Abstract: EU Actorness in the South Caucasus: Possibilities and LimitationsDespite significant institutional changes and refinements since its creation in 2004, the ENP (European Neighborhood Policy) remains a major tool available to the EU for providing incentives for reform and stability in non-member states through the diffusion of its norms and rules. Earlier studies, drawing on the Europeanization conceptual framework, have been mostly concerned about how and by which mechanisms compliance with EU rules takes place, rather than focusing on whether and to what extent it occurs. By contrast, this article assesses the actorness of the EU in three countries of the South Caucasus (Georgia, Armenia and Azerbaijan), viewing actorness as composed of three dimensions – capability, opportunity, and presence – enabling and constraining the aspirations of the EU to be an international actor in the South Caucasus.
Abstract: Who is responsible for the protection of human rights in Kosovo?Human rights are central in the international community's missions in Kosovo. Moreover, Kosovo's 2008 Constitution lists eight directly applicable human rights instruments, along with detailed instructions on how they are to be interpreted in line with developments at the European Court of Human Rights (ECtHR). And yet, human rights protection is lacking in the region. Potential violations attributable to the local authorities can be adjudicated, but only through the national courts, which raises questions of independence and impartiality. Meanwhile, NATO's Kosovo Force (KFOR) and the European Union's Rule of Law Programme (EULEX) enjoy immunity against prosecution by the domestic courts while still wielding some executive and judicial power. EULEX has an internal human rights panel, modelled on the less-than-successful panel established to hold the UN's Mission in Kosovo (UNMIK) accountable, while KFOR has no similar judicial body. This article maps which options individuals have for addressing human rights violations in Kosovo and where the system still has its weaknesses. Additionally, it traces how the jurisdictions have changed in the past 15 years and proposes a way forward to fill the lacunae that remains.
Harvard University Professor Joseph Nye first revealed the concept of "soft power" which he describes as an ability of a state to form preferences of other actors of world policy using its attractiveness for them. This is connected with culture, political values, and the foreign policy of the USA. It is becoming obvious that the efficiency of using military forces is substantially limited, and the need for states to increase their influence cannot fully be realized. Ideas that in their essence are close to "soft power", appeared long before American political scientists started the discussion of the concept. It is necessary to pay attention to the works of G. Morgenthau, E. Carr, the Italian Marxist philosopher A.Gramsci, and others. Such concepts include the "concept of seduction" by J.Baudrillard, as well as the "concept of seduction" by Gilles Lipovetsky. Following John Hiring, researchers from different countries have made "soft power" the subject of their research. However, their positions concerning this concept are far from being unambiguous, and sometimes contradictory. An important rethinkingabout "soft power" is the Chinese school of research of this phenomenon. Chinese researchers point to the historical roots of the idea of "soft power", which can be found in the country's history, and that this concept is harmony and naturalness for Chinese society. ; Հարվարդի համալսարանի պրոֆեսոր Ջոզեֆ Նայը նախ բացահայտեց «փափուկ ուժ» հասկացությունը, որով նա հասկանում էր պետական ակտորի ունակությունը՝ ձևավորելու այլ ակտորների նախապատվություները՝ օգտագործելով իր գրավչությունը նրանց աչքերում: Սա վերաբերում էր ԱՄՆ մշակույթին, քաղաքական արժեքներին և արտաքին քաղաքականությանը: Ակնհայտ դարձավ, որ ռազմական ուժի կիրառումը սահմանափակ է, իսկ սեփական ազդեցությունը մեծացնելու անհրաժեշտությունը մնում է ոչ ամբողջովին իրականանալի: «Փափուկ ուժի» նման գաղափարներն ի հայտ եկան ամերիկյան քաղաքագիտության մեջ այդ հայեցակարգի քննարկումները սկսելուց շատ առաջ: Այս իմաստով պետք է նշել Հ. Մորգենթաուի, Է.Քարի, իտալացի մարքսիստ փիլիսոփա Ա. Это относилось к культуре, политическим ценностям и внешней политике США. Становилось очевидно, что применение военной силы ограничено, а потребность в увеличении своего влияния оказывается не вполне реализованной. Идеи, схожие по своему действию с «мягкой силой», появились задолго до того, как концепт начал обсуждаться в американской политологии. В этом смысле следует отметить работы Г. Моргентау, Э. Карра, итальянского философамарксиста А. Грамши и др. К подобным концепциям можно отнести «концепцию соблазна» Ж. Бодрийяра, а также «концепцию обольщения» Ж. Липовецки. Вслед за Дж. Наем исследователи разных стран сделали «мягкую силу» предметом своего исследования. Их позиции далеко не однозначны. Важной представляется китайская школа изучения данного феномена, указывающая на исторические корни идеи «мягкой силы». Отсюда - тезис о гармоничности, естественности данного концепта для китайского общества.
