Executive Council Thirty-Fourth Ordinary Session 7 – 8 February 2019 Addis Ababa, Ethiopia ; The African Union Advisory Board on Corruption (AUABC) was established in accordance with the provisions of article 22 (5) (a) of the African Union Convention on Preventing and Combating Corruption (AUCPCC). The Convention was adopted at the second ordinary session of the Assembly of Heads of States and Government of the African Union in Maputo, Mozambique, on 11th July 2003, and entered into force on 5th August 2006, thirty (30) days after the deposit of the fifteenth instrument of ratification. As at November 2018, the Convention had been signed by 49 states and ratified or acceded to by 40 States.

تستهدف هذه الدراسة رصد حجم المساحة المخصصة لحقوق الإنسان في البيانات الختامية لمؤتمرات القمم العربية، وذلك لبيان مدى اهتمام القيادات السياسية العربية بهذه الحقوق وماهية تأثير البيئة الدولية وتحديدا أحداث الحادي عشر من سبتمبر2001 في حضور هذه الحقوق في هذه البيانات. وتستخدم هذه الدراسة منهج تحليل المضمونContent Analysis لبيان حجم المساحة المخصصة لموضوع حقوق الإنسان في مؤتمرات القمم العربية اعتمادا على وحدة السطر، بالإضافة إلى استخدام المنهج التاريخي والمنهج المقارن والمنهج التحليلي. وقد توصلت الدراسة إلى مجموعة من النتائج أبرزها: أن الخطاب السياسي العربي على مستوى القمة خلا من أية إشارة لحقوق الإنسان كما وردت في الإعلان العالمي الإنسان خلال الفترة الممتدة من أول مؤتمر قمة عربي عام 1964 ولغاية عام 1990، كما شكلت أحداث الحادي عشر من سبتمبر نقطة مفصلية في تحول الخطاب السياسي العربي على مستوى حقوق الإنسان؛ إذ زادت وتيرة الحديث عن قضايا حقوق الإنسان كنتيجة للتحولات الدولية والضغوط الأمريكية على الدول العربية. ; This study aims to show the degree of interest shown by Arab leaders in promoting the issue of Arab human rights, as evidenced by their closing statements at Arab League summits. This paper also intends to illustrate the impact of international events, mainly those of September 11 attacks, on the issue of Arab human rights as reflected in the closing statements of Arab League summit conferences. The Results of the study show that Arab political address make no reference to human rights as defined in the Universal Declaration of Human Rights. September11 attacks were found to be a pivotal point in the transformation of Arab political address of human rights in that the frequency of mentioning of the human rights issues increased as a result of international transformations and American pressure on the Arab states.

Executive Council Thirty-Fourth Ordinary Session 7 – 8 February 2019 Addis Ababa, Ethiopia ; African Risk Capacity (ARC) Agency is a Specialized Agency of the African Union that was established in 2012 to provide a comprehensive and integrated approach to tackling the impacts of natural disasters on vulnerable populations on the continent. In 2014, ARC launched its initial risk insurance product for Member States through its financial affiliate, the ARC Insurance Company Limited (ARC Ltd). ARC Ltd is a specialist mutual insurance company and Africa's first ever disaster insurance pool. ARC Ltd aggregates risk by issuing insurance policies to participating governments and transferring the pooled risk to the international markets.

