International audience ; The arrangements offered by international community as solutions to Yugoslav dissolution process have significantly affected the development of the Kosovo conflict. These policies failed to produce consensus between the parties in conflict, instead, as the paper demonstrate, they played the role of a catalyst in the initiation of the conflict. This paper, by offering a detailed reconstruction of the process by which the international community tried to settle the Kosovo case, demonstrates how the dynamics of the conflict interacted dynamically with international community attitudes and policies towards the case. The paper discusses the attitudes and policies of international community toward the Kosovo case underlining its attachment to traditional prerequisites of international order instead of inherited causes of conflict. There are three important events that underline the interference of international community in the case of Kosovo before the war: the Conference on Yugoslavia that followed up the creation of the Badinter Committee, the Dayton Agreement and the Rambouillet Talks. These events are explained in details in three separate sections since they have immediate implications for the situation in Kosovo and consequently for the development of the conflict. We first discuss the contribution of existing normative framework to models of international community behavior and their effects in the case of Kosovo conflict following with the reaction of the conflicting parties towards offered arrangements. Both moments are assumed to be of importance in providing a larger picture in the understanding of the outgrowth of Kosovo conflict.

It eventually raised media sociological questions upon the professionalism of U.S. news media in relations to U.S. foreign policy, media democracy and humanistic question over the struggle between economic pragmatism and individual freedom, especially in international integration. ; The growing strategic and pragmatic relationship between the two nations is the foregrounding social-political context that leads to the journalistic framing of the visit as a media event, a win-win peaceful contest, and an celebrative and friendly welcoming performance. And that the American TV news media tend to pay more reverence towards the government during critical historic political moment, in this case the U.S. visit by Hu. In recent years, studies in the fields of both foreign policy analysis and international relations theory on China's domestic level have increased. However, these increases in studies have not been well received. Our research reviewed the related classical literature and the published literature over the past decade, seeking to find correlations among the various domestic factors and explore the progress of the operationalization of several variables. Our findings reveal that regime type and beliefs are the two variables which have been well studied in both of the fields of foreign policy analysis and international relations theory; that variables related to actors have been studied in the field of foreign policy analysis; and that new academic achievements inboth the studies have been adopted into the paradigms of international relations theory. These new developments have generally stimulated multilevel analysis in international relations. ; 近年来,国内政治层次在对外政策分析和国际关系理论两个领域的共同推动下,形成了一个要素庞多、交互复杂的知识网络体系,但却很少有研究兼顾宏观与微观双视角下去探究、梳理、整合这个知识体系。通过考察相关经典文献与近十年的研究成果,本文对国际关系研究中的国内政治解释进行类型化的分析,从宏观上寻找各要素之间的相关性,从微观上探索各变量的操作化进展。各变量在对外政策分析与国际关系理论两个领域的发展状况和深入程度存在差异,其中政体、观念等是两个领域的交互关系较深的变量,而行为体相关变量主要由对外政策分析领域推动,一些国际关系理论范式直接套用了这些研究成果。两个领域间相互推动发展的这种关系,不仅使国际关系研究不再只强调单方向、单层次的分析方法,而且互动与跨层次分析的成果也越来越丰富。

