루소의 국제정치사상 재해석 ; Reinterpreting Rousseau's International Political Thought : Politics of Survival in Emile ; 『에밀』을 중심으로 본 생존의 정치학
학위논문(석사)--서울대학교 대학원 :사회과학대학 정치외교학부(외교학전공),2019. 8. 박성우. ; The study of Rousseau's international politics can largely be divided into two main branches: Realism with a pessimistic view towards peace in international politics and Cosmopolitanism via education as depicted in Emile. However, neither interpretation exhaustively covers Rousseau's international political thought. Accepting the framework that International Political Thought should coherently and consistently interpret the individual, national, and international levels of politics, this thesis embodies Stoicism's 'Theory of Oikeiosis' to assess Rousseau's international political thought, focusing on Emile. This study pays attention to Emile because the study of humans embodied in the work contains both a discussion of all three layers – the individual, national and the international - of Rousseau's international political thought, and enough materials to infer his 'Politics of Survival.' Previous studies of Emile has primarily been published by cosmopolitans to invoke idealistic ideas such as conscience, morality, and patriotism. If put under a more realist lens, however, the same ideas could be interpreted as a part of living his life for Emile, or the individual, under the goal of self-preservation. Early in his life, Emile grows up with only negative education as an isolated individual and learns how to live alone. Later, Emile gradually learns how to interact with the society, breaking from his isolated shell to live as a part of a community. In this process, Emile establishes a political society and utilizes concepts that he garnered while in it, such as morality and religion, according to his goal of self-preservation. Although Emile fulfills his duties as a citizen of a Republic, ideas such as civic virtue and patriotism that were created within the country do not initially extend to the outside world. With time, however, Emile's world view expands to encompass the entire human population, and Emile comes to care for even communities outside of his direct community. When the idea of a confederation of countries to resolve the state of war outside of the community turns out to be unfeasible, Rousseau adopts a new solution for the international political situation which is for each individual to strive to do their best in the given situation such as by finding a safe place for his or her freedom of survival. This thesis scrutinizes Emile to depict this process, of the individual striving for survival beyond the community and extending to the nation, international politics, and the entire universe. This research interprets Rousseau's international political thought as 'International Political Thought of Survival' by repurposing cosmopolitan internal mechanisms as tools for survival, while also distinguishing itself from realism by underlining Rousseau's negative pacifism. As such, this thesis provides a balance between the cosmopolitan and realist interpretations of Rousseau's international politics and also attempts to bridge the rift between his national and international political thought by extracting 'survival' as a consistent idea embedded throughout the levels. بررسی تعهدات زیستمحیطی دولتها در خصوص محصولات تراریخته در پرتو اصول حقوق بینالملل محیط زیست، اتحادیه اروپا و ایران ; The Studying of Governments' Environmental Obligations on Genetically Modified Organism (GMO) in the light of the International Environmetal Law, European Union and Iran
زمینه و هدف: کمبود مواد غذایی، تغییرات اقلیمی و دیگر عوامل سبب شده تا تولید گیاهان تغییر شکلیافته ژنتیکی (محصولات تراریخته) از دهه 90 میلادی مورد توجه قرار گیرد. تولید این گیاهان همانگونه که موجب امیدواری در رفع گرسنگی بود، به دلیل تأثیر احتمالی بر محیط زیست موج نگرانی را نیز برانگیخت. هدف از این تحقیق، بررسی تعهدات زیستمحیطی دولتها در حوزه محصولات تراریخته در پرتو اصول حقوق بینالملل محیط زیست، اتحادیه اروپا و ایران است. مواد و روشها: نوشتار حاضر به شیوه توصیفی ـ تحلیلی ابتدا اصول پیشگفته حاکم در حقوق بینالملل محیط زیست را بررسی میکند تا دریابد تعهدات زیستمحیطی دولتها درباره محصولات تراریخته از نظر اصول حقوق بینالملل چگونه است و سپس رویکرد اختصاصی اتحادیه اروپا را بررسی و تطبیق داده و بالاخره گذرا این وضعیت را در ایران مرور میکند. یافتهها: اتحادیه