After getting rid of ISIL's military presence in Iraq, the problem of having a strategic vision in recruiting the PMF strengthened national security. In addition to the internal and external challenges that do not agree on a unified vision about these forces, which now has a law and regulation governing its work. In light of these changes, a vision is formed of the possibilities of employing these forces and making them an independent institution linked to the commander in chief of the Iraqi armed forces while preserving their national identity. The study was divided into two major parts. The first included the political and doctrinal dimensions of issuing the fatwa of jihad and the stage that witnessed the establishment of Hashed al-Shaabi. The second part included the strategic vision of employing Hashed al-Shaabi in a post- ISIL period. This part dealt with the obstacles to the strategic recruitment of Hashed al-Shaabi. Internal obstacles such as terrorism, political sectarianism and administrative corruption. The external obstacles dealt with the positions of some international and regional forces toward Hashed al-Shaabi and It's relationship with Iran. The last part discussed the possibilities of strategic recruitment of Hashed al-Shaabi in Iraq. The study relied on a number of references that dealt with the subject of Hashed al-Shaabi in several languages, such as books, analysis of research centers and academic articles for specialized researchers and media such as newspapers and television. In addition to the laws and decisions of the Iraqi government issued about Hashed al-Shaabi.

Bu araştırma gösteriyor ki ; vakıflar üzerinden ekonomik güçlendirme her hangi bir toplumda kalkınmayı ölçmek için nemli hale gelmiştir, vakıfların ekonomik durumunu güçlendirip kalkındırmak için hükümet ve sivil toplum kuruluşlarının elinden geldiğince destek vermeleri gerekiyor. At the same time, all the problems associated with economic empowerment must be addressed to national, regional and international institutions. Because, with a powerless society, no state can provide development and stand up. In addition, if you put any society into a development process, it means that it is decided according to this order whether societies will develop or not. In order to be one of the greatest states in the international arena, society must be involved in the development process. Because it is a voluntary and charity work, this area has always played an important role in solving poverty and strengthening the economy. If we look at the history of foundations, we can see that the economic empowerment has always been a solid source for foundations and has attracted the interest of donors. It is because the economic empowerment facilitated both education, health, general services, transportation and housing construction, and funded traders, farmers and employees by finding financial sources. According to researches, non-governmental organizations, philanthropic institutions and foundations have played an active role by providing financial, technical or in-kind aid to the poor. NGOs Show that they play a role in economic empowerment both nationally and internationally and they gain the trust of states and donor agencies as well. Thanks to Allah, I have used this explanatory approach in my study, on the one hand based on -VIthe texts of Quran Karim and Sunna, and on the other hand what are said by the economists, researchers and scientists, because I wanted to explain the importance of foundations in the economic empowerment. At the same time, in order to prove out my researches, I wanted to make great efforts and to make important recommendations to reach the history of foundations in recent years and at various times, so that it conduces to an opportunity for Ummah to get rid of these economic troubles and these recommendations are the result of my study.

Its basic hypothesis is that while the crisis did initially provide scope for ministers, technocrats and bureaucrats specialized in public health to play a greater part in making health policy, their ability to maintain this newfound influence depended on their "policy capability". Through a comparison of the two case studies, this article shows that the more centralized a state is, the more unprecedented the crisis is and the more policy capability it has, the greater the role bureaucrats play at the expense of politicians.

