Founded by Edgar F. Allen in 1922 in Elyria, Ohio as The International Society for Crippled Children, today Rehabilitation International (RI) is a global network promoting and implementing the rights, inclusion and rehabilitation of people with disabilities. From the beginning, the organization dedicated itself to assist disabled people, doing so by providing direct services, by disseminating information, and by influencing political decisionmaking. Uniquely, it has been a cross-disability, cross-disciplinary, and international organization from the start. Further, in its first decade as in its eighth, conceiving and publicizing bills of rights were a key feature of the organization's mission.

Dieses Papier setzt sich mit den wesentlichen Prägungen der Globalisierung auf die Entwicklung des Internationalen Investitionsrechts auseinander; es fragt, inwiefern der grenzüberschreitende Investitionsschutz durch internationale Schiedsgerichte die Rolle des Staates bei der Bereitstellung des öffentlichen Gutes Rechtssicherheit verändert hat und verdichtet die Schlussfolgerungen in 4 Thesen. Erstens läßt sich die Verbreitung der bilateralen Investitionsschutzverträge als Ausdruck des umfassenderen Trends begreifen, Verträge als grundlegendes völkerrechtliches Gesetzgebungsinstrument' zu nutzen (treatification) und als einen weiteren Ausdruck der zunehmenden Verrechtlichung internationaler Beziehungen in der Globalisierung sehen. Indem moderne Investitionsschutzverträge Investoren materielle Rechte und komplementär formelle Durchsetzungsverfahren gewähren, tragen diese zweitens zu einer wesentlichen Veränderung im Völkerrecht bei: Dem Individuum bzw. der juristischen Person des Privatrechts werden durch völkerrechtlichen Vertrag unmittelbar Rechte zugewiesen und es wird damit zum partiellen Völkerrechtssubjekt aufgewertet. Drittens hat im Internationalen Investitionsrecht die Globalisierung die Rolle des Staates als Garanten für Rechtsstaatlichkeit und Rechtssicherheit verändert: Staaten setzen bei grenzüberschreitenden Investitionsstreitigkeiten Recht und Ordnung nicht mehr alleine durch, sie gewährleisten und garantieren jedoch die Herstellung des Rechtsfriedens durch die Vereinbarung von Investor-Staat-Schiedsverfahren. Viertens schließlich kann das moderne internationale Investitionsrecht in einem übergreifenden Sinn als eine Art Rückkehr - oder anders gewendet - als Aufbruch zu einem umfassenderen und breiteren Verständnis des Völkerrechts begriffen werden. ; This paper presents an analysis of the most significant effects of globalization on the development of international investment law; it asks how the protection of cross-border investment by international arbitral tribunals has transformed the states' role of providing the public good of legal certainty and summarizes the conclusions in four theses. First, the proliferation of bilateral investment treaties (BITs) is an expression of the wider trend of treaties being used as basic international "legislative" instruments and represents a further movement towards the juridification of key relationships in the global economy. Second, insofar as modern bilateral investment treaties assure investors material rights along with associated formal enforcement procedures, they contribute to a fundamental change in international law-the individual or legal person in private law is assigned individual rights through a treaty in international law and thus upgraded to the status of a partial subject of international law. Third, in international investment law globalization has caused the states to transform their role as the guarantors of legal certainty: States no longer establish law and order on their own, but rather provide for and guarantee the establishment of law and order through the provision of investor-state dispute settlement procedures. Fourth and last, in a more comprehensive sense, modern international investment law can be viewed as a sort of "return" to or else potential dawning of a much more inclusive and broader notion of public international law.

For patriotic citizens, living in their native country is intrinsically preferable compared to living in the diaspora. In this paper, we analyze the implications of such a patriotic lock-in in a world with international migration and redistributive taxation. In a formal model of redistribution with international migration and fiscal competition we derive the main hypothesis: that countries with a more patriotic population should have higher redistributive taxes. Using ISSP survey data and combining them with OECD taxation data, we find robust evidence suggesting that a) higher patriotism is associated with higher tax burdens, and b) this relation is stronger for the upper-middle range of the income distribution. ; Die individuelle Entscheidung, dauerhaft im Ausland zu leben, wird sowohl von finanziellen als auch von nicht-monetären Aspekten beeinflusst. Patriotismus (Heimatbindung) ist einer dieser nicht-monetären Faktoren, der zwischen den Ländern aber auch innerhalb eines Landes variiert. Ausgehend davon analysieren wir zunächst theoretisch die Auswirkungen von Patriotismus auf den Steuerwettbewerb zwischen zwei Ländern. In der ersten Stufe des Spieles entscheiden die Individuen, ob sie auswandern oder nicht und in der zweiten Stufe erheben die Länder vom hoch-produktiven Anteil der Bevölkerung (unabhängig vom Ursprung der Individuen) Steuern zur Umverteilung. Wenn die ursprüngliche Bevölkerung (vor Migrationsbewegungen) in Land A im Durchschnitt heimatverbundener als die in Land B ist, reagiert sie weniger elastisch auf den Steuersatz. Im Gleichgewicht führt daher höherer (durchschnittlicher) Patriotismus zu höheren Steuersätzen. Im zweiten Teil überprüfen wir diese Hypothese empirisch, indem wir ISSP-Surveydaten und OECDSteuerdaten zusammenführen. Im Ländervergleich besteht für gleiche relative Einkommen ein positiver Zusammenhang zwischen Patriotismus und Steuerbelastung.

