Pranje novca, kao jedan od najsofisticiranijih i najtežih oblika organizovanog kriminaliteta, je i međunarodni fenomen jer se odvija i prisutan je, kako u nacionalnim tako i međunarodnim razmjerama. Međunarodni karakter odvijanja pranja novca je jedan od efikasnijih metoda da se prikrije nezakonito porijeklo novca ili bilo kojeg oblika imovine koja je proistekla izvršenjem, uglavnom, teških krivičnih djela.Problematika pranja novca je prisutna u nacionalnim i međunarodnim razmjerama i značajno je izražena u onim društvima gdje perači novca nastoje da legaliziraju kriminalom zarađenu dobit i da tu dobit infiltriraju u privredu i finansijske tokove, s ciljem da kontrolišu određene ekonomske i političke procese. Pranje novca predstavlja međunarodni zločin, zbog čega je međunarodna zajednica odlučila uspostaviti međunarodne standarde, sa zahtjevom da te standarde prihvati što veći broj zemalja svijeta. S obzirom na velike probleme i razne poteškoće na koje nailazi u borbi protiv svih oblika organizovanog kriminaliteta, kroz akcije usmjerene na same izvršioce ovih krivičnih djela, međunarodna zajednica je odlučila da svoju pažnju usmjeri na drugi moment ove borbe: novac, tj. prihod koji nastaje izvršenjem krivičnih djela organizovanog kriminaliteta. Shodno tome, međunarodna zajednica je odlučila da pokuša da udari tamo gdje će kriminalcima nanijeti najveće posljedice, tako što je preduzela velike akcije protiv pranja novca.U borbi protiv pranja novca stvoreni su čitavi institucionalni aparati; zbog njega se pišu nove i nove konvencije, direktive, preporuke; zbog njega se mora često mijenjati krivično zakonodavstvo; zbog pranja novca prestala je postojati tajnost računa I podataka banaka. Ponekad se, u toj borbi žrtvuju i osnovna ljudska prava, jer se praktično vodi rat protiv pranja novca. Obim intervencija, strategija i međunarodnih sporazuma, razrađenih da bi se prekinuli lanci pranja novca, širokog su raspona i veoma usavršeni. Pranje novca je veoma veliki biznis, koji nije lako kontrolisati putem međunarodnih sporazuma. Naravno, sve je to potrebno i neophodno, a drugo je pitanje da li sve te mjere daju uvijek očekivane rezultate tj. da li to ima za rezultat adekvatan broj pravosnažno osuđujućih presuda i adekvatan iznos oduzete imovinske koristi.U tom smislu, u radu sam istražio i dao pregled samo najvažnijih i najrelevantnijih međunarodnih organizacija i institucija u borbi protiv pranja novca kao što su: Organizacija ujedinjenih nacija, Vijeće Evrope, Financial Action Task Force – FATF, Grupa Egmont, Evropska unija, Bazelski komitet za bankarske propise i kontrolu, Međunarodni monetarni fond i Svjetska banka, s napomenom da ću šire obraditi samo neke od njih koje smatram bitnim. --- Money laundering, as one of the most sophisticated and severe forms of organized crime, has a strong international component because it occurs not only within national borders, but goes far beyond. The transnational aspect of money laundering makes it easier to prevent the true source of funds and other property derived from serious criminal activity.Therefore, the problem of money laundering is both, a national as well as an international problem. It is very common in the countries where money launderers attempt to legalize the illegal proceeds and then transfer it into the stream of commerce and finance in order to control certain economic and political processes. Money laundering is an international crime leading the international community to establish common standards that countries around the world should adopt. Having in mind the great difficulties in fighting against organized crime using the traditional methods focused upon the perpetrators, the international community decided to shift its focus towards the other important component of money laundering – the proceeds derived from criminal activity. In that sense, the international community decided to strike where the consequences for money launderers are the most prominent – the money.The prevention of money laundering lead to creation of the whole new set of institutional apparatus; many conventions have been organized, and many articles, directives, recommendations, guidelines were created. The prevention of money laundering has lead to changes in criminal code legislation and dissolution of bank information secrecy. Sometimes, however, this war on money laundering sacrifices some basic human rights. The range of strategies, interventions and international agreements developed to prevent money laundering is broad and very sophisticated. Money laundering is a large business which is not easy to regulate by way of international agreements. Of course, while these agreements and strategies are necessary, the question about their effectiveness, however, still lingers in the background, especially considering the number of final criminal convictions and the amount of illegal proceeds forfeited.In that sense, I provided an overview of the most relevant and the most important international institutions whose job is the prevention of money laundering, namely the UN, Council of Europe, Financial Action Task Force –FATF, Egmont Group, European Union, The Basel Committee on Banking Supervision, The International Monetary Fund and World Bank. I would like to mention that I will cover in more detail only those organizations I find the most relevant.

