ÖZETII. Dünya Savaşı'ndan sonra çok sayıda işbirliği hareketinin meydana geldiği görülmektedir. Bu hareketlerin gelişmesinde, Avrupa Topluluğu'nun başarısı ve 1980'li yıllardaki büyük değişimler etkili olmuştur. Sovyet Birliği ve Doğu Avrupa ülkelerinde ekonomik, politik, sosyal ve kültürel alanlardaki köklü değişmeler, gelişmiş ülkelerin sanayi ve teknoloji toplumundan bilgi toplumuna yönelmeleri, savaştan sonraki dengeleri değiştirmiş ve dünyada yeniden yapılanma süreci başlamıştır. Değişen dünya düzenindeki yeni oluşumların dışında kalmamak için Türkiye, kendi girişimi ile 1990 yılı Ocak ayında Karadeniz Ekonomik İşbirliği Bölgesi Projesi'ni ortaya atmıştır. 3 Şubat 1992 tarihinde Türkiye, Romanya, Bulgaristan, Azerbaycan, Gürcistan, Ermenistan, Moldova, Ukrayna ve Rusya Federasyonu olmak üzere dokuz ülkenin katılımı ile parafe edilen KEİB Anlaşması, 25 Haziran 1992'de Yunanistan ve Arnavutluk'unda kurucu üye olarak katılımlarıyla on bir ülkenin devlet ve hükümet başkanları düzeyinde imzalanarak yürürlüğe girmiştir. Uluslararası bir ekonomik bütünleşme girişimi olan KEİB, Türkiye'yi bölgede önemli bir konuma getirmiş ve özel bir sorumluluk yüklemiştir. KEİB Projesi ile üye ülkelerin coğrafi yakınlıklarından ve ekonomilerinin birbirlerini tamamlayıcı özelliğinden yararlanarak, aralarındaki ticari, ekonomik, bilimsel ve teknolojik işbirliğini geliştirmeleri ve bölgenin barış ve refah bölgesi haline gelmesi öngörülmektedir. Bu temel ilke doğrultusunda KEİB'nin amacı; kısa dönemde bölge ülkelerinin işbirliğine gidebilmeleri için uygun ortamın yaratılması ve taraflar arasında mal ve hizmet ticaretinin arttırılması, uzun dönemde ise, üye ülkeler arasında ekonomik ilişkileri daha fazla geliştirebilmek maksadıyla kişilerin, malların, sermayenin ve hizmetlerin serbestçe dolaşımını sağlayarak, aşamalı olarak bir serbest ticaret bölgesi kurulmasıdır. KEİB Projesi'nin, üye ülkelerin üretim, tüketim, istihdam ve yatırım düzeylerinin olumlu yönde değişmesine ve kalkınma çabalarına büyük katkısı olacaktır. Bölgedeki ekonomik potansiyelin harekete geçirilmesiyle, ülkeler arasındaki ticari ve ekonomik işbirliği artabileceği gibi, Batı açısından da önemli bir pazar ortaya çıkacaktır. Ayrıca, bölgede ekonomik ve sosyal patlamaları önleyerek barış ve güvenliğin oluşturulmasına katkı sağlayabilir. Ancak, üye ülkelerin içinde bulundukları koşullar itibarı ile kısa zamanda giderilmesi gereken birçok sorunlarla karşı karşıya bulunulduğu unutulmamalıdır. KEİB'nin gelişmesi ve başarılı bir bütünleşme modeli oluşturulması her şeyden önce üye ülkelerin girişime inanmaları, geçici olarak bakmamaları ve mevcut sorunların çözümlenmesine bağlıdır. Sonuç olarak, KEİB'nin sadece Türkiye için değil tüm üye ülkeler için yeni bir ufuk açarak dünya ülkeleriyle entegrasyonu kolaylaştırıcı nitelikte bölgesel bir işbirliği hareketi olduğu söylenebilir. ABSTRACTIt can be observed that numerous cooperation movements occured after the World War II. In the development of such movements the success of the European Community and the big changes in the 1980's played an important role. Radical changes in economical, political, social and cultural areas in the Soviet Union and Eastern Europe, and the trend of developed countries from an industrial and technological community towards an information community changed the post-war balances; thus a re¬structuring process launched on the World. Turkey introduced the Black Sea Economical Cooperation Project, in January 1990 with its own efforts, in order to catch the new changes in the changing world order. The BSEC Agreement was initialed by nine participant countries including Turkey, Romania, Bulgaria, Azerbaijan, Georgia, Armenia, Moldavia, Ukraine and Russian Federation in 3 February 1992, and was signed by Presidents and Prime-ministers of eleven member countries, with the participation of Greece and Albania as founding members, and came into force in 25 June 1992. BSEC, as an international integration enterprise, brought Turkey to an important situation in the Area, and gave it a special responsibility. It is planned by the BSEC Project, to develop the commercial, economical, scientific and technological cooperation between member states and to create a region of wealth in the Area, by making use of their geographical relationship and the integrational feature of their economies. The main objective of BSEC, considering this essential principle is; in short term to create an appropriate climate for cooperation among member states and to increase the volume of goods and service trade among them, and in long term to build a free trade region, by providing free circulation of people, goods, capital and services, in order to develop the economical relation among these countries. The BSEC Project will play an important role in development efforts and provide a positive change in the production, consumption, employment and investment levels of the member states. By stimulating the economical potential of the region, an important market will come into existence for the West, as well as an increase in the commercial and economical cooperation among countries. The BSEC can also contribute the peace and security in the region, by preventing economical and social explosions. However, it has to be taken into consideration that the member states are faced with many problems, which have to be solved in the shortest time, because of the conditions. The development of BSEC and the creation of an integration model depends first on the belief of the states in this subject, on consideration of the project as a long term project and solving the present problems. As a result, the BSEC can be observed as a regional cooperation movement, facilitating the integration with other countries, by creating a new horizon for all members, including Turkey.
ÖZETOrtadoğu, ortak din, ortak tarih ve kültüre sahip olduğumuz, köklü bir medeniyetin beşiğidir. Osmanlı bakiyesi olan Türkiye Orta Doğu politikalarında edilgen bir strateji uygulamakla tarihi, kültürel ve dini geleneğinden doğan ağırlığını hissetirememektedir. Kuşkusuz Orta Doğu'yu konu alacak bir çalışmanın her şeyden önce önüne açılan geniş alan ve sayısız yollardan birini tercih etmesi, alanını özelleştirmesi gerekiyor. Orta Doğu hakkında, tarihsel bir yaklaşımla çalışmaya karar verirken, genel bir çalışmadan veya dokümantasyondan ziyade Orta Doğu ile Türkiye arasındaki ilişkilere yön vermiş olan belli bir dönem üzerinde yoğunlaşmanın daha doğru olacağını düşündüm.Bu bağlamda, hem Türkiye'de önemli değişimlerin yaşanmasının işaretlerini vermesi açısından hem de 12 Eylül askeri yönetiminin hakim olması bakımından bu dönem tez çalışması yapmak için bana oldukça uygun gelmiştir. . Tabii bu dönem üzerinde çalışmak bu dönemden önceki uluslararası konjonktürün Türkiye'nin Orta Doğu ülkeleriyle ilişkilerine etkilerini de değerlendirmeye dahil etmeyi gerektiriyordu. Çünkü şu bir gerçek ki, her iki tarafın ilişkileri dünya sisteminin güçlü temsilcilerinden bağımsız gelişmemektedir. Arapları birleştirici bir rol oynadığı görüntüsü veren İsrail sorunu ise bölge ülkelerinin ilişkilerini daha da karmaşıklaştırmaktadır. 1980-1983 dönemi özellikle kendisinden sonraki dönemlerin dış politika araç ve parametrelerini belirlemesi açısından ne kadar önemli olduğu günümüzdeki gelişmelerden de anlaşılmaktadır. Örneğin bu dönemde İKÖ'yle girilen yakın ilişkiler ve bölge devletleriyle olan yakınlaşmalar 80'ler boyunca Türk Dış Politikasına yön verdiği gibi 90'ların iç politik ortam ve tartışmalarını hazırlamıştır. Kısaca belirtmek gerekirse Camp David barış antlaşması ve İsrail ile Arap ülkelerinin ilişkileri bu evrede yeni bir sürece girmiştir. S.S.C.B' nin Afganistan'ı işgali bu dönemde meydana geldi. Bu da Orta Doğu ülkelerinin S.S.C.B.'ye bakışlarını etkiledi. İran'daki İslam Devrimi, Orta Doğu ülkelerinin hakim rejimlerini korku ve tedirginliğe sevketmiş; bu dönemde başlatılan İran-Irak savaşı da bölge ülkelerinde farklı kaygı ve beklentiler doğurmuştur. Gene bu dönemde İsrail, Kudüs'ün Arap kesimini ilhak edecek ve bu da yeni bir gerginliğe neden olacaktır. Türkiye'de bir darbe olması, Enver Sedat'ın öldürülmesi gibi ilk elde sayabileceğimiz pek çok önemli olay meydana gelmiştir. Bütün bu saymaya çalıştığımız olaylar hem Türkiye'nin hem de bölge ülkelerinin dış ve iç politikalarını etkilemiştir. Yukarıda anlatmaya çalıştığım gibi o dönemi hem dış politika hem de iç politikaya etkileri açısından değerlendirmeye çalışırken; aynı zamanda bu etkilerin sonraki dönemlere uzanan sonuçlarını da değerlendirmeye çalışacağım. Bu bağlamda, devlet politikası olarak o döneme ne tür eleştirel yaklaşımlar sergilenmiş olduğunu da tahlil etmeye çalışacağım.ABSTRACTTURKEY'S FOREIGN POLICY AND THE MIDDLE EAST BETWEEN 1980 AND 1983Middle East is a kind of cradle which shares and accommodates common cultural and historical values with Turkey. Turkey, unfortunately, carry out more passive political strategies in the region whereas it is a country with a past of Ottoman Empire which was the central political, cultural and social actor of the region along centuries. But Turkey can not take the advantage of his rich experiences.In this thesis, the concentration point is the coup of September 12th in 1980. This military intervention is, at the same time, a turning point of Turkey's social and political life. Working on this period necessitates developing a different perspective through the near past of this area and the multilateral relations of regional actors. Indeed, it is a fact that Turkey and his regional partners' acts and operations in the region can not be independent from the real actors and representatives of world system. Even some critical events, like the problem of Israel, seemingly lead to the convergence of Arab countries, but in reality, confuse the relations of related countries in the region. Especially the period of 1980-1983 is a very important phase in terms of defining the political preferences and the directions of following years. For example, in that period, Turkey developed close relations with Organization of Islamic Conference and the countries of the region. These relations also affected the intra-political agenda of Turkey. On the one side, Turkish foreign policy (along 1980s), and the on the other side, intra-political agenda and discussions (specifically after1990s) have been shaped by these interactions with other Middle Eastern countries. If it is mentioned briefly, in this period, the process the Peace of Camp David and the relations between Arab countries and Israel have evolved towards new dimensions. The occupation of Afghanistan by USSR has happened at the same time and this new situation reshaped the views of Arab countries over the communist regime and USSR. Another radical event in the region was Iran-Islamic Revolution and this development also leads the regional countries to alarm and anxiety about the future of their prosperities. Additionally, at the same time again, Israel has occupied the Arabian side of the Jerusalem and caused a new international and regional tension. These years have also witnessed the assassination of Enver Sedat, the president of Egypt and military intervention in Turkey. All of these developments have influenced both of foreign and domestic policies of Turkey and other countries in the region. This thesis tries to analysis the state policies of Turkey through this chaotic term between 1980 and 1983.
