Critical reflections over marxist ideology, and especially political system in the USSR, were present in the polish political thought in the first half of the XXth century, due to publications, among others, by Adam Krzyżanowski, Stanisław Mackiewicz or Marian Zdziechowski. An important role in spreading anti-communist ideas played magazine "Fight with bolshevism" established in 1927 by Henryk Glass. The main task of the editorial board was to inform the Polish nation about the threats coming out from communism. To fulfill this task, magazine published official papers of the Communist International, communist parties, soviet government etc., along with some communist confidential materials. "Fight with bolshevism" used all possible means to warn the society of the danger coming from the east. The author talks over the most important problems and topics took up by the magazine, as well as the social undertakings supported by it.

Institutionalization of relations with Sub-Saharan Africa states is one of approaches used to include those states in main currents of world economy. The African states will benefit because new markets for their exports will open which will increase the speed of reform of their political systems and economies. EU will benefi t because better overall situation of the African states will help in development of stable multilateral relations. In this paper I analyze the EU – Sub-Saharan states relations as an example of institutionalization understood as development of legal and institutional solutions that shape international relations. In this context institutionalization is an instrument that enhances systematic change which in turn leads to transformation of particular states and regions. In the paper I try to answer the question: is the declared level of integration of different instruments of EU foreign policy identical with the reality vis-a-vis the states of Africa.
Wstęp. Obecna koncepcja niepełnosprawności zakłada, że stopień niepełnosprawności jest wypadkową stanu zdrowia fizycznego i psychicznego oraz warunków środowiskowych, w których żyje osoba niepełnosprawna. Dlatego również na społeczeństwie spoczywa odpowiedzialność za taką modyfikację środowiska, aby poprawie uległy warunki uczestnictwa i aktywności osób niepełnosprawnych w życiu społecznym i zawodowym. Cel. Celem pracy jest przedstawienie problematyki rehabilitacji osób niepełnosprawnych i kwestii związanych z ich zatrudnieniem. Materiał i metoda. Oparto się na danych opublikowanych przez Zakład Ubezpieczeń Społecznych (ZUS), Kasę Rolniczego Ubezpieczenia Społecznego (KRUS) i Państwowy Fundusz Rehabilitacji Osób Niepełnosprawnych (PFRON), biuro Pełnomocnika Rządu ds. Osób Niepełnosprawnych oraz na wynikach Narodowego Spisu Powszechnego Ludności i Mieszkań przeprowadzonego w Polsce w 2011 roku. Przeanalizowano ponadto akty prawa krajowego i międzynarodowego z ostatnich kilkunastu lat. Wyniki: W 2013 roku w Polsce rentę z tytułu niezdolności do pracy pobierało 1 075 000 osób., zaś rentę z tytułu niezdolności do pracy w gospodarstwie rolnym otrzymywały 216 373 osoby. Według Badania Aktywności Ekonomicznej Ludności Polski (BAEL) w 2013 roku aktywnych zawodowo było 27,3% osób niepełnosprawnych w wieku produkcyjnym. Istotne znaczenie ma zapewnienie osobom niepełnosprawnym zdobycia lub utrzymania zatrudnienia, a więc możliwie pełnej integracji społecznej. Wydane na ten cel pieniądze są inwestycją, która się zwraca, a nawet daje korzyści społeczne i ekonomiczne. Podsumowanie, Konieczne jest holistyczne podejście i koordynacja całego procesu leczenia, rehabilitacji i zatrudnienia osób niepełnosprawnych uwzględniające współodpowiedzialność pracodawcy, połączenie usług medycznych, społecznych i zawodowych, odpowiednie doradztwo, zastosowanie modelu biopsychospołecznego (ICF) w ocenie efektów rehabilitacji osób niepełnosprawnych. ; Introduction. According to the current concept of disability the degree of impairment is a product of physical and psychological health as well as environmental conditions in which a disabled person lives. Therefore, it is also the society that is responsible for modifying the environment so as to improve the conditions of participation and activity of the disabled persons in social and professional life. Objective. The objective of this work is to present the problem of rehabilitation of persons with disabilities and issues related to their employment. Materials and method: The work is based on data published by ZUS (the Polish Social Insurance Institution), KRUS (the Agricultural Social Insurance Fund), PFRON (the State Fund for Rehabilitation of Disables Persons), Office of the Government Plenipotentiary for Disabled People and on the results of the 2011 Polish Census of Population and Housing. Also acts of Polish and international law from the last dozen of years have been analysed. Results. In 2013 in Poland, 1 075 000 people received the inability to work benefit and 216 373 persons received the benefit related to inability to work on a farm. According to the Polish Research on Economic Activity of the Population (BAEL), 27.3% of disabled persons in the working age led an active professional life in 2013. It is crucial to ensure that the disabled persons access or maintain employment and thus to provide for their largest possible social inclusion. The expenses on this are an investment that pays back and even generates social and economic profits. Conclusion. It is necessary to adopt a holistic approach and to coordinate the entire process of treatment, rehabilitation and employment of persons with disabilities, taking into account employer's co-responsibility, combination of medical, social and vocational services, appropriate counselling and application of a biopsychosocial model (ICF) in evaluating the effects of rehabilitation of the disabled persons.

