Cuando Cuba entra en el año 2022, se avecinan crisis económicas y tensiones sociales. Este capítulo hace un recorrido por las dificultades externas que interactúan con los asuntos domésticos de la isla y los refuerzan. Más allá de la situación inmediata, reflexiona sobre las restricciones y las presiones internacionales subyacentes que configurarán las opciones para la nación cubana durante la próxima década. El análisis abarca las relaciones de Cuba con los Estados Unidos y con la Unión Europea, así como con Venezuela, México, China, Rusia y Canadá, y plantea en qué medida las vacunas contra la COVID-19 fabricadas en Cuba pueden relanzar la proyección del poder blando del país. Desde una perspectiva comparada, el régimen isleño y su perfil internacional siguen siendo en muchos sentidos diferentes de cualquier otro, y los esquemas predictivos basados en analogías falsas corren el riesgo de inducir a errores.

A primera vista, es una cuestión de continuidad. En el 60 aniversario de la Revolución cubana, el referéndum propuesto por el gobierno sobre la reforma de la constitución de Cuba el 24 de febrero de 2019 consiguió nada menos que un 87% de votos afirmativos. Dos años después de la muerte de Fidel Castro, la constitución no solo continúa permitiendo un solo partido, sino que también sostiene que el país se guíe por las ideas de "Marx, Engels y Lenin". En el mismo momento en que la "generación histórica" entrega los puestos de mando del Estado a unos líderes más jóvenes, la constitución consagra el compromiso de Cuba con el "internacionalismo proletario" y expresa su convicción de que "solo en el socialismo y el comunismo el ser humano alcanza su dignidad plena" (Constitución de la República de Cuba 2019). El presidente Miguel Díaz-Canel, un año después de tomar el control de manos de Raúl Castro, lideró la campaña pública a favor del "sí" en el referéndum con el hashtag de twitter "#somoscontinuidad". Así pues, ¿nada nuevo bajo el sol del Caribe? No exactamente. Un despliegue público tan exagerado de "continuismo" no sería necesario si los dirigentes no tuviesen dudas al respecto. Ha habido tantos cambios en la sociedad de la isla, así como en el mundo que rodea a Cuba, que en la era post-Castro "continuidad" no puede traducirse simplemente como "seguir haciendo lo de siempre".
Este artículo esbozará los cambios y los retos a los que se enfrenta Cuba. Argumenta que si bien el gobierno de Díaz-Canel ha sido tímido en las reformas políticas concretas, trata de establecer un estilo diferente de gobernanza en el socialismo cubano. Aunque a un ritmo lento, podría estar evolucionando una nueva cultura social y política. Sin embargo, la combinación de la crisis en Venezuela con el endurecimiento de las sanciones estadounidenses amenaza con llevarse por delante el fundamento económico sobre el que descansa el enfoque gradualista de Díaz-Canel. Antes bien, el gobierno cubano podría tener que hacer frente a una incómoda alternativa: o bien regresar a "una economía de guerra en tiempos de paz", como en la década de 1990, o bien acelerar el ritmo de la reforma para recuperar el impulso económico y así generar apoyo social.

Compares responses to the events of 11 September 2001 to Michel Houellebecq's novel, Extension du dumaine de la lutte, which describes a fictional people that destroy each other's livelihood. The focus is on the spread of mass fear & how 9/11 has reinforced the link between security & international migration, & led countries of North America & Western Europe to strengthen both border controls & the internal control of non-citizens. It is argued that the "securitization" of international migration in the West has resulted in a "clash of civilizations" that has reinforced cultural stereotypes. The historical evolution of migration as a security issue is traced & the migration-security nexus is explored as "an instance of symbolic politics viz. meta-politics in particular." Other issues discussed include the consequences of securitizing international migration; the need to include the study of the metapolitics of migration; & the importance of increasing awareness of both the import/export of conflicts through international migration & positive elements of immigration in order to remove fantasies about migrants as security threats. L'Afrique fait partie des Etats du groupe ACP (Afrique-Caraïbes-Pacifique) qui, depuis 1975, sont liés par des liens de coopération à la Communauté européenne dans le cadre de la convention de Lomé. Dans cette contribution, je vais examiner deux aspects de la convention de Lomé : les relations commerciales et le système préférentiel de Lomé (y compris les résultats des accords de l'Uruguay Round) et les systèmes de subventions du Stabex et du Sysmin (pour les produits agricoles et miniers).

Controversial constitutional and institutional reforms voted in May in parliament opened the way for President Gnassingbé to stand for a fourth and fifth term (2020 and 2025) because the law does not apply retroactively. The first local elections since more than 30 years resulted in the victory of the ruling party. Grand expectations of the opposition which had hoped for a fundamental change at least at the grass-roots were again dashed. The human rights situation sharply deteriorated due to growing political and social tensions related to the prospects of the head of state running for a fourth term. Islamist terrorist violence spread from Mali to the northern frontier region of Togo. The autonomous deep-water port of Lomé developed as a growth pole and hub for the sub-region. China became the major partner beside the established partners the EU, France and Germany. The informal sector still dominated the economy. Economic freedom remained with the overall status 'mostly unfree'.

This article addresses the problems associated with aircraft noise with or without pilots. It asks whether the administrative measures taken by France and the United Arab Emirates are sufficient and efficient to combat noise pollution. It examines the aeronautical preventive measures, as well as those related to urbanism, before discussing remedial measures for aircraft noise. This article finds that the administrative measures taken by the UAE, in comparison to those of France, are insufficient and ineffective. One of the reasons is that the preventative and suppressive measures reflect the transversal nature of noise: they are both national and international regulations, but they are not homogenous, unitary and structured.
Legislative policies, taking into account expert suggestions and opinions, must emerge in the UAE by following the recommendations on the protection of the environment of international institutions, such as ICAO. Thus, the mitigation measures would be used to redistribute aircraft noise to diminish its impact on the most sensitive areas. This article recommends measures such as modifying runways, as well as routes, and special manoeuvres to reduce noise during take-off and approach.

Throughout the year the controversial legislative elections dominated the political landscape. Huge anti-government demonstrations that called in vain for political alternance. The legislative elections of 20 December 2018, boycotted by the major opposition parties, resulted in an easy victory of the ruling party, however without the expected constitutional amendment majority. Therefore, the prime minister and his cabinet were replaced. The local elections, crucial for democratization at the grass-roots, but postponed time and again since 1987, were again postponed in December 2018 sine die. Economic growth remained stable at about 5% per annum. Public investment in infrastructure (e. g. roads, harbour) and increases in agricultural productivity, notably of export crops, had been the key drivers of economic growth. Moreover, money-laundering, illegal money transfers and trafficking grew alarmingly. Unemployment and lacking political change caused increasing migration.

Der Artikel skizziert eingangs die Anfänge der Kritik am [föderalen] deutschen Bildungssystem in den 1960/70er Jahren bis zu den Grundgesetzänderungen im Rahmen der Förderalismusreform in den Jahren 2006 und 2015. Der Beitrag beschreibt dann das deutsche Bildungssystem vor dem Hintergrund seiner föderalen Struktur und dem Prinzip der Kulturhoheit der Länder. Anschließend werden die Ergebnisse und Folgen der seit dem Jahr 2000 durchgeführten PISA-Studien zusammengefasst und die Herausforderungen und notwendigen nächsten Schritte für die zukünftige Entwicklung des Bildungswesens in Deutschland kurz dargestellt.
