In the essence, the problem of eco-economic (economic and environmental) development is reduced to the problem of choosing concrete protection mechanisms and measurement heights achieved economic, and environmental, social and institutional (sustainable) development. This opens up the question of measuring the economic problems, but also each other prosperity of society, because they set goals, benchmarks and parameters to be taken into account are different, depending on what needs to be done measuring the degree of development. This mechanism of measuring economic development, set 30-s of the 20 th century, more and more often is criticized modern economists such as Joseph Stiglitz, who report that in the modern global business development of the country should be measured by a broader set of indicators. For these reasons, the European Commission in cooperation with the European Parliament, the OECD, the Club of Rome and the World Wide Fund (WWF), in 2007. organized International Conference - Beyond GDP Conference. In this sense, in addition to GDP, significant measures have been introduced for economic development and other indicators of well-known as an Enlarged GDP. The aim of this paper is to present the fundamental differences between GDP and GDP Enlarged indicators in calculation methodology that takes into consideration and certain other elements apart from consumption, investment and export levels. .
The diplomacy of socialist Yugoslavia paid a lot of attention to the international reputation of the country in the sphere of culture, and thus literature. At the same time, Yugoslav writers in the Writer's Union of Yugoslavia, faithfully supported Yugoslav foreign policy, both individually and institutionally. The most impressive example of collaboration between literature and diplomacy was awarding Ivo Andrić a Nobel Prize. The Writers' Union of Yugoslavia nominated the writer in 1958, and Yugoslav diplomacy lobbied in favor of Andrić for several years. The efforts were successfully crowned in 1961. In socialist Yugoslavia, the existence of a special Macedonian nation and its culture and language was insisted on, so in that sense, the greatest challenge was denying the Macedonian identity that came from Bulgaria. The Yugoslav Writers' Union, consistently pursuing state policy, suspended official co-operation with the Bulgarian Writers' Union in the second half of the 1960s due to Bulgaria's refusal to recognize the Macedonian language. Yugoslav writers also adapted to the state policy of non-alignment. They did not reach the level of cooperation with those countries that existed in the field of politics, economics or science, but they maintained ties with writers from those parts of the world in various ways. Among other things, the twentieth anniversary of the Belgrade Conference of the Non-Aligned Nations in October 1981 was a meeting of writers of non-aligned countries in Belgrade.
The aim of the research was to determine the effects of globalization on the international business Serbia, as well as the contribution of FDI to the current socio-economic development of Serbia in the process of joining the European Union and anticipating numerous challenges. The entire research is based on the simultaneous use of different methods of qualitative and quantitative analysis, and synthesis and comparison. Analysis of the situation in the domestic economy, it was concluded that met only some of the prerequisites for a higher level of foreign direct investment because foreign direct investments in Serbia have not yielded the expected results. The results show that the process of priva-tization contributed to the revival of several forms of investment: domestic investors, foreign direct investment, loans and capital mar-kets. To unapredula and improve the investment climate, it is necessary to remove administrative barriers to foreign investment through amen-dments to existing legislation, the establishment and strengthening of relevant institutions, as well as the further development of infrastructu-re. With this in mind it is necessary to develop new comparative advan-tages in exports, based on technological modernization of the economy and improving the concept of education, management and organizatio-nal knowledge and experience. The results provide the identification of all the advantages and disadvantages inherent in the globalization of the economy and foreign direct investment.
The phenomena of secret diplomacy and spheres of influence are closely related. History of international relations testify that the most common areas of interest are established through secret diplomacy. Nothing in this sense isn't changed even in the modern world. When you establish a balance of power between the great powers, then you must agree about access on the division of influence spheres. These arrangements are kept at a diplomatic level with the absence of the public. This agreements are secretly signed and its waiting for decades and centuries, and with many of that public will never be aware of. Spheres of influence (zone of interest) are usually created by a secret agreement between two or more major powers through secret diplomacy, and always at the expense of third countries (nation). It can be said that the struggle for spheres of influence was basically the cause of many, including world wars and after World War II continued the USA and the SSSR. History of the Balkan region and relations among people who inhabit it, clearly shows that he was for centuries the scene of clashes geopolitical interests of global power centers. At the present moment Balkan geopolitical scene is area for dominance of the great powers. At some point it will become the space establishment of interested spheres. That will happen through secret diplomacy.
