The Fifth Hellenic Week of Contemporary Music (Athens, 1976) has been mainly considered in the context of a major political event: the fall of the military dictatorship in 1974. However, it may also be seen as a landmark for the transition to a postmodern era in Greece. The musical works presented during the Week, as well as their reception by the musical community are indicative of this transition. This paper aims at exploring those two perspectives and places the emphasis on the second, through an analytical comment on Le Tricot Rouge by Giorgos Kouroupos and the critiques in the press. ; Пета грчка недеља савремене музике одржана је 1976. године у Атини. Ова значајна промена повезана је с националним политичким и идеолошким разлозима. Међутим, у ширем европском контексту ова промена може указивати и на прелазак са модернистичког на постмодернистичко схватање. Овај рад има за циљ да истражи како две различите перспективе могу утицати на конструкцију значења тих музичких догађаја и ставља акценат на "денационализовану" перспективу, која у први план истиче директнију везу од периферије ка харизматичним центрима. С једне стране, из националне перспективе, поменута промена повезана је са војном диктатуром која је успостављена у Грчкој 1967. године, а укинута 1974. године (Leotsakos 1976). Стога су и композиције поручене од грчких композитора и њихова рецепција током Четврте недеље представљале директне или индиректне изразе протеста против диктаторског режима (Tsagkarakis 2013). С друге стране, напор грчке "прогресивне" музичке заједнице да равноправно комуницира са интернационалном авангардом довео је, најпре, до присвајања постмодерних техника у музичким делима, а затим и до прихватања и мирног сапостојања неколико трендова. This paper aims at defining the concept of "geopolitical space of the geopolitics of the Sea" and it analyses the way it is constructed. Given that the notion of geopolitical space in the general sense has been largely neglected in contemporary geopolitical theory, this is not a simple task. The paper deals with a physical space of the World Sea and utilizes the theory of modern human geography in which space is understood as a product of human activity. We argue that there is a significant connection between geopolitics of the Sea and the academic discipline of the International Law of the Sea. This link is taken as the basis for the discussion regarding geopolitical space, which encompasses three teleological elements: the fulfillment of the paper's main objective; the argument regarding the connection of Geopolitics of the Sea with the International Law; and, finally, presenting the political science context of the codification of the modern International Law of the Sea. By using earlier studies, the paper analyses the geopolitical space through ideas of construction within dichotomy, as well as through the process of establishing a community within the international framework. The paper also offers our own theory according to which the geopolitical space is the space of manifestation of geopolitical phenomena. ; Temeljni je cilj rada prikazati na koji način nastaje i šta zapravo jeste "geopolitički prostor geopolitike mora". Argumentacija nije bila jednostavna jer je geopolitički prostor kao pojam u općem smislu zanemaren u recentnoj geopolitičkoj teoriji. U diskusiji smo se bavili fizičkim prostorom Svjetskog mora te koristili teorijom suvremene humanističke geografije u kojoj je prostor proizvod društvene djelatnosti. Iznijeli smo stav da je geopolitika mora posebno disciplinarno povezana s međunarodnim pravom mora. To smo, dalje, iskoristili kao poligon za raspravu o geopolitičkom prostoru, i to s tri teleološka elementa: ispunjenje osnovnog cilja rada; argumentacija veze s pravom; te prikaz politološkog konteksta procesa kodifikacije suvremenog međunarodnog prava mora. Geopolitički prostor smo ispitali kroz postojeće ideje konstrukcije unutar dihotomije, te pri uspostavi zajednice u međunarodnom okviru. Ponudili smo i vlastitu teoriju po kojoj je geopolitički prostor prostor manifestacije geopolitičkih fenomena.

