Protectionism is a system of measures used for the purpose of protecting domestic manufacturers from foreign competition. It has emerged simultaneously with the international exchange of goods. The contemporary protectionist policy and practice imposes the necessity of studying this phenomenon in the light of the current situation and conditions. Agricultural protectionism seems to be a particularly significant issue in the international exchange of commodities. ; Protekcionizam označava sustav mjera ekonomske države sa ciljem zaštite domaće proizvodnje u odnosu na konkurenciju inozemnih proizvođača. Javlja se nakon pojave međunarodne razmjene. Međutim, suvremena protekcionistička politika i praksa obavezuje da se istražuje fenomen protekcionizma u suvremenim uvjetima. Posebno je u suvremenoj teoriji za međunarodnu razmjenu značajan agrarni protekcionizam.

In his examination of the basic coordinates of Croatian foreign policy, the author points to the need for good neighborly relations -- through the mechanism of the Conference on Security & Cooperation in Europe -- with the countries that were, until recently, parts of the former Yugoslavia as well as with those that became independent long ago. He stresses the need to develop relationships with the great powers, especially with the US, & to develop bilateral relationships with nonaligned countries. One of the aims is to develop good relations with Europe through economic & political links as well as cooperation in matters concerning security. The subregional frameworks of international cooperation in which Croatia participates appear to be insufficient for solving political & security questions. Special consideration ought to be devoted to NATO as a mechanism that could protect the security of Croatia. As a new state, Croatia must demonstrate that, in both its internal development & its international activities, it is ready to fulfill the obligations imposed by its membership in the UN. The author describes the political situation & the relations among the victorious powers following WWII as well as their intention to create such an international organization for protecting peace & security, which would avoid the shortcomings of its predecessor, the League of Nations. Though this goal has been only partly achieved, the Organization of the United Nations has significantly contributed in preventing many political crises to escalate into wider conflicts. Apesar da crescente importancia das instituicoes internacionais na ordem pos-Guerra Fria, nao esta totalmente claro como o acentuado multilateralismo pode tornar-se efetivo em assuntos interamericanos ou intralatino-americanos. Numa tentativa de responder a essa questao, este artigo focaliza, primeiramente, o problema endemico das assimetrias das regioes. Em segundo lugar, e delineado um breve panorama das instituicoes regionais durante os ultimos anos. Finalmente, o artigo trata do impacto do fim da Guerra Fria em desenvolvimentos de governo regionais, particularmente o surgimento de novas questoes e atores que agora desempenham um importante papel no institucionalismo internacional. Shaping national interests is of strategic & political significance for a state. In this process, economic, ideological, military, cultural, & other variable & invariable factors are intertwined. Their realization brings states into contact with other states. When one or several interests of one state run counter to the interests & objectives of another state, conflicts arise. This makes the protection of interests vital. States organize the protection of interests by means of a system of national security. National interests are values & objectives directed toward the development of a national community, while national security is an activity organized for their protection. A rational & realistic definition of national interests & the mechanisms of their protection are important elements of the stability of states & the international community. O objetivo desta analise e avaliar em que medida o recente influxo de capitais para a America Latina, e mais especificamente para o Brasil, pode contribuir para a concretizacao de uma etapa de desenvolvimento sustentado. Embora haja bastante clareza quanto ao contexto no qual se vem dando esta reinsercao financeira internacional da America Latina na decada de 90, e a proveniencia e natureza de uma parte significativa destes recursos, isso nao se da quanto a sustentabilidade deste fluxo e sua contribuicao para uma futura etapa de desenvolvimento. In the 80s, Latin America experienced the worst economic crisis since the world-wide depression of the 30s. A common link running through this crisis was external indebtedness with the international private banking system. Since then, the region has entered a new phase of abundance of capital inflows, bearing some resemblance to the preceding episode of the 70s.In this paper a review is made of the origins of indebtedness, of the emergence of the crisis in the early 80s, and of the management by creditors and debtors during that decade. Some lessons are derived about the working of international financial markets and policy implications. (Rev Econ Polit/DÜI)