By reporting on some conflicts but not on others, and by representing conflicts they report on in particular ways, the media strongly influence the dynamics and outcomes of democratisation conflicts, and thus also shape the prospects of success of conflict parties. This paper explores the literature on media and conflict by focusing on the ways in which media frame inter-state and civil wars, institutionalised conflicts and social movements in western democracies, and conflicts in nondemocratic and democratising states. Much of the literature discusses the ways in which western media frame foreign conflicts and domestic election campaigns and policy debates, while there is considerably less focus on domestic conflicts in nonwestern settings, such as those that arise during and after transitions from nondemocratic rule. There are only limited attempts to draw parallels between the media coverage of disparate conflicts. In contrast, this study builds upon research findings in these related areas to draw lessons for empirical research of media framing of the contentious dimension of contemporary democratisation. This study concludes that the political context is the main factor that shapes the media framing of various forms of political conflict. Several dimensions of the political context matter in this respect, such as regime type, international (foreign) or domestic perspective, elite consensus or conflict, policy consensus or uncertainty, policy area, more or less institutionalised nature of the political conflict at stake, and the stage of democratisation. Also, the literature suggests that media framing strongly influences political outcomes and thus fosters or undermines democratic institutions in new democracies. .
Tax analysis and forecasting of revenues are of paramount importance to ensure fiscal policy's viability and sustainability. However, the measures taken to contain the spread of the recent pandemic pose an unprecedented challenge to established models and approaches. This paper proposes a model to forecast tax revenues in Bulgaria for the fiscal years 2020–2022 built in accordance with the International Monetary Fund's recommendations on a dataset covering the period between 1995 and 2019. The study further discusses the actual trustworthiness of official Bulgarian forecasts, contrasting those figures with the model previously estimated. This study's quantitative results both confirm the pandemic's assumed negative impact on tax revenues and prove that econometrics can be tweaked to produce consistent revenue forecasts even in the relatively-unexplored case of Bulgaria offering new insights to policymakers and advocates. ; Porezna analiza i predviđanje prihoda je od izuzetne (najveće) važnosti kako bi se osigurala održivost fiskalne politike. Međutim, mjere poduzete za suzbijanje širenja nedavne pandemije predstavljaju neviđeni izazov za ustaljene modele i pristupe. Ovaj rad predlaže model za predviđanje poreznih prihoda u Bugarskoj za fiskalne godine 2020-2022. izrađen u skladu s preporukama Međunarodnog monetarnog fonda o skupu podataka koji pokriva razdoblje između 1995. i 2019. Studija dalje razmazra stvarnu pouzdanost službenih bugarskih prognoza, suprotstavljajući te brojke odgovarajućim procijenjenim modelima. Kvantitativni rezultati ove studije potvrđuju pretpostavljeni negativni uticaj pandemije na porezne prihode i dokazuju da se statistika može prilagoditi kako bi se proizvele dosljedne prognoze prihoda čak i u relativno neistraženom slučaju Bugarske koja nudi nove uvide kreatorima politike i zagovornicima.
The paper analyses the problems that have been undermining the US recruitment policy for the last two decades - which is aimed at providing soldiers for imperial disciplining wars waged on the planetary periphery - as a case study to test the validity of theoretical assumptions about the transition to the age of post-heroic warfare. The departing hypothesis is based on stance that the United States, being the only remained superpower, experience a gradual and less visible process of losing popular support for military conscription, which the author employs here as an ideal of national vitality and a pillar of modern citizenship, as well as a feature of masculinity and the realm for self-realisation. The analysis takes place primarily in the field of anthropology and sociology and employs theoretical positions of social constructivism to complement narrow theoretical and methodological approaches of political science which are typically applied in the study of international relations. The analysis focuses on the "cracks" and deformations in the construction of ideals of warfare and heroism, which emerge as a result of the interaction of man - both as an individual and a member of the political community - the public, and the US foreign policy decisions designed to meet the needs and requirements of successful disciplinary imperial warfare. The author concludes that theoretical assumptions about entering the age of post-heroic warfare are valid due to the recruitment crisis in the US military, the unpopularity of the military profession, the commodification of warfare and death, the transformation of war into an industrial process, and misleading media portrayals of dead and wounded soldiers.