Pitanje odnosa Turske i Europske unije kao nositelja europskog integracijskog procesa predmet je političkog i geostrateškog spora koji traje više od pedeset godina. Primarni razlozi za uporne zahtjeve Turske za priključenjem Europskoj uniji su, među ostalim, brojni Turci u Europi i važnost trgovine između njih. Turska je, međutim, također sve više razočarana široko rasprostranjenim protivljenjem njenom pristupanju među zemljama članicama EU. Čimbenici odnosa Republike Turske i Europske unije su : demografski aspekti, sociološke i kulturološke razlike, pristupni kriteriji, ekonomski aspekti i politički problemi. U posljednja dva desetljeća carinska unija EU-Turska bila je okosnica okvira bilateralne trgovine. Za to vrijeme Turska je postala petom glavnom trgovinom s EU na globalnoj razini s vrijednošću bilateralne trgovine robom od 140 milijardi eura u 2017. godini. Koncept ljudske sigurnosti prvi put je istaknut u izvješću UNDP-a (United Nations Development Programme: Razvojni program Ujedinjenih naroda) 1994. i bazira se na slobodi od oskudice (freedom from want) i slobodi od straha (freedom from fear). Na Svjetskom samitu o hrani (World Food Summit) 1996. sigurnost hrane je definirana na način koji naglašava dostupnost hrane, pristup hrani te korištenje i stabilnost kao ključne dimenzije sigurnosti hrane. Iako najčešće nije jedini uzrok sukoba, nesigurnost hrane predstavlja sigurnosnu prijetnju jer služi kao pokretač nasilnog djelovanja. Glad i nesigurnost hrane povećavaju vjerojatnost da će doći do prosvjeda i nereda što potiče nesigurnost među stanovništvom i ostavlja dugotrajne posljedice na cjelokupan razvoj zajednice. S druge strane, sukobi uzrokuju degradaciju okoliša, raspad ekonomije i prisilno raseljavanje stanovništva što u konačnici uzrokuje glad i, naposljetku, bolest i smrt. U posljednjem desetljeću mnoge zemlje ulažu napore u provođenje zakona i strategija usmjerenih na rješavanje problema gladi. Nastoji se potaknuti i društvene skupine da aktivno sudjeluju kako bi uz pomoć međunarodne zajednice unaprijedili sigurnost hrane i osigurali pozitivne transformacije. ; The concept of human security was first highlighted in the UNDP report of 1994 and is based on two freedoms; freedom from want and freedom from fear. The widely accepted World Food Summit definition from 1996 emphasizes the importance of food availability, food access, food use and stability of food as key dimensions of food security. Although usually not the only cause of conflict, food insecurity represents a security threat since it serves as an initiator of violent actions. The presence of hunger and food insecurity increase the probability of protests and riots, which further causes insecurity among the population and leaves long-term consequences to the overall development of the community. On the other hand, conflicts cause the degradation of environment, economic disruption, forced displacement of the population which, in the end, causes hunger and ultimately disease and death. In the last decade, many countries have invested their efforts in law enforcement and strategies aimed at solving the problem of hunger. Countries also seek to activate social groups for participating actively in cooperation with international communities in order to enhance food security and ensure positive transformation.

