Die Sozialpsychologie der internationalen Beziehungen, die in den letzten Jahren einen großen Aufschwung genommen hat, befaßt sich in der BRD vorrangig mit den Problembereichen Friedens- und Konfliktforschung, internationaler Auslandstourismus, Integration ausländischer Arbeiter in die westdeutsche Industriegesellschaft, internationaler Schüler- und Studentenaustausch. Untersucht wird vor allem, inwieweit bestehende Bilder, Attitüden (soziale Einstellung) und Vorurteile durch neue Informationen oder/und neue zwischenmenschliche Beziehungen ('Kontakte') gegenüber anderen Völkern so verändert werden können, daß zwischen Individuen ein besseres Verstehen und eine reibungslosere Kooperation ermöglicht wird. Das langfristige Ziel dabei ist der Abbau bestehender Spannungen zwischen den Nationen, die Reduzierung des Risikos internationaler Konflikte, die Verbesserung der internationalen Kommunikation auf wirtschaftlichem, wissenschaftlich-technischem und kulturellem Gebiet. Der Bereich sozialpsychologischer Analysen und Untersuchungen beschäftigt sich in erster Linie mit den Wechselwirkungen zwischen individuellem Verhalten und gesellschaftlichen Prozessen, woraus sich für Kelman zwei Forschungsschwerpunkte ableiten: einmal die Feststellung der individuellen Dispositionen der Interaktionspartner in die Kommunikationssituation, zum anderen die Analyse des sozialen Kontextes, innerhalb dessen sich die Interaktion abspielt. Nach Kelman ist die soziale Interaktion genau der Punkt, an dem von dem Individuum ausgehenden Handlungen mit den von Institutionen entfalteten Aktivitäten zusammentreffen. Interaktion erhält so mehrere verschiedene Bedeutungen: informelle Kommunikation zwischen Individuen und, als komplexeste Stufe, Interaktion zwischen Staaten. Zur sozialwissenschaftlichen Analyse dieser Beziehungen hat Kelman ein Analyseschema entwickelt, das die komplexe Interaktionssequenz zunächst in fünf Abschnitte aufspaltet und jeweils einzeln untersucht (Benachrichtigung der politischen Elite und der Bevölkerung; Einschätzung der eingetretenen Situation; Herstellung eines Alarmzustandes zwecks schneller Einleitung konkreter Maßnahmen; Vorbereitung spezifischer Gegenmaßnahmen; Ausführung der Gegenmaßnahmen). Daneben enthält das Schema gesellschaftliche, motivationale und strukturelle Faktoren. Das ganze läßt sich in der Form einer Matrix darstellen, bei der in jede Zelle ohne nähere Erläuterung eine 'passende' Variable eingetragen ist. (HH)

The purpose of this essay is twofold. First, it proposes to undertake, in introductory form, one of the many tasks a historical sociology of international relations could perform: the comparative study of one of those relations which appear in almost any international system, i.e., international law. Secondly, this essay will try to present the rudimentary outlines of a theory of international law which might be called sociological or functional.International law is one of the aspects of international politics which reflect most sharply the essential differences between domestic and world affairs. Many traditional distinctions tend to disappear, owing to an "international civil war" which projects what are primarily domestic institutions (such as parliaments and pressure groups) into world politics, and injects world-wide ideological clashes into domestic affairs. International law, like its Siamese twin and enemy, war, remains a crystallization of all that keeps world politics sui generis. If theory is to be primarily concerned with the distinctive features of systems rather than wim the search for regularities, international law becomes a most useful approach to international politics.

In the 21 years since the conclusion of the Second World War, a complicated, piecemeal framework of trading arrangements under various international organizations has been created. Now there is concern, internationally and domestically, as to whether this framework is a durable basis for expanded world trade.