Official development assistance (ODA) implies the movement of capital with a minimum of one quarter of grant. It was established in the second half of the previous century, with the aim of getting developed countries to set aside a part of their gross domestic product (GDP) as an aid intended for developing countries. In the European Union, development assistance implies a policy which was established at the very beginning of the integration process, but it was not until the Treaty on the European Union was signed that it obtained its legal basis. Today, the European Union is a key partner of developing countries, and together with member states it ensures more than a half of the ODA assets. The countries of the Western Balkans are categorized among the developing countries and receive aid via loans and grants from developed countries and international institutions. The European Union's support is divided into the aid intended for the countries that are in the process of accession and the aid which is meant for other, less-developed countries. The distinction between these two forms of assistance is very difficult, because the character of the support changes in the course of accession process. The scientific problem that this paper deals with pertains to identification of the intensity of the European Union Official Development Assistance and the level of development of the Western Bal-kans. The assets of the European Union's assistance to the region of the WesternBalkans are necessary, yet not sufficient for achieving a higher level of developmentand the European standards in all directions.

Considering the fact that development of cooperation at a bilateral andmultilateral level can significantly contribute to national security, it advocates strengthening ofthe role of the UN as the world organization, getting the status of the EU member and activeparticipation in the NATO programme "Partnership for Peace", taking into account the opinionon neutrality of the country in relation to the existing military alliances.During the previous decade (particularly the last couple of years) the expansion in termsof the Serbian Armed Forces engagement in multinational operations has been obvious. Inaddition to a significant increase in the number of the engaged Ministry of Defence and SerbianArmed Forces personnel, the engagement framework has been expanded – besides the UNmissions our country participates in the EU multinational operations, as well.As one of the founders of the Non-Aligned Movement, in the condition of the worlddivision into blocs, Yugoslavia was rather noticeable among the UN members due to itsparticipation in peacekeeping missions, thus giving a concrete contribution to peacekeeping inthe world. In the changed international circumstances after the Cold War, the nature of conflictsin the world has largely changed (the focus of conflicts has been transferred from intercountry toa level of intracountry conflicts), and the way of their resolution, as well. Following the traditionof participation in the UN peacekeeping operations, our country gives a significant contributionto contemporary multidimensional operations.
Rad pokušava objasniti objektivnu razliku između državnog saveza i saveza država kao oblika federativnog odnosno konfederativnog uređenja odnosa među članicama, odnosno distingvirati između sintagmi statusa države i državnog statusa te uputiti na nužnost razlikovanja ustavnog kontinuiteta koji postoji u uslovima kad država ne mijenja status države i ustavnog diskontinuiteta kad dolazi do preobražaja državnog statusa određenog državnog subjekta. Na primjerima istorijskih i savremenih oblika unija, kroz istorijsku se dinamiku postojanja unija pokazuje da nijedna unija nije mogla niti može pretendovati da apsorbuje osnovne atribute članice/a, država, koje ječine. Ključna pitanja koja se obrađuju sa gledišta savremenog konstitucionalizma u odnosu na teorijski pojam unije su pitanja ustavnog diskontinuiteta do koga dolazi izlaskom članica unije iz njenog sastava, kao i posljedično tome međunarodnog priznanja i osamostaljenja članica unije. ; The paper attempts to explain the objective difference between a state union and a union of states as the respective forms of federative and confederative systems of government. It tries to distinguish between the expressions status of a country and state status and to point out the necessity of distinguishing between constitutional continuity that exists when a country does not change its status and constitutional discontinuity when the state status of a country is changed. The historical and contemporary examples of unions show that no union could have aspired or can aspire to absorb the basic features of its member state(s). The key issues, dealt with from the aspect of contemporary constitutionalism and theoretical idea of a union, are the issues of constitutional discontinuity that occurs when member state(s) decide to leave the unio n, form independent state(s) and demand international recognition
