The Catalogue and the accompanying exhibition in Berlin and Athens – running parallel to documenta 2017 in Kassel and Athens – pose crucial questions regarding the relation of economic crisis, art production and new forms of political art. A social research undertaken in 2016, interviewed and photographed Greek and international artists working in Athens in various art forms, ranging from street art, painting, sculpture and installations to photographic art. The seriousness and passion, with which the artists follow their visions under adverse life conditions, is impressive. The biographical photographic portraits of 14 artists reflect their artistic and political positions, and are in dialogue with the presented works, which results in a vivid insight into the relation of art, biography, and political crisis. The accompanying essays discuss the sociological and aesthetic conception of the "artists' exhibition", the social impact of the economic crisis in Greece, contemporary art and crisis, the importance of street art in Athens, and the art scene in the crisis. The appendix gives a description of ATLAS.ti, a software developed at Technische Universität Berlin, and its use by professionals in the field of culture. ; Die Athener Kunstszene erfährt durch ihre Lebendigkeit angesichts der ökonomischen und politischen Krise Griechenlands gegenwärtig in Medien und Fachpresse eine gesteigerte Aufmerksamkeit. Der Katalog und das begleitende Ausstellungsprojekt in Berlin und Athen stellen - begleitend zur documenta 2017 in Athen und Kassel - aktuelle Fragen zum Zusammenhang zwischen ökonomischer Krise, künstlerischer Produktion und neuen Formen politischer Kunst in Griechenland. In einer sozialwissenschaftlichen Recherche im Jahr 2016 wurden in Athen tätige Künstlerinnen und Künstler interviewt und fotografiert, von der Street Art über Malerei, Bildhauerei, Installationen bis zur Fotokunst. Ο Κατάλογος μαζί με την συνοδευτική έκθεση σε Αθήνα και Βερολίνο -η οποία θα γίνει παράλληλα με την έκθεση "documenta 2017", που θα παρουσιαστεί στο Κάσσελ της Γερμανίας και στην Αθήνα- εγείρουν κρίσιμα ερωτήματα γύρω από τη σχέση οικονομικής κρίσης, καλλιτεχνικής παραγωγής και νέων μορφών πολιτικής τέχνης. Μια κοινωνιολογική έρευνα, που πραγματοποιήθηκε το 2016, φωτογράφησε και πήρε συνεντεύξεις από διάφορους καλλιτέχνες, Έλληνες και μη, που δουλεύουν στην Αθήνα με ποικίλες μορφές τέχνης, από street art, εικαστικά, γλυπτική και εγκαταστάσεις μέχρι και φωτογραφία. Τα συνοδευτικά άρθρα, πραγματεύονται την κοινωνιολογική και αισθητική σύλληψη της "έκθεσης των καλλιτεχνών", τις κοινωνικές επιδράσεις της οικονομικής κρίσης στην Ελλάδα, τη σχέση σύγχρονης τέχνης και κρίσης, τη σημασία της τέχνης του δρόμου στην Αθήνα και την καλλιτεχνική σκηνή εν καιρώ κρίσης. This thesis deals with the question of how Tanzania's land (1999) and water (2002) reforms have impacted local dynamics of negotiating access to, and control over, land and water in Endamarariek, Karatu District. I have carried out 12 months of ethnographic fieldwork in 2009 and 2010, during which I examined those dynamics of negotiation. The main methodology used was the extended case method, which I have complemented with participant observation, interviews, ethnographic census, and wealth ranking. In order to place my results in a historical perspective, I also examined the history of resource control and access in the study area. The overall aim of my research has been to contribute to an understanding of the impact of formalisation and decentralisation on resource access and control. The Tanzanian land and water reforms were designed within the framework of the Millennium Development Goals and were aimed at eradicating poverty and preventing conflicts over land. With my research I have brought to light the discrepancies between the intentions of the policies and their achieved results. Formalisation of land and water rights has not reduced poverty and conflicts while in some cases even worsening them. I argue that the failure of the reforms to reduce poverty attests to the fact that the international development agenda does not always resonate with the realities existing at the local level. The situation at the local level is characterised by the exisistence of various social fields with their own forums, rules, and laws. The ignorance of those fields leads to outcomes where practices from the customary fields inhibit the implementation of the law, statutory laws are overruled by forum shopping, broad land loss takes place, conflicts become worse, and final solutions are found only on a customary field. In the fields of law and political science, conflict resolution and access to resources are approached by statutory law and administration. In accordance with this perspective, the methodology of these fields has been largely grounded upon a narrow frame, with research based only on official texts and interviews with representatives of statutory bodies. By examining only the statutory order, a one-sided and incomplete picture of local realities emerges. This work has strived to provide a broader and more balanced picture using the methodologies of legal anthropology. I have used legal anthropology and institutional theory as a framework for investigating the strategies that actors use in negotiating, gaining, and maintaining access to resources, both in daily life and in conflicts. Furthermore, I have used the concept of legal pluralism as an analytical frame to understand the diversity and the multifaceted nature of the rules applied in resource negotiation at the local level. The theory of legal pluralism has enriched this work by calling attention to the co- existence and interaction of multiple rules and laws. For example, the idea of co-existing laws in a community suggests that actors' claims of legitimacy can be easily assigned to a specific law; for example, a village chairman may derive legitimacy from statutory law. However, my findings show that in resource distribution, the legitimacy and authority of a person to settle a conflict does not necessarily derive from the official position he/she holds at the moment, but should rather be understood as an accumulation of experiences rooted in different positions in customary law, church, projects, and state offices—all of which work together to form reputation and acknowledgement in the community. In other words, people's power to negotiate resource access and settle conflicts is by and large related to their social capital within society.

