Only in recent history have American & Canadian cities developed international activities. For a long time, the federal government was considered to be the sole actor in this field. Local politicians had little interest in this type of activity. Montreal's case reflected this situation until 1960. That year, Jean Drapeau was elected mayor as series of sociopolitical changes, known as the Quiet Revolution, swept through Quebec. The provincial elite wanted to break with the province's traditional image. At the level of Montreal, this phenomenon gave birth to the idea of organizing great international events, which in turn served to show the world that Quebec was the vanguard of modernity. This paradigm became obsolete with the economic slow-down of the 1980s. Like other Canadian & American cities, Montreal focused on the local economy. International relations were then seen as a means to reach that goal & they underwent a phase of major development in that perspective. Adapted from the source document.

These days most EMA activities have an international aspect. More than 80 per cent of French forces deployed overseas either form part of an international force or operate under an international mandate. Both the European Union & NATO are taking steps to develop their military capabilities, & France is involved. The end of the Cold War has brought an increased legalization of the international sphere, particularly through the field of international criminal law. We examine how law has enjoyed this dominance through an institutional biography of the International Criminal for the Former Yugoslavia (ICTY). We find that through its own survival strategies, the Tribunal's trajectory generated symbolic & material capital that is securing a broader institutionalization of international criminal law. We demonstrate how innovations within the ICTY produced new resources & legal tools, & formed a professional class of international civil servants who are going on to legitimate & extend these tools in other venues. As a result, the field is gaining a foothold despite a recent loss in momentum of the ICTY itself. Consonant with the broader valuation of symbolic goods, we conclude that the legalization of the international works through a logic of deferred accomplishments, in which short-term losses are part of a gamble for securing institutional longevity. As a result, efforts to have law dominate the international may be winning even when they appear to lose. Adapted from the source document.

While the idea of comparing the performances of various educational systems is not new, only recently has the OECD been able to convince all its members, and France in particular, that it was both possible and desirable to evaluate and compare student performance. Even though this process is only beginning, these comparisons have already had some real effects on the educational systems of the different countries. Regarding France, these comparisons have highlighted certain characteristics of our school system and they are an essential element in the establishment of a core curriculum of knowledge and skills.