Kurdi su koncentrirani na nepristupačnom području planina Zagros i Taurskog gorja što se smatra njihovim etničkim prostorom pod nazivom Kurdistan. Unatoč brojnosti, Kurdi nemaju vlastitu nacionalnu državu, već je prostor Kurdistana podijeljeno između četiri države- Turske, Irana, Iraka i Sirije. Svrha rada je pronaći glavne uzroke zbog čega Kurdi nisu iskoristili povijesnu priliku za osnivanje neovisne države nakon raspada Osmanskog Carstva i ispitati mogućnost za osnivanje Kurdistana u budućnosti. Radi tradicionalne podjele u kurdskom društvu na plemena i klanove, Kurdi su kasnije formirali modernu nacionalnu svijest i osjećaj pripadnosti jedinstvenom narodu. Kroz dvadeseto stoljeće slabi plemenska struktura, ali se podjela nastavlja u obliku političkog sukoba kurdskih stranaka oko ciljeva i metoda rješavanja kurdskog pitanja. Oprečni stavovi kurdskog naroda oko pitanja ujedinjenja kurdskih regija u jedinstvenu državu onemogućuje njihovo zajedničko istupanje. U daljnjem tekstu se ističe da međunarodna zajednica nije sklona osnivanju neovisne kurdske države jer bi spomenuto pridonijelo destabilizaciji već turbulentne regije. Regionalne sile neće dopustiti ugrozu vlastitog teritorijalnog integriteta, a velike sile koriste Kurde kao sredstvo za ostvarivanje pojedinih interesa u regiji. ; The Kurds are inhabiting an inaccessible area of the Zagros and Taurus mountains which is considered their ethnic space called Kurdistan. Despite of vast number of the Kurdish people, their independent country does not exist and the territory of Kurdistan is divided by 4 different countries – Turkey, Iran, Iraq and Syria. Rast gradskog stanovništva utječe na održivost i razvoj pametnih regija. Međunarodni standardi mogu pružiti dobre prakse u širokim područjima koja se odnose na ekološke, sigurnosne i društvene aspekte koji doprinose postizanju gospodarskog i održivog rasta, dobrobiti i sigurnosti okoliša. Cilj ove studije je istražiti postoji li povezanost između razine pametnih gradova u različitim regijama i broja certifikata koji bi mogli pokrenuti daljnji razvoj pametnih i održivih gradova. Analizirali smo standarde koji podržavaju razvoj održivih i pametnih gradova iz različitih zemalja i istražili njihov utjecaj na razinu pametnih i održivih gradova. Za mjerenje uspješnosti gradova koristili smo UN-ovu inicijativu za prosperitet grada (CPI) i njezinih šest dimenzija: produktivnost, razvoj infrastrukture, kvalitetu života, jednakost i društvenu uključenost, održivost okoliša i urbano upravljanje i zakonodavstvo. Za analiziranje utjecaja međunarodnih standarda na inicijativu pametnih regija i gradova proveli smo SEM analizu. Rezultati istraživanja potvrđuju da postoji značajna razlika između razine pametnih gradova u različitim regijama i broja certifikata koji bi mogli pokrenuti daljnji razvoj pametnih i održivih gradova. Nadalje, potvrđen je pozitivan utjecaj međunarodnih standarda na razvoj pametnih regija i gradova. Vjerujemo da predstavljeni pristup može pružiti dodatni uvid u čimbenike koji utječu na razvoj pametnih regija i gradova i pokrenuti daljnja istraživanja o toj temi. ; The growth of city population has consequences on the sustainability and development of smart regions. International standards can provide good practices in wide areas related to environmental, security and social aspects that contribute to the achievement of economic and sustainable growth, well-being, and safe environment. The aim of this study is to explore if there is an association between the level of smart cities in different regions and the number of certificates that could initiate further development of smart and sustainable cities. We analysed standards that support the development of sustainable and smart cities from different countries and explored their influence on the level of smart and sustainable cities. To measure the performance of cities we used the UN-habitat City Prosperity Initiative (CPI) and its six dimensions: Productivity, Infrastructure Development, Quality of Life, Equity and Social Inclusion, Environmental Sustainability, and Urban Governance and Legislation. To analyse the influence of international standards on smart regions and cities initiative we conducted SEM analysis. The results of the research have proved that there is a significant difference between the level of smart cities in different regions and the number of certificates that could initiate further development of smart and sustainable cities. Additionally, a positive impact of international standards on the development of smart regions and cities is confirmed. We believe that the presented approach might provide additional insights into the factors which impact the development of smart regions and cities and initiate further studies on the topic.