Göçmen ve Mülteci Kadınlar için Fiziksel Aktivite Rehberi, Hacettepe Üniversitesi Bilimsel Araştırma Projeleri Koordinasyon Birimi tarafından desteklenen "Türkiye'de Yaşayan Suriyeli Göçmen Kadınların Güçlenmelerinde ve Toplumsal Entegrasyonunda Bir Sosyal Politika Aracı Olarak Fiziksel Aktivitenin Kullanılması" isimli araştırma projesi kapsamında hazırlanmıştır. Projede, mülteci kadınların güçlenmelerinde ve sosyal uyumun sağlanmasında fiziksel aktivite bir araç olarak kullanılmıştır. Projenin birinci basamağında Suriyeli mülteci kadınların fiziksel aktivite düzeyi kültürleşme bağlamında incelenmiştir. Projenin ikinci basamağında, Suriyeli, Afganistanlı, Iraklı ve Türkiyeli kadınlardan oluşan 25 kişilik bir grupla 12 haftalık fiziksel aktivite programı uygulanmıştır. Sosyal uyumu hedefleyen bu uygulama sonrasında elde edilen bulgular ve deneyimler doğrultusunda, mülteci kadınlar için geliştirilecek bir fiziksel aktivite programının kavramsal çerçevesini, hedeflerini ve pedagojik ilkelerini içeren bir rehber kitap hazırlanmıştır. Geçtiğimiz on yılda artan göç oranları, birçok göç edilen ülkede göç ve toplumsal bütünleşme politikaları konusundaki tartışmaları hızlandırmıştır. Dünyada Suriyeli mülteci sayısının en fazla olduğu Türkiye'de, Suriyeli ve son zamanlarda Afganistanlı ve Iraklı mültecilerin sosyal uyumuna yönelik çeşitli araştırma verilerine dayalı politikalar üretilmektir. Bu politikalara dayanak olan bilimsel araştırma verileri, fiziksel aktivite ve sporun göçmen ve mülteci bireylerin yaşamlarına olumlu katkılarını ortaya koyarken, göçmenlerle ve mültecilerle ilgili politikaları geliştiren uluslararası kurumlar tarafından fiziksel aktivite ve sporun birleştirici gücü vurgulanmaktadır. 2016-2018 yılları arasında Avrupa Birliği Komisyonu, Avrupa Birliği üye ülkelerdeki mültecilerin iyi olma hali ve sosyal uyumlarını artırmak için fiziksel aktivite ve spor fırsatları sunan yaklaşık 3 milyon Avro tutarındaki 54 projeyi desteklemiştir. Birleşmiş Milletler 2030 Sürdürülebilir Kalkınma Amaçlarının "Toplumsal Cinsiyet Eşitliği" başlıklı 5. Maddesi kapsamında kadınların her seviyede güçlenmesi ve kadına yönelik her türlü istismarı kapsayan şiddetin ortadan kaldırılması gerekmektedir. Göçmen ve Mülteci Kadınlar İçin Fiziksel Aktivite Rehberi, hedefleri itibariyle Türkiye'de yaşayan mülteci kadınların fiziksel, psikolojik, sosyal ve kültürel güçlenmelerinde bir sosyal politika aracı olarak fiziksel aktivitenin kullanımına örnektir. Kadının güçlenmesini hedefleyen bilimsel araştırmalarda ve sosyal sorumluluk projelerinde yararlanılabilecek nitelikte bir rehberdir. Rehberin Türkçe, Arapça ve İngilizce dillerinde yazılmış olması, bilgilerin doğrudan göçmen ve mülteci kadınlar tarafından erişilebilir olmasını sağlamaktadır. Ayrıca, uluslararası platformlar için de kullanılabilir bir uluslararası rehber niteliği de taşımaktadır. Proje faaliyetlerinin gerçekleştirilmesinde hep birlikte çalıştığımız katılımcılara, eğitmenlere, gönüllülere, kurum çalışanlarına ve yöneticilere çok teşekkür ederiz. Birlikte hareket ettiğimiz, birlikte dans ettiğimiz, farklılıkları ve benzerlikleriyle kültürlerimizi, gündelik yaşamlarımızı paylaştığımız ve birlikte güçlendiğimiz projemizin, benzer hedeflerdeki çalışmalara rehberlik yapabilmesini umuyoruz. ; Physical Activity Program Guide for Migrant and Refugee Women was prepared within the scope of the Project titled "Using Physical Activity as a Social Policy Tool in the Empowerment and Social Integration of Syrian Migrant Women Living in Turkey", supported by Hacettepe University Scientific Research Projects Coordination Unit. In the project, physical activity is used as a tool in empowering refugee women and ensuring social integration. In the first phase of the project, physical activity levels of Syrian refugee women were investigated with regard to acculturation. In the second phase of the project, a 12-week physical activity program was implemented in a group consisting of 25 Syrian, Afghan, Iraqi and Turkish women. In accordance with the findings and the experiences obtained as a result of this physical activity intervention aimed at social integration, The Physical Activity Guide for Migrant and Refugee Women was developed. Increasing rates of migration in the last decade have accelerated debates about migration and social integration policies in many countries. In Turkey, where the number of Syrian refugees is the highest