Wydarzenia przełomu lat 1989-1990, które wpłynęły na przemiany w Polsce oraz w innych państwach Europy Środkowej i Wschodniej spowodowały, że kwestie bezpieczeństwa i gwarancji jego zapewnienia stały się podstawowym elementem polskiej racji stanu i głównym celem realizowanej polityki zagranicznej. Rozpoczął się proces budowy nowych powiązań traktatowych. W niniejszym artykule dokonano analizy traktatów o przyjaźni i współpracy zawartych przez Polskę, które odgrywają szczególną rolę w stosunkach traktatowych państw. Zakres podmiotowy został ograniczony do umów podpisanych z państwami sąsiednimi, biorąc pod uwagę fakt zmian, które zaszły w bezpośrednim otoczeniu Polski, która zyskała na swoich granicach nowych sąsiadów. This paper aims at defining the concept of "geopolitical space of the geopolitics of the Sea" and it analyses the way it is constructed. Given that the notion of geopolitical space in the general sense has been largely neglected in contemporary geopolitical theory, this is not a simple task. The paper deals with a physical space of the World Sea and utilizes the theory of modern human geography in which space is understood as a product of human activity. We argue that there is a significant connection between geopolitics of the Sea and the academic discipline of the International Law of the Sea. This link is taken as the basis for the discussion regarding geopolitical space, which encompasses three teleological elements: the fulfillment of the paper's main objective; the argument regarding the connection of Geopolitics of the Sea with the International Law; and, finally, presenting the political science context of the codification of the modern International Law of the Sea. By using earlier studies, the paper analyses the geopolitical space through ideas of construction within dichotomy, as well as through the process of establishing a community within the international framework. The paper also offers our own theory according to which the geopolitical space is the space of manifestation of geopolitical phenomena. ; Temeljni je cilj rada prikazati na koji način nastaje i šta zapravo jeste "geopolitički prostor geopolitike mora". Argumentacija nije bila jednostavna jer je geopolitički prostor kao pojam u općem smislu zanemaren u recentnoj geopolitičkoj teoriji. U diskusiji smo se bavili fizičkim prostorom Svjetskog mora te koristili teorijom suvremene humanističke geografije u kojoj je prostor proizvod društvene djelatnosti. Iznijeli smo stav da je geopolitika mora posebno disciplinarno povezana s međunarodnim pravom mora. To smo, dalje, iskoristili kao poligon za raspravu o geopolitičkom prostoru, i to s tri teleološka elementa: ispunjenje osnovnog cilja rada; argumentacija veze s pravom; te prikaz politološkog konteksta procesa kodifikacije suvremenog međunarodnog prava mora. Geopolitički prostor smo ispitali kroz postojeće ideje konstrukcije unutar dihotomije, te pri uspostavi zajednice u međunarodnom okviru. Ponudili smo i vlastitu teoriju po kojoj je geopolitički prostor prostor manifestacije geopolitičkih fenomena.

W artykule podjęto próbę analizy tego, w jaki sposób Unia Europejska odgrywa charakterystyczną dla siebie międzynarodową rolę tzw. "łagodnej potęgi" (soft power). W rozważaniachwzięto pod uwagę fakt, że UE oddziałuje na swoje otoczenie zewnętrzne za pomocą przede wszystkim środków o charakterze politycznym, dyplomatycznym, ekonomicznym, kulturowymitp., a nie poprzez zastosowanie "twardych" (hard) instrumentów przymusu (w tym siły zbrojnej). Koncepcja Unii Europejskiej jakosoft power posłużyła jako punkt wyjścia do prezentacjiinnych teorii bezpośrednio z nią związanych, w pierwszym rzędzie koncepcji UE jako civilian power, a następnie normative poweri innych teorii pochodnych. Uwzględniają one rozmaite aspekty specyfiki Unii Europejskiej jako unikatowego uczestnika współczesnych stosunków międzynarodowych, powstrzymującego się od wykorzystywania siły militarnej i promującegowartości demokratyczne. ; The article attempts to analyze how the European Union plays its distinctive international role as a so-called soft power. The paper takes into account the fact that the EU acts on its external environment using primarily of a political, diplomatic, economic and cultural means, and not through the use of 'hard' instruments of coercion (including the armed forces). The concept of the European Union as a 'soft power' serves as a starting point for the presentation of other theories directly related to it – in the first place the concept of the EU as a 'civilian power' and 'normative power' and other theories derivatives. They take into account various aspects of the specificity of the European Union as a unique participant in contemporary international relations, restraining from using military force and promoting democratic values.

