Am 19. und 20. Juli 2019 fand an der Staatlichen Ivane Javackishvili Universität in Tiflis auf Initiative von Eric Hilgendorf und Ketewan Mtschedlischwili-Hädrich eine internationale Tagung zum Medizinstrafrecht statt, deren Vorträge im vorliegenden Band dokumentiert werden. Er erörtert mit 16 Beiträgen georgischer und deutscher Strafrechtswissenschaftler in bislang nicht erreichter Bandbreite grundlegende Wertkonflikte des modernen Medizinstrafrechts. Diskutiert werden ethische und rechtliche Grundfragen der Sterbehilfe sowie besondere Haftungsfragen unter anderem zu Fahrlässigkeit, Unterlassen, Doping, Korruption im Gesundheitswesen, Schwangerschaftsabbruch und zum Transplantationsrecht. -- Der Band enthält die Beiträge in deutscher und in georgischer Sprache. / »Medical Criminal Law in German-Georgian Comparison«: With 16 contributions by Georgian and German criminal law scholars, this conference volume discusses fundamental value conflicts of modern medical criminal law in an unprecedented scope. Ethical and legal basic questions of euthanasia as well as special liability questions concerning negligence, omission, doping, corruption in health care, abortion and transplantation law are discussed.

In contemporary world, with the change of economic, social, political and cultural conditions, the expectations to the support or creation of welfare states are also changing. For the preservation or reinforcement of welfare states, elimination of the arising contradictions is necessary as well as positive, effective answers to the challenges raised to welfare states both in theoretic, ideological-value and practical sense. The aim of this article is to reveal and group the essential contradictions and challenges to welfare states and their public governance. This article is of a phenomenological, analytical-overview type. In chapter 1, the authors provide the notions of contradiction, challenge, welfare state, governance and public governance; chapter 2 analyses contradictions and challenges to public governance of welfare states in international, state and local levels; in chapter 3, the authors analyse the challenges to welfare states in the context of the changes of the 21st century.

Basic research focuses on assessing the organizational-legal forms of management, corporate governance, study of logistics processes, operation of stock exchange, study of organizational culture. The research results have been implemented in the different models of cluster structures, management tools in financial supervision, use of electronic commerce, environmental solutions, economic forecasting methods, models of government, development strategies of economic entities in various sectors of the economy. The results of the study can be used in decision-making at the level of international business, ministries and departments that regulate the processes development of economic systems, ensuring stability and efficiency. The results can also be used by students and young scientists in modern concepts of the development of economic entities in the context of institutional transformations of the global environment.

"Habent sua fata libelli" ("Books have their own destinies"). "Nation and Mankind" was first published in 1910 in Georgia under the pseudonym of Bãton. In the Soviet time, this book written by a widely recognized Georgian researcher and orientalist Mikheil Tsereteli (1870-1965) was prohibited and unknown for the broad audience. It was available only for fortunate few. After over a century, the book is relevant today. Globalization has brought to the surface such concepts as nation, mankind and their interaction. It gives the scientific answer to the burning question of the contemporary life - "What is the role of the nation in mankind? " According to the fundamental idea of the book, the only creator of the culture and history is a nation. In this perspective, the author analyses a series of problems acutely debated and discussed today. The main concept that runs throughout the text is the idea of "universal freedom" which is interpreted by the author as the freedom of an individual as well as of a nation. This freedom should be applied both on intra-national and international levels. Academic definitions used by Mikheil Tsereteli of such concepts as nation, mankind, nationalism, internationalism, etc. remain important today "Nation and Mankind" motivates and inspires both specialists and interested readers to discuss and research. They will find some answers to the contemporary problems facing the world.