Ex ante assessment of regulatory impact upon businesses: A neo-institutional study on the context, international influences, and Finnish experiences Regulatory impact assessment (RIA) has an established place in the European Union and its member states. This article considers evolving Finnish ex ante RIA concerning certain regulatory costs to firms. Drawing upon a neo-institutional theoretical framework and proposing three generally oriented hypotheses we received the following results. (1) The rationality of theevolving Finnish ex ante RIA of selected administrativeregulatory costs to firms gives rise issuesgiven the low implementation rate of thegeneral natonal RIA guidelines. (2) Reference to the ex ante RIA of regulatory costs to firmsin other countries has served the legitimation of preferred procedures in Finland rather than offerssolid evidence on the rationality of the foreign procedures. (3) Without a stronger contextualization of the evolving Finnish ex ante RIAmof regulatory costs to firms its procedures risk adverse effects because of their confined scope, the uneven quality of their input data, and their weak connections to the general national ex ante RIA. These results suggest the redesign of the Finnish RIA to take better into account the institutional, political, historical and cultural characteristicsof governance in this country. After getting rid of ISIL's military presence in Iraq, the problem of having a strategic vision in recruiting the PMF strengthened national security. In addition to the internal and external challenges that do not agree on a unified vision about these forces, which now has a law and regulation governing its work. In light of these changes, a vision is formed of the possibilities of employing these forces and making them an independent institution linked to the commander in chief of the Iraqi armed forces while preserving their national identity. The study was divided into two major parts. The first included the political and doctrinal dimensions of issuing the fatwa of jihad and the stage that witnessed the establishment of Hashed al-Shaabi. The second part included the strategic vision of employing Hashed al-Shaabi in a post- ISIL period. This part dealt with the obstacles to the strategic recruitment of Hashed al-Shaabi. Internal obstacles such as terrorism, political sectarianism and administrative corruption. The external obstacles dealt with the positions of some international and regional forces toward Hashed al-Shaabi and It's relationship with Iran. The last part discussed the possibilities of strategic recruitment of Hashed al-Shaabi in Iraq. The study relied on a number of references that dealt with the subject of Hashed al-Shaabi in several languages, such as books, analysis of research centers and academic articles for specialized researchers and media such as newspapers and television. In addition to the laws and decisions of the Iraqi government issued about Hashed al-Shaabi.

Hikama (Governance) is a peer reviewed academic journal published by the Arab Center for Research and Policy Studies and Doha Institute for Graduate Studies (p-ISSN: 2708-5805), (e-ISSN: 2708-5813). Hikama seeks to broaden the understanding of the fields of public policy and public administration in the Arab World and reinvigorate the political and social elements of public policy. Its basic hypothesis is that while the crisis did initially provide scope for ministers, technocrats and bureaucrats specialized in public health to play a greater part in making health policy, their ability to maintain this newfound influence depended on their "policy capability". Through a comparison of the two case studies, this article shows that the more centralized a state is, the more unprecedented the crisis is and the more policy capability it has, the greater the role bureaucrats play at the expense of politicians.

Göçmen ve Mülteci Kadınlar için Fiziksel Aktivite Rehberi, Hacettepe Üniversitesi Bilimsel Araştırma Projeleri Koordinasyon Birimi tarafından desteklenen "Türkiye'de Yaşayan Suriyeli Göçmen Kadınların Güçlenmelerinde ve Toplumsal Entegrasyonunda Bir Sosyal Politika Aracı Olarak Fiziksel Aktivitenin Kullanılması" isimli araştırma projesi kapsamında hazırlanmıştır. Projede, mülteci kadınların güçlenmelerinde ve sosyal uyumun sağlanmasında fiziksel aktivite bir araç olarak kullanılmıştır. Projenin birinci basamağında Suriyeli mülteci kadınların fiziksel aktivite düzeyi kültürleşme bağlamında incelenmiştir. Projenin ikinci basamağında, Suriyeli, Afganistanlı, Iraklı ve Türkiyeli kadınlardan oluşan 