The official conclusion of the Cold War & the new world order subsequently proposed by George Bush & Mikhail Gorbachev are analyzed. It is suggested that, currently, the world is not ordered, as national boundaries are arbitrarily drawn, economic crisis prevails, & human rights abuses abound. It is also argued that the current world order is not new, but mirrors the world order at the beginning of the twentieth century, with Japan dominating Asia, Germany dominating Europe, & the US dominating the Americas, & that current international organizations such as the UN promote the interests of the most powerful nations. 17 References. The Institute of International Studies of the University of Chile dedicates a joint number of its Journal of International Studies to the analysis of the Cuban situation, from the perspective of its international insertion and the characteristics of its external situation. The works collected in this magazine correspond to presentations in the framework of the seminar "Cuba in the international system, normalization and reintegration". These intend to show some key concepts to understand this reality; among them is the process of normalization of its foreign relations, imprecise and subject to variables such as the close and unavoidable link with the internal and foreign policy of the United States, as well as the conditions that imposes the Cuban export structure. ; EI Instituto de Estudios Internacionales de la Universidad de Chile dedica un número conjunto de su revista Estudios Internacionales al análisis de la situación cubana, en la perspectiva de su inserción internacional y las características de su coyuntura externa. Los trabajos reunidos en esta revista corresponden a ponencias en el marco del seminario "Cuba en el sistema internacional, normalización y reintegración". Estas pretenden mostrar algunos conceptos clave para comprender esta realidad, entre ellos, el proceso de normalización de sus relaciones exteriores, impreciso y sujeto a variables como la estrecha e ineludible vinculación con la política interna y exterior de Estados Unidos, así como a las condiciones que impone la estructura exportadora cubana.

En el presente trabajo, el autor aborda los problemas del sistema financiero internacional desde la optica del manejo de los flujos de capitales recibidos por los paises en vias de desarrollo, tanto en la actualidad como a raiz de los problemas de la deuda en los 80. A continuacion pasa revista a las diferentes opciones que han sido instrumentadas por algunos paises de America Latina para hacer frente a las recientes entradas de capitales, deduciendo a partir de ahi recomendaciones de politica economica para ayudar a que otros paises aprendan de la experiencia latinoamericana.
