The contemporary debate in the theory of international relations is marked by two perspectives: on the one hand the perspective of political realism that conceives of peace as an inaccessible ideal and war as a necessary means for the acquisition and maintenance of power; and on the other hand the perspective of normativism or idealism that thinks the end (telos) of international relations beyond the conflicts of interest and the struggle for power. The first perspective deals with international relations at the level of being (of what is), the second at the level of ought (normative level). In view of this scenario, our idea in this article is to approach the problem of war and peace from an interdisciplinary study through contributions from Kant's Public International Law and Philosophy. In a first moment we will analyze the paradox of the war, then the role of the Public International Law for the problematic of the peace, and finally the contributions of Kant for the normative redefinition of the international right from his republican project of the league of peace (foedus pacificum).

O presente artigo problematiza a incorporação da promoção dos direitos LGBTI nas políticas externas dos EUA e da UE. Em primeiro lugar, examina os principais documentos, discursos e políticas dos dois atores sobre à promoção dos direitos LGBTI no estrangeiro, e as semelhanças e diferenças entre as abordagens de ambos, atendendo às tendências da sua evolução e desenvolvimento contínuo. Em segundo lugar, o artigo analisa as condições internas nos países alvo que são propícias ao sucesso e ao fracasso do apoio internacional aos direitos LGBTI. Finalmente, o estudo apresenta uma visão crítica das medidas que são consideradas necessárias para aumentar a eficiência da promoção dos direitos LGBTI em países com tendências atuais mais negativas e/ou com historiais mais pobres sobre os direitos LGBTI.
The present article analyses the writing, edition and diffusion of the Memories of the Duke of Sully. With that in mind, the first section refers to the context in which the work was made; the second presents general characteristics of the European confederation; and the third describes discrepancies of its versions. The fourth, fifth and sixth sections studies the chronology and the stages of the writing, the changes made in the manuscripts and their diffusion; the seventh examines the debate on the historical primacy of the Memories.
