Historians have all but dispensed with a conventional chronology that marks the Treaty of Westphalia (1648) as the origin of a modern state-centric territorial sovereignty. Instead, they are accumulating evidence that, since at least the early nineteenth century, sovereignty stretches back to the imperial practice of intervention into polities elsewhere on humanitarian grounds. Imperial sovereignty was less uniform than imperial officials and cartographers asserted; instead, as Lauren Benton has argued, it was (and is) usually "more myth than reality, more a story that polities [told] about their own power than a definite quality that they possess[ed]". Then there is the increasing number of historical examples of nonnormative, quasi-invisible forms of extra-territoriality that shaped the global imperial political architecture of the late nineteenth century: from the remaining principalities of the Holy Roman empire, and the conceptually distinctive practices of the Habsburgs as they separated cultural sovereignty from political sovereignty within their imperial territory, to the European claims to commercial and municipal authority in the treaty ports that dotted China's seaboard and river system, carving out the spoils of war.

States address many of today's global problems in international organizations (IOs). At the same time, regional international organizations (RIOs) play important roles in IOs, as a series of case studies suggests. RIO member states can speak on behalf of an RIO in IO negotiations. This paper explores under what conditions states voice RIO positions instead of national ones in IOs and thereby turn into agents of regionalization. Based on a novel dataset of more than 500 international negotiations and a quantitative analysis of theory-guided International Relations hypotheses, this paper shows that states are increasingly likely to negotiate on behalf of an RIO, when they regard grouping positions into regional blocs in IO negotiations as more effective, when they have a formal role as RIO chair, and when they possess financial and staff capacities needed in order to voice a regional position in international negotiations.

In our case, we show that articulating those objectives involved intense work to stage the tribunal's legitimacy. This paper addresses the puzzle of why, and under what conditions, international organizations cease to exist. International relations literature offers rich explanations for the creation, design and effectiveness of international institutions and organizations, but surprisingly little effort has gone into studying the dynamics of IO termination. Yet if we want to understand why and under what conditions international organizations endure, we must also explain why they often fail to do so. The present paper formulates and tests theoretical conjectures about IO termination using a combination of statistical analysis and historical case studies. My analysis is based on an original dataset covering the period 1815-2016. I find that exogenous shocks is a leading proximate cause of IO deaths since 1815 but that international organizations that are well-established, have large memberships and technical mandates have higher survival rates. My analysis leads me to suggest a number of refinements to existing theories institutional robustness.

The article is devoted to the examination of the formation of new vectors for international relations development within the global format of cooperation. The establishment and unification of BRICS in the international legal sphere through a wide range of common interests and views of its members towards issues facing the modern world reflect objective tendencies of world development to the formation of amultipolar international relations system and determination of particular large country actors of broad integration and having many dimensions. The authors reveal particular characteristics of the international-legal status of BRICS, which make it possible to have an effective impact on challenges facing the modern world. The legal BRICS status differs crucially from traditional legal approaches to international organizations. Acting as a special subject of world politics, creating more trusted interaction conditions, BRICS focuses its attention on the alternative world order principles within the new model of global relations. Such a format of multilateral cooperation, as well as more trusted and additional mechanisms of international interaction, gives the members an opportunity to demonstrate their geopolitical and geoeconomic world significance, and in addition their demanded humanitarian role, which, as the analysis of the mentioned actor demonstrates, is aimed at forming its own interaction model. The logic of the BRICS agenda extension to the level of an important global management system element demonstrates the goal in the field of action and, accordingly, intensive progress of humanitarian imperatives. For these humanitarian imperatives, the issues of international peacekeeping, security, protection, encouraging human rights and providing stable development are an objective necessity, especially for active demonstration of the members' viewpoints on the international scene. For understanding the process of the alignment of international security humanitarian imperatives it is necessary to study the existing objective needs in conjunction with each country, member of BRICS.

This forum opens a debate that is long overdue: for far too long, the fields of international political sociology (IPS) and international political economy (IPE) have been standing apart. Discussions take place in different conference sections, in different networks that publish in different journals. Yet, this divide is surprising given that the two fields share similar trajectories, theoretical concerns, problématiques, and conceptual challenges. This forum starts exploring this shared terrain: we believe that there is no a priori reason to separate the sociocultural, the political and the economic when we aim at making sense of the world in any meaningful way. We propose that bridging the IPE-IPS divide has tremendous potential for the development of a socio-political economy analysis that, we believe, has two benefits. First, it allows for the opening of new empirical terrains or deepening and widening existing ones. Second, bringing IPE/S back together creates reflexive spaces for more holistic, embodied and contextualised conceptual innovation. The contributors to this forum show each in their own way such empirical and conceptual added value of moving beyond the IPE and IPS divide in order to develop what we call here a socio-political economy of the globe. They focus on various issues, such as the transformation of capitalism from an oil- to a data-dependent accumulation regime with the rising of the so-called 'digital age' (Chenou); the profound social, economic and political transformation triggered by urbanisation in the development world (Elias, Rethel and Tilley); emerging global risks and the neglected role of the insurance industry (Lobo-Guerrero); regional development-security nexuses (Lopez Lucia); and business power in climate change diplomacy (Moussu).