Tema ovog diplomskog rada je razmotriti određene političke aspekte Međunarodne nogometne federacije (FIFA-e) kroz okvire institucija, njihovog međuodnosa, probleme klijentelizma i korupcije te način na koji obliku FIFA-u. Također se nastoje ispitati korijeni samog nastanka FIFA-e te razvijanja organizacije koja u sve učestalijim slučajevima izlazi izvan okvira udruge kako je službeno definirana te kroz takvo djelovanje postaje organizacijom koja igra ozbiljnu ulogu na sceni međunarodnih odnosa. FIFA kao organizacija je globalni akter te putem utjecajnih kanala oblikuje politike oko nas. Tome za zahvaliti je činjenica što je nogomet ima toliko visoku razinu popularnosti u svijetu da ga se ne može smatrati samo igrom, već katalizatorom politike. Zbog intenzivnog razvoja u relativno kratkom roku, FIFA nije razvijala svoju unutarpolitički sustav te zbog toga došla do zida zbog kojeg uništava samu sebe iskorištavanjem loše definiranih međuinstitucijskih odnosa. Ona ima različite učinke kako na nogomet, tako i na društvo što često dovodi do nesrazmjera i izrazito polariziranoj slici FIFA-e u javnosti. U ovom radu možemo razaznati zašto je FIFA toliko jedinstven pojam kada govorimo o politici i međunarodnim odnosima, s obzirom na to da je njezina moć koju legitimno posjeduje izuzetno diskutabilan pojam. Kroz definiciju političkih aspekata FIFA-e, nastojim istražiti izlazi li FIFA iz okvira udruge civilnog društva, ponajviše zbog sve učestalijih slučajeva korupcije, klijentelizma, ali i pojave organiziranog kriminala. ; The topic of this thesis is to consider certain political aspects of the International Football Federation (FIFA) through the framework of institutions, their interrelationships, problems of clientelism and corruption, and the way in which they shape FIFA. Svrha je rada upozoriti na osobitu važnost suradnje država u borbi protiv krijumčarenja migranata morem, napose u prostoru izvan područja suverenosti obalnih država. U radu se stoga objašnjava međunarodnopravni okvir za aktivnosti država u borbi protiv krijumčarenja migranata morem. Pritom je naglasak stavljen na jurisdikciju država za provođenje prisilnih mjera protiv brodova kojima se krijumčare migranti. Izlaganje polazi od općih pravila koja uređuju jurisdikciju država na otvorenom moru, a danas su kodificirana u Konvenciji Ujedinjenih naroda o pravu mora iz 1982. Potom je fokus usmjeren na posebna pravila u vezi s krijumčarenjem migranata na moru sadržanima u Protokolu protiv krijumčarenja migranata kopnom, morem i zrakom, prihvaćenu uz Konvenciju UN-a protiv transnacionalnog organiziranog kriminaliteta iz 2000., gdje je u čl. 7. Protokola podcrtana upravo dužnost suradnje država stranaka "na sprječavanju i suzbijanju krijumčarenja migranata morem, u skladu s međunarodnim pravom mora". Protokol protiv krijumčarenja migranata u svome članku 17., štoviše, potiče države ugovornice na "sklapanje dvostranih ili regionalnih sporazuma ili operativnih dogovora ili suglasnosti" radi njegove bolje implementacije. U tom su smislu prikazani i evaluirani oblici bilateralne i multilateralne regionalne suradnje država s naglaskom na Mediteran, uzimajući napose u obzir suradnju država članica Europske unije preko Agencije za europsku graničnu i obalnu stražu (Frontex). K tomu, dan je osvrt na Rezoluciju Vijeća sigurnosti UN-a br. 2240 (2015) koja državama članicama UN-a daje izvanredne jurisdikcijske ovlasti na otvorenom moru pred obalama Libije, a služi kao pravni temelj za djelovanje mornaričke operacije EU-a EUNAVFOR Med "Sophia" u okviru Zajedničke sigurnosne i obrambene politike. ; The aim of the paper is to highlight the particular importance of interstate cooperation in combating migrant smuggling by sea, notably in waters beyond the sovereignty of coastal states. In explaining the international legal framework for the activities of