ÖZET"1991-2003 arası Türkiye'nin Kuzey Irak Politikası" başlıklı tez, belirtilen tarih aralığında Kuzey Irak'ta yaşanan siyasal değişimler ile Türkiye'nin siyasal ve askeri kurumlarının etkileşimini analiz etmeyi amaçlamaktadır.Tez de ilk olarak 1991 öncesi Kuzey Irak Kürtleri'nin tarihi anlatılmıştır. Bu bölümde Kuzey Irak'ta Irak merkezi otoritesi ile Kuzey Irak Kürtleri'nin siyasal kurumlarının çatışması analiz edilmiştir. Bu çatışma içerisinde 1991-2003 arasında Kuzey Irak'ta etkin olan Kürdistan Demokrat Partisi (KDP) ve Kürdistan Yurtseverler Birliği(KYB)'nin oluşum ve gelişim süreci açıklanmıştır. Kuzey Irak'ı bugün resmi olarak temsil eden siyasal yapının anlaşılması hedeflenmiştir.Ardından Körfez Savaşı ve Kuzey Irak'a yansımaları ele alınmıştır. Körfez Krizi olarak bilinen ve Çöl Fırtınası operasyonu ile sonlanan tarihsel süreç anlatılmıştır. Körfez Savaşı'nın siyasal sonuçlarının analiz edilmesi hedeflenmiş, tezin ana bölümünün zeminini oluşturan siyasal olaylar gösterilmiştir.Tezde esas olarak ise 1991-2003 arası Türkiye'nin Kuzey Irak Politikası analiz edilmiştir. İlk olarak belirtilen periyotta Kuzey Irak Politikası'nda önemli etkileri olan Turgut Özal Dönemi incelenmiştir. Turgut Özal'ın Kuzey Iraklı gruplar ile görüşmeleri başlatması süreci incelenmiş, bu süreçte Turgut Özal'ın Kuzey Irak'a ilişkin perspektifi tartışılmıştır. Türk Ordusu ile KDP İttifakının kurulması ve bu yolla Kuzey Irak'a askeri operasyon düzenlenmesi süreci anlatılmıştır.Buna ek olarak Özal sonrası süreç anlatılmıştır. Kuzey Irak'ta büyük dönüşümü haber veren Washington Anlaşması'na kadar süreç incelenmiş, Türkiye'nin Kuzey Irak Politikası'nda yaşanan dönüşüm anlatılmıştır. Kuzey Irak'ta bu dönem devletleşme politikalarının Türkiye'nin dış politikasında yol açtığı tepki gösterilmiştir. Ayrıca Türkiye'nin Kuzey Iraklı Türkmenler ile kurmuş olduğu ilişkiler anlatılmış, bu ilişkinin oluşumuna yol açan siyasal durum tasvir edilmiştir.Tarihsel öneme sahip Washington Anlaşması ile beraber Kuzey Irak'ta ABD'nin Kürt merkezli bir siyasal oluşuma dair hazırlığı anlatılmıştır. Bu kısımda Kuzey Irak'ta ekonomik ve siyasal aktörlerde bağımsız bir yapılanmaya doğru giden süreç incelenmiştir. ABD'nin Irak müdahalesinin oluştuğu süreçte Kuzey Iraklı aktörler ile Türkiye'nin ilişkisi değerlendirilmiştir.Nihayetinde ele alınan periyodun ana fikri incelendikten sonra Kuzey Irak'a ilişkin Türk dış politikasının eleştirisi yapılmıştır. Kendi ulusal çıkarlarına aykırı olduğu halde ele alınan periyotta siyasal eylemlerinin Türkiye'nin Kuzey Irak'ta bir devlet oluşumunu hızlandıran eylemleri gerçekleştirdiği savunulmuştur. Buna neden olarak ise, Türkiye'nin Kuzey Irak Politikası'nı belirleme sürecinde uluslararası ittifakları ile ulusal çıkarları arasında çelişki gösterilmiş, bu çelişkinin Kuzey Irak'ta Türkiye'nin ulusal çıkarlarına aykırı bir politikanın oluşmasına neden olduğu ifade edilmiştir.ABSTRACTThe thesis titled as "The Northern Iraq Policy of Turkey between 1991-2003" aims to analyze the interaction between the political changes in Northern Iraq and the political and military institutions of Turkey between these stated dates.The thesis begins with the explanation of the history of the Northern Iraq Kurds in the pre-1991 period. This section analyzes the conflict between Iraq's central authority and the political institutions of the Northern Iraqi Kurds. In this context, the emergence and the development of two influential institutions in the 1991-2003 era, namely Kurdistan Democratic Party (KDP) and Patriotic Union of Kurdistan (PUK) are explained. The objective is to provide an understanding of the current political structure that officially represents Northern Iraq. Next, The Gulf War and its reflections on Northern Iraq are analyzed. The historical process which came to an end with the Operation Desert Storm, and is known as the Gulf War is summarized. In this section, the political events that constitute the base for the core of the thesis are presented with the aim of analyzing the political consequences of The Gulf War. The thesis primarily analyzes Turkey's Northern Iraq policy between 1991-2003. Firstly, Turgut Ozal's period which has been greatly influential on the Northern Iraq policy during these years is investigated. In this respect, the process of Turgut Ozal's initiation of meetings is explored and Turgut Ozal's perspective on Northern Iraq is discussed. The establishment of the alliance between the KDP and the Turkish Army and the process of military operations in Northern Iraq as a consequence of this alliance are explained. Subsequently the thesis focuses on the post-Ozal era. This section analyzes the developments until The Washington Agreement which announces the big transformation in Northern Iraq and the transformation of Turkey's Northern Iraq policy. The policies towards the establishment of a state in Northern Iraq and the reactions to this in Turkish foreign policy are analyzed. This section also explains the relationship between Turkey and the Turcomans in Northern Iraq as well as the political setting which led to this relationship.The study also evaluates the U.S. policy after Washington Agreement in Northern Iraq which focused on a new political establishment based on the Kurds. This section provides a presentation of the course of developments towards an economically and politically independent structure in Northern Iraq. In this context the study also explores the relationship between Turkey and Northern Iraqi actors during U.S.'s intervention in Iraq. The thesis concludes by explaining the main arguments with regards to the studied period and provides a critique of the Turkish Foreign Policy in Northern Iraq. It is argued that Turkey's political actions have been in conflict with Turkey's national interests and Turkey's actions have also contributed to the process of the establishment of the state in the Northern Iraq. The reason for this is argued to be the conflict between Turkey's international alliances and national interests.
ÖZETTürkiye-Yunanistan ilişkileri tarihi süreçte güvensizlik temeline dayandırılmıştır. Bu güvensizlik 1950 yılında ortaya çıkan Kıbrıs sorunuyla pekişerek büyümüş, bu dönemde iki ülke arasındaki anlaşmazlıklar realist bakış açısıyla çözüme ulaştırılmaya çalışılmıştır. 1999 yılında düzenlenen Helsinki Zirvesi'nde Türkiye'nin Avrupa Birliği'ne aday gösterilmesi ilişkileri farklı bir boyuta taşımıştır. Geçmişe bakıldığında tarihleri boyunca hem Türkiye hem de Yunanistan birçok ekonomik krizle mücadele etmek zorunda kalmıştır. Bu krizlerden en önemlisi; 21. yüzyıl itibariyle kendini hissettirmeye başlayarak 2008 yılında Amerika Birleşik Devletleri'nde ortaya çıkan ve 2009'un son çeyreği ile Avrupa Borç Krizi'ne dönüşen küresel ekonomik krizdir. Çok sayıda ülke bu krizden olumsuz etkilenirken özellikle Yunanistan AB bünyesinde en çok zarar gören ülke olmuştur. Kısa bir süre sonra ise Avrupa Borç Krizi Yunanistan borç krizine dönüşmüştür. Bu netice doğrultusunda, başta AB ülkeleri olmak üzere çok sayıda dünya ülkesini etkisi altına alan Avrupa Borç Krizi'nin Türkiye-Yunanistan ilişkilerine olası etkilerinden yola çıkılarak bu çalışma hazırlanmıştır. Bu bağlamda Avrupa Borç Krizi sonrası süreçte Türkiye-Yunanistan ilişkileri, AB-Yunanistan ilişkisini ortaya koyan bağımsız değişken ve yaşanan ekonomik krizin Türkiye-Yunanistan ilişkilerine etkisini gösteren bağımlı değişken ile birlikte neo-realist kuram çerçevesinde değerlendirilmiştir. Bu değerlendirme sonucunda iki ülke arasında yaşanan Ege ve Kıbrıs gibi siyasi anlaşmazlıkların çözüme ulaştırılıp ulaştırılamayacağı noktasında bir analiz yapılması amaçlanmıştır. Bu gaye uyarınca çalışma üç ana bölümden oluşturulmuştur. İlk bölümünde realizm, neo-realizm ve çalışmanın alt problemlerinden ilkini oluşturan Türkiye-Yunanistan ilişkilerinin genel çerçevesi neo-realizm bakış açısıyla çizilmiştir. İkinci bölümde, çalışmanın ikinci alt problemini oluşturan Avrupa Borç Krizi'nin ortaya çıkış nedenleri ile Yunanistan ve Türkiye'ye etkilerine değinilmiştir. Çalışmanın ana araştırma sorusunu oluşturan Avrupa Borç Krizi sonrası Türkiye-Yunanistan ilişkileri ise üçüncü bölümde değerlendirilmiştir.Çalışmanın sonucunda uluslararası sistemin günümüzde "Çok Kutupluluğa" doğru dönüştüğü belirlenmiştir. Avrupa'da tecrübe edilen borç krizinin Avrupa Birliği'nin kendini sorgulamasına neden olduğu, Almanya'nın süreç ve kriz yönetiminde ön plana çıktığı, Yunanistan'ın ise ulusal çıkarları doğrultusunda yaşanan borç krizini fırsata çevirerek içinde bulunduğu durumu Türkiye ile olan siyasi sorunlarında bir taviz aracı olarak kullandığı sonucuna varılmıştır. Her ne kadar 1999 Helsinki Zirvesi'nin ardından Türkiye ile Yunanistan arasında ekonomik ve sosyal yönden çok sayıda işbirliği yolu açılmış olsa da, Avrupa Borç Krizi sonrasında AB-Yunanistan ilişkisinin sıkılaşarak devam ediyor olması da açık bir gerçektir. Bu durum, Türkiye-Yunanistan ilişkilerinde Ege ve Kıbrıs gibi geçmişten günümüze taşınan siyasi anlaşmazlıkların uzun bir süre daha Avrupa Birliği nezdinde çözüme kavuşturulamayacağını ortaya koymaktadır. ABSTRACTTurkey-Greece relations are based on the fundamental insecurity in the historical process. This insecurity grew by consolidating with the Cyprus problem that emerged in 1950, and the problems between the two countries were tried to be resolved by realist point of view. At the Helsinki Summit in 1999. Turkey's relations with the European Union, the nomination was moved to a different dimension. In retrospect, dates throughout Turkey and many have been forced to fight the economic crisis as well as Greece. The most important of these crises; It is the global economic crisis that began in the United States in 2008, beginning with self-empowerment in the 21st century and turning into the European Debt Crisis with the last quarter of 2009. While many countries are negatively affected by this crisis, Greece has been the most damaged country in the EU. Soon after, the European Debt Crisis became Greece's debt crisis. In line with this conclusion, especially European Union countries, including many countries of the world under the impact of the possible effects of the European debt crisis based on this study has been prepared on the Turkey-Greece relations. In this context, analyzed within the framework of neo-realist theory of the Turkey-Greece relations in the aftermath of the European debt crisis with the independent variable that reveals the EU-Greece relationship and the dependent variable that shows the impact of economic crisis in Turkey-Greece relations. As a result of this evaluation, it was aimed to make an analysis at the point where the experienced political disagreements between the two countries, Cyprus and Aegean, could not be delivered. In accordance with this objective, the study is composed of three main sections. The first section of realism, neo-realism, and forming the framework of the first Turkey-Greece relations problems of the sub-study were drawn from the point of view of neo-realism. In the second part, forming the second sub-study problems with the reasons for the emergence of the European debt crisis and it is addressed to the effects of Greece and Turkey. The study constitutes the main research question after the European Debt Crisis Turkey-Greece relations have been evaluated in the third section.At the end of the study, it was determined that the international system is now turning towards "Polarity". Europe's experience as the debt crisis in the European Union caused the self-questioning, Germany's process and that came to the fore in crisis management, while Greece national interests in accordance experienced were in turning the opportunities of the debt crisis compromise the vehicle's political problems with Turkey as the result that we use as. Although the 1999 Helsinki Summit the following economic and social aspects of many ways of cooperation from between Turkey and Greece opened, though, it is an obvious fact that EU and Greece relationships continues to tighten after the debt crisis. This case shows that the political disagreements moved from the past to the present in Turkey-Greece relations such as Aegean and Cyprus cannot be resolved for a long time within the European Union.