اروپا برخلاف ایالات متحده دیدگاهی احتیاطآمیز توأم با سختگیری در حمایت از مصرفکننده و محیط زیست پیش گرفته که ریشه در اصول کلی حقوق بینالملل محیط زیست دارد. اصولی مانند توسعه پایدار، اقدام احتیاطی، ارزیابی و اطلاعرسانی که به جمع رعایت مصالح دولتها در دستیابی به توسعه و پیشرفت و حفظ محیط زیست میانجامد، در حالی که در ایران از سویی قوانین حمایتی از محیط زیست به صورت کارآمد تصویب نشده است و یا اینکه در برخی موارد محیط زیست و حمایت از آن مغفول مانده است. ملاحظات اخلاقی: در تمام مراحل نگارش پژوهش حاضر، ضمن رعایت اصالت متون، صداقت و امانتداری، رعایت شده است. نتیجهگیری: نتایج این جستار نشان میدهد که دولتها در خصوص محصولات تراریخته متعهد به رعایت اصول کلی یا عرفی توسعه پایدار، اقدام احتیاطی، ارزیابی و اطلاعرسانی بوده و رعایت اصول مزبور بهترین راهکار جهت صیانت از حقوق مصرفکننده و حمایت از محیط زیست است. ; Background and Aim: Food scarcity, climate change and other factors have led to the production of genetically modified crops (transgenic crops) since the 1990s. The production of these plants, as they had hoped to eliminate hunger, also raised concerns about the potential impact on the environment. The purpose of this study is to examine the Governments' Environmental Obligations on Genetically Modified Organism (GMO) in the light of the International Environmetal Law, European Union and Iran. Materials and Methods: The present paper is descriptive-analytical paper and firstly examines the aforementioned principles of international environmental law in order to understand what is the environmental commitment and obligation of governments in the process of cultivation and supply for transgenic products from the perspective of international law. Then, it examines and applies the EU-specific approach and finally reviews this situation in Iran. Findings: The European Union, unlike United States, has taken a cautious approach to consumer and environmental protection. This approach is rooted in the general principles of international environmental law. Principles such as sustainable development, precautionary principle and the principle of notification that bring together the interests of governments in achieving development, improvement and environmental protection, while in Iran,It has not been enacted environmental laws effectively on the GMO or in some cases the environment and its protection have been neglected. Ethical Considerations: In order to organize this research, while observing the authenticity of the texts, honesty and fidelity have been observed. Conclusion: The results show that governments are committed to adhering to the general or customary principles of sustainable development, precautionary principle and the principle of notification in the process of cultivating and supplying for Genetically Modified Organism (GMO), and adhering to these principles is the best way to safeguard consumer rights. Sotilaalinen T&K-panostus ja kilpailukyky
Raportissa tarkastellaan sotilaallisen t&k-panostuksen ja kilpailukyvyn välisiä yhteyksiä. Aineistona käytetään brittiläisen International Institute for Strategic Studies -laitoksen (IISS) "The Military Balance" -raportin tietoja länsimaiden sotilaallisen t&kpanostuksen kehityksestä. Julkisen vallan sotilaallisia t&k-panostuksia verrataan maiden julkisiin siviilipuolen t&k-menoihin, sotilaallisiin hankintamenoihin, sekä suhteessa maiden BKT:hen ja puolustusbudjetteihin. Raportissa on mukana myös tiivis katsaus sotilaallisen t&k-panostuksen ja tuottavuuden välistä yhteyttä kuvaavista kansainvälisistä tutkimuksista. Raportin tulosten mukaan sotilaallisella t&k-panostuksella ja kilpailukyvyllä ei ole suoraa yhteyttä. ; This study discusses the relationship between military R&D and competitiveness. The study is based mainly on a British International Institute for Strategic Studies -institutes publication "The Military Balance", and furthermore its information about the development of Western countrye´s military R&D-stakes for the years 1994 -2001. Government military R&D is compared for government R&D, defence expenditure and also to the countries gross domestic product and defence budgets. The study also includes tight review about the previous international studies, which are focused to study the relationship between military R&D and productiveness. The study concludes, that there are no direct connection between military R&D and competitiveness.