states in combating migrant smuggling by sea, emphasis is put on the jurisdiction of states to take enforcement measures against vessels that are engaged in migrant smuggling. First, the general rules concerning the jurisdiction of states on the high seas are discussed, which are codified today in the United Nations Convention on the Law of the Sea of 1982. Thereafter, the focus is on the special rules regarding migrant smuggling by sea, as comprised in the Protocol against the Smuggling of Migrants by Land, Sea and Air of 2000, supplementing the United Nations Convention against Transnational Organized Crime. Article 7 of the Protocol indeed emphasizes the duty of states parties to "cooperate to the fullest extent possible to prevent and suppress the smuggling of migrants by sea, in accordance with the international law of the sea." Article 17 of the Migrant Smuggling Protocol furthermore encourages states parties to "consider the conclusion of bilateral or regional agreements or operational arrangements or understandings" with a view to enhancing the Protocol's implementation. In that respect the paper examines and evaluates forms of bilateral and regional cooperation between states with an emphasis on the Mediterranean, and especially considers the cooperation between the member states of the European Union via the European Border and Coast Guard Agency (Frontex). In addition, the UN Security Council Resolution 2240 (2015) is analyzed, since it grants the UN member states exceptional jurisdictional powers on the high seas off the Libyan coast and serves as the legal basis for the activities of EUNAVOR Med Sophia, an EU naval operation in the framework of the Common Security and Defence Policy.

Der Band enthält die Ergebnisse eines internationalen Workshops der ARL mit dem internationalen Beirat zur Inselentwicklung am Ökonomischen Institut der Universität Zagreb und mit dem Inselentwicklungszentrum Mali Losinj im Mai 1994 auf der kroatischen Insel Cres. Fachleute aus Kroatien stellen die Ergebnisse einer aktuellen Entwicklungsstudie für die kroatischen Adria-Inseln vor. Es geht dabei um touristische, ökologische, wirtschaftliche, kulturlandschaftliche und allgemein raumplanerische Fragen. Darüber hinaus wird über Erfahrungen aus den Regionen der deutschen Nord- und Ostseeküste, d.h. zur Entwicklung der Inseln in Mecklenburg-Vorpommern, Niedersachsen und Schleswig-Holstein berichtet. Die Beiträge dieses Bandes sind jeweils in deutscher und kroatischer Sprache abgedruckt.

A special regulatory regime applies to products of recombinant nucleic acid modifications. A ruling from the European Court of Justice has interpreted this regulatory regime in a way that it also applies to emerging mutagenesis techniques. Elsewhere regulatory progress is also ongoing. In 2015, Argentina launched a regulatory framework, followed by Chile in 2017 and recently Brazil and Colombia. In March 2018, the USDA announced that it will not regulate genome-edited plants differently if they could have also been developed through traditional breeding. Canada has an altogether different approach with their Plants with Novel Traits regulations. Australia is currently reviewing its Gene Technology Act. This article illustrates the deviation of the European Union's (EU's) approach from the one of most of the other countries studied here. Whereas the EU does not implement a case-by-case approach, this approach is taken by several other jurisdictions. Also, the EU court ruling adheres to a process-based approach while most other countries have a stronger emphasis on the regulation of the resulting product. It is concluded that, unless a functioning identity preservation system for products of directed mutagenesis can be established, the deviation results in a risk of asynchronous approvals and disruptions in international trade.