in the world, policies are being made based on various research data regarding the social integration of Syrian and, more recently, Afghan and Iraqi refugees. Not enough importance has been ascribed to sport and physical activity in these policies yet. However, while data from scientific research exhibit favourable impacts of physical activity and sport on the lives of migrant and refugee individuals, the unifying power of physical activity and sport is emphasised by international organizations. Between 2016 and 2018, the European Commission supported 54 projects, totalling a sum of approximately 3 million Euros, offering physical activity and sport opportunities to improve the well-being and social engagement of refugees in the European Union member states. Within the scope of Article 5 of the United Nations (UN) 2030 Sustainable Development Goals, titled "Promoting Gender Equality", it is required to ensure women's empowerment at all levels and to eliminate violence including all forms of abuse against women. The Physical Activity Guide for Migrant and Refugee Women, with regard to its objectives, is a model for the use of physical activity as a social policy tool in the physical, mental and social empowerment of refugee women living in Turkey. It is a guide that can be used in academic studies and social responsibility projects aimed at women's empowerment within the scope of UN Goals. The availability of the guide in Turkish, Arabic, and English languages makes the information directly accessible to migrant and refugee women. Moreover, it features as an international guide available to international platforms. We would like to thank the participants, trainers, volunteers, staff and managers with whom we work together in the realization of project activities. We moved together, danced together, we shared our cultures, our daily lives. We embraced our differences and similarities and became empowered together. Not since the 1940s have more people been on the move than today – across borders or in their own country. People flee from rebellion and war, but many also emigrate because they are looking for work and because they dream of a better life. In recent years, Norway has received large numbers of immigrants and has become a multicultural society. The lectures of ten researchers at a seminar entitled På vandring og på flukt. Migrasjon i historisk perspektiv (On the move and fleeing. Migration in a historical perspective) in 2016 allow the history of migration to be seen in a long historical perspective. The first lectures were devoted to emigration as a phenomenon with a long time span, while the later ones focused more strongly on the situation in recent years, with large-scale immigration and the emergence of a multicultural Norway. All the lectures saw the movement of people and its consequences against the background of the international situation, both in a historical perspective and in the context of our contemporary world. This is also the case with this anthology. - Ikke siden andre verdenskrig har flere mennesker vært på vandring og på flukt – over landegrenser eller innenfor eget land. Mennesker flykter fra opprør og krig. Men mange bryter også opp fra sitt hjemsted og flytter fordi de søker arbeid og drømmer om et bedre liv. De siste årene har vi opplevd at flere enn noen gang har stått ved våre grenser for å komme inn. Norge er blitt et flerkulturelt samfunn. Mange innvandrere har kommet til Norge opp gjennom tidene. Noen har vært på flukt, men flere har kommet for å finne arbeid. Eksempelvis kom det mange svensker over grensen til Øst- og Sørlandet sent på 1800-tallet og tidlig på 1900-tallet. I tidligere århundrer var det likevel ikke innvandring, men tvert imot utvandring som dominerte. Nordmenn reiste til Holland for å søke arbeid på 16- og 1700-tallet, og til Amerika på 18- og 1900-tallet. Mange vendte tilbake, men de fleste bosatte seg permanent i det nye landet. Korttidsutvandring til Spania er et fenomen som har preget vår nyere historie. Foredragene til ti forskere på Agderseminaret 2016 gjorde at noen lange linjer kunne trekkes gjennom de siste århundrenes migrasjonshistorie. De første foredragene var viet utvandringen, mens de siste fokuserte sterkere på situasjon de senere årene med stor innvandring og et flerkulturelt Norge. Den internasjonale situasjonen, før og nå, dannet rammen rundt. Slik er også denne antologien disponert.