06.03.2018 tarihli ve 30352 sayılı Resmi Gazetede yayımlanan "Yükseköğretim Kanunu İle Bazı Kanun Ve Kanun Hükmünde Kararnamelerde Değişiklik Yapılması Hakkında Kanun" ile 18.06.2018 tarihli "Lisansüstü Tezlerin Elektronik Ortamda Toplanması, Düzenlenmesi ve Erişime Açılmasına İlişkin Yönerge" gereğince tam metin erişime açılmıştır. ; 1924 yılında etnik temele dayalı bir kimliğin kabul edilmesiyle birlikte başlayan Kürt sorunu, uzun bir zaman ?etnik ayrılıkçı eylemler? olarak tanımlanmış ve ?Kürt kimliği?, ?Kürt sorunu? gibi kavramlar ise kullanılmamıştır. 2010 Türkiyesi'nde, çözümün halen bulunamamış olması, kuşkusuz bu gecikme ile yakından ilişkilidir.Cumhuriyet Yönetimi ve Tek Parti Hükümeti, o dönemde çıkan Kürt isyanlarını, ?eşkıya direnci? olarak tanımlamış ve sert tedbirlerle Kürtlerin direnişini bastırmıştır. Adnan Menderes'in başbakanlığı döneminde, Kürtler ve Güneydoğu Bölgesi hakkında, sosyo-ekonomik ve demokratik bir politikadan söz edilse de, Kürt kimliğinin ve Kürt sorunun inkarı, 1990'lı yıllara kadar devam etmiştir. 1960'tan itibaren yükselen Kürt hareketi ve PKK terörü, yine bu çerçevede değerlendirilmiştir. Aslında bu dönemde Kürt grupları da, bir yandan kendi kimliklerinin tanınmasını isterken, diğer yandan özerklik talep etmişlerdir. Sol Kürt grupların ortaya çıkmasıyla birlikte, Kürtlerin taleplerinde sosyalist eğilimler belirmeye başlamıştır. 1984 yılında Kürt hareketlerini bünyesinde barındıran PKK ise, Türkiye, İran, Irak ve Suriye'deki Kürtleri tek çatı altında birleştiren bağımsız Kürdistan anlayışını benimsemiştir. Günümüze kadar, PKK'nın silahlı eylemleri devam etmiştir. Hatta PKK, Avrupa ülkelerinde de örgütlenerek, bu ülkelerden siyasi destek sağlamaya çalışmıştır.1990'lı yıllar, diğer bir ifadeyle Soğuk Savaş'ın bitimi, Kürt sorununun mahiyetinde önemli değişikliklere sahne olmuştur. Bu dönemde Kürt sorunu, başta dönemin Cumhurbaşkanı Turgut Özal olmak üzere, siyasal aktörler tarafından kabul edilmiş ve soruna yönelik demokratik çözüm arayışları başlamıştır. Ancak yine de, Kürt sorunu konusundaki geleneksel yaklaşımları kırmak mümkün olmadığından, çözüm arayışları söylem olarak kalmıştır.2000'li yıllarda ise, önceki dönemin söylemlerinin somut adımlara dönüştüğü görülmektedir. Bunun en önemli nedeni, Soğuk Savaş'ın sona ermesi ile başlayan, ?insan hakları? ve ?demokrasi? kavramlarının yükselişidir. Türkiye, uluslararası liberal sisteme uyum sağlayabilmek için, tüm demokrasi sorunlarını çözme zarureti ile karşı karşıya kalmıştır. Bu anlamda, Avrupa Birliği'ne tam üyelik hedefi itici güç olarak kabul edilebilir. Diğer yandan, Dağlıca ve Aktütün saldırıları, terörün bitirilmesi konusunda Hükümet'i baskı altına almış ve çözüm arayışlarını hızlandırmıştır.Nihayetinde Hükümet, Kürt sorununun çözümü için, Demokratik Açılım Projesi'ni önermiştir. Demokratik Açılım Projesi bugün, hararetle tartışılmaktadır. Ancak, gerek Kürtlerin talepleri, gerekse siyasal aktörlerin görüşleri incelendiğinde, projenin işlerliğinin olmadığı sonucuna ulaşılmaktadır. Özellikle, Kürtlerin genel af, anadilde eğitim, ayrı bir ulus olarak tanınma ve bölgesel özerklik talepleri, siyasal aktörler tarafından ?bölücü emeller? olarak görülmektedir. Askeri kesim ve muhalefet partileri, bireysel hak ve özgürlüklerin tanınması dışındaki girişimlere şimdilik onay vermemektedir. ; By accepting the ethnic-based national identity in 1924, the Kurdish issue emerged. But for along time that issue was seen as the ethnic separatist movement by the state authorities. Not finding a final solution to the question until today has a direct link to that official approach.The Republican period and single-party government described the Kurdish rebellions as ?eşkıya resistance? and took strong measures in order to suppress them. In the Adnan Menderes Period, socio-economic and democratic policies for Kurdish and Southeastern Anatolia were expressed by the state officials, the Kurdish identity and question was rejected until 1990s. Since 1960 growing Kurdish movement and PKK terorism has been evaluated within the framework of that perspective. In reality in this period the Kurdish groups demanded the reception of their own national identity by the state officials and regional autonomy. With the emergence of leftist Kurdish groups, Kurdish people asked for some Marxist desires. In 1984 PKK, uniting other Kurdish movements under its administrative roof, envisaged establishment of in independent Kurdish state, including the Kurds living in Iran, Iraq, Syria and Turkey. Until today it used the force against the Turkish civilians and army. Even by opening its officies in some European countries, it tried to get their political support.End of the Cold War led to emergence of serious changes in the nature of the Kurdish question. In other words, 1990s one the years where the state officials began to change their perceptions about the issue. In this period the Kurdish issue was accepted by the state official, especially including former President Turgut Özal. They made attempts to find democratic solutions to it. But still they did not put aside their traditional approaches to it; therefore, they did not take some concrete attempts.In 2000s, it is seen that some concrete attempts were taken, because after the end of the Cold War human rights and democracy concepts began to dominate the world politics. In order to adapt itself to the liberal international system, Turkey has been faced with the question of finding solutions to its democratic issues deficiencies. In the meantime it can be accepted that ?the full membership to the European Union? subject is also play a pushing power. On the other hand, PKK?s Dağlıca and Aktütün attacks put the goverment under the suppression in order to stop the PKK terorism and speed up the solution attempts.Concequently the goverment has proposed the ?Democratic Openness Project? in order to find a solution to the Kurdish issue. Today there is a warming debate about the project. But when not only Kurdish demands, but also opinions of the political actors have been analyzed, it can be assumed that within a very short the project cannot be brought into life. Especially Kurdish demands, such as general pardon, education at Kurdish language, necognition of the Kurds as a separate nation, regional autonomy, have still be described by the state actors as the separatist objectives. Military elites and opposition parties do not approve any kind of attempts rather than accepting invidual rights and freedoms.
ÖZETÖzellikle 1958 yılından itibaren Irak'ta, sürekli olarak hükümet darbeleri gerçekleştirilmiştir. Yabancı devletlerin Irak'ın içişlerine karışması (özellikle zengin petrol kaynaklarına kavuşabilmek için), bu darbelerin en önemli sebeplerinden biri olmuştur. Bu nokta da ülke üzerinde Nâsır'ın uygulamaya çalıştığı politikanın her zaman yön değiştirmesi (bir dönem dostu olan bir ülkeyle kısa süre sonra düşman haline gelmesi), Irak'ta kendisine olan sempatiyi ve güveni sarsmıştır. Ülke halkı huzur içinde yaşamak istemiştir, ancak Irak'ta zaten var olan karışıklıklar Nâsır nedeniyle daha da artırmıştır. Ülkedeki Kürtler ile geri dönen komünist Kürtler arasında yaşanan mücadeleden en çok etkilenen ülke Türkiye olmuştur. Sınırlarımızı aşarak ülkemize iltica eden ve buradan ayrılmak istemeyen (Barzaniler Irak'ı terk etmedikçe geri dönmeyeceklerini söylemişlerdir) Kürtler, Türkiye'yi hem iç siyaset hem de dış siyaset açısından zor durumda bırakmıştır. Darbeleri yakından takip eden Türkiye, bu dönemde hep dostluk mesajları vermiştir. Ancak, Kıbrıs meselesinde takındığı iddialı tavrı, birçok baskı ve zulümle karşılaşan Iraklı Türkler için tam anlamıyla gösterememiştir. İhtilallerin önemli olan diğer bir nedeni de darbe yaparak başa gelenlerin beceriksiz ve idareci yeteneğinden yoksun olmasıdır. İhtilalci liderler tarafından Irak halkına verilen sözler (huzur, refah, zenginleşme), eski hükümetler için yapılan eleştiriler unutulmuştur. Eski hatalar, yeni ihtilalci liderler tarafında tekrarlanmıştır ve böylece Irak'ta kısa aralıklarla birçok darbe gerçekleştirilmiştir. Yaşanan bu kaos ortamında Iraklı Türkler, belirttiğim gibi baskı ve zulümlerle karşılaşmıştır. Bir dönem komünist olmaya bile zorlanan Türkler, ölmeyi tercih ederek canları pahasına savaşmıştır. 1958-1979 yılları arasında Irak'ta yaşanan olaylar, akla hayale sığmaz bir hal almıştır. Bu olaylar nedeniyle Dış İşleri Bakanlığımız tarafından gerekli açıklamalar yapılmıştır ve özellikle sınırlarımızda askeri tedbirler alınmıştır. Türk gençlik dernekleri ve MTTB'nin gösterdiği tepki, takdir edilecek şekilde olmuştur. Birleşmiş Milletlere kadar başvuran bu dernekler, ne pahasına olursa olsun yurttaşlarımızın ezilmesine izin vermeyeceklerini açıklamıştır. 1979 yılında Irak'ta çatışmasız bir şekilde başa gelen Saddam Hüseyin ise, verdiği idam kararlarıyla tam bir diktatörlük sistemi uygulamıştır. Saddam Hüseyin'in başa gelmesi diğer ülkeleri tarafından olağan karşılanmıştır, çünkü Saddam arka planda olduğu dönemde de (Hassan el-Bekr dönemi) ülkeyi sessizce yönetmiştir. İhtilaller konusunda çok deneyimli olan Saddam, kendi mevkiini sağlamlaştırmak ve ülke halkını korkutarak bastırmak için birçok idam kararı almıştır. Böylece Irak, tarihte hep çatışmaların odak noktası olmuştur. ABD tarafından başlatılan Irak'taki son iç karışıklık, günümüzde de devam etmektedir. Akıllardaki asıl soru Irak'ta bulunan Türklerin geleceğinin ne olacağıdır. İşte buna kimse cevap verememektedir. SUMMARYCoup d'états (revolutions) have been realized continuously in Iraq, especially since 1958. The main reason of these revolutions was foreign interventions in the internal affairs of Iraq (the cause of the interventions was especially in order to gain rich oil sources of the country). Public sympathy and trust to Nâsır lost due to his floating policies. For example; Iraq was a friendly country but she became an enemy for Egypt in a short time. People of the country wanted to live in a peace. However, domestic chaos, which prevailed in the Country, was increased because of Nâsır. In the following years, another country (Russia) gained a considerable influence on Iraq. For example in military, political, economic and cultural issues. So this caused to new chaoses in Iraq. Although it was not accepted by Iraqi authorities, it was clearly seen that Iraq had been a Soviet satellite. The worst side of the convergence between Iraq-Russia was seen when communist Kurds escaped from pressures of General Nuri Sait and his friends. Turkey was the most affected country because of conflict between Iraqi Kurds and communist Kurds who had returned to their country. Problems related to Turkey's national and international policies arisen when Kurds sought refuge in. Turkey, who follows the revolutions very closely, sent friendship messages every time. Whereas Turkey adopted direct and systematic approach to Cyprus problem, she couldn't employ the same policy for Iraqi Turks who suffer oppression. Incapable and week leaders were another contributory factors in the coup d'états. Revolutionist leaders had given a wealth of promises to people who live in Iraq, about making the country rich and peaceful place. Nevertheless, promises were broken. New revolutionist leaders made repeated same mistakes which had made by their predecessors. So a lot of revolutions were serially realized in Iraq. Iraqi Turks faced oppression in this chaos. Once Turks had been forced to accepted communism. But they rejected and fought at the expense of their life. Between 1958-1979 dramatic and tragic events had took place in Iraq. Foreign Ministery of Turkey released necessary official statements about the events and the government took military measures along the border. Turks youth associations' reaction was laudable. These associations stated that they did not accept any pressures that exerted on our citizens and applied to United Nations. Saddam Hussein became leader of the Iraq with the help of a bloodless coup in 1979. He established a military dictatorship and ordered several executions. Becoming leader of Saddam was not a surprise for other countries as he had been the driving force behind Hassan el-Bekr. Saddam was an experienced person about revolutions. He ordered several executions in order to strengthen his position. So Iraq had always been the focus of conflicts during history. Unrest period that caused by USA intervention is still lasting today. A question mark hangs over the future of Turks living in Iraq. No one can answer to this question.