Autori ovog rada nude pregled i analizu uspona i pada međunarodnog liberalnog‎ poretka koji je nastao nakon okončanja Hladnog rata i uspona moći Sjedinjenih‎ Američkih Država. Spoljnopolitička agenda jedine posthladnoratovske‎ supersile vođena je idejom stvaranja globalnog poretka utemeljenog na ideologiji‎ (globalnog) liberalizma koja u sebi inkorporira teorije liberalnog mira,‎ demokratskog mira i neoliberalnog institucionalizma. Uspostavljanje tzv. globalnog‎ liberalnog poretka dosada je bilo praćeno brojnim političkim, socijalnim,‎ ekonomskim i bezbednosnim krizama, a trenutnu eru međunarodnih odnosa‎ odlikuju uspon relativne moći "neliberalnih" globalnih aktera, pre svega‎ Kine i Rusije, kao glavnih izazivača svetske dominacije Sjedinjenih Američkih‎ Država, te geopolitički revizionizam i ideološka konfrontacija liberalnih i‎ antiliberalnih snaga širom sveta. Autori ovog rada koriste specifičan analitički‎ metod tzv. dijalektike političke mehanike, koji se oslanja na učenja Friedricha‎ Hegela o dijalektici istorije i Carla Schmitta o fenomenu političkog, kako bi‎ objasnili trenutnu dinamiku međunarodnih odnosa, pokazujući da političko‎ polje "permanentno pulsira" što, u svemu što je društveno i političko, nužno‎ kreira akciju i reakciju, čijom dinamikom se mogu tumačiti i globalna zbivanja‎ kojima upravo prisustvujemo.‎ ; The authors of this paper offer an overview and analysis of the rise and fall of‎ the liberal international order that emerged after the end of the Cold War and‎ along with the rising power of the United States. The foreign policy agenda‎ of the post-Cold War sole superpower was guided by the idea of creating a‎ global order based on the ideology of liberalism, which incorporates theories‎ of liberal peace, democratic peace and neoliberal institutionalism. The establishment‎ of a liberal order has been accompanied by numerous political, social,‎ economic and security crises. The current era is characterized by the rise‎ of the relative power of global actors, primarily China and Russia, as the main‎ challengers to the world domination of the United States, geopolitical revisionism‎ and ideological struggle around the world. The authors of this paper‎ use the dialectic of political mechanics as a method that relies on the teachings‎ of Friedrich Hegel on the dialectic of history and Carl Schmitt on the‎ phenomenon of the political. The authors advocate the view that the political‎ field "permanently pulsates", which, in everything that is social and political,‎ necessarily creates action and reaction.‎

The financial sector is characterised by numerous changes that affect the changes in the institutional structure of functioning of the financial system, as well as the choice of funding of business entities. This has resulted in the fact that in contemporary business conditions, financing of economic development become a complex area of research. Local development planning on the basis of public revenues is a weak base for the rapid development of local governments. Therefore, it is necessary to supplement the budget financing by attracting private capital for the construction of public goods and improving the quality of public services. In this regard, the objective of this paper is to point to alternative ways of borrowing, both from domestic and international sources of funding, as well as to the possibilities for their use by the local governments. Bearing in mind the defined objective, the paper discusses the possible external sources of funding of local governments, such as loans from commercial banks and other financial institutions, and municipal bonds. In order to evaluate the possibilities for successful development of local governments, the paper points to the possible solutions to financing projects of public importance in the practice of Serbia.

NATO's political and - above all - military participation in secession-motivated conflicts in former Yugoslavia (1990-1995), will be remembered as a clear example of demonstration of power, intentions and (in)capability of the Victor in a decades-long global "cold war" between the "freedom-loving" West and "totalitarian East". Regardless of the expectations of liberal theoreticians and the majority of public opinion, it was soon revealed that the victory was no "triumph of freedom" and even less "the end of history". On the contrary, as historically typical, it was only an unstable resultant of relations between major actors in the modern global theater, who strive to legitimize their need for domination with varying success and vocabulary. Hence the lessons to be learned from the final act of destruction of Yugoslavia (several months of NATO bombing of Serbia in 1999) have the expected tone of banality: absolute might strives for absolute power (which remains unattainable in principle); "the mighty oppress" is true always and in any place (but with a time limit); and, finally, what everyone knows but does not (or is unable or refuses) to say aloud: the only true alternative to military threat and/or aggression of a single political actor is an equally valid (military) threat/aggression by another one. We are tempted to conclude that, despite the ideological ardor of NGO activists, the political correctness of theoreticians and the rhetorical figures of speech of politicians, the "banalities" remain valid as the only certainties, i.e., regularities in the unpredictable currents of relations between states.