Die Projektierung und Abwicklung sowie die statische und dynamische Analyse von Geschäftsprozessen im Bereich des Verwaltens und Regierens auf kommunaler, Länder- wie auch Bundesebene mit Hilfe von Informations- und Kommunikationstechniken beschäftigen Politiker und Strategen für Informationstechnologie ebenso wie die Öffentlichkeit seit Langem. Der hieraus entstandene Begriff E-Government wurde in der Folge aus den unterschiedlichsten technischen, politischen und semantischen Blickrichtungen beleuchtet. Die vorliegende Arbeit konzentriert sich dabei auf zwei Schwerpunktthemen: • Das erste Schwerpunktthema behandelt den Entwurf eines hierarchischen Architekturmodells, für welches sieben hierarchische Schichten identifiziert werden können. Diese erscheinen notwendig, aber auch hinreichend, um den allgemeinen Fall zu beschreiben. Den Hintergrund hierfür liefert die langjährige Prozess- und Verwaltungserfahrung als Leiter der EDV-Abteilung der Stadtverwaltung Landshut, eine kreisfreie Stadt mit rund 69.000 Einwohnern im Nordosten von München. Sie steht als Repräsentant für viele Verwaltungsvorgänge in der Bundesrepublik Deutschland und ist dennoch als Analyseobjekt in der Gesamtkomplexität und Prozessquantität überschaubar. Somit können aus der Analyse sämtlicher Kernabläufe statische und dynamische Strukturen extrahiert und abstrakt modelliert werden. Die Schwerpunkte liegen in der Darstellung der vorhandenen Bedienabläufe in einer Kommune. Die Transformation der Bedienanforderung in einem hierarchischen System, die Darstellung der Kontroll- und der Operationszustände in allen Schichten wie auch die Strategie der Fehlererkennung und Fehlerbehebung schaffen eine transparente Basis für umfassende Restrukturierungen und Optimierungen. Für die Modellierung wurde FMC-eCS eingesetzt, eine am Hasso-Plattner-Institut für Softwaresystemtechnik GmbH (HPI) im Fachgebiet Kommunikationssysteme entwickelte Methodik zur Modellierung zustandsdiskreter Systeme unter Berücksichtigung möglicher Inkonsistenzen (Betreuer: Prof. Dr.-Ing. Werner Zorn [ZW07a, ZW07b]). • Das zweite Schwerpunktthema widmet sich der quantitativen Modellierung und Optimierung von E-Government-Bediensystemen, welche am Beispiel des Bürgerbüros der Stadt Landshut im Zeitraum 2008 bis 2015 durchgeführt wurden. Dies erfolgt auf Basis einer kontinuierlichen Betriebsdatenerfassung mit aufwendiger Vorverarbeitung zur Extrahierung mathematisch beschreibbarer Wahrscheinlichkeitsverteilungen. Der hieraus entwickelte Dienstplan wurde hinsichtlich der erzielbaren Optimierungen im dauerhaften Echteinsatz verifiziert. The here-from defined term of E-Government has been examined as the focal point of discussion from most diverse technical, political and semantic perspectives. The present work focuses on two main topics: • The first main topic approaches the development of a hierarchical architecture model for which seven hierarchical layers can be identified. These seem to be necessary as well as sufficient to describe the general case. The background is provided by the long-term processual and administrative experience as head of the IT department at the municipality of Landshut, an independent city with 69.000 inhabitants located in the north-east of Munich. It is representative of many administrative processes in the Federal Republic of Germany, but nonetheless still manageable concerning its complexity and quantity of processes. Therefore, static and dynamic structures can be extracted from the analysis of all core workflows and modelled abstractly. The emphases lie on the description of the existing operating procedures in a municipality. The transformation of the operating requirements in a hierarchical system, the modeling of the control and operational states within all layers, as well as the strategy of error recognition and troubleshooting create a transparent basis for extensive restructuring and optimisation. For modeling was used FMC-eCS, a methodology for the description of state discrete systems, developed at the Hasso-Plattner-Institute for Software Systems Engineering (HPI) in the subject area of communication systems. Furthermore inconsistent system statuses are taken into consideration (advisor: Prof. Dr.-Ing. Werner Zorn [ZW02, …, ZW10]). • The second main topic focuses on the quantitative modeling and optimisation of the E-Government process chain at Landshut´s Citizens Advice Bureau (2008 up to 2015). This is based on a continuous data acquisition with sophisticated pre-processing to extract mathematically describable probability distributions. The derivation of a duty roster for actual application and a quality control conclusively verify the developed stochastic method.

