In this review of 17 Vol's published or completed in the Carnegie Endowment for International Peace series of 'national studies on international org', the author first discusses the ways in which these reports try to answer the questions raised by the Carnegie Endowment & subsequently draws general conclusions concerning the att's of states toward international org, & the role the UN can play in a world of nation states. The various methods by which states try to promote or protest their interests (either through or against international org), the diff's in behavior between states which have vital interests at stake & states which do not, the complicated & often contradictory alignments of states on important issues (such as collective security) are thus analyzed. The possibilities which are open to the UN in the functional areas, & the more limited ones which remain open in pol'al fields (in particular as a result of the task of 'pol'al mobilization' performed by the UN), are finally examined.