ÖZETSOVYETLER BİRLİĞİ'NİN DAĞILMASINDAN SONRA İRAN'IN AZERBAYCAN POLİTİKASISovyetler Birliği'nin 1991 yılında dağılması ve ardından bu birliğe bağlı Azerbaycan'ın, Azerbaycan Cumhuriyeti adı altında bağımsızlığını ilan etmesi ile bu devletin komşusu olan İran ile ilişkileri yeni bir döneme girdi. Azerbaycan toprakları XIX. yüzyılın başlarındaki Rus İşgali ile kuzey ve güney olmak üzere ikiye ayrıldı. Kuzey Azerbaycan önce Rusya, sonra Sovyetler Birliği egemenlik alanına girerken Güney Azerbaycan İran'a bırakıldı. Azerbaycan Cumhuriyeti adı altında bağımsızlığına kavuşan ülke Kuzey Azerbaycan'dır. Kuzey Azerbaycan'da Azerilerin yaklaşık nüfusu 7 milyon iken İran'a bağlı Güney Azerbaycan'da bu rakamın üç katı, 20-25 milyon Azeri yaşamaktadır.Azerbaycan Cumhuriyeti'nin bağımsızlığa kavuşması İran içinde hem sevinç hem de endişe ile karşılandı. Kuzeyde bağımsız, batı tarzı ve gelişmiş bir Azeri devleti, güneydeki Azeriler için de bir cazibe merkezi olabilecektir. Bu ise İran'daki Azeri milliyetçiliği akımlarını güçlendirecek ve belki de İran'ın üniter yapısına zarar verebilecektir. Öte yandan yeni kurulan bu devlet, İran'a uluslararası arenada yanlızlıktan kurtulma şansı da getirmektedir. Azerbaycan ile kurulacak iyi ilişkiler, İran'ın dünya siyasetine yeniden adapte olmasını sağlayabilecektir. Bölgede yeni devletlerin ortaya çıkması ekonomik fırsatları da beraberinde getirmektedir. İran ekonomik alanda başarı sağlayabilmek için, Türkiye gibi diğer bölge içi, ABD gibi bölge dışı ülkelerle rekabet etmek zorundadır.Azerbaycan'ın bağımsızlığını kazandığı günden bugüne kadar geçen zamanda İran-Azerbaycan ilişkileri inişli çıkışlı bir seyir izlemiştir. İki ülke arasında Güney Azerbaycan problemi en önemli sorundur. Bu sorun Elçibey'in Azerbaycan'daki kısa iktidarı sırasında doruk noktaya ulaşmıştır. İran, Azerbaycan'ın ekonomik ilerlemesini durdurmak ya da en azından yavaşlatmak için Azerbaycan'ın taraf olduğu meselelerde karşı tarafı desteklemektedir. Karabağ savaşında İran'ın Ermenilere verdiği destek ve Ermenistan ile kurulan iyi ilişkiler bunun bir örneğidir.Hazar Denizi'nin hidrokarbon ürünlerinin çıkartılması ve dünya pazarlarına iletilmesi konusunda da İran ile Azerbaycan karşı karşıya gelmektedir. İran, Hazar Denizi'nin kıyıdaş ülkeler tarafından ya eşit paylaşılmasını ya da belirli münhasır alan dışında ortak kullanılmasını istemektedir. Azerbaycan ise Hazar'ın orta hat yöntemi ile ulusal sektörlere bölünmesi taraftarıdır. Diğer taraftan bölgeden çıkartılan petrol ve doğal gazın uluslararası piyasalara ulaştırılması konusunda da İran ve Azerbaycan muhalif düşüncededir. İran, bölgeden çıkan tüm kaynakların kendi toprakları üzerinden geçecek bir hatla Basra Körfezi'ne ulaştırılmasını öngörmektedir. Bu hat bazı avantajları da bulunmasına rağmen ABD ve Batılı devletler tarafından kabul edilmemektedir.Azerbaycan ise bölgeden elde edilecek petrol ve doğal gazın Türkiye üzerinden Akdeniz'e ulaştırılmasını istemektedir. Maliyeti dolayısı ile özellikle petrol şirketleri tarafından cazip görülmeyen bu hattı ABD de desteklemektedir.İran ile Azerbaycan arasındaki ilişkiler sayılan bütün güçlüklere rağmen gelişmeye devam etmektedir. Bu ilişkilerin olumlu yönde gelişmesi her iki devletin de yararına olcaktır.ABSTRACTIRAN'S POLICIES TOWARDS AZERBAIJAN REPUBLIC AFTER THE COLLAPSE OF SOVIET UNIONThe relations between Iran Islamic Republic and Azerbaijan Republic entered a new phase after the collapse of Soviet Union and declaration of independence by Azerbaijan in 1991. In the beginning of the 19th century, Azerbaijan territory was divided into two separate parts; the north and the south, by the Russian invasion of the region. While the former remained under the sovereignty of first Russia then the Soviet Union, the latter was a part of Iran. The country that gained its independence from the Soviet Union is the one in the north. While the population of the Azeris in this independent country in the north is about 7 million, that of the Azeris in the south which is a state in Iran is three times bigger; between 20-25 million.Iran met the declaration of independence in the Northern Azerbaijan with both excitement and anxiety. It is possible that an independent, developed and westernized Azeri state in the north may be a center of attraction for the Azeris living in the Southern Azerbaijan. Consequently, this may strengthen the nationalistic movements among the Azeris in the south and eventually give damage to the unity of Iran. This newly founded country in the north, on the other hand, can also bring the chance for Iran to break its isolation from the international arena. Good relations developed with Azerbaijan Republic could make it possible for Iran to adapt in the world political system. On the other hand, the emergence of newly independent states in the region can also create economic opportunities. Iran has to compete with countries inside the region like Turkey and countries outside the region such as the USA to succeed in economic area.Since Azerbaijan Republic gained its independence, the relations between Iran and Azerbaijan have not been stable. The most important problem between Iran and Azerbaijan is the Southern Azerbaijan issue. The compexity of the problem reached its peak during the brief Elchibey administration in Azerbaijan. To stop or at least slow down the development of Azerbaijan, Iran supports the opponents of Azerbaijan in the issues in which Azerbaijan is involved. The good relations between Iran and Armenia and the support given to Armenia by Iran during the war in Karabagh are examples of Iran's this policy. Iran and Azerbaijan stand on the opposite sides in the issue about the exploitation and export of the hydrocarbon products of the region. Iran demands that the Caspian Sea should be either equally shared by the coasting countries or used together (condominium). Azerbaijan, on the other hand, claims that the Caspian Sea ought to be divided into national sectors according to medium line borders. Transportation of the oil and natural gas of the region to the world markets is another issue that causes a conflict between Iran and Azerbaijan. Iran urges that all the oil and natural gas of the region ought to be carried to the Persian Gulf via Iranian territory by pipe lines. Although this route has some advantages, it is not accepted by the USA and western countries.Azerbaijan wants to carry the oil and natural gas to the Mediterranean Sea through pipelines from Baku to Ceyhan. Even tough this route is not considered economical by the oil companies, the USA has been supporting it since it was proposed. In spite of all above mentioned issues and problems between Iran and Azerbaijan, the mutual relations have been developing. It is for the benefit of both Iran and Azerbaijan that the good relations be built and maintained.
1. Introduction Important political, administrative and economic changes occurred in Turkey and the world in the last 50 years, especially during post-1980 neo-liberal era. Decentralization, rapid urbanization and metropolization processes that emerged by means of these changes have boosted authority, spending and responsibility of local governments. Local governments gradually came to the fore in the process of service delivery. However, especially, allocation of self-income and resources to local governments have not shown a similar level of increase. In this study, this dilemma is analyzed in cases of municipalities in Turkey. The purpose of this study is to reveal the contradiction between the increased burden of duty and income of the municipalities. By this way, it is aimed to provide a scientific basis for policy makers in solving self-income problems. In this context, the situation of the municipalities in Turkey has been analyzed. The case is studied with both theoretical and numerical data and the problem has been clearly demonstrated. 2. Trends of Fiscal Autonomy, Fiscal Decentralization and Decentralization Although a single, universal and unique definition cannot be made, decentralization is generally defined as the transfer/assignment of decision-making responsibility, power and authority of resource creation from higher level administration (central government) to lower levels of administration (regions, local governments and NGOs) (Cheema & Rondinelli, 2007: 1, Leung, 2004: 1, Edquist, 2005: 9, Yuliani, 2004, Hinsz vd., 2006: 2, Eryılmaz, 2002: 225). According to the definition of Litvack ve Seddom (1999: 2) and World Bank, decentralization is the transfer of authority and responsibility for public functions from the central government to subordinate or quasi-independent government organizations or the private sector (Keskin, 2008: 2). Fiscal decentralization forms the financial aspect of devolution to regional and local administrations. Moreover, European and American writers use terms like "centrallocal (or intergovernmental) financial relations" and "fiscal federalism" in order to refer to fiscal decentralization. The first phase of fiscal decentralization is the division of spending responsibilities and revenue sources between levels of government (national, regional, local etc.). The second phase is the amount of discretion given to regional and local governments to determine their expenditures and revenues (both in aggregate and detail). This discretion gives regional and local governments the ability to determine their budgets by levying taxes and fees and allocating resources (Davey, 2003: 1). The essence of fiscal decentralization is the authority and responsibility of subnational governments to finance their local services to a certain extent (Ebel & Yılmaz, 2002: 34). In other words, fiscal decentralization occurs when higher levels of government cede influence over budgets and financial decisions to lower levels (Sharma, 2008). Decentralization and fiscal decentralization trend that has developed in the framework of thinking that local governments should be strengthened has also created the infrastructure of financial autonomy. Fiscal Autonomy aims to enable local governments to have adequate, healthy and sustainable resources in order to ensure the institutionalization of democracy and effective implementation of their services. In that framework, it is defined as local governments' fulfillment of their duties and responsibilities independently from the center. To achieve this aim, local governments manage/spend assets and resources in line with their laws (in accordance with the interests of the local population). They also make budgets and borrowings (Ulusoy & Akdemir, 2009: 260-265, Yontar & Dağ, 2014: 150, Çelik, 2013: 22). 3. Increased Responsibility of Municipalities as a Result of Urbanization and Metropolization in Turkey The urbanization rate was very slow in the early years of the Republic of Turkey. The population living in rural areas began to migrate to urban areas in the 1950s due to improvements in transportation infrastructure, change of the land ownership regime, mechanization and modernization of agriculture, technological developments, increase in industrialization, and other economic/social changes. In particular, migration to cities increased in line with the population growth. This accelerated the need for better highway networks and settlement areas, and new housing (Tosun, 2015: 202- 203, Şahin, 2013: 79). There have been serious population increases in cities such as Istanbul, Izmir, Adana, Ankara and Bursa. This trend caused significant problems in terms of urban services in these cities (Keleş, 2009: 289). Local governments and especially municipalities took on the most important tasks of on-site analysis of the mentioned problems and solving them with practical - permanent proposals. 4. Comparative Analysis of Revenues and Expenditures of Municipalities in Turkey Municipalities became center-dependent units from financial, political and administrative aspects. It is mainly due to inefficient income structure that is dependent on central transfers, not on self-income. It is clear that this situation causes many negative effects on the functioning of municipalities. However, inadequacy of self-income or dependency needs to be demonstrated with numerical data in order to see the adverse trend in a concrete way. This enables a comparison in an international scale and identification of appropriate sample countries for the planned changes for these comparisons. Furthermore, it becomes possible to analyze financial interdependence among different municipal levels and all municipalities. Through detailed assessments, the dilemma between metropolization and fiscal decentralization in Turkey has been put forward in this study. 5. Basic Financial Problems of Municipalities in Turkey The main financial problems of the municipalities can be listed as lack of sustainable revenue sources, ineffective use of available resources, over-dependence on shares transferred from general budget tax revenues collection, inadequacy of self-income sources (Yüksel, 2004). Because of these financial problems, there are many negative situations faced at the local level. 6. Conclusion There is a trend of urbanization and metropolization in Turkey. 93% of the total population lives within the municipal boundaries. 84% of the population within municipal boundaries is within the borders of the metropolitan municipalities. Metropolitan municipalities have the highest burden of responsibilities. Then comes the provincial municipalities, district and town municipalities. However, amount of incomes is in the opposite order. This situation, prevents municipalities from enjoying the benefits of fiscal autonomy and fiscal decentralization. Instead, they become highly dependent on the central government. To get rid of this dilemma, a three-stage policy must be followed. Firstly, efficiency in spending should be achieved. Secondly, steps should be taken to make the most out of available income sources. Finally, municipalities should be provided with new sources of revenue in order to get rid of the fiscal dilemma. While these steps are being taken, rather than applying a general method, political characteristics and administrative, economic, cultural of Turkey should be taken into consideration and Turkey-specific system should be established.