Sairaanhoitajia Filippiineiltä: näkökulmia kestävään kansainväliseen rekrytointiin
Nurses have been recruited to Finland from the Philippines since 2008. Although the numbers are relatively low, the phenomenon is new and has thus given rise to a manifold societal debate. It has been questioned, whether the international recruitment of nurses is an ethically and economically sustainable solution to the shortage of nursing staff in Finland. This publication serves as a forum where various agents in the international recruitment processes can get their voice to be heard. A multi-perspective approach is used to enable researchers to provide a fair, equivalent and empirically-validated illustration of the causes and consequences of international recruitment processes. - Suomeen on rekrytoitu vuodesta 2008 lähtien sairaanhoitajia Filippiineiltä. Määrät eivät ole suuria, mutta koska ilmiö on suhteellisen uusi, toiminta on herättänyt vilkasta yhteiskunnallista keskustelua puolesta ja vastaan. Kriittisissä puheenvuoroissa on kyseenalaistettu paitsi toiminnan eettisyys myös taloudellinen kannattavuus. Tässä julkaisussa filippiiniläishoitajien rekrytointia tarkastellaan kansainvälisen rekrytointiprosessin eri osapuolten näkökulmista. Erilaisten näkökulmien yhdistämisellä pyritään muodostamaan mahdollisimman tasapuolinen, tutkimustietoon perustuva kokonaiskuva kansainvälisen rekrytoinnin syistä ja seurauksista.

The great change in European relations with Russia took place in 1478 when Muscovy replaced the trading Republic of Novgorod as a neighbor of Sweden, Livonia and Lithuania. Western Europe was since that year bordering to a bellicose great power with large resources causing dread. The feelings of dread caused by Russia with Czars like Ivan the Terrible became a standing theme in printed matter as well as politics and the image of Russia became very much similar to the image of Turkey, which threatened Europe from South-East. Various, usually rather negative, stereotype expressions characterized the vocabulary of the 16th century.
The Peace of Stolbova in 1617 started a period of successive change. The era of Sweden as a Great Power led to growing knowledge about Russia in almost every respect, but it was still based on the already accepted stereotypes. They started, however, typically to seem more diluted and thin with time. The image of Russia as a threat was to a growing extent replaced by an image of a possibility. The perhaps most remarkable but rather unoriginal printed Swedish description of Russia of the era was Regni Muschovotici Sciographia, published by Petrus Petrejus.
At the final stage of Sweden's era as a great power there was a substantial widening but also polarization of the information on Russia. The Russian reform process during Tsar Peter I also began to influence the minds after the turn of the century in 1700. One of the principal describers of this process was Lars Johan Malm (Ehrenmalm), whose large manuscript about the power of the Russian Empire of that time, Några Anmärkningar Angående det Ryska Rijkets Nuvarande Macht from 1714, never reached the printers due to intervention from censors.

The focus of this research is on Finland's role in Soviet Union's calculation of its foreign policy between 1920 and 1930. This was the first decade of both Finnish independence and of Soviet power in Russia. This book answers questions about the objectives of Soviet foreign policy in Finland, on the contacts used by the Soviet legation to obtain information, and on how well the Soviets understood Finland's objectives. People interested in Finland and in Russian perspectives with regards to foreign policy and neighbouring countries will find much new in this book because it relies on formerly unpublished Russian archival material to form the basis for charting Soviet objectives in Finland. The book shows that the Soviets primarily observed Finland in a larger regional context along with other states on its borders in the Baltic Sea region. The global objectives of the revolution and the Soviet Union, but also the domestic political situation in both countries, are reflected on this framework. The period was characterized by forced collectivization in the Soviet Union and, in Finland, by the rise of the right-wing Lapua Movement that emerged at the onset of the Great Depression, laying the foundations for the most severe crisis in the relations during 1929–1930 when the issues surrounding these events destabilized simultaneously the society and political decision-making in both countries

Alex Matson (1888–1972) is an important Finnish literary critic and essayist, whose literary reviews and collections of essays have made a vital contribution to the development of Finland's postwar literary generation. Born in Finland as the son of a sailor, Matson moved as a young child with his family to Hull in England, where he went to school. In the 1910s, he moved back to Finland, where he at first established himself as painter associated with the expressionist November Group, an important Finnish artistic movement at the time. In the interbellum, he moved from fine arts to literature. In the 1920s and 1930s, he published several novels, but more important was his work as transmitter of international literary ideas to Finland. Together with his first wife, Kersti Bergroth, he edited the literary journal Sininen kirja (""The Blue Book""; 1927–1930), which was inspired by the writings of John Middleton Murry and Katherine Mansfield. Sininen kirja is the most international literary journal in Finnish history to date and introduced Finland to the most significant modernist writers of the first half of the 20th century (Gottfried Benn, Jean Cocteau, Alfred Döblin, T. S. Eliot, Aldous Huxley, James Joyce, D. H. Lawrence, Katherine Mansfield, Paul Valéry, Virginia Woolf).