Celem artykułu jest ukazanie wpływu i logicznych konsekwencji efektów dyskursu na temat związków między uniwersalizmem, modernizacją i westernizacją na promowane przez różne międzynarodowe organizacje i agencje ratingowe standardy pożądanych wzorców ładu instytucjonalnego sprzyjającego wzrostowi międzynarodowej instytucjonalnej konkurencyjności gospodarek. Problematyka ta mieści się również w obszarze badań współczesnej teorii modernizacji. Bez względu na fakt ogromnego dorobku badawczego w tym zakresie, ciągle trudno ocenić konkurencyjność ładu instytucjonalnego ex ante. Społeczność międzynarodowa stoi w obliczu rozproszonego i ponadnarodowego zagrożenia epidemiologicznego, którego powaga i rozmiar wymagają obecnie niespotykanego poziomu interwencji. Na przestrzeni wieków ludzkość zmagała się z różnymi epidemia, co zawsze wiązało się z koniecznością kompleksowego działania na płaszczyźnie międzynarodowej. Zdaniem Rady Bezpieczeństwa ONZ epidemia spowodowana wirusem ebola, która wybuchła pod koniec 2013 r., stanowi szczególne zagrożenie dla pokoju i bezpieczeństwa międzynarodowego, ponieważ zdobycze w obszarze budowania pokoju i rozwoju krajów najbardziej dotkniętych epidemią mogą zostać zaprzepaszczone. To z kolei podważa stabilność krajów najbardziej nią dotkniętych. Jeśli nie zostanie opanowana, to sytuacja taka może doprowadzić do wybuchu nowych niepokojów i napięć społecznych, pogorszenia klimatu politycznego, stygmatyzacji i wzmocnienia poczucia niepewności. Podjęta w tej sprawie przez Radę Bezpieczeństwa ONZ rezolucja ma wymiar historyczny, gdyż po raz pierwszy problem zdrowia publicznego został zaklasyfikowany jako zagrożenie dla pokoju i bezpieczeństwa międzynarodowego. Stało się tak, mimo że mobilizacja międzynarodowa była spóźniona o kilka miesięcy, chociaż konieczność podjęcia działań była wówczas oczywista. ; The international community faces a fragmented and transnational epidemiological threat, the severity and extent of which currently require an unprecedented level of intervention. Over the centuries, mankind has been confronted with a variety of epidemics that have always required a comprehensive action at the international level. According to the UN Security Council, the outbreak of the Ebola virus at the end of 2013 poses a particular threat to international peace and security, as the peace-building and development achievements of the countries most affected by the epidemic are jeopardised and may end in vain or be lost altogether. This in turn undermines the stability of the countries most affected. If the disease is not brought under control, this situation might lead to a new unrest and social tensions, and worsening of the political climate, or stigmatisation and a higher sense of uncertainty in the region. The resolution adopted by the UN Security Council on this matter has a historic dimension, as it has for the first time classified a public health problem as a threat to international peace and security. This happened despite the fact that international mobilisation had been delayed by several months, despite the obvious urgent need for action.

