International hydroacoustic surveys have been conducted in the Baltic Sea since 1978. The starting point was the cooperation between the Institute of Marine Research (IMR) in Lysekil, Sweden, and the Institute fur Hochseefisherei und Fishverarbeitung in Rostock, German Democratic Republic, in October ¨ 1978, which produced the first acoustic estimates of total biomass of herring and sprat in the Baltic main basin (Håkansson et al., 1979). Since then there has been at least one annual hydroacoustic survey for herring and sprat and results have been reported to ICES. The Baltic International Acoustic Survey (BIAS), is mandatory for the countries that have exclusive economic zone (EEZ) in the Baltic Sea, and is a part of the Data Collection Framework as stipulated by the European Council and the Commission (Council Regulation (EC) No 199/2008 and the Commission Data Collection Framework (DCF) web page1 ). The IMR in Lysekil is part of the Department of Aquatic Resources within Swedish University of Agricultural Sciences and is responsible for the Swedish part of the EU DCF and surveys in the marine environment. The Institute assesses the status of the marine ecosystems, develops and provides biological advices for the sustainable use of the aquatic resources. The BIAS survey is co-ordinated and managed by the ICES working group WGBIFS. The main objective of BIAS is to assess herring and sprat resources in the Baltic Sea. The survey provides data to the ICES Baltic Fisheries Assessment Working Group (WGBFAS).

The IENE 2014 conference puts emphasis on the "greening" of transport infrastructure: both in respect to a wiser use of marginal infrastructure habitats to favour biodiversity and certain ecosys- tem services, and in respect to a more permeable and safer infrastructure that minimises the direct impact on wildlife. Transportation and infrastructure are recognised as signi cant drivers in the global loss of biodiverity. Their impacts on nature are well described and there is ample evidence for the negative effects of traffic and transportation infrastructure on nature. Even though roads and railroads may occupy but a small proportion of an area, they a ect the entire landscape, cause the death of millions of wild animals, and disturb surrounding habitats through pollution, noise and alien species. The overall impact is evident, but there are means to minimise the pressure, to adjust infrastructure facilities and, to some degree, introduce beneficial services for wildlife. Such measures can and should be implemented as a standard in infrastructure development and maintenance. Knowledge about their functionality and e cacy is, however, not always satisfying. Technical innovations and new mitigation concepts need to be tested and evaluated. Their func- tionality and e ectiveness also depends on the interplay between the transport sector and other sectors of society. Communication, knowledge transfer, and public education are just as essential here, as legal frameworks, policy, technical development and environmental science. European policy (e.g., Green Infrastructure) is developing clearly in this direction, recognizing the transport sector and transportation facilities as important players in the endeavour towards a greener and sustainable future. Obviously, this calls for international collaboration in research and practice, for enhanced exchange of knowledge between disciplines, and for the development of harmonised standards and pro- cedures that can be referred to by international actors. IENE provides this interdisciplinary arena through its conferences and workshops. The IENE 2014 international conference emphasises that transport infrastructure can be planned and designed as an ecologically well-adopted, safe and e cient system, while acknowledging that certain impacts can never be avoided. IENE, together with the Swedish Transport Administration, the Swedish University of Agricultural Sciences, the Danish Road Directorate and numerous other partners, invites scientists, practitioners and planners, governmental agencies and private companies, NGO's and anybody with an interest in the above to the IENE 2014 conference in Sweden. It eventually raised media sociological questions upon the professionalism of U.S. news media in relations to U.S. foreign policy, media democracy and humanistic question over the struggle between economic pragmatism and individual freedom, especially in international integration. ; The growing strategic and pragmatic relationship between the two nations is the foregrounding social-political context that leads to the journalistic framing of the visit as a media event, a win-win peaceful contest, and an celebrative and friendly welcoming performance. And that the American TV news media tend to pay more reverence towards the government during critical historic political moment, in this case the U.S. visit by Hu. The U.S news media, with TV news as the main focus in this study, tend to adopt the ritualistic media event script in framing the visit in an respectful, peaceful and optimistic manner. A special regulatory regime applies to products of recombinant nucleic acid modifications. A ruling from the European Court of Justice has interpreted this regulatory regime in a way that it also applies to emerging mutagenesis techniques. Elsewhere regulatory progress is also ongoing. In 2015, Argentina launched a regulatory framework, followed by Chile in 2017 and recently Brazil and Colombia. In March 2018, the USDA announced that it will not regulate genome-edited plants differently if they could have also been developed through traditional breeding. Canada has an altogether different approach with their Plants with Novel Traits regulations. Australia is currently reviewing its Gene Technology Act. This article illustrates the deviation of the European Union's (EU's) approach from the one of most of the other countries studied here. Whereas the EU does not implement a case-by-case approach, this approach is taken by several other jurisdictions. Also, the EU court ruling adheres to a process-based approach while most other countries have a stronger emphasis on the regulation of the resulting product. It is concluded that, unless a functioning identity preservation system for products of directed mutagenesis can be established, the deviation results in a risk of asynchronous approvals and disruptions in international trade.