In den letzten Jahrzehnten ist der Trend der Verselbstständigung in vielen Kommunen zu beobachten. Ein Großteil der öffentlichen Leistungserbringer wird mittlerweile als privatrechtliche Gesellschaften in einem wettbewerbsorientierten Umfeld geführt. Während viele Forscher Ausgliederungen in Form von nachgeordneten Behörden auf Bundesebene untersuchen und diese Reformwelle als einen faktischen Autonomisierungsprozess beschreiben, gibt es nur einige wenige Studien, die sich explizit mit den Autonomisierungstendenzen auf Kommunalebene auseinandersetzen. Daher fehlt es an empirischen Erkenntnissen zur Steuerung der kommunalen Beteiligungen. In dieser Arbeit werden die Steuerungsarrangements deutscher Großstädte erstmals aus Sicht der Gesteuerten beleuchtet. Das Untersuchungsziel der vorliegenden Forschungsarbeit besteht darin, Flexibilisierungstendenzen in mehrheitlich kommunalen Unternehmen zu identifizieren und hierfür Erklärungsfaktoren zu identifizieren. Die Forschungsfrage lautet: Welche instrumentellen und relationalen Faktoren beeinflussen die Managementautonomie in kommunalen Mehrheitsbeteiligungen? Dabei interessiert insbesondere die Einflussnahme der Kommunen auf verschiedene Tätigkeitsbereiche ihrer Ausgliederungen. Über diese unternehmensspezifischen Sachverhalte ist in Deutschland fast nichts und international nur sehr wenig Empirisches bekannt. Zur Beantwortung der Forschungsfrage hat der Autor auf Basis der Transaktionskosten- und der Social-Exchange-Theorie einen Analyserahmen erstellt. Die aufgestellten Hypothesen wurden mit einer großflächigen Umfrage bei 243 Unternehmen in den 39 größten deutschen Städten empirisch getestet. Im Ergebnis zeigen sich mehrere empirische Erkenntnisse: Erstens konnten mittels Faktorenanalyse vier unabhängige Faktoren von Managementautonomie in kommunalen Unternehmen identifiziert werden: Personalautonomie, Generelles Management, Preisautonomie und Strategische Fragen. Während die Kommunen ihren Beteiligungen einen hohen Grad an Personalautonomie zugestehen, unterliegen vor allem strategische Investitionsentscheidungen wie die finanzielle Beteiligung an Tochterfirmen, große Projektvorhaben, Diversifikationsentscheidungen oder Kreditautfnahmen einem starken politischen Einfluss. Zweitens führt eine Rechtsformänderung und die Platzierung in einem Wettbewerbsumfeld (auch bekannt als Corporatisation) vor allem zu einer größeren Flexibilisierung der Personal- und Preispolitik, wirkt sich allerdings wenig auf die weiteren Faktoren der Managementautonomie, Generelles Management und Strategische Entscheidungen, aus. Somit behalten die Kommunen ihre Möglichkeit, auf wichtige Unternehmensfragen der Beteiligung Einfluss zu nehmen, auch im Fall einer Formalprivatisierung bei. Letztlich können zur Erklärung der Autonomiefaktoren transaktionskostenbasierte und relationale Faktoren ergänzend herangezogen werden. In den Transaktionsspezifika wirken vor allem der wahrgenommene Wettbewerb in der Branche, die Messbarkeit der Leistung, Branchenvariablen, die Anzahl der Politiker im Aufsichtsrat und die eingesetzten Steuerungsmechanismen. In den relationalen Faktoren setzen sich die Variablen gegenseitiges Vertrauen, Effektivität der Aufsichtsräte, Informationsaustausch, Rollenkonflikte, Rollenambivalenzen und Geschäftsführererfahrung im Sektor durch. ; Striving for efficiency and budget improvements, governments at local, state or federal level in most OECD countries have been delegating service provision to private and nonprofit organizations. On the local level, new types of state owned enterprises operate as private law entities and have become equivalent competitors in increasingly demanding, dynamic environments. Their establishment is commonly referred to as corporatization. So far, there is little empirical knowledge about the governance arrangements with regard to corporatization. Analysing the governance arrangements of municipalities as perceived by 243 steered organizations, the author investigates on the issue of management autonomy. Research is driven by the following research question: Which characteristics of the relationship between state owned enterprises and the government impact the level and type of management autonomy of those enterprises? Based on Transaction Cost and Social Exchange Theory, the author develops an analytical framework and formulates several hypotheses. These hypotheses are tested on a sample of 243 municipally owned enterprises in the 39 biggest German cities. The author arrives at several empirical results: Firstly, different types of autonomy are identified. An exploratory