During the Second World War, Matson worked for the State Communications Agency, which was responsible for disseminating relevant information about Finland to other nations and for informing Finns of relevant developments abroad. It was also tasked with studying the prevailing mood among the population in Finland. In Matson's unpublished wartime diaries, one can see the first symptoms of a shift in Finnish culture away from Germany and towards Anglo-Saxon culture.
From the 1940s onwards, Matson recommended new English and American novels as a part of his work as reader for Finnish publishing houses, and he also translated works by Joyce, Hemingway and Steinbeck. With the help of a network of international literary critics, Matson became acquainted with New Criticism, which he introduced to Finland before it became established among academic researchers. He was often critical of academic literary studies, but his seminal essay works Romaanitaide (""On the Prose Novel""; 1947), John Steinbeck (1948), Kaksi mestaria (""Two Masters"", on Tolstoy and Dostoevsky; 1950) as well as his impressive conversational skills were instrumental in introducing knowledge about the principles of the prose novel to several authors (including Väinö Linna, Lauri Viita, and Hannu Salama), and contributed to their views of literature. Matson emphasized the importance of reading and understanding high-quality literature for the wellbeing of society.

Songs and writings: oral and literary cultures in early-modern Finland renews the understanding of exchange between the learned culture of clergymen and the culture of commoners, or "folk". What happened when the Reformation changed the position of the oral vernacular language to literary and ecclesiastical, and when folk beliefs seem to have become an object for more intensive surveillance and correction? How did clergymen understand and use the versatile labels of popular belief, paganism, superstition and Catholic fermentation? Why did they choose particular song languages, poetic modes and melodies for their Lutheran hymns and literary poems, and why did they avoid oral poetics in certain contexts while accentuating it in others? How were the hagiographical traditions representing the international medieval literary or "great" tradition adapted to "small" folk traditions, and how did they persist and change after the Reformation? What happened to the cult of the Virgin Mary in local oral traditions?
The first Finnish 16th-century reformers admired the new Germanic models of Lutheran congregational hymns and avoided the Finnic vernacular Kalevala-metre idiom, while their successors picked up many vernacular traits, most notably alliteration, in their ecclesiastical poetry and hymns. Over the following centuries, the new features introduced via new Lutheran hymns such as accentual metres, end-rhymes and strophic structures were infusing into oral folk poetry, although this took place also via secular oral and literary routes. On the other hand, seventeenth-century scholars cultivated a new academic interest in what they understood as "ancient Finnish poetry".

민주주의에 대한 국제적 요인의 영향: 색깔 혁명 이후 그루지야와 우크라이나의 사례
학위논문 (석사)-- 서울대학교 대학원 : 외교학과, 2012. 2. 신범식. ; 본 논문의 핵심 질문은 색깔 혁명 발생으로 민주화에 성공한 그루지야와 우크라이나의 이후 민주주의 발전 양상은 왜 달랐는가이다. 색깔 혁명 이후, 우크라이나의 민주주의는 진전을 보였지만, 그루지야는 그렇지 못했다. 본 연구는 색깔혁명 이후 미국과 러시아의 갈등 구도와 양국의 대(對) 그루지야, 우크라이나 정책이 각국의 국내 엘리트-대중 관계에서 엘리트 자율성, 그리고 민주화에 미친 영향에 주목하였다. 9.11 테러 이후 미국과 러시아는 협력 체제에 있었지만, 색깔 혁명의 발생으로 인해 양국은 갈등 구도에 들어서게 된다. 그루지야와 우크라이나는 미․러 갈등 구도의 중심에 있었다. 활용가능성의 요인으로 인해, 그루지야는 우크라이나보다 전략적 가치가 더 큰 곳이었다. 미․러 갈등 구도 속에서 그루지야 집권 엘리트들은 높은 엘리트 자율성을 가질 수 있었다. 미국은 그루지야에게 큰 경제 원조, 정치적 지원을 하였다. 또한 그루지야-러시아 관계 악화와 2008년 전쟁 발발은 정권의 권위주의 정책을 정당화하고 국내를 결집시키는 기제로 작용하여 그루지야 집권 엘리트들이 높은 자율성을 갖게 해주었고, 이는 민주화 저해로 이어졌다. 우크라이나는 그루지야와 반대였다. 미․러 갈등 구도 속에서 우크라이나 엘리트들은 낮은 자율성을 가졌다. 우크라이나의 집권 엘리트들은 서방과 러시아 양측 모두로부터 확고한 정치적, 경제적 지원을 얻을 수 없었다. 