In recent years, studies in the fields of both foreign policy analysis and international relations theory on China's domestic level have increased. However, these increases in studies have not been well received. Our research reviewed the related classical literature and the published literature over the past decade, seeking to find correlations among the various domestic factors and explore the progress of the operationalization of several variables. Our findings reveal that regime type and beliefs are the two variables which have been well studied in both of the fields of foreign policy analysis and international relations theory; that variables related to actors have been studied in the field of foreign policy analysis; and that new academic achievements inboth the studies have been adopted into the paradigms of international relations theory. These new developments have generally stimulated multilevel analysis in international relations. ; 近年来,国内政治层次在对外政策分析和国际关系理论两个领域的共同推动下,形成了一个要素庞多、交互复杂的知识网络体系,但却很少有研究兼顾宏观与微观双视角下去探究、梳理、整合这个知识体系。通过考察相关经典文献与近十年的研究成果,本文对国际关系研究中的国内政治解释进行类型化的分析,从宏观上寻找各要素之间的相关性,从微观上探索各变量的操作化进展。各变量在对外政策分析与国际关系理论两个领域的发展状况和深入程度存在差异,其中政体、观念等是两个领域的交互关系较深的变量,而行为体相关变量主要由对外政策分析领域推动,一些国际关系理论范式直接套用了这些研究成果。两个领域间相互推动发展的这种关系,不仅使国际关系研究不再只强调单方向、单层次的分析方法,而且互动与跨层次分析的成果也越来越丰富。

Como respuesta al conflicto armado que se ha desarrollado en Libia a lo largo de 2011, la UE ha ejecutado las sanciones decididas por el Consejo de Seguridad que no implican el uso de la fuerza, ha destinado más de 150 millones de euros de ayuda humanitaria a la región, ha puesto en marcha la operación FRONTEX "EPN Hermes Extensión 2011", y ha proyectado una operación militar de apoyo a la asistencia humanitaria, la EUFOR Libia, que nunca se ha desplegado. En una perspectiva más general, las revueltas populares que se han sucedido en varios Estados del sur del Mediterráneo, entre ellos Libia, en el que se ha desembocado en una guerra civil, han certificado el fracaso de la política exterior de la UE en esta región. En efecto, durante la última década la política euromediterránea de la UE ha estado mucho más centrada en la cooperación económica y comercial —sobre todo en el campo energético— y en el control de la inmigración irregular, que en el escrupuloso respeto del ordenamiento internacional y la promoción de la democracia, el Estado de derecho y el respecto de los derechos humanos, así como el desarrollo económico y social de la población de los Estados del sur del Mediterráneo. ; As a response to the armed conflict occurred in Libya during year 2011, the EU has applied those Security Council sanctions not involving the use of force. Likewise, the EU has allocated more than E 150 million to humanitarian assistance in the region having implemented Frontex Operation «EPN Hermes Extension 2011» as well and having designed a military operation in support of humanitarian assistance there —the so-called EUFOR Libya, never deployed before. From a more general perspective, people's uprisings in several Southern Mediterranean States —which in the Libyan case has led to a civil war— have proved the failure of EU's foreign policy in the region. The creation of the European Higher Education Area (EHEA) involves taking into account initiatives from the government, and developing procedures for reorganising and transforming social-education methods. The inter-university experience is the first in an innovative teaching process that is to be implemented in succeeding academic years. The main aim is based on the opportunity to try out a social networking application by acquiring the skills of a social educator in building knowledge through on-line discussions, using social constructivism strategies.

In its nature, world history is an evolutionary cycle of non-rules, non-order to rules and order. The Peace of Westphalia began the international order aiming to resolve disputes through multinational meetings. However, the fragile world order and the code of international relations failed to prevent World War Ⅰ. Although a new system of multinational mechanisms, formed after World War I, reformed the international community, it did not stop World War Ⅱ from breaking out. After World War Ⅱ, a new system of international organizations represented by the United Nations and new norms of international relations centered on the Charter of the United Nations were established. Despite its undeniable role in the world order and the norms of international relations, the so-called Yalta System, still has its flaws. After the end of the Cold War, the necessity of a new world political, economic and security order is rising. The theory and practice of global governance is in need of upgrading. However, due to complicated historical and realistic reasons, the process of building up a new order based on new rules would be long and tortuous. L'aparició de la Direcliva Europea de lliure circulació de treballadors és el punt de partida per la que l'Oficina Europea de l'AJEJI decideixi contactar i emplaçar al món professional europeu a realitzar un treball conjunt a partir de dues trobades es construeix una part del que s'anomena la Plalaforma Comuna de la professió. Aquest primer treball serveix de base per consruir; amb les aportacions dels altres continents presents en l'Associació internacional allò que s'anomena el Marc Conceptual de les funcions i competencies dels educadors socials a escala internacional. Els reptes de futur passen per construir el cos teòric de la professió des dels professionals i donar visibilitat al treball socioeducatiu aprofitant els canals administratius i burocràctics de la Unió Europea. ; La aparición de la Directiva Europea de libre circulación de trabajadores es el punto de partida para que la Oficina Europea de la AJEJI decida contactar y emplazar al mundo profesional europeo a realizar un trabajo conjunto. A partir de dos encuentros se construye una parte de lo que se denomina la Plataforma Común de la profesión. Este primer trabajo sirve de base para construir, con las aportaciones de los otros continentes presentes en la Asociación Internacional lo que se denomina el Marco Conceptual de las funciones y competencias de los educadores sociales a escala internacional. Los retos de futuro pasan por construir el cuerpo teórico de la profesión desde los profesionales y dar visibilidad al trabajo socioeducativo aprovechando los canales administraticos y burocráticos de la Unión Europea. ; The appearance of the European Directive on free movement of workers was the starting point for when the European Office of the AIEJI decided to contact and cali upon the professionals in Europe to carry out a joint project. After two meetings a part of what is caused the Common Platfom for the profession was constructed. This first project is the basis for building the Conceptual Framework of the Functions and Competences of Social Educators. on an international scale and wtlh contributions from the other continents present in the international Associalion. Future challenges include establishing a theoretical body for the profession by professionals and to promote the work of social education by making use of adminislralive and bureaucratic channels of the European Union.