factor analysis reveals four distinct factors termed HRM, General Managerial, Pricing and Strategy Autonomy. While municipal governments concede a reasonably high amount of HRM autonomy to their enterprises, strategic decisions like diversification issues, taking loans or larger investments are subject to political influence. Secondly, corporatization which is the tranfer from public to private law fosters HRM and pricing autonomy in the German sample. However, the author does not detect any significant relationship with trategic and general managerial issues. Lastly, there is evidence for both some of the transaction cost and social exchange driven hypotheses. With regard to transaction characteristics, the study reveals that the perceived degree of competition, the measurability of output, the branch,the number of politicians in the board as well as the applied steering mechanisms covary management autonomy. While relational characteristics like information sharing, board effectiveness, role ambiguity and policy-profession conflict affect management autonomy in a negative way, mutual trust and former CEO experience in a public enterprise correlate positively.

The problem of the research. The conception of the sustainable development is interpreted as non- decreasing wealth of the society based on a certain level of the technological, ecological and social activities. The social sustainability is treated as the least material and determined in comparison with the economic and ecological ones. It should be admitted that the current EU educational strategies as well as the national educational system declare the development of the essential values. Yet, the concrete and efficiently academic skills have been considered as the most prestigious ones as the quality level indicators of teachers and schools in both the national and international contexts. The strategy of the development of an open-minded, creative and responsible personality remains so far an object of the theoretical debates. Yet, the aspiration of the sustainability is being fulfilled with certain difficulties – there still exists a lack of the harmony among the educational documents; a lack of the real integration among various teaching subjects. The contents of the examination programmes sadly undergo the type of the theories and politics which impoverish the students' spiritual values. The conclusions of the research. The education based on the sustainable development should be continued on the basis of learning supported with the essential values. In such a context, the concept of the harmonious personality would definitely correlate with the characteristics of the emotionally and spiritually harmonious, mature and multi-developed personality able to reveal his/ her uniqueness. The main positive factors would imply the fundamental development of the essential values supported by the school's ethical and moral codex correlating with and matching the state's educational documents, teaching programs, examination contents, teaching means, evaluation system, which would lead to the personality's maturity as the main aspiration. The basic potential reasons influencing the disability to develop a harmonious personality are connected with the educational concept based on lacking the system of the fundamental values; based on the constant and superficial educational reforms mainly reflecting the political changes; based on the decrease of the net of the educational institutions; based on the absence of the educational management competences, the culture of ranking; based on the chaotically uncontrolled negative influence of the informal surroundings; based on the absence of applying the holistic philosophy.

The results are divided into two dimensions: Western dimension (addressing Europe in general and the European Union) and regional dimension (addressing Northern Europe, the Baltic region, and Central Europe). Several observations could be made. European representations have been dominant in the discourse. There have been a few different aspects with regard to this. Lithuania has been perceived as belonging to the same civilization as Europe, and Europe has been understood as the most important security guarantor. At the same time, however, Lithuania has also regarded Europe with distrust and felt inferior. Therefore, willingness to be integrated into Western security organizations, on the one hand, and fears and intention to primarily formulate national identity, on the other, have formed tensions between these two visions. Three regions have been understood merely as means