오히려 러시아의 정책으로 인해 국내의 반 오렌지, 대항 엘리트가 공고해지면서, 집권 엘리트의 자율성은 낮아졌다. 엘리트들의 낮은 자율성과 대중에 대한 높은 의존성은 대중 영합주의 정책과 정국 불안의 결과를 낳았으나, 이는 오렌지 혁명 이후 우크라이나 민주주의의 발전을 제한적으로나마 가능하게 해주었다. 본 연구는 민주화 연구에서 그동안 비교적 주목을 덜 받아온 국제적 요인을 다루고, 외교 정책, 국내 엘리트-대중 관계, 민주화의 연계를 통합적으로 보여준다는 점에서 함의가 있다. 본고는 많은 기존 연구들이 상정해 온, 민주화에 대한 서구 민주화 증진 정책의 긍정적 영향과 권위주의 국가의 부정적 영향이라는 단순한 명제의 한계를 드러내주고 있다. 또한 민주주의 지원 정책에서 민주화 단계별로 정책을 달리할 필요성에 대해서 시사한다. ; What caused the difference in democratic trajectories between Georgia and Ukraine after the Color Revolutions? Since the occurrence of the Color Revolutions, Georgia's democracy has laid in tatters, whereas Ukraine has achieved a relatively successful democracy. Georgia and Ukraine share similar domestic determinants which have been discussed in previous democratization literature. This study, however, focuses on the international factor as an explanation for the different democratic fates of democracy between the two countries. Comparing both countries, this thesis uses a framework that integrates international factors, elite autonomy in domestic elite-mass relations, and democratization. The study argues that international factors, specifically the foreign policies of the US and Russia, provide an explanation for the difference in democratic outcomes for the two countries. Following the events of September 11, 2001, US-Russian relations improved. However, the occurrence of the Color Revolutions caused deterioration in the ties between the two countries, and both started to adopt different foreign policies towards the post-Soviet region. Caught in the middle of this conflict between the two great powers were Georgia and Ukraine. The unconditional US support for Georgia and Russia's assertive policy towards Georgia which culminated in the Russian-Georgian War in 2008 enabled the Georgian elites to attain high elite autonomy, thus resulting in democratic stagnation for Georgia. In contrast, Ukraine did not garner the support of either the US or Russia; rather, it was pressured by Russia. The anti-Orange elites in Ukraine were effectively supported by Russia, and, thus, were able to function as a forceful political opposition to the incumbent elites. Therefore, the Ukrainian elites only garnered low autonomy, which resulted in democratic progress in Ukraine despite domestic political chaos. This study contributes to further understanding of the impact of international factors upon democratization. In addition, this thesis creates implications for democracy promotion policy. The conclusion of the thesis challenges the predominant assumption that Western democracy promotion is conducive to actually democratization, and that authoritarian countries' authoritarian promotion policy is harmful to democratization. In the process of democracy promotion policy, policymakers and implementers need both careful monitoring of the process of democratic assistance and coordination with other countries. ; Master

This edited volume is a handbook of research methodologies for the history of childhood. The history of childhood is a vibrant, multidisciplinary field that incorporates a rich variety of methodological approaches developed in disciplines across the social sciences and humanities, including archaeology, education, ethnology, literature, and history. The volume presents a collection of chapters that engage a range of different research traditions and employ different research material, conceptual tools, and methods of analysis for the historical study of childhood. In doing so, the volume attends to issues specific to the study of children and childhood, such as those related to research ethics and the theoretical complexities of defining 'the child' and 'childhood'. While the central focus is on the history of childhood in Finland, the volume also includes international and transnational cases, contexts, and perspectives.
