Civil society the international: a global power?
This article aims at sinthetizing different perspectives about the rol of internacional civil society (ICV) in the exercise of a global power. It refers to some anglosajon and european recent studies, both at theorical as empirical levels, in order to do an evaluation of the most critical results. Being esceptical about the very concept of ICV, it tries to analize it from different points of view, in order to respond the main problem: is it posible for the ICV to ejercize power at a global level, and which is its legitimity to resolve global issues. The analysis of the concept is based on some results of the classical theory of civil society at a national level, but also examines specific dificulties to define an ICV and its functions in a globalized world. Eventually, it presents some theoretical challenges which are linked with the relation between ICV and a global democratic order.

Study the evolution of international environmental law
Independent States: A Perspective from International Relations
According to the nature of the Westphalian system, the independent state is the central actor in international relations. However, the discipline has not developed theoretical approaches regarding the independence process, which is considered more a concern of the international law and the political interests of state actors. Then, in this article, the issue of independence is analyzed as a basic step for political entities to access statehood, becoming a basisfor understanding the role of the independent state in the Westphalian order. It is necessary to observe the variations in the conception of independence, especially regarding self-determination and recognition principle, acknowledging the existence of deep changes in the international system. This principle has had greater relevance since the 1990s due to the disintegration processes of some countries, particularly the case of Kosovo. Taiwan is also a relevant experience. Another key point is the weakening process of the state, with the appearance of variants that question the status and existence of the state actor. At the end of this paper, a brief reference is made to the Latin and Central Americanexperience, which shows particularities since the 19th century.

Migration by Sea: International Legal and Organizational Issues
The increasing migration of population in the world is one of the urgent international problems. States make efforts to counter the illegal migration and to help people seeking asylum. This problem is the most challenging to tackle in the sea. The article reveals the contents of international cooperation and the role of international law in this field. The specific features of tackling illegal migration are analyzed within the various marine spaces: in inland waters, in the territorial sea and in the open sea. The issues of international cooperation on suffering refugees and other migrants in danger on the sea have been studied as well. International legal and organizational issues facing the world community are introduced and their separate solutions are offered. In the authors' opinion, the activities of states regarding migrants should be carried out in compliance with their legal status and particular situation. In any case, the migrants' status must be defined not on the sea but on the shore. If some people are in danger, they must be helped notwithstanding the legal status of the persons being rescued. Measures of criminal liability and other measures according to the legislation of states and international commitments must be applied to illegal migration organizers. It is important that the rules of international law, international organizations and international bodies recommendations that deal with the problems of migration should be carried out at the national level by means of upgrading related laws. It is also important to work out and to upgrade the subordinate regulatory legal acts concerning the questions of illegal sea migration counteraction, measures taken towards refugees and other asylum seekers, being present on board of the ships in distress. Accordingly, the issue is to be solved as to the attitude of states towards the migrants on board of the watercraft that do not comply with the seafaring security requirements that means that they are potentially in danger.

Combating sports corruption: an analysis of international regulations
In: Cuestiones Políticas; edición de julio de 2022, Band 40, Heft 73, S. 364-376
ISSN: 2542-3185
Today, sport is one of the most developed and highly profitable industries. According to various sources, the annual revenue of industry participants is estimated at at least $145 billion. The article analyzes the relevant international anti-corruption legal acts. We would like to emphasize that the adoption of these documents and the ratification of most of them is an important step in the fight against corruption in sport. At the same time, most of these international standards are aimed at combating corruption, that is, they offer active and punitive measures to combat it. Instead, the authors insist on the priority of preventive measures against corruption. The author's classified approach to measures to combat corruption in sport is proposed. It is concluded that the first step should be to combat corruption in international sports organizations. The effectiveness of anti-corruption measures in this area depends mainly on the transparency of their activities. Another area of corruption in sport is determined to be grassroots corruption. The oldest form of corrupt sport is that which arises spontaneously during competitions between two participants or two teams.