to reach the strategic purposes and get integrated into Europe. Northern Europe has been generally perceived as a friendly, well-developed and reliable region. Therefore, this partnership could have contributed to guaranteeing Lithuania's security and integration. However, there has been no common historical or cultural background between Lithuania and Northern Europe. For this reason, Northern Europe has existed as a stranger in the context of identity. Conversely, there have been a few cohesive aspects between Lithuania and Central Europe, but Central Europe has been represented as unreliable in the terms of security. Compared to Northern or Central Europe, only the Baltic region has been understood in greater depth. However, the main questions about the core of the Baltic identity have not been still answered, but the common Baltic region has been seen as instrumental and useful for integration processes. Aus der Einleitung: In dem vergangenen Jahr hat sich der wirtschaftliche Aufschwung nicht in dem erhofften Rahmen entwickelt. Das Wirtschaftswachstum blieb deutlich hinter den Erwartungen zurück und konnte nicht zu einer Entlastung des Arbeitsmarktes beitragen. Die Arbeitslosenzahlen sind daher weiter angestiegen und haben im Februar 1997 mit rd. 4,7Millionen einen neuen Nachkriegsrekord erreicht. Als Grund für diese Entwicklung werden von der Regierung die drastischen Veränderungen im internationalen Wettbewerb angeführt. Daher wird seit einiger Zeit nach Lösungen gesucht, die zu einer Verbesserung der Produktions- sowie Investitions- und damit der Beschäftigungsbedingungen am Standort Deutschland führen sollen. Anfang 1996 ergriff die Bundesregierung mit dem 'Aktionsprogramm für Investitionen und Arbeitsplätze' und dem ,'Programm für mehr Wachstum und Beschäftigung' zwei Initiativen mit dem Ziel, ein umfassendes wirtschafts-, finanz- und sozialpolitisches Gesamtkonzept zur Bekämpfung der Arbeitslosigkeit zu erarbeiten. Im Rahmen dieser Maßnahmen ist auch eine Reform des Steuersystems - insbesondere die Reform der Einkommensbesteuerung - vorgesehen. Entsprechend diesem Auftrag wurde die Steuerreform-Kommission unter dem Vorsitz von Bundesfinanzminister Theo Waigel eingesetzt. Die Kommission hat Vorschläge zur Reduzierung der Steuersätze ausgearbeitet, die durch steuervereinfachende Maßnahmen im Rahmen einer Verbreiterung der Bemessungsgrundlage durch einen Abbau von Steuervergünstigungen und Sonderregelungen gegenfinanziert werden sollen. Die Forderungen nach einer grundlegenden Einkommensteuerreform sind nicht neu. Politik und Wissenschaft haben Reformen in regelmäßigen Abständen immer wieder angemahnt. So stellte die sog. 'Bareis-Kommission' bereits im November 1994 dem Bundesfinanzminister im Rahmen ihrer Thesen zur Steuerfreistellung des Existenzminimums ab 1996 auch eine Reform der Einkommensteuer vor. Diese Vorschläge wurden zum damaligen Zeitpunkt im wesentlichen zwar nicht aufgegriffen, jedoch tauchen einige dieser Thesen in der jetzigen Diskussion wieder mit auf. Auf der politischen Ebene war es zuletzt der Finanzexperte der CDU, Gunnar Uldall, der mit seinem Reformkonzept einer vereinfachten Einkommensteuer die Diskussion im Januar 1995 wieder aufflammen ließ. In der Folgezeit wurden von den Parteien, der Wissenschaft und den Interessenverbänden diverse Reformvorschläge erarbeitet, die direkt oder indirekt in die Beratungen der Steuerreform-Kommission mit eingeflossen sind. Sämtliche Modellvorschläge zur Einkommensteuerreform haben jedoch ein gemeinsames Ziel: Niedrigere Steuersätze bei einer verbreiterten Steuerbemessungsgrundlage. Die 'Petersberger Steuervorschläge' vom 22. Januar 1997 sind das abschließende Ergebnis von 15 Sitzungen der Steuerreform-Kommission. Kernstück der Reformbemühungen ist der deutlich herabgesetzte Einkommensteuertarif. Hierbei soll der Eingangssteuersatz von derzeit 25,9 v.H. auf 15,0 v.H. und der Höchststeuersatz von derzeit 53,0 v.H. auf 39,0 v.H. reduziert werden. Bei den gewerblichen Einkünften ist eine Reduzierung von 47,0 v.H. auf 35,0 v.H. vorgesehen. Im einzelnen bedeutet dies für den geplanten 'Zukunftstarif '99', folgendes: - Der Grundfreibetrag ist bis 13.067 DM steuerfrei. - Die untere Proportionalzone verläuft mit einem gleichbleibenden Eingangssteuersatz von 15,0 v.H. bis 18.035 DM. - Die Progressionszone beginnt mit einem Sprung des Grenzsteuersatzes auf 22,5 v.H. und steigt anschließend gradlinig bis 39,0 v.H. und 90.017 DM an. - Die obere Proportionalzone verläuft mit einem gleichbleibenden Höchststeuersatz von 39,0 v.H. ab 90.018 DM, während der Höchststeuersatz für gewerbliche