Projects on the establishment of world peace in the late Middle Ages were initially marked by religious views on the world. Christian church was the subject of war and peace and it did not make differences among peoples. It had universal aspirations. This dogmatic comprehension will be abandoned by the appearance of national states where the state becomes subject of war and peace. A division among nations appears and the possibility of their mutual recognition. In that way relations among states are being regulated from the point of view of international relations. His basic principle becomes the one of sovereign equality, this could happen after the termination of religious wars which got its peak by Westphalia peace. Starting from Dubois, Podjebrady, Penn, Duke of Silly, via Hobbes, Grotius end Puffendorf, it will be possible to determine how changes in society political systems and way of production influenced the developments of ideas on perpetual peace. The achievements of these thinkers were revolutionary and were still valid. It is worth mentioning the principles of sovereign equality of states, the presence of realism in international relations and the existence of judicial institutions such as the International Court of Justice.

Although the topic of dividing Kosovo and Metohija into the Serbian and Albanian part was mostly avoided by officials, both national and international, it has been discussed in public since the 1960s, mostly owing to Dobrica Ćosić. By choosing the concept of "demarcation" as "the final solution" during the negotiations between Belgrade and Priština from 2018, the thinking about partition has been reaffirmed. At one point, the highest officials of the Republic of Serbia have announced that the idea represents an official position. However, there are four problems with this approach. Firstly, this concept has never been concretized at the official level. The proposals by Branislav Krstić and Dušan Bataković were probably considered, but not adopted as a part of the Serbian state strategy. Secondly, there was no preparation of the public for such an outcome or that work was sloppily done at the moment when the proposal, at least in principle, was declared official. Hence, the "shallow support" was relative, which is why the legitimacy of the idea was questioned. Thirdly, there are no serious indications that the Albanian party is interested in such an outcome. The attitude of politicians, their readiness to discuss this topic is not well accepted by the Albanian public, thus such a course of action is disputed. Even if a consensus was reached in the negotiations and some kind of agreement was signed with such content, it would remain open how long-term it would be and what consequences there would be in the future. The indications that demarcation can be considered are conditioned in such a way that it would actually represent essential delimitation, exchange of territories, with the accompanying request to continue the process of enlarging the Albanian ethno space. Fourthly, there is no agreement of international factors to carry out something like that. Post-cold war concept of security is based on realistic postulates and emphasises a concept of state, forces,power and national interests. Military and political concept of security was dominant while the relations between the superpowers was based on the so called bipolar balance of power. Identity of states was realised by membership in military, political and economic organisations. The strategy of returning to the era of nuclear weapons reaches its full flowering. The crucial point of security after the end of Cold war consists of searching for giving answers to the threats coming from the outside and abilities of states to maintain their independent integrity against changed relations among the powers, which potentially may become enemies. Under such circumstances powers should not be ignored in any interpretation of any aspect of security, for realistic theories of international relations are still of great influence in the field of security. They will be modified in different conditions and will act in the sense of enlarged concept of security - instead of dominant concepts of political and military security typical for the Cold War era, economic, social and environmental factors will appear. Basic weakness of the realistic theories of security is in the lack of recognising the importance of cooperation between main factors in international community. This failure will be replaced neo realistic and liberal and institutional theories of security which emphasises the concept of cooperation in the first place. Concepts of power, forces and integral processes will be observed within the context of changes in the international relations.

Fight against organized crime is a proactive, strategically oriented activity of all contemporary, democratic states, both nationally and at the international level. The set limits of more efficient suppression of the most serious crimes are the result of active reforms of national normative frameworks, ratified international documents, but also intensive professional cooperation between countries in the field of detecting, combating and prosecuting organized crime. Security threats, which are extremely high when it comes to organized crime, would be difficult to combat without adequate international cooperation between democratic states. One of the countries that actively participate in international cooperation, emphasizing cooperation with European agencies is Serbia. Namely, there is a justified question of the efficiency of Serbia's cooperation with European agencies in the suppression of organized crime, the harmonization of the national framework with the acquis communautare, which is the goal of research in this paper. In accordance with that, the author, through expert and critical analysis of normative solutions, results of practical application and valid theoretical views, analyses the subject matter from the following aspects: first, introductory considerations; second, the effectiveness of financial investigations and the Action Plan for Chapter 23; third, Serbia's cooperation with European agencies in combating organized crime and reforming the normative framework; fourth, concluding remarks. ; Борба против организованог криминалитета представља проактивну, стратешки орјентисану активност свих савремених, демократских држава, како унутар њених граница, тако и на међународном нивоу. The first section of this paper discusses a public diplomacy concept within the international relations paradigm shift that takes place in a radically changed global environment. Public diplomacy is analyzed primarily through cultural aspects in relation to other concepts such as propaganda and 'nation branding'. The second part is dedicated to identification of the key problems that the Republic of Serbia is facing regarding conceptualization and implementation of public and cultural diplomacy. It analyzes the institutional framework and effects of international Serbian policies up to now. It points to the need for long-term synchronous involvement of different actors in the field of public and cultural diplomacy of the Republic of Serbia, in order to promote not only its political positioning and reputation in the world, but for the sake of strengthening its economic and other development resources. Recognition of public and cultural diplomacy as an effective long-term means of building the reputation and position of the Republic of Serbia in international relations is extremely important. It means to articulate the need to design a new cultural concept, which would be built into a system of values that traces the path of Serbian development. The basic question, therefore, in terms of conceptualization of public and cultural diplomacy, remains the question of the narrative. This is the new and the old question of all questions: 'Who are we, where are we going and where do we want to go?'.