ÖZETDünya siyasi tarihinin en önemli dönüm noktalarından biri olan 1980'li yıllarda, SSCB çözülmeye başlamış, 9 Kasım 1989 tarihinde adeta soğuk savaşın sembolü olan Berlin Duvarı'nın yıkılmasıyla küresel dengeler Batı ve ABD lehine değişmiştir. Batı ve ABD, liberal demokratik sistemi artık dünyanın genel geçer tek egemen siyasal modeli olarak diğer ülkelere yayma ve egemen kılma stratejik hedefiyle "Yeni Dünya Düzeni" taktik projesini uygulamaya koymuşlardır.Osmanlı idaresi sonrasında Ortadoğu, uzun bir süre huzur bulamamış, bu yüzden ABD ve Batı için Yeni Dünya Düzeni projesinin en önemli uygulama alanı olmuştur. Diğer taraftan Irak, uzun yıllar istikrar yüzü görmemiş, kuzeyde Kürt grupların ayrılıkçı talepleriyle uğraşırken siyasi otoritesi ise sürekli bir darbeler zincirine muhatap olmuştur. En son Saddam rejiminin 2 Ağustos 1990 tarihinde Kuveyt'i işgaliyle başlayan fiili durum Mart 1991 tarihinde Irak'ın, askeri, siyasi ve ekonomik olarak çevrelenmesine sebep olmuştur. 11 Eylül 2001 tarihinde, New York'ta Dünya Ticaret Merkezi'ne yapılan terörist saldırılar; başta ABD olmak üzere, ülkelerin güvenlik stratejilerini değiştirmiş, "savunma" temelli stratejilerden "tehdit algılandığı anda ortadan kaldırma" eksenli bir stratejiye kaymıştır. ABD, yeni Ulusal Güvenlik Doktrini gereği Irak'ın terörizmi desteklediği ve kitle imha silahları ürettiği ve bulundurduğu gerekçeleriyle 20 Mart 2003 tarihinde İngiltere ile birlikte Iraklı muhalif grupları da yanına alarak Irak'ı işgal etmiştir. Hemen yanı başında gerçekleşen bu savaş, Türkiye'yi stratejik konumu gereği çok yakından ilgilendirmiştir. ABD'nin Kuzey cephesinin açılması konusundaki talepleri 1 Mart tezkeresi ile reddedilmiş ancak, ABD ve müttefiklerine hava sahasını açarak savaş sırasında destek olmuştur. Türkiye, bu savaşta hep "Uluslararası Meşruiyet" arayarak, barışçıl bir politika izleme konusunda azami çaba sarf etmiş, ayrıca savaş sonrası Irak'ın yeniden yapılandırılması ve imarı konusunda da lojistik destek vermiştir.İşgal sonrası, 28 Nisan 2003 tarihinde başlayan Irak yönetiminin yeniden yapılandırılması çalışmaları neticesinde, Temmuz 2003 tarihinde Irak Geçici Yönetimi oluşturulmuş, 8 Mart 2004 tarihinde daha sonraki sürece yön verecek olan Irak Geçici İdari Yasası kabul edilmiştir. Yeni devletin rejimi demokratik cumhuriyet olarak tanımlanırken, Kerkük ve Bağdat'ın ayrı tutulduğu coğrafi esaslara göre 18 eyaletli federal bir yapı oluşturulmuştur. 30 Ocak 2005 yılında yapılan seçimlerinin ardından demokrasiye geçme çabası devam eden Irak'ta, 15 Ekim 2005 tarihinde Irak Yeni Anayasası referandumla kabul edilmiştir.Yeniden yapılandırılma sürecinde etnik temelde yapılan tartışmaların en önemlisi Kuzey Irak Bölgesel Kürt Yönetimi olmuştur. SUMMARYOne of the most important turning point in the History of World Politics was during 1980s: the USSR was begining to disintegrate; the fall of the Berlin Wall on 9 November 1989, which symbolised the (end of) cold war, shifted the global balance in favor of the United States and the Western Europe. From then on, the West and the U.S. put the New World Order (NWO) policy into effect, which is known to be a strategy aimed at spreading the liberal democratic system to other countries as the world's only and dominant political system.For a long time after the Ottoman ruling, the Middle East failed to achieve stability and became the main focus of the west. Moreover Iraq was struggling to stabilize her political system with the demands of Kurdish separatist groups and ongoing coups d'etat in the country. The Invasion of Kuwait on the 2nd of August 1990 by Saddam's Baathist regime led to the surrounding of Iraq's millitary, politics and sanctions on its economy by the west in March 1991. The 9/11 terrorist attack on America in 2001 at the World Trade Center Towers made the U.S. and other countries around the world to reconsider their security strategies from defensive to "elimating the threat at the instant of its detection". Under the new National Security Doctrine, the U.S. and Britain, with the coalition forces invaded Iraq on March 20, 2003 on the grounds of Saddam's government supporting terrorism, and holding in its possesions weapons of mass destruction (WMD). Having a war right across its borders caused a major concern for Turkey. The U.S. officially requested from Turkey to open the northern Iraqi front line and give passage to the U.S, personnel. However, on March the first, by the majority of Turkish Parliament, the bill was blocked. Nevertheless, Turkey gave indirect support to the coalition forces by opening her airspace to their military use. During the war, Turkish government had put maximum effort seeking peaceful policy on the grounds of "international legitimacy", and in the aftermath of the war, the Turkish government have been giving full logistic support during the reconstruction of Iraq.Folowing the invasion on the 28 of April 2003, restoring of the Iraqi goverment began and as the result, in July 2003 Iraqi Interim Administration was constituted. In order to direct the course of reconstruction of the country, in 8 March 2004 the Iraqi Transitional Administrative Law was approved: the new state government was defined as a democratic republic, where Kirkuk and Baghdad kept separate from the 18 states with a federal structure based on geographical basis. The effort of transition to democracy continued following the January 2005 elections, and as a result on October 15, 2005 the new constitution was approved by a referandum.In the process of restructuring Iraq, the most disputed ethnic issue was Kurdish Northern Iraq Regional Administration. The Northern Iraqi Kurdish Administration obtained a legitimate autonomy under the constitutional basis, however the administration deferred its declaration of independence due to political pressure from Turkey, the U.S and other countries. The Northern Administration was encouraged to adapt to the new Iraqi deomcratic process and to preserve the country's unity. Furthermore, during this process Turkey have been in dialogue with the United States and Iraqi Central Government to advocate for maintaining the regions safety, and the issues which the Turkish government is sensitive. Turkey's effort especially on the matters like the PKK, Kirkuk and Turkmen has been partly successful, the Turkish government has recently began establishing good relations with Northern Iraq Kurdish Regional Administration.