Artykuł podejmuje ważny oraz złożony problem, związany z analizą wpływu kształtowania nowego porządku międzynarodowego dla polityki Niemiec wobec Rosji. Składa się on z trzech części: 1) ogólne tendencje niemieckich badań nad przemianami porządku międzynarodowego; 2) istota nowej strategii polityki Niemiec wobec Rosji; 3) wyzwania realizacji polityki Niemiec wobec Rosji. Jako czołowe państwo UE o rozbudowanych interesach globalnych Niemcy będące czwartą gospodarką światową korzystały w XXI w. w dużym stopniu ze zdobyczy globalizacji oraz dominującego w skali całego świata – międzynarodowego porządku neoliberalnego. W tym kontekście pierwszoplanowe znaczenie dla Niemiec miała współpraca z Rosją jako partnerem strategicznym. Uległa ona ograniczeniu po przejściu Rosji do polityki jawnej agresji przeciw Ukrainie w 2014 r. (aneksja Krymu oraz wsparcia dla Separatystów w Donbasie), podważając tym samym istniejący porządek międzynarodowy. W konsekwencji nałożenia na Rosję sankcji – przez USA, kraje NATO i UE – ekipa rządząca na Kremlu na czele z W. Putinem dokonała zwrotu w kierunku pogłębienia współpracy z Chinami, zmierzając zarazem do osłabienia wpływów USA i budowy konkurencyjnego porządku multilateralnego. Napięcia i trudności w relacjach transatlantyckich na tle polityki "America first" nowego prezydenta USA D. Trumpa od początku 2017 skłoniła Niemcy do podtrzymania relacji z Rosją oraz Chinami w wymiarze bilateralnym i wielostronnym. ; The article addresses an important and complex problem concerning the analysis of the implications of shaping a new international order for Germany's policy towards Russia. It consists of three parts: 1. General tendencies of German research on changes in the international order, 2. The essence of the new German policy strategy vis-à-vis Russia, 3. Challenges for the implementation of Germany's policy towards Russia. As the leading EU country with extensive global interests, Germany – being the fourth global economy – in the 21st century benefited largely from the achievements of globalization and the international neoliberal order with the dominant role of the United States. In this context, cooperation with Russia as a strategic partner was of key importance to Germany. It was curtailed after Russia's transition to a policy of explicit aggression against Ukraine in 2014 (annexation of Crimea and support for separatists in Donbas), thus undermining the existing international order. As a consequence of imposing sanctions on Russia – by the USA, NATO countries and the EU – the Kremlin's leadership team headed by W. Putin made a shift towards deepening cooperation with China, aiming at weakening US influence and building a competitive multilateral order. Tensions and difficulties in transatlantic relations against the background of "America first" policy of the new US president D. Trump from the beginning of 2017 prompted Germany to maintain relations with Russia and China in a bilateral and multilateral dimension.

The paper presents the basic assumptions about countries being regarded by the public in the context of environmental awareness. In addition to reviewing theoretical achievements the results of previous studies of public opinion in this dimension were presen- ted. For the purpose of this paper it was adopted to analyze the interrelationships between the state of the environment and the actions of the European Union countries in the area of its protection and their perception in the public opinion in the international arena. The study used the Spearman rank correlation. ; W artykule przedstawiono podstawowe założenia dotyczące postrzegania państw na arenie międzynarodowej w kontekście świadomości ekologicznej. Oprócz przeglądu dokonań teoretycznych przedstawione zostały wyniki dotychczasowych badań opinii publicznej w tym wymiarze. Za cel artykułu przyjęto przeanalizowanie zależności zachodzących pomiędzy stanem środowiska naturalnego i działaniami państw Unii Europejskiej w obszarze jego ochrony a ich postrzeganiem przez opinię publiczną na arenie międzynarodowej. W badaniach wykorzystano analizę korelacji rang Spearmana.

Niniejszy artykuł dotyczy rozdźwięku pomiędzy liberalną retoryką a społeczno- polityczną rzeczywistością współczesnych stosunków międzynarodowych. Autor twierdzi, że jakkolwiek liberalizm nadal zapewnia wiodącą perspektywę eksplanacyjną współczesne stosunki międzynarodowe są zbyt dynamiczne i skomplikowane aby można było zanalizować je wyłącznie w ramach liberalizmu, który zresztą popada w dogmatyzm. Z tego powodu, adekwatna analiza współczesnej demokracji oraz politycznych i gospodarczych aspektów współczesnych stosunków międzynarodowych jest niepełna, jeśli nie uwzględnia pewnych wniosków ze sfery realizmu, konstruktywizmu, a nawet postmodernizmu. Przykład transformacji demokratycznej w Europie Środkowo-Wschodniej doskonale obrazuje tę tezę. Liberalne reformy w regionie wciąż zderzają się z rygorystycznymi poglądami wywodzącymi się z socjalistycznej przeszłości. Liberalne wartości sąpoza tym zniekształcane i błędnie pojmowane. Wyjaśnianie tych procesów wykracza daleko poza liberalizm i analiza nawet samego wschodniego poszerzenia Unii Europejskiej byłaby bardziej wyczerpująca gdyby uwzględniła pewne odniesienia do realizmu, krytyki teoretycznej czy postmodernizmu. ; This paper refers to the gap between the liberal rhetoric and the reality of contemporary international relations. It maintains that liberalism remains a leading explanatory perspective, yet contemporary international affairs are too dynamic and too complicated to analyse them within liberal perspectives alone. In addition, liberalism tends to fall into dogmatism. Thus, the adequate analysis of today's democracy, as well as the political and economic aspects of contemporary international relations becomes incomplete without a reference to some realist, constructivist and even postmodernist conclusions. The example of the East-Central European democratic transformation clearly illustrates this thesis. The liberal reforms in the region still clash with the illiberal attitudes inherited from the communist past. Additionally, liberal values are misconceived and misunderstood. The explanation of those processes reaches far beyond liberal confines, and even the analysis of the Eastern enlargement of the European Union would be more complete with some realist, critical theoretical or postmodernist remarks added to it.