Shanghai Cooperation Organization was founded in 2001 under a Declaration signed by the leaders of five independent states from the territory of former Soviet Union and the President of the People's Republic of China. The Charter, adopted by the organization's member states as their basic document, emphasizes their commitment to strengthen their mutual trust and good-neighborliness and friendly cooperation; to keep and maintain the peace, stability and security of the region; as well as to fight together against all forms of terrorism, separatism and extremism. Although there are significant differences between the member states in almost all matters of social and governmental organization, over its ten-year existence the Shanghai Cooperation Organization has proved its vitality and has become respectable entity not only of the regional but also of international cooperation on the whole. In recent years all main actors of contemporary international relations have tried to establish and develop the cooperation with this important intergovernmental association. What the further development of the Shanghai Cooperation Organization will be like and where the organization will be positioned within the future world order is difficult to be definitely determined. Apart from the role of the two leading states of this organization - Russia and China, its eventual position will be greatly influenced by other major international factors as well, which, in the era of unstable energy and other forms of security, find the area of Central Asia ever more significant and attractive.

Foreign investment fund in the world has multiplied several times in the last twodecades. However, growing trend of foreign investments fl ow has been broken by the recentfi nancial crisis in the world. Lower infl ow of foreign investments into the developingcountries has made the funding of their current accounts diffi cult, because it becamemore diffi cult for them to get loans in the international capital market. Most net importersof capital are net debtors in the international capital market, which made them increaseinvestment attractiveness for international investors. Thus they tried to decrease theirexposure to the loan market. Although foreign investments are desirable source of fundingthe current account defi cit, net infl ow of these funds generates negative balance in theincome account and puts pressure on the balance of payments of the country. World investmentfl ows have returned to the upward trend in 2013.This paper analyses foreign investments fl ow in the world, by groups of countries.The groups of countries, the subject analysis of this paper, are: Asia, Latin America,Africa, countries in transition and developed countries. The most signifi cant countriesthat are net exporters of capital in the world are the European Union and USA, while thebiggest importers are the growing Asian countries. Starting period for this analysis is1990, and ending period is 2013. Therefore, time series of the analysis covers economiccycles, i.e. rise from the nineties of the last century, then the period of global fi nancial andeconomical crisis that lasted all the ay until the end of 2012.

The ultimate goal of game theory is to provide a theoretical model for strategic situations' analysis, i.e. for situations where one actor's choice depends on the behavior of other players in the game. As a concept, game theory is also applicable to the legal context. Legal dialectics and processes are often conducted in some form of strategic interactions. Game theory is a way to see how legal rules affect particular actors' behavior. International Economic Law has its own dynamics which makes the process similar to the analysis through the game theoretical tools. Therefore, the rules of international law are considered as the rules of the game that are taking place among different actors. Game theoretical considerations clarify the substance of the interaction and cooperation of players involved (states, international organizations and other actors). Game theory provides a basis for normative analysis of the issue of implementation of the rules of international law and improves understanding of those rules. The topic of the paper is the application of the game theory in the context of the legal framework established by the World Trade Organization. The member states' dilemma between using the advantages and liberalization options provided by the WTO on the one hand, and joining the regional trade agreements, on the other one, is strategic by nature. Therefore, game theory can contribute to understanding and resolving, using the game of 'prisoner's dilemma' as a model. It is the game which clearly shows that a group of rational egoists can end up worse than a group of actors that acts prima facie contrary to their own interests. 'Prisoner's dilemma' demonstrates why society and law has the need for coordination as well as mechanisms for co-operation. WTO member states put emphasis on the process of liberalization conducted in the framework of regional trade agreements (RTAs); at the same time, their participation in WTO negotiations is not effective and efficient enough to make a breakthrough in the multilateral framework. A solution of the game for Member States is not to cooperate: i. e, liberalization is primarily achieved through regional agreements rather than within the WTO. The rational decision of the Member States (opting for a regional approach) has resulted in a suboptimal result, which is a basic characteristic of the game model based on a prisoner's dilemma: in this case, the optimal solution would be cooperation through a multilateral framework (World Trade Organization).