ÖZETMısır Arap Cumhuriyeti, Afrika'nın Kuzey Doğusunda 997,739 km2 alanı, 68,5 milyon nüfusu vardır. Yıllık nüfus artışı % 2,3 tür ve nüfus yoğunluğu 58,2 kişi/km2 dir. Erkler ayrılığı ilkesine dayanan başkanlık sitemi ve çok partili demokratik sistem ile yönetilmektedir. Mısır Arap Cumhuriyeti 1922 yılında bağımsızlığına kavuşmuştur. Ülke bulunduğu bölge nedeniyle dünyanın başlıca güçlerinin çekişme alanı olmuş ve bu yüzden yıllarca istikrara kavuşamamıştır. Mısır Arap Cumhuriyeti' de bağımsızlığından sonra İsrail ile savaşa girmiştir. 1978 yılında İsrail ile Camp Davit barış anlaşmasını imzalamıştır. İmzalanan anlaşma ile Arap Dünyasının tepkisini almasına rağmen ABD' nin tam desteğini arkasına almıştır. Batı Dünyası ile iyi ilişkiler kurarak ve ılımlı politikalar izleyerek istikrarlı bir dönem sürdürmektedir. Turizm sektörü ülkenin en önemli gelir kaynaklarındandır. Ülke turizminin en önemlisi ünlü Mısır piramitleridir. Turizm için önemli yatırımlarda bulunulmaktadır. Ulaşımda Nil nehri önemli bir yere ve gelire sahiptir. Nil nehrinde üzerinden büyük gemilerin geçişi için genişletme çalışmaları devam etmektedir. Sanayide, otomotiv sanayi başı çekmektedir. Uluslar arası büyük otomotiv üreticisi firmaların üretim ve montaj üssü olarak görülebilir. İmalat sanayiinde tekstil ürünleri üretimi yapılmaktadır. İnşaat sektöründe yeni yerleşim bölgeleri, otoyollar ve çimento fabrikaları ilk baştaki yatırımlarıdır. Türkiye, planlı dönemle birlikte uygulamaya başladığı bölgesel gelişme ve bölgeler arasındaki dengesizlikleri giderici yöndeki politikalarını günümüzde yeniden gözden geçirme zorunluluğu ile karşı karşıyadır. Bu zorunluluğun esas nedeni Avrupa Birliği'ne katılım sürecinde bölgesel gelişme politikalarının entegre edilmiş olmasıdır. Bu nedenle Türkiye, yaklaşık 40 yıldır uygulamakta olduğu bölgesel gelişme model, politika ve araçlarını bir yana bırakarak yeniden bir yapılanma süreci içine girmiştir. Bu yeni yapılanmanın ana öğesini Bölgesel Kalkınma Ajansları (BKA) olarak adlandırılan birimler oluşturmaktadır. Kalkınma Ajansları, bir ülkenin belli bir coğrafi bölgesi içerisindeki özel ve kamusal tüm şirketler, yerel otoriteler ile sivil toplum kuruluşları arasında işbirliği sağlayarak, o bölgenin ekonomik açıdan gelişmesini hedefleyen ve yasal bir hükme dayanarak kurulan yapılar olarak tanımlanmaktadır. Küreselleşme süreci beraberinde getirdiği yapısal uyum politikaları ile birçok konuda özgün süreçler ve araçlar geliştirilmesini gerekli kılmıştır. Bu süreçte Türkiye'ye de AB tarafından bölge planlamanın yeni bir anlayışla ele alınması gerektiği ve bunun aracının da BKA'lar olduğu ifade edilmiş ve konu ilk kez AB'ye tam üyelik müzakereleri ile başlamıştır. Bu dönemin başlangıcı sayılacak süreç ise adaylığın ilk kez tescil edildiği 1999 Helsinki Zirvesi sonunda olmuştur. AB Komisyonu'nun hazırlamış olduğu Katılım Ortaklığı Belgesi'nde orta vadede yapılması gereken düzenlemeler arasında yer alan BKA'ları oluşturmak amacıyla yasal düzenlemeler süreci başlatılmıştır. Bu doğrultuda öncelikle Topluluk kurallarına uygun olarak kısa vadede istatistiksel bölge olarak bilinen AB (NUTS) sistemi 22 Eylül 2002 tarih ve 4720 sayılı Bakanlar Kurulu kararı ile kabul edilmiştir. Daha sonra da 2003 yılı Katılım Ortaklığı Belgesinde, katılım öncesi mali yardım programından yararlanabilmek için BKA'ların kurulması öngörülmüştür. Takip eden süreçte 32 esas ve 5 geçici maddeden oluşan, 5449 sayılı Kalkınma Ajanslarının Kuruluşu, Koordinasyonu ve Görevleri Hakkında Kanun, 25.01.2006 tarihinde TBMM Genel Kurulunda görüşülerek kabul edilmiş, 08.02.2006 tarihli ve 26074 sayılı Resmi Gazetede yayımlanarak yürürlüğe girmiştir. Yerel potansiyeli, dinamikleri, özgünlükleri, kaynak ve imkânları ortaya çıkararak harekete geçirecek ve ulusal, uluslararası pazarlarda ekonomik, sosyal, kültürel birer değer haline dönüştürecek; Sonuç olarak, hem ulusal, hem de bölgesel-yerel düzeyde başta istihdam ve gelir olmak üzere ekonomik ve sosyal göstergelerin iyileştirilmesine, bölgeler arası ve bölge içi gelişmişlik farklarının azaltılmasına ve dolayısıyla ülkenin genel refahının artırılması ve istikrarının pekiştirilmesine olumlu katkılar sağlayacaktır. ; Turkey today faces the necessity to reexamine its policies, begun to be implemented since the planned period, which aims to eliminate the imbalances between regional development and regions. The main reason of this necessity is that regional development policies weren't integrated in the process of participation of European Union. Therefore, Turkey went into a reconstruction process by abandoning the regional development model, policy and tools that it had been has been using for 40 years. The units called Regional Development Agencies (RDA) constitute the main element of this construct. Development Agencies, all private and public enterprises within a certain geographical region of a country, are defined as structures that aim the economic development of that region by providing cooperation between local authorities and civil society organizations, and that are founded on the basis of a legal provision. As is known, globalization process entails the development of authentic processes and tools in many cases regarding structural adaptation policies that it brought along. In this process, it was explained to Turkey by EU that regional planning should be approached with a new understanding and RDA?s are the means for this and this first started with the negotiations of full membership to EU. The process that can be counted as the beginning of this period is the end of Helsinki Summit of 1999 when the candidateship was first enrolled. The legal regulations process was initiated so as to constitute RDA?s that are among regulations which should be implemented in medium term in Accession Partnership that European Commission arranged. Accordingly, EU (NUTS) system that is known as short term statistical region was initially approved by Cabinet decree no 4720 in September 22 of 2002 in accordance with the rules of congregation. Later in the Accession Partnership of 2003, it was anticipated that RDA's be constituted in order to be able to utilize the pre-accession financial support programmes. In the following process, the law number 5449 regarding the Establishment, Coordination and Missions of Development Agencies that consists of 32 major and 5 temporary articles was debated and approved in General Assembly of Grand National Assembly of Turkey and went in effect after being published in Official Journal of number 26074 and date 02.08.2006. In our country, as stated in the first article of law number 5449, RDA?s are constituted ?in order to accelerate the regional development, to insure its maintainability, reduce the differences of interregional and regional development, compatible with the principles and policies anticipated in national development plans and programmes by developing the cooperation among public sector, private sector and civil society organizations, ensuring the effective usage of resources and activating the local potency?. By ?the Cabinet Decree Regarding the Establishment of Development Agencies in Certain Level 2 Regions? that was published in Official Journal number 26220 of July, 6, 2006, Development Agencies were constituted in Cukurova regions that include Adana and Mersin and Izmir regions including Izmir, and Cukurova Development Agency officially opened in 01.06.2006 and Izmir Development Agency in 01.13.2007. Development agencies; ? Will ensure the promotion of effectiveness and success of our region plans with our regional development applications; increasing of regions' contributions to the general growth, development, welfare and stability of our country; reinforcement of social adaptation and justice and, acceleration of adaptation to changing conditions of global competition, ? Will encourage the participation of all local actors in development attemps, especially administrative, financial and technical supports that it provides to corporations, establishments and persons with its highly qualified crew, flexible resource and employment structure, ? Will improve the culture and ability to produce and manage associate projects that are based on co-financing of person, corporation and establishment in project and activity supports; reinforce the sense of ownage and cooperation; active the entrepreneurship potency of the region and keep improving it, ? Will activate the local potency, dynamics, individualities by revealing the resources and possibilities, and turn into an economic, social and cultural values in international market; Consequently, will contribute to the improvement of economic and social indicators, especially employment and income in both national and regional- local level; reduction of differences of interregional and regional development and thus increasing of general prosperity of the country and solidifying of stability.
AB SÜRECİNDE TÜRKİYE TARIMIAvrupa Birliği (AB); siyasi ve ekonomik anlamda uluslararası bir bütünleşmedir. Avrupa'da siyasi ve ekonomik bütünleşme Avrupa Ekonomik Topluluğu'nun (AET) kurulmasıyla başlamıştır. 1951 yılında kurulan Avrupa Kömür ve Çelik Birliği (CECA) bütünleşme yolunda atılmış ikinci adımdır. Ekonomik yönden birleşme fikrine yoğunlaşılması sonucunda 25 Mart 1957 tarihinde Avrupa Atom Enerjisi Topluluğu (EURATOM) kurulmuştur. Bu topluluklar AB'nin temelini oluşturmaktadır. 1 Ocak 1958 tarihinde kurucu altı ülke (Almanya, Fransa, İtalya, Belçika, Hollanda, Lüksemburg) tarafından imzalanarak yürürlüğe giren Roma Anlaşması ile Avrupa Ekonomik Topluluğu bugünkü adıyla Avrupa Birliği kurulmuştur. Bu koşullar üyelik için başvuran tüm aday ülkelerin yerine getirmesi gereken asgari koşullar olarak nitelendirilmektedir. Ayrıca AB, bu süreçte Türkiye'nin diğer aday ülkelerle aynı şartlara sahip olacağını belirtmiştir.1923-1950 yılları arasında tarımsal KİT'ler kurulmuştur. Türkiye ekonomisinde 1960'lı yıllardan sonra planlı döneme geçilmiştir. 1960-1970 yılları arasında tarımsal girdi kullanımının teşviki ve sulama alanlarına yönelik yapılan yatırımlarla sağlanan verim artışı sonucunda destekleme alımları yapılmış ve desteklenen ürünlerin sayısı arttırılmıştır. Bu dönemde yaşanan sosyal ve siyasal istikrarsızlık, Kıbrıs Savaşı, petrol krizi ve döviz darboğazından dolayı ekonomide durgunluk yaşanmıştır. Bu gelişmeler sonucunda Hükümet önlemler almaya başlamış, 1978 yılında "istikrar programı "nı açıklamıştır. İstikrar programı içerisinde yer alan ve uygulanan önlemler; KİT açılarlını kapatmak amacıyla KİT ürünlerine zam yapılmış, ithalat zorlaştırılmış ve devalüasyon yapılmıştır. 