to better understand international attitudes. ; Peer reviewed