Početak dvadeset i prvog veka obeležio je najveći teroristički akt u istoriji čovečanstva, 11. septembar 2001. godine. Samoubilački napadi izvršeni tog dana na teritoriji Sjedinjenih Država su načinom na koji su izvedeni, svojom veličinom i posledicama, osigurali da početak novog milenijuma ostane upamćen u svetu po nagloj ekspanziji međunarodnog terorizma, koji je zbog neposrednih žrtava, materijalnih razaranja, i stalnog straha i nesigurnosti koje izaziva, gotovo sve šokirao i prestravio. Savremeni terorizam, dramatično oslikan kroz 11. septembar, danas predstavlja jedan od ključnih bezbednosnih problema i izazova globalizovanog društva, čiji sve češći, razorniji i smrtonosniji akti jasno ističu njegovu dominaciju nad drugim oblicima ugrožavanja bezbednosti. Ubrzo nakon 11. septembra, predsednik SAD Džordž V. Buš Mlađi objavio je sveopšti, prostorno i vremenski neograničen rat terorizmu, uz podršku većine zemalja u svetu kao i međunarodnih institucija, poput NATO i UN. Ovaj nekonvencionalni rat obuhvatio je mnoštvo vojnih, političkih i legislativnih akcija koje za glavni cilj imaju sprečavanje i suzbijanje terorizma na globalnom nivou. U tu svrhu donesene su posebne protivterorističke strategije kao i mnoštvo podstrategijskih dokumenata, kako u SAD, tako i u Evropskoj uniji kao i u njenim zemljama članicama. Američka nacionalna strategija za borbu protiv terorizma otklonila je propuste protivterorstičke prevencije i rezultirala podizanjem nivoa unutrašnje bezbednosti SAD. Glavni pokazatelj njene efikasnosti je činjenica da su Sjedinjene Države ostale pošteđene velikorazmernih terorističkih napada posle 11. septembra. To nije bio i slučaj sa Evropskom unijom, njihovim najvećim saveznikom, koju je u prvoj deceniji ovog rata Al Kaida prestravila sa dva velika napada (Madrid 2004. i London 2005. godine). Nažalost, EU je još uvek i meta i baza islamističkih ekstremista što predstavlja dokaz, a i najozbiljnije upozorenje, da je njena protivteroristička prevencija, za razliku od američke, u jednom ili više segmenata neadekvatna (propustljiva). ; The beginning of the twenty-first century was marked by the biggest terrorist act in the history of humanity, September 11, 2001. In the way that they were carried out, their size and consequences, suicide attacks committed on that day on the territory of the United States have ensured that the start of the new millennium will be remembered in the world by the rapid expansion of international terrorism, which has shocked and horrified almost everybody due to the direct victims, material damage, the fear and insecurity which evokes. Today, modern terrorism, dramatically portrayed through 9/11, represents one of the key security issues and challenges of a globalized society, whose frequent, more destructive and deadly acts clearly emphasize its domination over the other forms of endangering safety. Shortly after 9/11, the U.S. President George W. Bush Jr. announced an all-out, spatially and temporally unlimited war on terrorism, with the support of most countries in the world as well as international institutions, such as NATO and the UN. This unconventional warfare included a variety of military, political and legislative actions whose main objective is to prevent and combat terrorism on a global level. For this purpose, the special anti-terrorism strategies, and a number of other relevant strategic documents were adopted, both in the USA and in the European Union, as well as in its Member States. The U.S. National Strategy for Combating Terrorism has eliminated the glitches in American anti-terrorism prevention and resulted in raising the level of internal security of the United States. The main indicator of its effectiveness is the fact that the United States have been spared of large-scale terrorist attacks after the 9/11. This was not the case with the European Union, its biggest ally, which in the first decade of this war was terrified with two large attacks by Al Qaeda (Madrid 2004 and London 2005). Unfortunately, the EU is still the target and a base of Islamist extremists, which is an evidence and a most serious warning that its anti-terrorism prevention, unlike the U.S.'s, is in one or more segments inadequate (permeable).