Einkünfte auf 35,0 v.H. ab 72.576 DM begrenzt ist. Die neue Tarifgestaltung bei der Einkommensteuer soll eine Bruttoentlastung von rd. 69 Mrd. DM bewirken. Für die Steuerzahler ist per Saldo eine Nettoentlastung von bis zu rd. 26 Mrd. DM vorgesehen. Der Differenzbetrag zwischen Brutto- und Nettoentlastung ist gegenzufinanzieren. Vorgesehen ist hierfür zum einen eine Verbreiterung der Bemesssungsgrundlage und zum anderen eine Umschichtung aus dem Bereich der indirekten Steuern. Zur Finanzierung der Nettoentlastung hat die Steuerreform-Kommission hingegen keine Vorschläge unterbreitet. Das Ziel der Steuerreform 1999 kann wie folgt umschrieben werden: 'Die Steuersätze bei der Einkommensbesteuerung in Deutschland sind zu hoch, das Steuerrecht ist zu kompliziert, die Steuergerechtigkeit leidet unter zahlreichen Steuervergünstigungen und Sonderregelungen. Eine umfassende Reform der Einkommensbesteuerung ist dringend erforderlich.' Gang der Untersuchung: Im Rahmen dieser Arbeit soll nun untersucht werden, ob die von der Regierung gesteckten Ziele durch das geplante Steuerreformgesetz 1999 erreicht werden. Dazu werden zunächst im ersten Hauptteil die Beurteilungskritierien einer Steuerreform anhand der Begriffe Steuergerechtigkeit, Steuervereinfachung und Steuersenkung festgelegt und erläutert. Der zweite Hauptteil beschäftigt sich mit der im Mittelpunkt der Reform stehenden Neugestaltung des Einkommensteuertarifs. Nach einem kurzen Rückblick auf die bisherigen Tarifstrukturen werden die verschiedenen in der Diskussion stehenden Modelle anhand ihrer Eckwerte und Progressionsverläufe dargestellt und mit dem Regierungsentwurf verglichen. Nachfolgend werden die Entlastungswirkungen der Modellvorschläge diskutiert und mittels ausgewählter Beispiele verdeutlicht Der letzte Hauptteil befaßt sich mit den direkten und indirekten Möglichkeiten zur Gegenfinanzierung des neuen Tarifverlaufs. Hierbei werden vor allem die teilweise stark kritisierten Maßnahmen zur Verbreiterung der Bemesssungsgrundlage dargestellt und überprüft sowie andere Wege einer Finanzierung aufgezeigt. Abschließend werden die Ergebnisse dieser Arbeit zusammengefaßt und ein Ausblick auf die weitere Entwicklung der Reformbemühungen gegeben. Die vorliegende Arbeit analysiert im Rahmen von Leben und Werk des Hundemalers Richard Strebel Spezialisierung als Marktstrategie auf dem Münchner Kunstmarkt in der Prinzregentenzeit. Eine Untersuchung der lebensgeschichtlichen Fallstudie des Künstlers und seines Werks erbrachte Erkenntnisse zu seinem unternehmerischen Handeln, die über eine wirtschaftswissenschaftliche Analyse zu einem Kriterienkatalog der künstlerischen Spezialisierung führten. Über dieses Kriteriensystem konnte Strebels Verhalten im Markt, seine künstlerische Entwicklung und seine Bildproduktion erklärt und interpretiert werden. Das gewonnene Modell kann auch auf andere Künstler, die in engen Marktsegmenten arbeiten, übertragen werden. Der Künstler entschloss sich 1886 nach seiner Ausbildung als Tiermaler an der Kunstakademie in Karlsruhe im Zuge einer Chancenwanderung in die Kunststadt München zu übersiedeln, wo die Gattung Tiermalerei traditionell gepflegt wurde, durch den internationalen Kunsttourismus ein großes Marktsegment für sich reklamieren konnte und Entwicklungspotential versprach. In München als dem Kunststandort im Deutschen Reich schienen alle Standortfaktoren zum Gelingen eines künstlerischen Aufbruchs vorhanden, vor allem machten Angebot und Nachfrage den Eindruck eines ausgewogenen Gleichgewichts. Der wettbewerbsintensive Münchner Kunstmarkt gestaltete jedoch eine erfolgreiche Einführung des jungen Künstlers im Marktsegment Tiermalerei mit Schwerpunkt auf Nutztiere als schwierig, weil hier bereits eine große Anzahl von Tiermalern arbeitete. Strebel verfügte als Kaufmannsohn über einen guten Marktinstinkt und eine positive Grundeinstellung zu ökonomischem Verhalten. Er entschloss sich nach einer Phase der künstlerischen Orientierung, Chancenauslotung und Markterprobung zu einer inneren Spezialisierung in der Tiermalerei auf das Sujet Hund. Die sich entwickelnde deutsche Rassehundezucht mit einer deutlichen Nachfrage auf dem Kunstmarkt nach Hundebildern, wissenschaftlichen Illustrationen und Gebrauchsgrafik für die Organe der Rassehundevereine hatte zur Bildung einer offenen Marktnische geführt. Strebels persönliches Interesse, sein intuitiver Zugang zu der Tierart sowie seine Einschätzung der Rentabilität und des Wachstumspotentials in der Nische führten sukzessive zu einer Ausrichtung auf die Kundengruppe der Kynolo¬gen und Hundeliebhaber, die Gefallen an seinen