The Nancy N. Boothe papers, 1980-2009 [bulk 1990-1997], are composed of articles, notes, reports and a wide variety of feminist publications. Much of the material documents the U.N. Fourth World Conference on Women, which Ms. Boothe attended as Executive Director of Atlanta's Feminist Women's Health Center. Artifacts, artwork and textiles relate to the conference and to other women's and health issues. ; Born in Battles Wharf, Alabama (1948), Nancy N. Boothe graduated from the University of South Alabama as a registered nurse (1971). She received a B.S. in nursing from the Medical College of Georgia (1976), and a master's degree in Counseling from Troy State University [Florida Region] (1981). Boothe served in the U.S. Nurse Corps in the U.S. and Korea (1970-1984), and worked as clinical director and consultant at a number of health facilities in Louisiana and Florida. She became Executive Director of the Atlanta Feminist Women's Health Center in 1994. In 1995, she attended the Fourth World Conference on Women in Beijing, China, where she taught the workshop, ""GYN Self-Help."" Boothe has served on the boards of All Women's Health Services in Portland and Eugene, Oregon; the Sexual Assault Center, Atlanta, Georgia; and the Jeanette Rankin Foundation, Athens, Georgia. She is also a member of the Feminist Majority Foundation's ""Women's Commission for Congressional Oversight"" and A.P.D. Citizen Review Panel.; Founded in California in 1971 by Carol Downer (1933-) and Lorraine Rothman (1932-2007), the Feminist Women's Health Center was established to empower women through self-knowledge, education and self-help groups. The Atlanta Feminist Women's Health Center was established in 1977. Its mission is to ""provide accessible, comprehensive gynecological healthcare to all who need it without judgment. As innovative healthcare leaders, [they] work collaboratively within [their] community and nationally to promote reproductive health, rights and justice. [They] advocate for wellness, uncensored health information and fair public policies by educating the larger community and empowering [their] clients to make their own decisions.""; The United Nations convened the Fourth World Conference on Women, September 4-15, 1995, in Beijing, China, with a Platform for Action that aimed at achieving greater equality and opportunity for women. Three previous World Conferences were held in Mexico City (International Women's Year, 1975), Copenhagen (1980) and Nairobi (1985). 189 governments and more than 5,000 representatives from 2,100 non-governmental organizations participated in the Beijing Conference. The principal themes were the advancement and empowerment of women in relation to women's human rights, women and poverty, women and decision-making, the girl-child, violence against women and other areas of concern. The resulting documents of the Conference are The Beijing Declaration and Platform for Action. The U.N. Fourth World Conference on Women manifested a global women's movement for change and has been called ""the Woodstock of the women's movement.""; The World Conference on Women was also accompanied by an informal meeting (August 30-September 8) of non-governmental organizations (NGOs). This NGO Forum on Women, Beijing '95, brought together thousands of women from around the world to exchange information and ideas, celebrate women's achievements and contributions and draw attention and develop solutions to discrimination facing women world-wide.

This study aimed at "how to move from individual vision in the management of WAQF institutions to effective institutional work. The study first introduced the concept of governance in terms of language and terminology. He then went on to the definitions of international organizations for the concept of governance, as well as the relationship of governance to combating financial and administrative corruption. He explained the role of foundations in the sustainable development of society. The research of modern waqf companies has shown language and terminology, and how to establish these companies. The problem of research was that the management of most Waqf institutions, dominated by vision and individual judgments, in an age of diverse science and modern management skills. The research proposed a model of governance and performance, based on three axes: "enablers, themes, processes" and each axis with eight elements to activate it. The Corporate Governance and Performance Management Office operates at three levels within Waqf institutions, namely, "Strategic Level, Executive Level and Operational Level". The Lebanon Economic Monitor provides an update on key economic developments and policies over the past six months. It also presents findings from recent World Bank work on Lebanon. It places them in a longer-term and global context, and assesses the implications of these developments and other changes in policy on the outlook for Lebanon. Lebanon continues to be impacted by the domestic political stalemate and regional turmoil, particularly along its border with Syria. Economic activity picked up in the second half of 2014. Stronger economic performance and lower oil prices pushed real GDP growth to an estimated 2.0 percent in 2014, compared to 0.9 percent in 2013. One-off cosmetic and unsustainable measures rather than policy actions helped improve the fiscal balance in 2014. We estimate the overall fiscal deficit to have declined by 2.3 percentage points. Declining imports lead an improvement in the current account balance. In 2014, a fall in merchandize imports induced a 4.4 pp reduction in the current account deficit to a still-elevated 22.2 percent of GDP. This trend is projected to continue in 2015 helped by falling oil prices and a depreciating euro, Headline inflation plummeted from 2.7 percent in 2013 to 1.9 percent in 2014 and is expected to remain tempered over the medium term. Lebanon s economy continues to be exposed to external shocks. The border with Syria is increasingly menacing as coordinated attacks by ISIS and Al Nusra are being launched more frequently from their bases in Syria. Inefficiencies in power generation impose sizable macroeconomic costs on Lebanon. The Lebanese electricity sector has been underperforming for decades with considerable socio-economic costs. The macroeconomic impact has been massive.