Celem artykułu jest analiza federalno-regionalnego modelu stosunków w odniesieniu do międzynarodowej aktywności poszczególnych regionów. Uporczywy trend centralizacji modelu federalno-regionalnego, zapoczątkowany za prezydentury Władimira Putina, spowodował powstanie nietypowej koncepcji centralnej koordynacji międzynarodowymi działaniami regionów. Pomimo dominacji Federacji Rosyjskiej nad regionami, nie jest to koncepcja utrwalona, ponieważ Kreml nie dysponuje wystarczającymi zasobami, głównie personalnymi, aby w pełni kontrolować sytuację polityczną w regionach. Wyłaniająca się koncepcja centralizmu wydaje się nie tylko szkodzić interesom poszczególnych regionów, ale podważać także siłę putinowskiego reżimu autorytarnego w dalszej perspektywie. ; The paper's aim is to explore the federal-regional model of relations as far as international activities of regions is concerned. A persistent centralization tendency, applied to the federal-regional model of relations and started under Vladimir Putin's presidency, has created an unusual concept of centralist coordination concerning the international activity of regions. Despite the federal dominance over regions, the concept is far from being consolidated, since the Kremlin lacks the resources, mainly human, to fully control the political situation in the regions. Yet, this evolving centralist concept seems to be detrimental not only to regions' interest, but also questions the strength of Putin's model of an authoritarian regime in the long term.

The article is aimed at assessing the regulations of the European Convention for the protection of vertebrate animals used for experimental and other scientific purposes, opened for signature in Strasbourg on 18 March 1986, and Directive 2010/63/EU of the European Parliament and of the Council of 22 September 2010 on the protection of animals used for scientific purposes in the context of their impact on the number of procedures which set out a model for the protection of animals used for scientific purposes in European countries, in the perspective of their impact on the reduction of the number of scientific procedures using animals carried out in European countries, including especially those involving the highest degree of suffering for animals. The starting point for this assessment was the identification of rules determining the admissibility of scientific use of animals in European countries and the impact that certain measures implemented under these rules may have on the reduction of the number of procedures involving animals. In principle, the analysis of these solutions is to specify the directions of further development of regulations aimed at protecting animals used for scientific purposes. ; Celem artykułu jest ocena regulacji Europejskiej Konwencji w sprawie ochrony zwierząt kręgowych wykorzystywanych do celów doświadczalnych i innych celów naukowych, sporządzonej w Strasburgu w dniu 18 marca 1986 r., oraz dyrektywy Parlamentu Europejskiego i Rady 2010/63/UE z dnia 22 września 2010 r. w sprawie ochrony zwierząt wykorzystywanych do celów naukowych w kontekście ich wpływu na liczbę procedur, które wyznaczają model ochrony zwierząt wykorzystywanych do celów naukowych w państwach europejskich, w perspektywie ich wpływu na ograniczenie liczby procedur naukowych z wykorzystaniem zwierząt przeprowadzanych w państwach europejskich, w tym w szczególności procedur wiążących się z najwyższym poziomem doznawanych przez zwierzęta cierpień. Punktem wyjścia do tej oceny było określenie zasad determinujących dopuszczalność wykorzystania zwierząt do celów naukowych w państwach europejskich, a także wpływu, jaki określone środki wdrażane w ramach tych zasad mogą wywierać na ograniczenie liczby procedur z wykorzystaniem zwierząt. W założeniu analiza tych rozwiązań ma pozwolić na wskazanie kierunków dalszego rozwoju regulacji mających na celu ochronę zwierząt wykorzystywanych w celach naukowych.