25 kişilik bir grupla 12 haftalık fiziksel aktivite programı uygulanmıştır. Sosyal uyumu hedefleyen bu uygulama sonrasında elde edilen bulgular ve deneyimler doğrultusunda, mülteci kadınlar için geliştirilecek bir fiziksel aktivite programının kavramsal çerçevesini, hedeflerini ve pedagojik ilkelerini içeren bir rehber kitap hazırlanmıştır. Geçtiğimiz on yılda artan göç oranları, birçok göç edilen ülkede göç ve toplumsal bütünleşme politikaları konusundaki tartışmaları hızlandırmıştır. Dünyada Suriyeli mülteci sayısının en fazla olduğu Türkiye'de, Suriyeli ve son zamanlarda Afganistanlı ve Iraklı mültecilerin sosyal uyumuna yönelik çeşitli araştırma verilerine dayalı politikalar üretilmektir. Bu politikalara dayanak olan bilimsel araştırma verileri, fiziksel aktivite ve sporun göçmen ve mülteci bireylerin yaşamlarına olumlu katkılarını ortaya koyarken, göçmenlerle ve mültecilerle ilgili politikaları geliştiren uluslararası kurumlar tarafından fiziksel aktivite ve sporun birleştirici gücü vurgulanmaktadır. 2016-2018 yılları arasında Avrupa Birliği Komisyonu, Avrupa Birliği üye ülkelerdeki mültecilerin iyi olma hali ve sosyal uyumlarını artırmak için fiziksel aktivite ve spor fırsatları sunan yaklaşık 3 milyon Avro tutarındaki 54 projeyi desteklemiştir. Birleşmiş Milletler 2030 Sürdürülebilir Kalkınma Amaçlarının "Toplumsal Cinsiyet Eşitliği" başlıklı 5. Maddesi kapsamında kadınların her seviyede güçlenmesi ve kadına yönelik her türlü istismarı kapsayan şiddetin ortadan kaldırılması gerekmektedir. Göçmen ve Mülteci Kadınlar İçin Fiziksel Aktivite Rehberi, hedefleri itibariyle Türkiye'de yaşayan mülteci kadınların fiziksel, psikolojik, sosyal ve kültürel güçlenmelerinde bir sosyal politika aracı olarak fiziksel aktivitenin kullanımına örnektir. Kadının güçlenmesini hedefleyen bilimsel araştırmalarda ve sosyal sorumluluk projelerinde yararlanılabilecek nitelikte bir rehberdir. Rehberin Türkçe, Arapça ve İngilizce dillerinde yazılmış olması, bilgilerin doğrudan göçmen ve mülteci kadınlar tarafından erişilebilir olmasını sağlamaktadır. Ayrıca, uluslararası platformlar için de kullanılabilir bir uluslararası rehber niteliği de taşımaktadır. Proje faaliyetlerinin gerçekleştirilmesinde hep birlikte çalıştığımız katılımcılara, eğitmenlere, gönüllülere, kurum çalışanlarına ve yöneticilere çok teşekkür ederiz. Birlikte hareket ettiğimiz, birlikte dans ettiğimiz, farklılıkları ve benzerlikleriyle kültürlerimizi, gündelik yaşamlarımızı paylaştığımız ve birlikte güçlendiğimiz projemizin, benzer hedeflerdeki çalışmalara rehberlik yapabilmesini umuyoruz. ; Physical Activity Program Guide for Migrant and Refugee Women was prepared within the scope of the Project titled "Using Physical Activity as a Social Policy Tool in the Empowerment and Social Integration of Syrian Migrant Women Living in Turkey", supported by Hacettepe University Scientific Research Projects Coordination Unit. In the project, physical activity is used as a tool in empowering refugee women and ensuring social integration. In the first phase of the project, physical activity levels of Syrian refugee women were investigated with regard to acculturation. In the second phase of the project, a 12-week physical activity program was implemented in a group consisting of 25 Syrian, Afghan, Iraqi and Turkish women. In accordance with the findings and the experiences obtained as a result of this physical activity intervention aimed at social integration, The Physical Activity Guide for Migrant and Refugee Women was developed. Increasing rates of migration in the last decade have accelerated debates about migration and social integration policies in many countries. In Turkey, where the number of Syrian refugees is the highest in the world, policies are being made based on various research data regarding the social integration of Syrian and, more recently, Afghan and Iraqi refugees. Not enough importance has been ascribed to sport and physical activity in these policies yet. However, while data from scientific research exhibit favourable impacts of physical activity and sport on the lives of migrant and refugee individuals, the unifying power of physical activity and sport is emphasised by international organizations. Between 2016 and 2018, the European Commission supported 54 projects, totalling a sum of approximately 3 million Euros, offering physical activity and sport opportunities to improve the well-being and social engagement of refugees in the European Union member states. Within the scope of Article 5 of the United Nations (UN) 2030 Sustainable Development Goals, titled "Promoting Gender Equality", it is required to ensure women's empowerment at all levels and to eliminate violence including all forms of abuse against women. The Physical Activity Guide for Migrant and Refugee Women, with regard to its objectives, is a model for the use of physical activity as a social policy tool in the physical, mental and social empowerment of refugee women living in Turkey. It is a guide that can be used in academic studies and social responsibility projects aimed at women's empowerment within the scope of UN Goals. The availability of the guide in Turkish, Arabic, and English languages makes the information directly accessible to migrant and refugee women. Moreover, it features as an international guide available to international platforms. We would like to thank the participants, trainers, volunteers, staff and managers with whom we work together in the realization of project activities. We moved together, danced together, we shared our cultures, our daily lives. We embraced our differences and similarities and became empowered together. This study aimed at "how to move from individual vision in the management of WAQF institutions to effective institutional work. The study first introduced the concept of governance in terms of language and terminology. He then went on to the definitions of international organizations for the concept of governance, as well as the relationship of governance to combating financial and administrative corruption. He explained the role of foundations in the sustainable development of society. The research of modern waqf companies has shown language and terminology, and how to establish these companies. The problem of research was that the management of most Waqf institutions, dominated by vision and individual judgments, in an age of diverse science and modern management skills. The research proposed a model of governance and performance, based on three axes: "enablers, themes, processes" and each axis with eight elements to activate it. The Corporate Governance and Performance Management Office operates at three levels within Waqf institutions, namely, "Strategic Level, Executive Level and Operational Level". A range of functions are implemented within each level. ; Bu çalışma Vakıf kurumlarının yönetiminde bireysel vizyondan etkin kurumsal çalışmaya nasıl geçileceğini hedef almıştır. Çalışmada ilk olarak dil ve terminoloji açısından yönetişim kavramı tanıtıldı. Ardından yönetişim kavramı için uluslararası örgütlerin tanımlarına devam etti. Yönetişimin finansal ve idari yolsuzlukla mücadeleyle ilişkisinin yanı sıra. Vakfın toplumun sürdürülebilir kalkınmasındaki rolünü açıkladı. Araştırma modern vakıf şirketlerinin dili ve terminolojisi ile bu şirketlerin nasıl kurulacağı olarak tanımlandı. Araştırma sorunu, vizyon ve bireysel kararların hakim olduğu vakıf kurumlarının çoğunun, çeşitli bilim ve modern yönetim becerileri çağında yönetilmesiydi. Araştırma, üç eksene dayanan bir yönetişim ve performans modeli önerdi: "etkinleştiriciler, temalar, süreçler" ve her ekseni harekete geçirmek için sekiz unsurla birlikte. Yönetim ve Performans Yönetimi Ofisi, "Stratejik Seviye, Yönetici Seviyesi ve Operasyonel Seviye" olmak üzere üç düzeyde faaliyet göstermektedir.

Tutkimuksessa selvitetään, missä määrin työpaikkojen työsuojeluvalvontaa toteutetaan alueellisesti eri tavalla eli toteutuuko valvonta työpaikoilla yhtenäisesti eri puolilla Suomea. Tutkimuksen ennakko-oletuksena on, että merkittävä syy työsuojeluvalvonnan alueelliseen erilaisuuteen on valvonnan organisointi viiden itsenäisen aluehallintoviraston työsuojelun vastuualueen tehtäväksi. Työsuojeluhallintoa ja työsuojeluvalvonnan toteutumisen yhtenäisyyttä työpaikoilla ei ole tutkittu tieteellisesti 2000-luvulla. Tämä tutkimus arvioi työsuojeluhallinnon rakennetta ja valvonnan toteutumista sekä hallinnon että työpaikkojen näkökulmasta. Tutkimus antaa sekä tieteellisesti perusteltuja teoreettisia että hallinnon asiakkaiden näkökulmia työsuojeluhallinnossa käynnissä olevaan valvonnan yhtenäistämiskehitykseen. Tutkimuksen teoreettisena viitekehyksenä on hallinnon evaluaatiotutkimus, joka tarkoittaa hallinnon toimivuuden arviointia käyttäjä- ja asiakasnäkökulmasta. Työsuojeluhallinto toteuttaa työpaikoille kohdistuvaa työsuojeluvalvontaa työsuojelutarkastuksina, jolloin hallinnon asiakkaita ovat työpaikat ja niiden työnantajat ja työntekijät. Pääasiallisena tutkimusaineistona ovat valvontatietojärjestelmä Veran raportit ja niistä tehdyt 27 valvonnan alueellista vertailua sekä henkilöhaastattelut, jotka kohdistuvat 52:een