Sistem nacionalnih računa (SNR) nastao je i više puta unapreĎivan na meĎunarodnom nivou sa ciljem da omogući, izmeĎu ostalog, što potpuniju osnovu za analizu ekonomske politike. Polazeći od činjenice da će se u Srbiji nakon pribliţavanja standardima Evropske unije izraĎivati celokupan SNR, što trenutno nije slučaj, i od teze holandskog autora Bosa da će vlade sve manje koristiti SNR, u radu je ispitano koju ulogu nacionalni računi trenutno imaju u analizi ekonomske politike. Cilj istraţivanja je bio da se utvrde načini unapreĎenja upotrebe nacionalnih računa u Srbiji nakon njegove dopune, po oblastima upotrebe. Korišćenjem postojećih podataka, intervjua i kvantitativne analize, to jest ekonometrijske analize vremenskih serija, utvrĎeno je da se u tri oblasti upotrebe SNR, analizi putem indikatora, analizi tokova sredstava i makroekonometrijskom modeliranju, moţe ostvariti napredak već i sada, a posebno nakon dopune statističke produkcije. Posebno je vaţno da će biti moguće unaprediti makroekonometrijsko modeliranje u Srbiji, što je pokazano na primeru funkcije potrošnje. Komparativna analiza imovinskog efekta u Srbiji, Sloveniji, Češkoj i Holandiji pokazala je da varijabla stambene imovine nije značajna u funkciji potrošnje u Srbiji jer ne dominiraju hipoteke u svojinskoj strukturi stambenog fonda i nema finansijskih inovacija kao u razvijenim zemljama. SNR i njegovo stalno unapreĎivanje je potreban ali ne i dovoljan uslov dobre ekonomske politike. Примена обновљивих извора енергије на зградама школа, фискултурних сала и предшколских установа представља студију у којој су дефинисани могући модалитети и домети примене различитих расположивих видова обновљивих извора енергије у Србији, уз ограничења која намећу бројни затечени услови, пре свега локације. У уводном делу описан је значај примене обновљивих извора у глобалним и локалним тенденцијама одрживог развоја, као и главни међународни и домаћи легислативни акти. Потом је дефинисана методологија прорачуна потребних капацитета и енергетских добитака за сваку од анализираних технологија примене обновљивих извора енергије. Анализирани су системи топлотних пумпи, могућност примене енергије биомасе, као и могућност примене соларне енергије путем термалних соларних колектора и фотонапонских система. Могућност примене дефинисане методологије у теоретском делу илустрована је кроз конкретне случајеве школских и предшколских зграда, као и зграда школских фискултурних сала, у складу са претходно дефинисаним типологијама и условима конкретних локација. ; Application of renewable energy sources in school, gym and kindergarten buildings is a study where a multidisciplinary team of experts defined possible modalities and scopes of application of different available types of renewable energy sources in Serbia, taking into account the limitations imposed by the numerous conditions, primarily locations. The introductory part describes the importance of renewable sources implementation in global and local sustainable development tendencies, same as the applicable international and domestic legislation. This is followed by the defined calculation methodology of required capacities and energy gains for each of the analysed technologies underlying the application of renewable energy sources. The analysis encompassed heat pump systems, possibility of biomass energy implementation, and the possibility for solar energy implementation via thermal solar collectors and photovoltaic systems. The possibility for implementation of the defined methodology in theoretical part is illustrated by specific cases of school and kindergarten buildings, but also school gym buildings, in line with the previously defined typologies and conditions in specific locations.