1979 yılında uygulana yeni bir program ile KİT ürünlerine yönelik zam uygulamasına devam edilmiş, faiz oranları yükseltilmiş ve Türk Lirası yeniden devalüe edilmiştir. Enflasyona engel olunamamasından ve durgunluğun devam etmesinden dolayı 24 Ocak1980 Kararları alınmıştır. 1980 sonrası dönemde 24 Ocak 1980 Kararlarıyla; devletin tarım sektörüne sağladığı destek azalmıştır. Fiyat yoluyla desteklenen ürün sayısı, 1980 yılında 24 iken, 1981 yılında 20'ye, 1985 yılında 18'e,1990 yılında ise 10'a düşmüştür. Nisan 1994'de yaşanan ekonomik kriz nedeniyle desteklenen ürün sayısı azaltılmış Bu süreç 2001 yılı sonuna kadar devam etmiştir. 2000'li yıllara gelindiğinde etkinliğini yitiren tarım politikalarının yerini, rekabete dayalı, adil, çiftçinin gelir düzeyini yükseltmeyi amaçlayan çevreci olan daha etkin tarım politikaları almıştır. Yeni tarım politikalarının hedeflerine ulaşmak için kullanılan araç, Doğrudan Gelir Desteği Uygulaması'dır. Bu uygulama AB'nde uygulanan Tek Çiftlik Ödeme Yöntemi için temel oluşturma niteliğindedir.1980'li yıllarda AB üyelik sürecine yönelik atılan önemli adım Gümrük Birliği Anlaşması olmuştur. Gümrük Birliği sayesinde Türkiye ekonomisi AB pazarında rekabet edebilme gücünü deneme fırsatı bulmuştur. ÖZET10 Kasım 1938 tarihinde Mustafa Kemal Atatürk'ün hayatını kaybetmesi ile bir-likte Cumhurbaşkanı olan İsmet İnönü ülke yönetiminde en yetkili kişi haline gelmiştir. İnönü'nün CHP ve ülke yönetimindeki adete tek kişilik hakimiyeti ( Milli Şef ) Celal Bayar başta olmak üzere dönemin CHP'li milletvekili ve yöneticilerinde tepkiye neden olmuştur. Bir şahsın parti ve ülke yönetimindeki hakimiyetine İkinci Dünya Savaşı'nın da etkisiyle halkın büyük çoğunluğunda oluşan ekonomik sıkıntının ve iktidarın halkın muhafazakarlığı ile çelişen eğitim ve sosyal alanlardaki uygulamaları CHP ve dışındaki siyasi çevrelerde ve halkın büyük bir bölümünde muhalif bir tutumun oluşmasına neden olmuştur. Bu süreç hükümetin birtakım radikal uygulamaları ile birlikte örgütlü bir mu-halif hareketin doğmasına neden olmuştur. Yukarıda belirtilen nedenlerden kaynaklanan ve açıktan açığa bir söylem ve ey-leme dönüşmeyen CHP milletvekillileri içindeki bireysel tavırlar ilk defa Çiftçiyi Top-raklandırma Kanunu teklifi sırasında ortaya çıkmıştır. CHP milletvekilleri Celal Bayar, Adnan Menderes, Fuat Köprülü ve Refik Koraltan, 14 Mayıs 1945 tarihinde bu kanun teklifinin TBMM'de görüşülmeye başlaması ile birlikte hükümetin bu uygulamasına karşı tavırlarını yaptıkları konuşmalar ile ortaya koymuşlardır. Fakat esasen bu kanun tasarısının TBMM'ye sunulmasından önce CHP içinde muhalif bir grubun oluşması Tevfik Rüştü Aras'ın evinde yapılan perşembe toplantılarıyla başlamıştır. 1945 yılının Nisan ayından itibaren Tevfik Rüştü Aras'ın evinde bir araya gelen Emin Sazak, Adnan Menderes ve Fuat köprülü CHP'nin, İsmet İnönü'nün otoritesi altında olduğunu ifade etmişler ve bu durumu değiştirmek gerektiği üzerinde durmuşlardır. İkinci defa bir ara-ya gelen Adnan Menderes ve Fuat Köprülü demokratik bir merkez oluşturma konusun-da görüş birliğine varmışlardır. Daha sonraki toplantılara Refik Koraltan da katılmıştır. Adnan Menderes, partide ve toplum içinde etkili olan Celal Bayar'ı bu gruba katmak gerektiğini açıklamıştır. Celal Bayar ile yapılan toplantı sonunda o da gruba dahil ol-muştur. Grup üyeleri 18 Mayıs 1945 tarihinde yapılan toplantıda CHP Meclis Grubuna vermeyi düşündükleri Dörtlü Takriri hazırlamışlardır.Takrir verilmeden önce TBMM'de 1945 yılı devlet bütçesinin oylamasına katı-lan üç yüz yetmiş üç milletvekilinden İzmir Milletvekili Celal Bayar, Aydın Milletve-kili Adnan Menderes, İçel Milletvekili Refik Koraltan, Kars Milletvekili Fuat Köprülü ve Eskişehir Milletvekili Emin Sazak bütçeye karşı aleyhte oy kullanmışlardır. Cumhu-riyet Dönemi'nde ilk defa bir bütçeye karşı aleyhte oy kullanılmıştır. Böylece muhalif tavırlarını ikinci defa ortaya koymuşlardır. Grup üyeleri 7 Haziran 1945 tarihinde Celal Bayar, Adnan Menderes, Fuat Köprülü ve Refik Koraltan'ın imzası ile Dörtlü Takrir'i CHP Meclis Grubu Başkanlığı-na vererek muhalif tutumlarını somutlaştırmışlardır. Takrirde CHP'nin işleyişinin de-mokratik ilkelere uygun hale getirilmesini ve TC. Anayasası'nda var olan vatandaş hak ve hürriyetlerinin tanınması talep etmişlerdir. Bu takrir 12 Haziran 1945 tarihinde CHP Meclis Grubu'nda görüşülmüş ve red-dedilmiştir. Takririn reddedilmesi ile birlikte devam eden süreçte bu kadronun CHP içinde siyaset yapma imkanı kalmadığı gibi takrirde talep edilen bir düzenin kurulma-sının CHP içinde mücadele edilerek olamayacağı ortaya çıkmıştır. Takririn, CHP Meclisi Grubuna verildiği günlerde Cumhurbaşkanı İsmet İnönü, Rauf Orbay ile görüşmüş yeni parti kurulması fikrini ona açmıştır. Bu görüşmeden, İnönü'nün yaptığı diğer konuşmalardan cesaret alan grup üyelerine karşı CHP'li yöne-tici ve milletvekillerinin olumsuz tavrı, partinin yayın organı Ulus gazetesindeki ağır sözlerle dolu yazılar grup üyelerinin CHP'den ayrılmalarına neden olmuştur. Zaten Adnan Menderes ve Fuat Köprülü Vatan gazetesinde yayınlanan yazıları nedeniyle CHP Divanı tarafından 25 Eylül 1945 tarihinde CHP'den ihraç edilmişlerdir. Diğer isimlerde istifa etmişlerdir. Partisiz kalan grup üyeleri parti kurma çalışmalarına başla-mışlar ve Demokrat Parti 7 Ocak 1946 tarihinde resmen kurulmuştur. Demokrat Parti, Dörtlü Takrir'in imzacıları: Celal Bayar, Adnan Menderes, Fuat Köprülü ve Refik Koraltan tarafından kurulmuştur. Demokrat Parti'nin simgesi "DP", genel merkezi ise Antalya Milletvekili Cemal Tunca'nın Ankara Sümer Sokaktaki sekiz numaralı binası olmuştur. Demokrat Parti'nin kuruluş gerekçesinde ve programında Türkiye'de demok-ratik bir rejimin kurulacağı, TC Anayasası'nda demokrasiye aykırı kanunların kaldırı-lacağı, vatandaşların hak ve hürriyetlerinin anayasal teminat altına alınacağı dile geti-rilmiştir. Muhalefet yıllarında ise CHP ve iktidar demokratik olmayan tutum ve davra-nışlar sergilemekle itham edilmiştir. Muhalefet yıllılarında iki parti arasında demokra-siye aykırı birçok olay yaşanmıştır. Hatta 7 Ocak 1947 tarihinde gerçekleşen Demokrat Parti Birinci Genel Kongresi'nde kabul edilen Hürriyet Misakı'nda TC Anayasası'na aykırı olan kanunların kaldırılması ve demokrasiye uygun kanunların yapılması talep edilmiştir. Bu istekler yerine getirilmez ise Demokrat Parti Genel Yönetim Kurulu'na sine-i millet kararı ( TBMM'den çekilme ) hakkı verilmiştir. Demokrat Parti yönetici-leri iktidara gelmeleri halinde vatandaşlara hak ve hürriyetlerinin tanınacağı, demokra-siye aykırı kanunların kaldırılacağı ve TC Anayasası'nın demokrasiye uyumlu hale ge-tirileceği sözlerini vermişlerdir. 14 Mayıs 1950 seçim faaliyetlerinde aynı vaatler tekrarlanmıştır. Hatta 2 Nisan 1950 tarihinde Kasımpaşa'da konuşan Demokrat Parti Genel Başkanı Celal Bayar, grev hakkının demokratik hak olduğunu ve demokrasinin olduğu ülkelerdeki gibi toplumsal düzene ve ekonomiye zarar vermeyecek biçimde işçilere grev hakkının verileceğini ifa-de etmiştir. Seçimleri kazanan Demokrat Parti adına Adnan Menderes 22 Mayıs 1950 tarihinde hükümeti kurmuş ve 29 Mayıs 1950 tarihinde hükümet programı TBMM'de onaylanmıştır.Hükümet programında partinin seçim beyannamesinde olduğu gibi iktidar deği-şikliğinin ülkede maddi ve manevi hiçbir sarsıntıya yol açmasına imkan tanınmayacağı ve özellikle devri sabık yaratılmayacağı vurgulanmıştır. Programda, TC Anayasası'nda vatandaş hak ve hürriyetlerine ve millet iradesine dayanan kararlı bir devlet düzeninin gerçekleşmesini sağlayacak düzenlemelerin yapılacağı ifade edilmiştir. Ayrıca CHP hükümetlerinden ( tek parti dönemi ) kalan, demokratik olmayan kanunların, alışkan-lıkların ve anlayışların değiştirileceği vurgulanmıştır. Programda, işçilere grev hakkının sosyal ve ekonomik düzeni bozmayacak şekilde tanınacağı açıklanmıştır. Demokrat Parti İktidarı Programı'nda sadece vatandaşlara tanınacak haklar yer almamıştır. Ayrıca o tarihlerde azınlıkta olsa da bazıları tarafından hak olarak görülen faaliyetlerin yasaklanacağı da yer almıştır. Cumhuriyet'in ve inkılapların korunması için aşırı sol akımlara ( komünizm ) izin verilmeyeceği ve bunlarla etkin bir biçimde müca-dele edileceği ifade edilmiştir. Bunlara karşı kanuni tedbirlerin alınacağı çünkü bu tür düşüncelerin günün şartlarında fikir ve vicdan hürriyeti olarak görülmediği vurgulan-mıştır. Bu fikir akımların hürriyet maskesi altında yayın yapmalarına izin verilmeyeceği çünkü bu düşünce akımlarının amacının özgürlükleri ortadan kaldırmak olduğu iddia edilmiştir. Komünizm fikir akımının yanı sıra irticai hareketlere de asla müsaade edil-meyeceği vurgulanmıştır. Demokrat Parti Dönemi'nde iktidarın sivil toplum kuruluşları ile ilişkilerine özetlemeden önce sivil toplumun örgütü tanımını yapmak yerinde olacaktır. Sivil top-lum kavramı farklı biçimlerde tanımlanan bir kavramdır. Özellikle devlet ile sivil top-lum arasındaki ilişki farklı tanımlamalara neden olmaktadır. Bu tanımlardan bazılarında sivil toplum, devletten tamamen bağımsız, devleti kontrol eden ve hatta devletin alter-natifi olan örgütlü bir güç olarak tarif edilmiştir. Diğer tanımlarda ise devlet ile sivil toplum arasında bu kadar keskin bir ayrılığın olmadığı, sivil toplumun devlete top-lumsal katılımı sağlama amacının var olduğu ileri sürülmüştür. Modern anlamda sivil toplum kavramı "Non Govern Mental Organizations" ( devletten bağımsız örgütlen-meler ) olarak tanımlamasının yanı sıra "gönüllü kuruluşlar", "kar amacı gütmeyen ku-ruluşlar" gibi ifadelerle de tanımlanmaktadır. Sivil toplum tanımını yaptıktan sonra Demokrat Parti iktidarları öncesi sivil toplum örgütlenmesine devletin müdahalesinin ne zaman kaldırıldığına kısaca yer verelim. Türkiye'de 28 Haziran 1938 tarihinde yürürlüğe giren 3512 sayılı Cemiyetler Kanunu ile Osmanlı Devleti döneminden kalma 1909 tarih ve 121 sayılı Cemiyetler Kanun'u ve bu kanunda yapılan 353 ve 387 sayılı kanunlar yürürlükten kalkmıştır. Bu kanunun dokuzuncu maddesinin h bendiyle "aile, sınıf, ırk, cins" esasına dayalı der-neklerin kurulması yasaklanmıştır. Bu madde ile sendika ve birçok derneğin kurulması yasaklanmıştır. Bu kanunun kabul gerekçesinde, o dönem de bazı ülkelerde var olan ko-münist ve faşist rejimlerin ülkenin yönetimin ele geçirmesini önlemek olduğu ileri sü-rülmüştür. İsmet İnönü'nün 10-11 Mayıs 1946 tarihinde CHP Kurultayı'nda yaptığı konuşmadan sonra 5 Haziran 1946 tarihinde 4919 sayılı Kanun ile dernek kurma işle-mindeki izin alma formalitesi kaldırılmıştır. Sınıf esasına dayalı dernek kurma yasağı da kalkmıştır. Bu kanunun kabulü sırasında Demokrat