In March 2011, rallies and demonstrations started in Syria, which later developed into an armed conflict and large-scale military operations between the Syrian government and opposition all over the country. With the gradual escalation of the conflict at the end of 2011, the Syrian government adopted a strategy of defending the western territories and regional centers, which were of strategic importance in Syria, and avoiding large-scale military operations in these areas. The situation in Syria changed dramatically at the end of 2015. It was due to Russia's direct military assistance to the Syrian government.The Syrian conflict has affected regional and extra-regional developments in the Middle East, paving the way for new realities, for the active engagement of a number of power centers in the Middle East and the processes of various formats aimed at a peaceful resolution of the conflict.During the conflict (2011-2020) there were some results in the negotiation process (regulated by various international formats) of the crisis. Though they had mainly solved problems partially in certain parts of Syria, the importance of meetings in such formats cannot be underestimated. The peculiarity and global nature of the conflict provided no other solution than partial solutions to the Syrian crisis, which had an enormous impact and created opportunities for the views of the conflicting parties to be heard. The aforementioned resolution processes of the conflict allow us to assume that the parties involved in the conflict have shifted to a partial solution to the Syrian crisis. It presupposes a short-term solution or freezing of issues related to some areas of military-political and socio-economic importance, ensuring predictability of developments, after which it will be possible to get a comprehensive agreement on the Syrian conflict.The Syrian conflict has long ceased to be a Middle Eastern regional reality, affecting global processes. Conflict resolution must have both regional and extra-regional dimensions, based on sensible and sincere approaches, which should prompt parties concerned with a quick resolution to the conflict to find the key to resolving the Syrian issue. ; 2011թ. մարտին Սիրիայում սկսվեցին բողոքի ցույցերը, որոնք վերաճեցին զինված բախումների և լայնածավալ ռազմական գործողությունների ողջ երկրում կառավարական ուժերի և ընդդիմության միջև: Իրավիճակը կտրուկ փոխվեց 2015թ. վերջին, երբ Ռուսաստանը կառավարությանն ուղղակի ռազմական օգնություն ցույց տվեց: Ճգնաժամին ուղեկցող բանակցային գործընթացն ընթացավ տարբեր ձևաչափերով և միայն մասամբ հարթեց ծագած խնդիրները: Հակամարտության լայնամասշտաբ բնույթը թույլ չտվեց ավելին, քան մասնատված լուծումներ: Բայց դրանք նաև հնարավորություն ստեղծեցին կողմերի տեսակետները լսելու համար: Սիրիայում արյունալի հակամարտությունը վաղուց դադարել է լինել այս երկրի ներքին գործը: Դրա կարգավորումը, անշուշտ, պետք է ունենա նաև արտատարածաշրջանային հարթություն՝ հիմնված ողջամիտ մոտեցումների վրա: ; С марта 2011 г. в Сирии начались акции протеста, которые переросли в вооружённые столкновения и крупномасштабные военные действия по всей стране между правительственными войсками и оппозицией. Ситуация резко изменилась к концу 2015 г., когда Россия оказала непосредственную военную помощь правительству. Переговорный процесс, сопровождавший кризис, протекал в разных форматах и лишь частично сглаживал возникшие проблемы. Масштабный характер конфликта не позволял большего, чем фрагментарноые решения. Но и они создали возможность, чтобы мнения сторон были услышаны. Кровопролитный конфликт в Сирии давно перестал быть внутренним делом этой страны. Его урегулирование непременно должно также иметь и внерегиональное измерение, основанное на разумных подходах.
