Includes bibliographical references. ; Presented at the Building resilience of Mongolian rangelands: a trans-disciplinary research conference held on June 9-10, 2015 in Ulaanbaatar, Mongolia. ; Heavy livestock losses from severe winter conditions (dzud) in Mongolia in recent years have prompted a variety of interventions by government and development agencies, aiming to reduce herders' vulnerability to severe weather and other climate factors. Unfortunately, many of these interventions have not systematically diminished risk to herders. In this paper we identify several strategies deployed by herders for managing dzud risks and impacts through informal mutual aid networks. We contrast these strategies to interventions taken by international donor agencies operating in Mongolia, which have largely focused on the household as an independent socio-economic unit. We conclude that risk mitigation can be improved through recognition of informal mutual aid networks, and through support to mutual aid institutions.

The article attempts to consider the political and legal crisis that has been going on in Belarus for almost a year, in the context of the relationship between its causes and the quality of public administration. To this end, the authors identify modern approaches to understanding good governance. The indicators of management quality developed by authoritative international structures are indicated, on the basis of which it is possible not only to give an objective assessment of the quality of management in Belarus, but also to identify the most problematic positions. As shown in the paper, the main disadvantage of the quality of governance in Belarus is its authoritarian nature, which is manifested in the disregard for people's opinions and accountability. The process of gradual establishment of an authoritarian regime in the republic by means of the analysis of the chronology of the social and political events that took place in the republic during the last decades is clearly shown. In the final part of the work, the author draws attention to the factors that give stability to those regimes that can be attributed to information autocracies. In particular, it is the existence of state property and control over it as an instrument of power retention. The issue of its effectiveness (for example, state-owned enterprises) is not a priority for the country's leadership. The next factor is the presence of control over the political influence of deputies, checking the loyalty of people's deputies. In the system of government formed in Belarus, all elected officials, from village council deputies to parliament, are rigorously selected for their loyalty and lack of ambition. After that, they easily move from the vertical to the representative bodies (and back), occupying leadership positions in structures that mimic civil society. Książka stanowi tom studiów autorstwa polskich i zagranicznych językoznawców poświęcony zmianom we współczesnych językach słowiańskich, szczególnie widocznym w słownictwie i słowotwórstwie. Uwzględnienie aspektu stylowo-funkcjonalnego w rozwoju leksyki pozwala lepiej zrozumieć dynamikę zmian językowych i skuteczność działań komunikacyjnych. Celowościowy i pragmatyczny charakter zachowań komunikacyjnych ujawnia się szeroko w uwzględnionych przez Autorów kontekstach społecznych, politycznych i kulturowych. Prace zostały pogrupowane w trzy działy tematyczne: - Zjawiska, procesy i tendencje rozwojowe w słownictwie specjalistycznym (terminologii); - Dynamika mechanizmów słowotwórczych i leksykalnych; - Zmiany leksykalne we współczesnej komunikacji językowej i dyskursie. Wyodrębnione działy pomagają uporządkować przedstawioną w tomie problematykę, wskazując na dominantę tematyczną w poszczególnych tekstach. Zakresy tych grup nie są jednak ostre, złożona i wielowarstwowa problematyka tendencji i zmian we współczesnym słownictwie słowiańskim jest omawiana w różnym stopniu w każdym z wydzielonych działów. W większości prac zastosowano podejście konfrontatywne, pozostałe stanowią podstawę do takiego ujęcia. Do badań wykorzystany został bogaty materiał języków słowiańskich: polskiego, czeskiego, słowackiego, białoruskiego, rosyjskiego, ukraińskiego, bułgarskiego, słoweńskiego, a także innych języków, jak np. nowogreckiego. ; This volume of studies by Polish and international linguists is devoted to changes in modern Slavic languages, which are especially noticeable in the spheres of vocabulary and word formation. Taking into consideration the stylistic and functional aspect of lexis development allows for a better understanding of the dynamics of language change and the efficacy of communicational acts. The purposeful and pragmatic character of communicational behaviour manifests itself widely in the social, political and cultural contexts considered by the Authors. The works comprising the volume are divided into three thematic sections: - Phenomena, processes and tendencies in the development of specialist lexis (terminology); - Word formation and lexical mechanisms dynamics; - Lexical change in modern language communication and discourse. The sections help organize the volume by highlighting the dominant theme in particular texts. The scopes of the sections are, nevertheless, not sharply delineated – each section is to an equal extent devoted to the complex and multifaceted subject-matter of the tendencies and changes in modern Slavic vocabulary. Most of the works comprised in the volume adopt a contrastive approach, the remaining ones can serve as bases for contrastive studies. The so-called "land question" is a well known theme in South African political discourse. Much has been written on the subject in recent times, but also in the historical development of South African politics. This article articulates thoughts concerning the political meaning of land by way of framing the land question as a space of political contestation in South Africa, simultaneously discussing it against a wider international background, acknowledging that the land question is not unique to South Africa and that it also relates to many historical and contemporary political struggles. It is suggested that such an approach possibly may contribute to contextualise the matter and to shed some of the emotional baggage that often pertains to it. The article contextualises land as political contestation while suggesting an interpretation of what politics is. Attention is afforded to the understanding of politics as conflict, but also as reconciliation and compromise against an underlying context of power and its purposes. The latter determining in what kind of country political actors would want to live and relating to interests and values that political actors hold in common. The possibility exists that if reconciliation and compromise are not possible, politics will come to an end, which will not contribute to a sustainable democracy or a solution to the land question. The broader conflicting nature of positions and understandings of the land question in South Africa is further highlighted within the context of political contestation, after which attention is afforded to the positioning of political actors within this contestation.The position of the government and political parties is highlighted within this conflict based framework, noting the different understandings of the land question as well as the commonalities that parties share. Reference is briefly made to non party political actors (formal and informal) which represents the same conflictual positions, but which also alludes to other factors relevant to the land question whereafter these factors are highlighted. These include the broader social and economical issues (which are also understood as political), as well as an agricultural and rural bias in the land question, while it is also a matter of political and socio-economic rights within an urban context. The question is also asked whether solutions to the land question should not be found in a forward looking manner, rather than a romanticised understanding of land. The article concludes with a discussion in regard to the land question, when it is viewed from the perspective of political contestation, as defined in this article, as well as considering the possible outcome of the land question. A suggestion is made that consideration could be given to a re-negotiation of this space of political contestation, as land reform will remain unsuccessful if the politics thereof is not addressed; although this would also entail its own dangers for a democratic South Africa where democracy is not yet fully consolidated. OPSOMMING: Grond en die sogenaamde "grondvraagstuk" is 'n welbekende tema in die Suid-Afrikaanse politieke diskoers. Heelwat is reeds hieroor geskryf in die hedendaagse tydsgewrig, maar ook in die historiese verloop van die Suid-Afrikaanse politiek. Hierdie artikel artikuleer gedagtes rondom die betekenis van grond as politieke stryd (en ook binne die konteks van 'n bepaalde begrip van politiek) in Suid-Afrika, maar plaas dit ook teen 'n wyer internasionale doek. Moontlik kan so 'n benadering bydra om die saak te kontekstualiseer en te ontdaan van die emosionele bagasie wat dikwels daarmee gepaardgaan. Die benadering van die artikel is dat grond as politieke stryd hanteer word, waarna aandag geskenk word aan hoe politieke akteurs hulself posisioneer binne hierdie stryd. Daar word ook kortliks verwys na ander faktore wat 'n rol speel in hierdie politieke stryd.