Bildern fand. Mit deren nationalem Projekt der Entwicklung deutscher Hunderassen konnte er sich identifizieren und seine künstlerische Arbeit als unterstützenden Beitrag zur Visualisierung der angestrebten Ziele einbringen und interpretieren. Künstlerische Einschränkungen nahm er zugunsten des Verbleibs in wirtschaftlicher Sicherheit in der Marktnische hin. Für die von den Kynologen als höchste künstlerische Kompetenz nachgefragte Wiedergabe der idealen Rassehundetypologie eignete sich Strebels künstlerische Ressource, nämlich seine hohe zeichnerische Qualität in besonderer Weise. Strebel verstand es, sich mit seiner Verortung im bürgerlichen Stand auf seine Kundschaft im unmittelbaren Kontakt einzustellen, sie zu gewinnen und sich in seiner Nische als Künstler in einer honorierten Sonderstellung zu positionieren. Er bediente sich eines gemäßigten, von der bürgerlichen Gesellschaft erwarteten äußerlichen Künstler-Habitus, den er öffentlichkeitswirksam einsetzte. Strebel erkannte die Bedürfnisse und Erwartungen seiner Kunden, welche die Darstellung ihrer rassereinen Hunde in kostspieligen Tierporträts immer mit einer Repräsentation ihrer Person verband. Er optimierte seine Hundedarstellungen qualitativ und kontinuierlich und erhöhte seine Kundeneffizienz durch zahlreiche persönliche Qualifizierungsmaßnahmen, die auf den Hund zugeschnitten waren. Dazu gehörte auch ein kundenorientierter Service. Wichtig war dabei seine wissenschaftliche Arbeit zur Erforschung der Abstammung der deutschen Hunde, die er in zwei Bänden veröffentlichte. In Anlehnung an die in England gängigen Produktkategorien entwickelte Strebel ein Sortiment aus fünf verschiedenen Typen, die er zwischen 1890 und 1905 auf dem Markt anbot. Diese schnitt er auf den deutschen Kunden zu und verbesserte sie. Dabei blieb er in engem Kontakt sowohl mit den Kundenerwartungen als auch mit der Kunstkritik und griff Stilentwicklungen und -merkmale in seiner Kunst in einer von ihm vertretbaren Art und Weise auf, um seine Marktakzeptanz zu erhalten und modern zu bleiben. Als eigene Produktinnovation kann besonders das individuelle Hundeporträt gelten, in dem er sich als Alleinstellungsmerkmal unter den Hundemalern intensiv mit der Psyche der ihm vertrauten Tierart auseinandersetzte und diese im Bild wiedergab. Strebels Markteintrittszeitpunkt in die Nische Hundebild war in deren Reifephase erfolgt. Ab 1905/06 begann sich die Nische zu verengen. Der Künstler wurde durch die geringere Produktnachfrage in die Defensive getrieben und musste auf den stagnierenden Absatz reagieren. Wirtschaftliche Rezession und das günstige Substitutionsprodukt Fotografie veränderten den Markt und senkten die Nachfrage nach Kunstwerken. Dazu kamen persönliche Gründe, die die Anerkennung des Künstlers in der Nische einschränkten. Unter anderem wollte der Künstler aus tierethischen Gründen seine Kunst nicht mehr in der gewünschten Art und Weise in den Dienst züchterischer Bestrebungen der Kynologen stellen. Die Entscheidung, sich auf den freien Kunstmarkt als Absatzort zu konzentrieren, schien Strebel konsequent. Der Einsatz von Marketingstrategien wie eine auf das ganze Deutsche Reich ausgedehnte Absatz- und gelenkte Preispolitik sowie eine Erschließung neuer Geschäftsfelder und Kundengruppen durch die Marktausdeh¬nung in den Bereich des Massenbilddrucks sollten die fehlende Nachfrage der Marktnische ausgleichen. Allerdings konnte Strebel trotz dieser Maßnahmen den sinkenden Absatz seiner Hundebilder nur mehr bis zum Beginn des ersten Weltkrieges kompensieren. Nach 1918 war das Produkt vom Markt eliminiert, wiewohl der Künstler bis zu seinem Lebensende an der Spezialisierung festhielt. Die Einzelfalluntersuchung von Leben und Werk eines Münchner Künstlers in der Prinzregentenzeit unter dem Aspekt eines vom wettbewerbsintensiven Kunstmarkt herausgeforderten ökonomischen Verhaltens ermöglicht einen neuen, erhellenden Zugang zur Künstlerschaft und ihrer Kunstausübung. Die durch die wirtschaftliche Schwerpunktsetzung herbeigeführte Demontage der glorifizierenden Aura der Kunststadt um 1900 lässt einen direkten Blick auf die Lebenswirklichkeit der Künstlerexistenz zu und zeichnet ein realitätsnahes und nüchternes Bild. Entgegen der gerne gepflegten sozialromantischen Vorstellung des Künstlers als unabhängiger, marktferner und nur einer authentischen Kunst verpflichteter Außenseiter war er bereits um 1900 als Mitglied einer bürgerlichen erwerbsorientierten Leistungsgesellschaft herausgefordert, sich der Möglichkeiten wirtschaftlichen Verhaltens in allen Intensitätsstufen von der bloßen Sicherung des Lebensunterhalts