Diskriminacija kao česta pojava na ovim prostorima jedan je od najozbiljnijih problema sa kojima se susreću pripadnici i pripadnice marginalizovanih grupa. Veliko zalaganje pojedinih nevladinih organizacija kao i usmerenost ka evropskim integracijama, doprineli su da tokom nekoliko poslednjih godina, pomalo stidljivo i diskretno koncept antidiskriminacije počne da se ugrađuje i u ciljeve i strategiju naše države. Inkluzivni pokret u svetu nastaje sredinom prošlog veka ključna ideja formulisana je još 1948. godine u Univerzalnoj dekleraciji o ljudskim pravima a zatim 1989 u Konvenciji o pravima deteta. Kasnije se ovaj okvir razrađuje u drugim dokumentima Ujedinjenih nacija i nizu drugih međunarodnih dokumenata, u kojima su formulisane strateske smernice i standardna pravila izjednačavanja položaja marginalizovanih i isključenih grupa, posebno u pogledu ostvarivanja prava na obrazovanje. ; Discrimination, which can frequently be seen in this region, is one of the most austere problems being faced by the members of both genders of marginalized groups. Systematic solutions from state institutions related to the concept of anti-discrimination have not existed for years. Great efforts from certain nongovernmental organizations as well as their focus on European integrations have contributed in the last couple of years to shy and discreet embedding of antidiscrimination concept into the goals and strategies of our country. In the 1960s, the quantity of publications on aesthetics of music significantly increased in Hungary. The variability of the subjects, the approaches and the opinions are result of an explicit ideological reordering based on the consequently articulated politics of anti-Stalinism. By the mid-sixties the economic founding and sustainability of socialism and its optimized operation became the crucial problem for the power, hence the importance of natural and social sciences increased in the public discourses. The arts were no longer treated as mere illustrations of the political power and its intentions. I focus on the main contributions to aesthetics of music of the so-called creative Marxism written by three internationally acknowledged Hungarian scholars of this period: József Ujfalussy, Dénes Zoltai and János Maróthy. Selected texts are analized from theoretical points of view and interpreted in the context of the Hungarian cultural policy and the national and international career of their authors as well. ; Током шездесетих година прошлог века, број публикација о естетици музике значајно се повећао у Мађарској. У овом раду фокусирам се на главне доприносе естетици музике од стране заступника тзв. креативног марксизма; аутори чије радове разматрам јесу три међународно призната мађарска естетичара из овог раздобља. Одабрани текстови анализирани су са теоријског становишта и интерпретирани у контексту мађарске културне политике, као и националне и међународне каријере аутора. На основу семиналне књиге Музичка слика стварности (1962) испитујем како се Јожеф Ујфалуси (József Ujfalussy) обавезао да ће конкретизовати основне категорије опште естетике марксизма-лењинизма у музици, да би створио музичко-теоријску основу за дебате о (социјалистичком) реализму у музици. Као резултат својих истраживања, Ујфалуси је разрадио интерпретацију категорије интонације, која садржи психолошке, неурофизиолошке и акустичке компоненте, као и разматрања о историји музичког материјала, мелодији, хармонији и жанровима уопште. Према мојој хипотези, његова естетика је од велике важности јер је послужила као чврста основа за Бартокову парадигму културне политике која се опрезно оријентисала према Западу и његовој "буржоаској" култури. Ову тенденцију је додатно развио Денеш Золтаи (Dénes Zoltai). У овом сегменту текста истражујем како је Золтаи заговарао антидогматску и либерализовану теорију уметности у својој збирци радова Превазилажење "књижевноцентричности" социјалистичког реализма (1964), у којој је музика коришћена као методолошка основа (а не књижевност). У својим написима он је изнео и ново тумачење националног карактера социјалистичке културе, наглашавајући важност интеграције разних дивергентних националних традиција буржоаске уметности. У овом раду, Золтаи се изричито позвао на политички маргинализованог, светски познатог филозофа и естетичара Ђерђа Лукаша (György Lukács), који је са ентузијазмом заговарао оријентацију социјалистичке музичке културе према Бартоковом духу и укупном опусу. Књига Музика и буржоазија, музика и пролетеријат (1966) коју је написао Јанош Мароти (János Maróthy) такође је престављала фундаменталан допринос мултидисциплинарном успостављању марксистичке музикологије у Мађарској. Интегришући неке резултате Ујфалусија и Золтаја, Мароти је конструисао наратив који је требало да буде предисторија социјалистичког реализма. Услед његових политички мотивисаних и застарелих ставова о функцији уметности,као и делимично телеолошког и нормативног карактера његове теорије, ова књига се изразито супротставља другим двема књигама које су предмет овог разматрања.