The New Trade Theory predicts that international trade lowers prices for consumers and expands the choices available to them. This study shows that both predictions may no longer hold once adjustments in the retail sector are taken into account. I present a new model of retailing in general equilibrium and explore its implications for a number of different shocks. The results demonstrate that retail assortments may remain constant if consumers have a low preference for diversity, and that consumer prices can even rise if the retail density is sufficiently low.

Russland treffen die Auswirkungen der internationalen Finanzkrise und fallender Energiepreise zu einem ungünstigen Zeitpunkt: In den kommenden zwei Jahren muss Russland internationale Kredite in erheblicher Höhe bedienen. Aktuell zeigt sich eine deutliche Abnahme der Währungsreserven sowie der kräftige Wertverlust des Rubel gegenüber dem US-Dollar. Zugleich reduzieren die gesunkenen Energiepreise die Einnahmen aus Energieexporten. Diese haben bislang wesentlich zur Finanzierung des Staatshaushaltes und zur gesamtwirtschaftlichen Dynamik beigetragen. Die wirtschaftliche Entwicklung Russlands dürfte sich daher künftig deutlich abschwächen. Die Verschleppung von wichtigen Strukturreformen kann ebenfalls dazu beitragen, dass sich die russische Volkswirtschaft auf dauerhaft geringere gesamtwirtschaftliche Zuwachsraten einstellen muss. Dies gilt insbesondere dann, wenn eine Abkehr von der aktuellen Energielastigkeit der Exporte nicht gelingt.

Wenn und soweit (deutsches) Personal Intnernationaler Organisationen bei arbeitsrechtlichen Streitigkeiten mit dem internationalen Dienstherrn keinen (ausreichenden) Rechtsschutz im Rahmen der jeweiligen Organisation erlangen kann, könnte eine Klage vor nationalen Gerichten helfen, um den eigenen Staat als Mitglied der Organisation zu einem Tätigwerden im Sinne des Bediensteten zu veranlassen. Der Beitrag diskutiert verfahrensrechtliche und inhaltliche Probleme einer solchen Alternative, die regelmäßig nicht zum Erfolg führen kann.

The concept of globalization refers to the growing interdependence of countries, resulting from the increasing integration of trade, finance, investments, labor markets and ideas in one globalmarketplace. The most important elements of this process are the international trade and the cross-border investment flows. Economic globalization has increased the specialization of workers, while the companies compete in global markets. Even globalization has recently become a common topic in academic discourse, many economists focused, from the 1980s and 1990s, in addition to globalization, on regionalization - the growth of networks of interdependence within multinational regions of the world. The recent decades arecharacterized by the fact that the world trade grew faster than world output, which implies that an increasing share of world GDP crosses international borders. The trend is explained, mostly, by thesubstantially declining of the trade barriers during the same period, as a result of successive trade negotiation rounds under the auspices of the GATT/WTO, unilateral trade liberalization and regional tradeagreements. Even there are global connections between all the countries, the strongest political and economic integration is being created within a few specific regions of the world: Europe, North America and East Asia.

Therefore, the international cancer community has developed several strategies as outlined in the WHO non-communicable diseases Action Plan (which includes cancer control) as the World Health Assembly and the UICC World Cancer Declaration, which both include primary prevention, early diagnosis, treatment, and palliative care. This paper highlights experiences/ideas in cancer control for international collaborations between low, middle, and high income countries, including collaborations between the European Union (EU) and African Union (AU) Member States, the Latin-American and Caribbean countries, and the Eastern Mediterranean countries. These proposals are presented within the context of the global vision on cancer control set forth by WHO in partnership with the International Union Against Cancer (UICC), in addition to issues that should be considered for collaborations at the global level: cancer survival (similar to the project CONCORD), cancer control for youth and adaptation of Clinical Practice Guidelines. Since cancer control is given lower priority on the health agenda of low and middle income countries and is less represented in global health efforts in those countries, EU and AU cancer stakeholders are working to put cancer control on the agenda of the EU-AU treaty for collaborations, and are proposing to consider palliative care, population-based cancer registration, and training and education focusing on primary prevention as core tools. A Community of Practice, such as the Third International Cancer Control Congress (ICCC-3), is an ideal place to share new proposals, learn from other experiences, and formulate new ideas. The aim of the ICCC-3 is to foster new international collaborations to promote cancer control actions in low and middle income countries. The development of supranational collaborations has been hindered by the fact that cancer control is not part of the objectives of the Millennium Development Goals (MGGs). As a consequence, less resources of development aids are allocated to control NCDs including cancer.