työsuojeluhallinnon, työmarkkinajärjestöjen ja työpaikkojen työsuojeluhenkilöön. Tutkimuksessa on kolme päälukua: työsuojeluhallituksen aika 1973-1993, itsenäisten alueellisten työsuojeluviranomaisten aika vuodesta 1993 lähtien sisältäen työmarkkinajärjestöjen roolin työsuojeluvalvonnassa ja valvonnan alueellinen vertailu. Tutkimusmatkani kohti yhtenäistä työpaikkojen työsuojeluvalvontaa alkoi työsuojeluhallituksesta, joka perustettiin vuonna 1973 osana hyvinvointivaltion rakentamista ja valtiojohtoista suunnitteluoptimismia. Valtiollinen työsuojelu koottiin yhden ministeriön alaisuuteen. Työsuojeluhallituksen aikana oli keskusjohtoinen, ainakin osittain yhtenäinen työsuojeluvalvonta, mutta keskusviraston toiminta ei onnistunut, koska työnantajat vastustivat sitä koko ajan pitäen sen toimintaa konspiratiivisena, vehkeilevänä. Työsuojeluhallitus lakkautettiin vuonna 1993 osana keskusvirastojärjestelmän purkamista 1990-luvun alun taloudellisen laman seurauksena. Valtion harjoittamaa sääntelyä purettiin hallinnon kaikilla sektoreilla, ja hallintoa madallettiin lähemmäksi asiakasta. Valtion merkitystä vähennettiin koko yhteiskunnassa ja hyvinvointivaltiosta tehtiin kilpailuvaltio, jolloin markkinaliberalismi ja New Public Management voimistuivat. Työsuojeluhallituksen lakkautuksessa tehtiin ehkä muutakin politiikkaa; pirstaloimalla valvovaa hallintoa heikennettiin samalla työpaikoille kohdistuvaa keskitettyä valvonnan voimaa. Itsenäisten alueellisten työsuojeluviranomaisten aikana vuodesta 1993 lähtien entisten työsuojelupiirien ja nykyisten aluehallintoviraston työsuojelun vastuualueiden toiminnallinen itsenäisyys korostui. Hallinnon toiminnassa näkyy, ettei työsuojeluvalvonnalla ole yhteistä keskusjohtoa. Sosiaali- ja terveysministeriön työ- ja tasa-arvo-osasto, jonka alaisuuteen työsuojelu keskushallinnossa kuuluu, toteuttaa Kansainvälisen työjärjestön ILO:n (International Labour Organization) sopimusten tulkintaa, että työsuojeluhallinto on riippumaton valvontatehtävää suorittaessaan eikä ministeriö siten puutu valvonnan alueellisiin menettelytapoihin. Tutkimus käsittelee myös työsuojeluhallinnon laajaa yhteistyötä työmarkkinajärjestöjen kanssa. Järjestöt osallistuvat kaikkeen päätöksentekoon, jossa käsitellään hallinnon tavoitteita, painopisteitä, valvontaohjeita ja resursseja. Tutkimuksessa arvioidaan edustuksellisen demokratian näkökulmasta korporatiivisen etujärjestövaikutuksen ja hallinnon suhdetta riippumattoman työsuojeluvalvonnan päätöksenteossa ja toimeenpanossa. Tarkastuskertomuksiin perustuva alueellisen valvonnan vertailu osoittaa, että työsuojeluvalvonta on eriytynyt vastuualueittain. Työpaikkojen kunnossaolo määritellään usein eri tavalla, joten tarkastajien valvoma työturvallisuuden minimitaso ei toteudu yhdenmukaisesti koko maassa. Siten velvoitteita korjata tai poistaa työturvallisuusepäkohtia annetaan eri tavalla ja lopputuloksena on se, ettei työnantajia kohdella tasapuolisesti. Tutkimuksen johtopäätöksenä on, että työsuojeluvalvonta on osa kansallista hallintotoimintaa ja laillisuusvalvontaa, ei alueellista tai paikallista hallintoa. Työsuojelu ei eroa toimialoittain maantieteellisesti, koska eri ammattialojen työ on pääpiirteissään samanlaista koko maassa ja niiden työturvallisuus ei juurikaan eroa maantieteellisesti. Tämän vuoksi myös työsuojeluvalvonnan pitäisi olla yhdenmukaista koko maassa. Suomeen pitäisi perustaa Pohjoismaiden mallin mukainen työsuojelun keskusorganisaatio, joka koordinoisi yhtenäistä laillisuusvalvontaa samalla tavalla kuin Poliisihallitus, Syyttäjälaitos ja uusi Tuomioistuinvirasto koordinoivat toimialojensa laillisuusvalvontaa ja toiminnan menettelytapoja. ; This study examines the extent to which workplace occupational safety and health (OSH) enforcing is carried out differently across the Finnish regions, in other words whether workplace enforcing is uniform across Finland. The presupposition of the study is that an important reason for the regional disparity in labour inspection is the decentralized organization of the inspection to by the five independent divisions of occupational health and safety of the regional state administrative agency. The OSH administration and the uniformity of the implementation of OSH in the workplace have not been scientifically studied in the 21st century. This study assesses the structure and implementation of the OSH administration from the perspective of both the administration and the workplace. The study provides a scientifically justified analysis covering both theoretical and customers' perspectives on OSH management and the ongoing integration