This paper explores current contestations of women's rights and the implications thereof for international legislation. While contestation over women's rights is a far from new phenomenon, over the past two decades opposition to gender equality has become better organized at the transnational level, mobilizing a dispersed set of state and non-state actors, and is becoming more successful in halting the progress of women's rights. I argue that the position of oppositional actors vis-à-vis women rights activism appears to be strengthened by two recent political developments: democratic backsliding and the closure of civic space. Some preliminary findings show how these interrelated developments lead to an erosion of women's rights at the national level. Governments use low key tactics to dismantle institutional and implementation arrangements and sideline women's organisations. Next, I explore the implications of these developments for gender equality norms at the national and international level. The active strategy of counter norming adopted by conservative and religious state and non-state actors, designed to circumvent and also undermine Western norms, is increasingly successful. In addition to this, the threatened position of domestic actors monitoring compliance of international treaties, makes the chances of backsliding on international commitments much higher.

Geographically remote countries, such as Australia, became more attractive and accessible to migrants from Europe. Today, international education in Australia is under enormous pressure to reinvent itself. This book offers a collection of chapters that cover various dimensions of international education in Australia. The issues covered span from political and student identity concerns to the pedagogical and curriculum dimensions of international education and to the areas of language acquisition and language assessment. Each chapter formulates implications for the education of international students as Australia enters a new phase of hyperglobalism and completion with the rise of global cities and educational hubs that they provide beyond the traditional Western providers of higher education. Coming from diverse backgrounds and regions, the authors offer insights into significant developments in international education as they address crucial questions faced by educators in Australia and compare them with North America and Europe in comprehensive and critical ways. This includes shifts in methodological approaches in education and policy research, as well as other issues arising from comparative research, such as improving educational quality and responsiveness of education to the needs of international students. Several chapters address more specific problems of providing equality, access, and equity for all students, narrowing the achievement gap, and the ways of offering education that is free from prejudice and discrimination on the grounds of race, ethnicity, gender, social class and religion.

In this paper we examine the causal relations between international tourism demand and total exports and its subcomponents (intermediate goods and capital goods) and total imports (intermediate goods and capital goods) in Turkey by using Hacker and Hatemi-J Bootstrap Toda-Yamamoto and Time-Varying Causality tests. The results of the study indicate the causal relations between international tourism demand and exports and imports. The results also indicate that these causal relations between international tourism demand and international trade are not stable. In other words, they have a time-varying nature. Moreover, international tourism demand's contribution to imports is greater than that of exports. Finally, the international tourism demand is more often affected by components of exports and imports and the signs of those effects are generally positive. Thus, policy makers, sector representatives and market professionals related to both international trade and tourism should take into account of this time-varying nature of causal relations between these variables before implementing policies aiming to promote both. ; Bu çalışmada Türkiye'de uluslararası turizm talebi ve toplam ihracat ile alt bileşenleri (aramalları ve sermaye malları) ve toplam ithalat ile alt bileşenleri (aramalları ve sermaye malları) arasındaki nedensel ilişkilerinin araştırılması amaçlanmaktadır. Çalışmada değişkenler arasındaki nedensellik ilişkileri Hacker ve Hatemi- J Bootstrap Toda-Yamamoto ve Zamanla Değişen Nedensellik testleri kullanılarak araştırılmıştır. Analiz sonuçları, uluslararası turizm talebi ile ihracat ve ithalat arasında nedensellik ilişkilerin istikrarsız olduğunu göstermektedir. Başka bir ifadeyle zamanla değişen bir yapıya sahiptir. Ayrıca, uluslararası turizm talebinin ithalata katkısı, ihracata katkısından daha büyüktür. Son olarak, uluslararası turizm talebinin ihracat ve ithalat bileşenlerine etkisi genellikle pozitif yöndedir. Bu nedenle politika yapıcıları, sektör temsilcileri ve piyasa profesyonelleri hem uluslararası ticareti hem de uluslararası turizmi teşvik etmeyi amaçlayan politikaları geliştirmeden ve uygulamadan önce değişkenler arasında tespit edilen zamanla değişen nedensellik ilişkilerini göz önüne almalıdırlar.

The article highlights norms and provisions of international legal documents within such international organization as the League of Nations, the United Nations Organization, the Organization for Security and Co-operation in Europe, the Council of Europe, the Organization of American States and the Organization of African Unity (African Union) in terms of means and procedures for the peaceful settlement of disputes. Conventions, declarations, resolutions, protocols, statutes, charters, treaties and other acts can be found among these international legal documents from all continents all over the world. In the process of studying the international legal acts, there are analysed provisions stipulating the use of means and procedures for the peaceful settlement of international disputes. There are also described characteristic features of applying these tools and mechanisms. Besides, it is conducted an analysis of their peculiarities and perspectives for use in practice. Despite a wide range of instruments and mechanisms available for the peaceful settlement of disputes, number of conflicts all over the world is increasing. It may say about their ineffectiveness or about a necessity to develop new concepts, new ideas, new approaches to understanding of conflict and ways of its solution. All peaceful instruments include application of negotiations. Along with that, negotiations as a method to resolve a dispute are not fully discovered and updated. There are no strict and generally recognised rules of conducting negotiations, what participants of negotiations should comply with and what is allowed or not allowed to do while convincing. Researchers of the peaceful settlement of disputes agree on effectiveness and reasonableness of engaging the third, neutral party for dispute resolution. It can be an objective remedy in terms of impartiality and fairness. One more aspect which is taken into account more and more often is prevention. That is to take corresponding measures in advance. The phenomenon of terrorism has featured in history since the "Reign of Terror" during the French Revolution (1793-1794) but has changed considerably since then. Therefore, a term that was used originally to describe governmental actions it is now mostly used to refer to actions committed against civilians and perpetrated by individuals or groups not directly linked to a state. An examination of the historical evolution of terrorism reveals not only a change in the modus operandi of terrorist organizations but also a shift in the international dimension of the phenomenon. After discussing issues associated with defining terrorism within an international framework, this entry focuses on the international efforts, including laws and models, to counter terrorism.