bis zur gesellschaftlichen und wirtschaftlichen Anerkennung zu bedienen. Mit dem Warencharakter seines Kunstwerks war der Künstler mitten im Markt angesiedelt und diesem wie jeder andere Akteur unterworfen. Er konnte sich der ökonomischen Abhängigkeit nur im Einzelfall entziehen, da er und seine Kunst vom Markt getragen wurden. Dass dieser Tatbestand Folgen für die Münchner Künstler und ihre Kunstproduktion hatte, ist an Richard Strebels Fallstudie deutlich geworden. Das Spektrum künstlerischer Positionierung reichte dabei von bewusster Marktferne bis zur völligen Marktkonformität. Die genaue Kenntnis individueller und kollektiver Abhängigkeit vom Markt als Restriktion menschlicher und künstlerischer Existenz ermöglicht über den interdisziplinären, sozialgeschichtlich-wirtschaftswissenschaftlichen Untersuchungsansatz und seine Ergebnisse eine umfassendere Beurteilung von Kunstwerken in ihrem Entstehungskontext. ; Specialisation as market strategy. The article provides a diachronic quantitative comparison of the political regimes of the First (interwar, LR I) and Second (contemporary, LR II) Republics of Lithuania, which is supplemented by synchronic comparisons with the neighbour countries. For this comparison, the data set and Index of Democracy by the Finnish political scientist Tatu Vanhanen (known in the literature as the Vanhanen Index, VI) is used, whose values are calculated by multiplying those of the indicators of public contestation and of participation at the elections. The data of Vanhanen are corrected, extended, and some of his assumptions are criticised. (1) Calculating the VI values for interwar Lithuania, Vanhanen uses imprecise demographic and electoral statistical data for 1920–1923. (2) The III Seimas (Lithuanian parliament) election in 1926 and that of IV Seimas in 1936 are missing in his data. Therefore, the VI values for Lithuania in 1920–1939 are underestimated. In his calculations for the LR II, Vanhanen (3) used incorrect contestation data on the elections to the Restoration Seimas in 1990 and (4) misclassified the LR II after adoption of the 1992 constitution as a political system with parliamentary dominance. In fact, contemporary Lithuania is semi-presidential republic and should be classified as a system of concurrent powers. Vanhanen's data-set is extended with the data for 2001–2009. According to the author's recalculations with corrected data, the VI values in 1920–1925 were no less than in 1990–1995, and its value in 1926 is on a par with the highest VI values for the LR II. Importantly, participation in all four free Lithuanian Seimas elections in 1920–1926 was constantly high, while participation in the parliamentary elections in the LR II is steadily decreasing. In 1926, the value of the VI index for Lithuania caught up with those in the other Baltic States, which are reputed as more advanced in terms of social and political modernization. With 86.4% of all voters included into the lists going to the polls, the election to the III Seimas in 1926 set an absolute all-time participation record for all free elections in Lithuania (there is no reliable data on its most close competitor – elections to the Constituent Assembly in 1920). These and other comparisons reveal the Vanhanen's index to be a measure just of electoral democracy and not of the full-scale liberal democracy. In interwar Lithuania, liberal democracy existed only for 5 months in 1926, when the state of emergency (justified by the conflict with Poland) was recalled. In the LR II, the consolidation of liberal democracy made a rapid advance after 1992. The high participation in all Seimas elections (including unfree and unfair election in 1936) in the interwar Lithuania contradicts the established opinion that interwar Lithuanian society was not ready for democracy. Even if one indeed may doubt their maturity for liberal democracy, Lithuanians accepted and appreciated electoral democracy. As a matter of fact, Lithuania in 1920–1926 is quite on a par with or even surpasses the LR II in terms of the level of electoral democracy. The LR II surpasses the LR I in terms of liberal democracy. Vanhanen's index is not a valid tool for measuring liberal democracy. However, the application of Vanhanen's index to the time of the 1926 coup helps to highlight in the decorative parliamentarism of the IV Seimas in 1936–1940 some non-fictive elements of a genuine electoral regime, which have survived because of the obstacles for the complete entrenchment of authoritarianism set by the autonomy of the Klaipėda region under defense of international treaties.