For over a century, rumours have been spread from Croatia about Serbia's intention to create a Greater Serbia and its aspirations to greater Serbian hegemony. This has been a constant refrain in all anti-Serbian speeches delivered both before the Yugoslav and international public. On the one hand, the Serbs and Serbia were presented as aggressors with great territorial appetites, whereas on the other, the aim was to conceal one's own aggression and territorial pretensions to the ethnic, state and historical territories that belonged to others. Though such tactics is a well-known and long-lasting feature of Croatian politics, it has not been given an appropriate place and explanation in Serbian and foreign historiography. Croatia inherited such political approach from Austria-Hungary which demonised and satanised the Serbian intentions aimed at liberation and unification all the more so as its appetites towards the territories in the Balkans increased and as it more strongly expounded the German Drang nach Osten policy. According to such tactical approach, everything that was Serbian was proclaimed greater Serbian in order to nip in the bud and thwart Serbian interests which conflicted with the AustroHungarian ones. Following in the wake of Austro-Hungarian policy, in which they participated and often played the leading role, in all historical periods – from the 1848 revolution to this day the Croats have been denouncing Serbian often labelling it as greater Serbian. By reviling Serbhood and greater Serbhood, in which they saw the main rival to Croatdom and greater Croatdom, Croatian politicians did not only dream about a Greater Croatia, but also worked on building it, with determination and consistency, faithful to the principle that such end justifies all means, including even the genocidal annihilation of the Serbs. The Croatian aspirations to territorial enlargement have a rather long history. Although small in numbers and in a small territory, the Croats have fostered great imperial ambitions. This may be well illustrated with the various names such as: "Alpine or mountainous Croats" (Slovenes), "Orthodox Croats" (Serbs), "indisputable Croats" or the "flower of the Croatian nation" (Muslims), "Turkish Croatia", "Red Croatia", "White Croatia" or "Carpathian Croatia", which were the territories of Bosnia, Montenegro, Dalmatia and Slovenia. These names have been carefully cherished and for centuries instilled in the consciousness of a Croat with the aim to develop the awareness of Croatia's greatness and the numerical strength of the Croats. With the present two studies, I wish to demonstrate and prove when, how, on what foundations and with what objectives the Croats have endeavoured, from the 1848/49 revolution until the present time, to get hold of some parts or the entire territories of Vojvodina and Bosnia and Herzegovina. As precious data on this topic are scattered in different places, it is hard to gain insight into the entirety of this national, state-legal and geopolitical issue. With this in mind, I have elaborated in these papers, in a chronological sequence, on all important Croatian territorial claims on Vojvodina and Bosnia and Herzegovina. I have thus practically uncovered the decades-long greater Croatian politics and have provided concrete answers to the Croatian attacks at Serbia and the Serbs in regard to the so-called greater Serbian politics. I would also like to inform readers that this book is the second, supplemented and expanded edition of the book first published in 2012 in small print run (500 copies) and sold out a long time ago. The paper points to the relations between multilateral environmental agreements (MEAs) with global characteristics and contemporary security problems. Starting from the existing architecture of MEAs, the importance of several key global security challenges (climate change, water resource management, biodiversity protection, waste management and hazardous chemicals) has been ephasised. Status of the members of the UN Security Council, Republic of Serbia (RS) and RS' neighboroughing countries (EU members) in MEAs is overviewed. The basis of the analysis is 15 MEAs open for universal membership, whose depository is the UN Secretary General. It is noted that there is no uniform membership of the states UN Security Council' members in the MEAs. Some of the UN Security Council's members are not contracting party in several MEAs. At the same time, EU member states (those who are permanent members of the UN Security Council, as well as RS neighboring EU countries) are members of majority of the MEAs. RS, in terms of the number of MEAs where is a contracting party, lags behind the neighboring states EU members.