Parti adına bir konuşma yapan Adnan Menderes, kanunda yapılan değişikliği demokrasiye giden yolda önemli bir aşa-ma olarak adlandırmıştır. Sivil toplum örgütlenmesinin önündeki engeller Demokrat Parti İktidarı öncesinde kaldırılmıştır. Demokrat Parti İktidarı döneminde sivil toplum kuruluşları ile ilişkiler iki bölü-mde ele alınabilir. Birinci bölüm hükümetin sivil toplum alanında yaptığı düzenleme-lerden oluşur. İkinci bölüm ise iktidarın sivil toplum kuruluşlarına yaklaşımı yani onların faaliyetlerine karşı tutumu, ülke yönetimi ile ilgili alınan kararlara ilgili sivil toplum kuruluşlarının tepkileri ve sivil toplum kuruluşlarının kendi alanları ile ilgili alınan kararlarda bu kuruluşların isteklerinin ve itirazlarının dikkate alıp almamasından oluşur.Demokrat Parti İktidarı döneminde sivil toplum alanında birçok düzenleme yapılmıştır. Hükümetin yaptığı bu düzenlemelere günümüzün demokrasi düzeyi ile yaklaşmak zamanın koşullarını ve demokrasi kültürünün oluşum sürecini dikkate almamak anlamına gelir. Hükümetin sivil toplum alanında yaptığı ilk düzenleme 5680 sayılı Basın Kanunu'dur. Kanunun kabulü demokrasi ilkeleri ile bağdaşan bir uygulama olmuştur. Bu nedenle basın ve basın-yayın örgütleri bu yasayı doğru bir adım olarak görmüşlerdir. Hükümetin sivil toplum alanında yaptığı ikinci kanuni düzenleme 5844 sayılı Komünizm İle Mücadele Kanununu çıkarmasıdır. İktidarın programında komü-nizm fikir akımına ve komünist yayınlara karşı mücadele edileceği, bu fikir akımlarının faaliyetlerinin demokratik bir fikir ve vicdan hürriyeti olarak görülmediği aksine de-mokratik rejimi ortadan kaldırmaya yönelik bir tutum ve tavır olduğu vurgulanmıştır. Muhalefetin de bu konuda iktidarla aynı düşünceye sahip olması bu kanunun çıkarıl-masını kolaylaştırmıştır. Demokrat Parti İktidarı'nın bu tür düşünce akımlarına ve onların faaliyetlerine izin vermemesini değerlendirirken zamanın koşullarını ve demok-rasi kültürünün oluşum sürecini göz önünde tutmak yerinde olacaktır. İktidarın sivil toplum alanı ile ilgili yaptığı bir başka uygulama ise 5816 sayılı Atatürk Kanunu'nun çıkarılmasıdır. Atatürk'ün kişiliğine, ilke ve inkılaplarına saldırıların sonucunda kabul edilmiş olan bu kanun günümüzde de geçerlidir. Bu kanunun çıkarılmasına Atatürk'ün kurduğu parti olan CHP'li milletvekillerinin karşı çıkmış olmaları ise üzerinde durul-ması gereken önemli bir husustur. Hükümetin sivil toplum alanında gerçekleştirdiği bir başka düzenleme ise 6761 sayılı Vicdan ve Toplanma Hürriyetini Koruma Kanunu'nun kabul edilmesidir. Kanun, irticai hareketlerin artarak rejimi tehdit eder hale gelmesinin sonucu çıkarılmıştır. İrticai hareketlere izin verilmeyeceğini, demokratik rejimi koruya-cağını programında ilan eden hükümet bunun gereğini yerine getirmiştir. Dinin siyasi veya diğer çıkarlar için kullanılması ve bu tür örgütlenmelerin kurulmasını demokratik ilkelerle bağdaştırmak mümkün değildir. Hükümetin sivil toplum alanına bir başka müdahalesi Neşir Yolu ile veya Radyo ile İşlenecek Bazı Cürümler Hakkındaki Kanun'u çıkarması ile 6732 ve 6733 sayılı basın kanunlarının bazı maddelerini değiş-tirmesi ile olmuştur. Bu kanunlarda yer alan kişilerin şikayeti olmadan savcıların ya-yınlar ile ilgili kendiliğinden harekete geçebilmesi unsuru haber alma ve verme hür-riyetini engelleyen bir koşul oluşturmuştur. Yine gazetecilerin yaptıkları haberler ve köşe yazarlarının yazdıkları yazılar nedeniyle şikayet edilmeleri halinde kendilerini müdafaa edebilmeleri için ispat hakkının onlara verilmeyişi bazı konularda ( iktidar ve mülki amirler ile ilgili yolsuzluk vb) haber yapmalarına, yazı yazmalarına engel olacak ortamı oluşturmuştur. Ayrıca, halkın haber alma özgürlüğüne, gazetecilerin özgür ve bağımsız çalışmasına engel olmuştur. İspat hakkı verilmediği gibi bu tür yazı ve haberler için cezaların arttırılması basın hürriyetini ortadan kaldırmıştır. Bu nedenle bazı basın mensupları hareket içerikli haber ve yazıları nedeniyle ceza almış olsalar da hükümetin politikalarını eleştiren onlarca basın çalışanına hapis cezalarının verilmesi vatandaşlara hak ve hürriyetlerini vereceğini ve devri sabık yaratmayacağını söyleyen Demokrat Parti İktidarı'nın bu uygulamaları onun söylemleri ve adıyla çelişmesine ne-den olmuştur. Hükümetin sivil toplum alanında yaptığı bir başka kanuni düzenleme 6771 Sayılı Toplantılar ve Gösteri Yürüyüşleri Kanunu'nu çıkarmasıdır. Kanun, siyasi partilerin seçim varmış gibi çok fazla miting yaptığı ve bu mitinglerde konuşanların hükümeti ağır bir şekilde eleştirdiği ve hatta bazı hatiplerin hükümet üyelerine ağır sözler söylediği gerekçeleriyle kabul edilmiştir. Bu kanun ile partilerin miting ve kapalı alan toplantıları seçim zamanı ile sınırlandırılmıştır. Bu nedenle bu uygulama demokrasiye aykırı bir düzenleme olmuştur. Bir parti veya dernek kanunlara aykırı hareket etmediği sürece istediği zaman izin almak koşulu ile miting yapabilmelidir. Hükümetin sivil toplum kuruluşları ile ilişkilerine baktığımızda ise olumlu ve o-lumsuz tutum ve uygulamaların varlığından söz edebiliriz. İktidarın sivil toplum kuru-luşları ile ilişkileri dernekler, sendikalar ve basın teşkilatları ile olmak üzere üç ana bö-lüm halinde ele alınabilir. Derneklerle ilişkilere baktığımızda öğrenci dernekleri ile iliş-kilerin daha yoğun olduğunu söyleyebiliriz. Özellikle TMTF ve MTTB gibi öğrenci dernek federasyonları yönetimleri ile ilişkiler öğrenci dernekleri ile ilişkilerin en önemli bölümünü oluşturur. Bu konuda partilerin bugünde devam eden derneklerin yönetimle-rini elde etme isteği Demokrat Parti İktidarı'nın da faaliyetlerinden birisini oluşmuştur. Muhalif olan yönetimleri değiştirmek için çeşitli çalışmalar yapılmıştır. Bu doğrultuda Demokrat Partili dört milletvekili tarafından öğrenci derneklerine hükümetin verdiği ö-deneği dağıtma ve gençlik sorunlarını çözmek amacıyla kurulmuş olan Gençlik Bürosu' nun TMTF ve MTTB'nin yönetim kurulları seçimlerine müdahale etmesi ve sonrası yaşanan olaylar demokrasi ilkeleri ile bağdaşmamıştır. Ayrıca Türkiye Milli Gençlik Teşkilatı adında bir gençlik derneği varken Türk Milli Birliği'nin kurulması ve böylece geçliği farklı cephelerde örgütleme isteği gençliğin birbiri ile kavgalı hale gelmesine ne-den olmuştur. Radyo Dinlemeyenler Cemiyeti'nin İstanbul Valisi Ethem Yetkiner tara-fından kanunsuz bir biçimde kapatılması, Ankara Üniversitesi Siyasal Bilgiler Fakültesi Dekanı Turhan Fevzioğlu'nun görevden alınması nedeniyle eylem yapan öğrencilerin gözaltına alınması ve mahkemeye verilmesi, İTÜTB'nin üniversitedeki yemek boykotu nedeniyle öğrencilerin gözaltına alınmaları, mahkemeye verilmeleri ve hükümet yetki-lilerinin bu konuda yaptıkları açıklamalar demokratik bir iktidar sivil toplum kuruluşu ilişki tarzına aykırı olmuştur. Tahkikat Komisyonu kararları ile örfi idarelerin kurulması ve öğrencilerin tepkilerinin engellenmesi de demokrasi açısında doğru olmayan uygula-malar olmuştur. Kiracılar Cemiyeti'nin istekleri dikkate alınarak Kira Kanunu'nun ka-bul edilmesi, tüccar, esnaf ve sanayicilerin derneklerinin talepleri dikkate alınarak Milli Korunma Kanunu'nda yapılan değişiklik ve kredi imkanlarının artırılması gibi karar-larda dernekler ile ilgili hükümetin olumlu yönde uygulamaları olmuştur. Ayrıca hükü-metin irtica ve komünizm ile mücadeleleri de dernekler tarafından olumlu karşılan-mıştır. Hükümetin sendikalar ile ilişkilerine baktığımızda ise grev hakkı tartışmalarının en önemli sorun olduğunu söyleyebiliriz. İktidarın seçim vaatlerinde ve programında olan grev hakkı ile ilgili sendikalar tarafından onlarca talep gelmiştir. 1951 yılında bir tasarı hazırlanmış olmasına ve ilgili bakanların bu hakkın verileceğini yıllarca söyleme-lerine karşın grev hakkı verilmemiştir. Çalışma bakanları grev hakkının verilmeme ne-denini, genellikle iktisadi ve sosyal düzenin bozulabileceğine dayandırmışlardır. Ayrıca, grev hakkı verildiğinde işverene lokavt hakkının da tanınması gerektiği için sendikala-rın mali gücünün bunu kaldıramayacağını ve işçilerin zor durumda kalacağını iddia et-mişlerdir. Kolektif İş Akdi tasarısının TBMM'ye getirilmesi, işçiler için ev yapılması, yıllık ücretli iznin verilmesi, tatil yapamayanlara çalıştıkları gün için yevmiye ödenmesi, sendikal faaliyet nedeniyle işten çıkarılmaların kanunla yasaklan-ması, işçi sigortalarındaki düzenlemelerde işçilerin ve sendikaların lehine olan demok-ratik uygulamalar olmuştur. Basın ve onun teşkilatları ile ilişkilerine baktığımızda Demokrat Parti, muhalefet yıllarında ve iktidarının ilk üç, dört yılında basının büyük bir bölümü tarafından destek- lenmiştir. Fakat hükümet politikalarındaki değişmeler ve ekonomideki kötü gidiş bası-nın büyük bir bölümünün hükümete muhalif olmasına neden olmuştur. Bu nedenle bası-nının muhalif partilerin eylem ve söylemlerini sayfalarına taşıması; hükümet politikala-rını eleştiren yazılar yayınlaması hükümetin yukarıda aktardığımız kanuni önlemleri al-masına neden olmuştur. Bu kanunların kabulüne bazı gazetecilerin hükümet üyeleri ile ilgili eleştirinin boyutunu aşarak hakaret içeren yazıları kaleme almaları da etkili olmuş-tur. Özellikle 1958 yılından sonra basın kuruluşları ile hükümet üyeleri arasında ilişkiler gerginleşmiştir. Basın sanki bir muhalefet partisi gibi muhalefeti hükümete karşı tek cephede birleşmeye çağırırken hükümette basını reklam ödeneklerinin azalması nede-niyle bu yönde hareket etme ve meşru hükümete karşı halkı ayaklanmaya teşvik etmek-le itham etmiştir. İsmet İnönü'nün ve CHP'lilerin yurt gezileri ile Osman Bölükbaşı'nın Kırşehir'i ziyareti ve tutuklanması sırasında bazı gazetecilerin polis tarafından tartak-lanması, fotoğraf makinelerinin ellerinden alınması, gözaltına alınmaları, yargılanma-ları, bu olayların yayının yasaklanması hükümet ile basının ilişkilerini daha da gergin-leştirmiştir. Bu olaylar nedeniyle basın örgütlerinin tebliğler yayınlamaları ve bu tebliğ-lerden birisi nedeniyle İstanbul Gazeteciler Sendikası'nın siyaset yaptığı gerekçesiyle kapatılması ve Beynelmilel Basın Enstitüsü'nün Türkiye'deki basın hürriyeti ile ilgili açıklamasının yayınının yasaklanması basınla iktidarı karşı karşıya getirmiştir. Bu olay-lar bazı gazeteci örgütlerinden istifa edenlerin Demokrat Parti'ye yakın gazeteciler ile radyo ve Anadolu Ajansı'nda çalışan gazetecilerden oluşan Matbuat Kulübü'nün kurul-ması ile sonuçlanmıştır. CHP'nin son olaylar nedeniyle halkı iktidara karşı isyana teşvik ettiği ve silahlı hücreler kurduğu gerekçesiyle Tahkikat Komisyonu'nun kurulması ve bu olay sonucunda örfi idarelerin ilan edilmesi bazı örfi idare kararlarına uymadığı ne-deniyle bazı gazetelerin kapatılmasına neden olmuştur.
