Probably in few regions of the world are the opportunities for international scientific cooperation greater than in the Far North. From west to east, the United States (Alaska), Canada, Newfoundland (Labrador), Iceland, Denmark (Greenland), Norway, Sweden, Finland, and the Soviet Union are all vitally concerned in Arctic and Subarctic problems. And many other countries have contributed significant chapters in the ever-expanding book of knowledge entitled "The North". Scientific problems are similar regardless of international boundaries, and the number of problems in the Arctic and Subarctic that can be best solved by international cooperation is legion. In fact many of them can be solved only by international cooperation. The desirability of such cooperation and of a circumpolar background is stressed by Professor V. C. Wynne-Edwards: "Parallel investigations along many lines are being made in Alaska, Scandinavia and the U.S.S.R. The importance, from the purely scientific as well as the practical and economic standpoint, of acquainting the investigators of this country at first hand with similar problems and conditions in other northern lands cannot be too strongly stressed. Understanding and insight are born of experience; and the need for a circumpolar background must be evident to many besides myself." .

Scientific co-operation between the nations is found already in Antiquity and the Middle Ages and has proved a strong stimulus to the development of astronomy. Different forms of modern international co-operation in astronomy may be distinguished: (1) co-ordinated observations at widely separated stations; (2) collective achievement of a great amount of work; (3) creation of international centres; (4) unification of notations and terminology. The increasing need for co-operation in astronomy was the reason for the constitution of international bodies, among which the I.A.U. acquired the greatest importance; the history of the Union shows that scientific co-operation must be kept outside political implications. International meetings, colloquia, travels, and exchanges should be encouraged. The introduction of an auxiliary international language would be highly desirable. International co-operation is a necessary complement to the national development of science.

Almost thirty-five years ago the General Synod of the Reformed Church in America meeting in this midwestern city, Pella, Iowa, adopted a resolution "that the President be authorized to appoint a Committee on International Justice and Goodwill of five persons to cooperate with the Commission on International Justice and Goodwill of the Federal Council of the Churches of Christ in America in carrying forward the Christian program for a Warless World." Included in the resolution was an endorsement of a Credo of "International Ideals of the Churches of Christ." We beli eve that nations no less than individuals are subject to God's immutable moral laws. We believe that nations achieve true welfare, greatness and honor only through just dealing and unselfish service. We believe that nations that regard themselves as Christian have special international obligations. We believe that the spirit of Christian brotherliness can remove every unjust barrier of trade, color, creed, and race. We believe that Christian patriotism demands the practice of goodwill between nations. We believe that international policies should secure equal justice forall races. We believe that all nations should associate themselves permanently for world peace and goodwill. We believe in international law, and in the universal use of international courts of justice and boards of arbitration. We believe in a sweeping reducti on of armaments by all nations. We believe in a warless world, and dedicate ourselves to its achievement.

Held August 6-8, 1958, U.S. Naval Postgraduate School, Monterey, California ; [A]t the invitation of Rear Admiral Earl E. Stone, USN, then Superintendent of the U. S. Naval Postgraduate Scrnol, approximately sixty leaders in industry, government, and education met in Monterey, California, October 24-25, 1956, for the first conference of the !SF Brainpower Forum. This conference served to highlight the fact that we had not effectively utilized all sources of scientific manpower which were presently available. At the recommendations of the Forum partici- pants, the International Science Foundation initiated a continuing pro- gram in the area of scientific manpower and suggested that several of its members set up projects which would provide answers to some of the problems considered at the 1956 conference. As a matter of first priority, it was decided to give consideration to the gains that might be realized by giving recognition to and seeking better utilization of retired or senior professional manpower. The 1958 conference was held to give Forum participants an opportunity to report on projects in the area of senior scientific manpower that were conducted as a result of suggestions made at the 1956 conference. Today cooperation in the peaceful uses of atomic energy is occurring under bilateral agreements between the major atomic powers--the United States, the United Kingdom, and the Soviet Union--and many other nations. Schemes of cooperation on a regional basis are well advanced in Europe and are emerging elsewhere. A new international agency with an almost world-wide constituency, Communist China being the chief omission, has come into being. After a three-year interval, the second of two great international conferences for the exchange of knowledge concerning nuclear fission and thermonuclear fusion was held in Geneva in the past summer. At Geneva, American scientists went to great lengths to lay bare their scientific and technological discoveries, even--or perhaps especially-with respect to thermonuclear fusion. Restricted data on non-military matters are still not unknown, but their existence now interposes few obstacles to the dissemination of atomic knowledge or the sale of atomic equipment.