زمینه و هدف: کمبود مواد غذایی، تغییرات اقلیمی و دیگر عوامل سبب شده تا تولید گیاهان تغییر شکل‌یافته ژنتیکی (محصولات تراریخته) از دهه 90 میلادی مورد توجه قرار گیرد. تولید این گیاهان همان‌گونه که موجب امیدواری در رفع گرسنگی بود، به دلیل تأثیر احتمالی بر محیط زیست موج نگرانی را نیز برانگیخت. هدف از این تحقیق، بررسی تعهدات زیست‌محیطی دولت‌ها در حوزه محصولات تراریخته در پرتو اصول حقوق بین‌الملل محیط زیست، اتحادیه اروپا و ایران است. مواد و روش‌ها: نوشتار حاضر به شیوه توصیفی ـ تحلیلی ابتدا اصول پیش‌گفته حاکم در حقوق بین‌الملل محیط زیست را بررسی می‌کند تا دریابد تعهدات زیست‌محیطی دولت‌ها درباره محصولات تراریخته از نظر اصول حقوق بین‌الملل چگونه است و سپس رویکرد اختصاصی اتحادیه اروپا را بررسی و تطبیق داده و بالاخره گذرا این وضعیت را در ایران مرور می‌کند. یافته‌ها: اتحادیه اروپا برخلاف ایالات متحده دیدگاهی احتیاط‌آمیز توأم با سخت‌گیری در حمایت از مصرف‌کننده و محیط زیست پیش گرفته که ریشه در اصول کلی حقوق بین‌الملل محیط زیست دارد. اصولی مانند توسعه پایدار، اقدام احتیاطی، ارزیابی و اطلاع‌رسانی که به جمع رعایت مصالح دولت‌ها در دستیابی به توسعه و پیشرفت و حفظ محیط زیست می‌انجامد، در حالی که در ایران از سویی قوانین حمایتی از محیط زیست به صورت کارآمد تصویب نشده است و یا این‌که در برخی موارد محیط زیست و حمایت از آن مغفول مانده است. ملاحظات اخلاقی: در تمام مراحل نگارش پژوهش حاضر، ضمن رعایت اصالت متون، صداقت و امانتداری، رعایت شده است. نتیجه‌گیری: نتایج این جستار نشان می‌دهد که دولت‌ها در خصوص محصولات تراریخته متعهد به رعایت اصول کلی یا عرفی توسعه پایدار، اقدام احتیاطی، ارزیابی و اطلاع‌رسانی بوده و رعایت اصول مزبور بهترین راهکار جهت صیانت از حقوق مصرف‌کننده و حمایت از محیط زیست است. ; Background and Aim: Food scarcity, climate change and other factors have led to the production of genetically modified crops (transgenic crops) since the 1990s. The production of these plants, as they had hoped to eliminate hunger, also raised concerns about the potential impact on the environment. The purpose of this study is to examine the Governments' Environmental Obligations on Genetically Modified Organism (GMO) in the light of the International Environmetal Law, European Union and Iran. Materials and Methods: The present paper is descriptive-analytical paper and firstly examines the aforementioned principles of international environmental law in order to understand what is the environmental commitment and obligation of governments in the process of cultivation and supply for transgenic products from the perspective of international law. Then, it examines and applies the EU-specific approach and finally reviews this situation in Iran. Findings: The European Union, unlike United States, has taken a cautious approach to consumer and environmental protection. This approach is rooted in the general principles of international environmental law. Principles such as sustainable development, precautionary principle and the principle of notification that bring together the interests of governments in achieving development, improvement and environmental protection, while in Iran,It has not been enacted environmental laws effectively on the GMO or in some cases the environment and its protection have been neglected. Ethical Considerations: In order to organize this research, while observing the authenticity of the texts, honesty and fidelity have been observed. Conclusion: The results show that governments are committed to adhering to the general or customary principles of sustainable development, precautionary principle and the principle of notification in the process of cultivating and supplying for Genetically Modified Organism (GMO), and adhering to these principles is the best way to safeguard consumer rights. In its nature, world history is an evolutionary cycle of non-rules, non-order to rules and order. The Peace of Westphalia began the international order aiming to resolve disputes through multinational meetings. However, the fragile world order and the code of international relations failed to prevent World War Ⅰ. Although a new system of multinational mechanisms, formed after World War I, reformed the international community, it did not stop World War Ⅱ from breaking out. After World War Ⅱ, a new system of international organizations represented by the United Nations and new norms of international relations centered on the Charter of the United Nations were established. Despite its undeniable role in the world order and the norms of international relations, the so-called Yalta System, still has its flaws. After the end of the Cold War, the necessity of a new world political, economic and security order is rising. The theory and practice of global governance is in need of upgrading. However, due to complicated historical and realistic reasons, the process of building up a new order based on new rules would be long and tortuous. Key Words: International Order, Power Relations, Charter of the United Nations, Global Governance ; 世界历史归根到底,就是从无规则无秩序到有规则有秩序,再到建立新规则新秩序无限发展历程。威斯特伐利亚条约的诞生,标志着以多边会议为争端解决机制的国际秩序开始形成,但粗陋而孱弱的世界秩序和国际关系准则并没能阻止第一次世界大战的爆发。一战后形成的一系列新型多边合作机制曾使国际社会欢欣鼓舞,但这套体制和规则仍未能阻止二战的爆发。国际社会于二战结束之际,建立起以联合国为代表的新的国际组织体系和联合国宪章为核心的新型国际关系准则。这套名为雅尔塔体系的世界秩序和国际关系规则虽然发挥了不可否认的历史作用,但许多方面仍不尽如人意。冷战结束后,世界呼唤新的政治经济秩序、安全格局,全球治理从理论到实践都亟待更新。但由于极其复杂的历史和现实原因,建立基于新规则的新秩序,将是一个漫长而曲折的历史过程。 【关键词】国际秩序,大国关系,联合国宪章,全球治理

These are the grades for Xu Yingchao (徐英超), Hsu Ying-Chao (Class of 1937), for classes taken at Peiping National Normal University (now Beijing Normal University) in 1919. The document lists the courses, the hours each week, the length of the course, and his "standing". Some of the classes listed is History of Ethics, Hygiene, Military Science, and theories of Play. The document is signed by the registrar, the dean of the Department of Physical Education, and the president of the University. It is dated June 5, 1936. ; Xu Yingchao (徐英超), Hsu Ying-Chao (Class of 1937) as he was known when he attended Springfield College, was born in 1900 and died in 1986. He studied at Springfield College during 1936-1937. Xu got a Bachelors of Physical Education (B.P.E.) in the summer of 1937 and a Master's of Physical Education in the Spring of 1938. Xu was a pioneer in Chinese sports statistics and the first to introduce sports statistics courses to university classes.

After World War II, an international military court sentenced 20 Nazi doctors and 3 collaborators with crimes against the humanity at the Nuremberg Trials. For the past 70 years after Nuremberg Trials, the restoration to pre-Nazi's ethical standard has been progressed. The eugenicist theories and the policies of racial hygiene were the fundamental axes of the Nazi euthanasia programs without paying attention to the basic ethics of the medicine. German psychiatry that it enjoyed an extraordinary international reputation, played a capital rôle in these programs and the mental patients supposed the main group of risk for these practices during the Nazi era. In this overview, we deal with, the historical perspective of the euthanasia programs of the mental patients, and the procedures for its execution, and the use of the mental patients as investigation tools. Direct consequence of the mentioned penal process gave birth to the Nuremberg Code, which has been considered as the fi rst international code of ethics for the medical experiments with human subjects. During the last 70 years, it has advanced substantially in the restoration of ethical codes and norms to protect patients in particular in the fi eld of psychiatry and psychopharmacology, and its culmination of advancement has been in the 1996 Declaration of Madrid.