of health and safety enforcement. The chosen theoretical approach of the study is the administrative evaluation framework, which means assessing the functionality of administration from the user and customer perspective. The Labour Inspectorate carries out workplace safety inspections in the form of occupational safety inspections, whereby the customers of the administration are the workplaces and their employers and employees. The main research material are OSH inspection database Vera reports and personal interviews carried out with 52 persons in the job protection administration, labour organizations and employment OSH personnel. The study consists of three main empirical chapters: the Labour Protection Board, the Central Office 1973-1993, the independent Regional Labour Inspectorate since 1993, including the role of labour organizations in labour inspection and the regional comparison of labour inspection. Shift towards an integrated job labour inspection started with the Labour Protection Board which was established in 1973 as part of the construction of the welfare state during the era of optimism in state-directed planning State labour protection was brought together under one ministry. The Labour Protection Board the system was center-led, at least regarding uniform occupational health and safety enforcing, but the Board's operations were not successful, mainly because the employers were opposed to it throughout its existence. The Labour Protection Board was abolished in 1993 as part of the dismantling of the central office system that followed the economic recession in the early 1990s. State regulation in all sectors of government was decentralized and administration was brought closer to the customers. The role of the state was diminished in society as a whole and the welfare state became a competitive state, with neoliberalism and New Public Management becoming stronger. Other objectives were also part of the decision to abolish the Labour Protection Board; at the same time, the fragmentation of supervisory authorities weakened the efficiency of workplace control. The era of the independent regional labour inspectorates since 1993 underlines the functional independence of the former OSH Inspectorate and the current division of occupational health and safety of the regional state administrative agency. The operation shows that there is no common central management for labour enforcement. The Department for Work and Gender Equality of the Social and Health Ministry, which is responsible for occupational safety in central administration, interprets International Labour Organization (ILO) conventions as meaning that the labour administration is independent in carrying out its supervisory function. Thus, the Ministry does not interfere with regional control procedures. The study also deals with the extensive co-operation between the labour protection administration and the labour market organizations. Trade unions are involved in all decision-making concerning management objectives, priorities, control guidelines and resources. The study examines the influence of corporatist interest groups and the governance of occupational health and safety enforcing decision-making and implementation from the perspective of representative democracy. A comparison of regional control based on inspection reports shows that OSH control of occupational health and safety has varied between the regional divisions. The condition of workplaces is often defined differently, so the minimum level of occupational safety supervised by inspectors is not uniformly applied throughout the country. Thus, obligations to remedy or eliminate occupational safety deficiencies in workplaces are given different treatment and the result is that employees are not treated equally. The conclusion of the study is that health and safety control should be in the competence of national administration and judicial review, not regional or local administration. Occupational safety and health does not differ geographically by industry, as the work of the various occupations is broadly similar throughout the country and there is little geographical variation in occupational safety. For this reason, labour inspection should also be uniform throughout the country. Finland should set up the Nordic model of a more centralized OSH system, which would coordinate an integrated review of legality in the same way as the National Police Board, the Prosecutor's Office and the Court of Justice co- ordinate the law enforcement and operational procedures of their respective sectors.
