This study is primarily a treatment of the use of prisoner of war labor by the United States Army. It also provides a comprehensive treatment of the employment of prisoners of war by private employers in the United States. The primary objective of the monograph is to provide in one volume a comprehensive record of the use of prisoner of war labor for the guidance of General Staff officers and students in the Army school system. It is hoped that the study will assist the industrial and military mobilization planners of the future in planning for the use of prisoner of war labor. The document also will further the understanding of basic problems related to the employment of prisoners of war among persons interested in military affairs. Since the monograph is limited to the military history of prisoners of war through World War II, it is merely background for the events that have followed that conflict. An additional monograph dealing with the employment and treatment of prisoners of war during the Korean War is currently being prepared. The study is divided into three parts. Part One, "The Early Wars, "contains three chapters covering the period from the Revolutionary War through the Civil War. Part Two, "The Beginnings of Global Warfare, "contains three chapters covering the period from the Spanish-American War to the beginning of World War II. Part Three, "World War II, "contains the bulk of the study. This ex-ante study analyzes the impacts of e-commerce adoption on the performance of women-led MSMEs in Metro Manila, their awareness and perceptions of government efforts towards internationalization, and their readiness to engage in cross-border e-commerce through the Regional Comprehensive Partnership Agreement (RCEP). Findings validate the observation that the COVID-19 pandemic has accelerated e-commerce adoption and this has substantially enhanced the performance of women-led MSMEs in terms of sales growth, customer base, customer satisfaction, and process enhancement. The data further highlight that there is low level of awareness on both existing government programs for women-led MSMEs, and on RCEP and its chapters on e-commerce and MSMEs. However, certain provisions within the chapters appeal to women-led MSMEs, such as "information on trade and investment-related laws and regulations for export-oriented MSMEs" and "acceptance of electronic transaction documents in online cross-border transactions." Women-led MSMEs in Metro Manila demonstrate strong interest to engage in cross-border trade under RCEP if implemented in 2022. This study also further reveals that a high propensity for cross-border e-commerce—fostered by an enabling policy environment that supports their e-commerce adoption and growth—will potentially heighten the participation in regional trade and the global value chain.

Asia's historical development is at a crossroads. Twenty months into the coronavirus pandemic, the cumulative economic and financial impacts are estimated to be much worse than those of the 1997 Asian economic crisis and the 2008 global financial crisis. Governments across ASEAN and East Asia have deployed a significant amount of emergency capital in their response to the pandemic, with an initial focus on protecting livelihoods. As countries move towards long-term deep decarbonisation and a circular Net Zero economy, recovery from the pandemic has offered a rare opportunity to realign energy, innovation, trade, and fiscal policies into macroeconomic planning and national budgets towards a new sustainable development paradigm. This book reviews and assesses the low-carbon green growth policies, practices, and economic recovery packages and identifies implementation gaps and new opportunities. The detailed analyses embedded in the chapters cover a wide range of impact strategies at sectoral level and identify immediate economywide actions required to realise the Net Zero future. Based on a review of countries' experiences, this volume concludes that past climate actions have entailed progressive bottom-up, sectoral, low-carbon, green growth initiatives that are relatively fast and easy to implement and that provided incremental co-benefits. Realising the Net Zero Future by 2050 will require much higher levels of technology absorption, crowding in finance, and strong institution building. It urges public and private actors to harness the potentials of regional cooperation based on market principles, which will reduce the cost of transformation to the Net Zero economy.

Establishing and implementing rules that would teach pupils to become citizens became a crucial technique for turning those spots on the map of Europe whose sovereignty had shifted after the First World War into lived social spaces. This article uses Arnold Van Gennep's notion that a shift in social status possesses a spatiality and temporality of its own, in order to analyse how principals of secondary schools negotiated transformation in the Belgian–German borderlands. It asks whether and how they were called on to offer training that would make the borderlands more cohesive with the rest of Belgium in terms of the social origins of pupils and the content of study, and examines the extent to which they were historical actors with room for their own decision-making on creating and abolishing a liminal phase, thereby leading secondary education through its rites of passage.