Georgia's strategic location in the Caucasus means that it has always been in the spotlight of world powers, especially Russia. An opportunity for Georgia is to build and deepen democratic processes, social, economic and political reforms and to establish cooperation with international structures. Georgia declared independence on 9th April 1991 and on 26th May 1991 general presidential elections were held under the banner "Georgia for Georgians". Despite the announcements made by successive presidents, Zviad Gamsakhurdia and Eduard Shevardnadze, the attempts to carry out political and economic reforms failed. In 2003, an opportunity for democratic change turned up. It was the Rose Revolution and its leader, Micheil Saakashvili. After his first successes, however, it turned out that he also did not stray from authoritarianism, the strengthening of the president's position, and even from the use of force (2007). The next stages and the possibility of democratic changes were to be parliamentary elections in 2012 and 2016 and presidential elections in 2013.

Pod uwagę brane są perspektywy dalszego postępu, zatrzymania i upadku integracji, oddziaływania postępowania Rosji i przemian w szerszym środowisku międzynarodowym. W tym celu wykorzystane zostało podejścia wypracowane przez wpływowy nurt badawczy, nazywany szkołą kopenhaską: teoria kompleksów bezpieczeństwa. ; The main goal of the article is an attempt to outline an analytical tool that would systematize considerations of the possible variants of the development of the European Union as a result of a coincidence of internal and external circumstances. Prospects of further progress, stop, and fall of integration, impacts of the proceedings of Russia and changes in the broader international environment are taken into account. For this purpose an approach developed by the influential mainstream research, called the Copenhagen school, has been implemented : the theory of security complexes.
The Ukraine crisis, which started at the end of November 2013 and in April 2015 turned into armed confl ict in the east of Ukraine, had a negative impact on the geopolitical situation of Poland; it compromised Poland's security and impaired the perception of security among the majority of Polish society. This article's objective is to outline the direct implications of the crisis and confl ict in Ukraine for the security of Poland. These implications include: destabilization of the international security with serious consequences for the security of Poland; an increased sense of threat from Russia in Polish society; increased efforts of Polish foreign and security policy-makers to strengthen military defense potential; reinforcement of NATO's cohesion and its more active involvement in Polish and Central European security; enhanced cooperation between Poland and the United States in the fi eld of military defense; and increased threats to the economic stability of Poland.
The article is devoted to the process of creating European structures after 1990, and in particular the actions taken by the representatives of the Polish state. An effective process of bringing Poland closer to the European structures began with the actions that were aimed at establishing Poland's membership in the Council of Europe; those actions, however, were also aimed at obtaining member status in other specialized organizations, such as: the Organization for Economic Co-operation and Development (OECD), the International Energy Agency (IEA), and the Nuclear Energy Agency (NEA). These accessions were followed with a crowning achievement of obtain ing a full member status in the NATO. Nevertheless, it was accession to the EU that required particular engagement from all environments, including both political and academic. The author, who was directly involved in those events, pays particular attention to the works and output of the Convention on the Future of Europe (the European Convention).
The author concentrates on the creative and codifying role of the state concerning certain genres of speech. Types of text generated by the state are called here 'state controlled genres'. It is a general term describing the genres which exist and function within the activity of the state – literary genres, journalism, public relations, admin-istration, law, political discourse, parliamentary debates. These genres fall outside descriptions of existing typologies. The following elements of state that influence the various genres of the text are taken into consideration: administration (parliament, state departments, offices; ex-amples: constitution, laws, expose, applications), diplomacy (international contacts: letters of credence, aide-memoires) and media (president, prime minister, ministers, members of parliament, spokesmen; examples: orations, proclamations, briefings, rectifications). State controlled genres are one of the elements of language (on the genetic level) which are essential for the identity of the contemporary homo politicus society.
The text is an attempt to analyze the international political situation in the security sector in the context of the crisis which has arisen as a result of the aggressive actions of the Russian Federation in relation to Ukraine: in particular the forcible annexation of the sovereign territory of Ukraine in violation of all the principles and norms of international law and the inspiration of the armed conflict in the eastern regions of Ukraine. For the first time after the end of the World War II aggression has become a fact of reality in European politics. Pan-European and transatlantic security institution – the Organization for Security and Cooperation in Europe – was not sufficiently effective mechanism for crisis management. In two years, the conflict in eastern Ukraine killed about 10 thousand men. The conflict in Eastern Ukraine has radically changed the perception of security in Europe. The problem is that Ukraine, like most of the "new democracies" of Eastern Europe as a result of the transformation processes of the early 90th appeared in a "gray zone" of security. Most of the Eastern European countries overcame the security gap by joining NATO/EU. At the same time, Ukraine remained in the buffer zone and became an object of intense economic, political, informational and military pressure from the Russian Federation. As a result, Ukraine is forced to rely primarily on their own capabilities and the military-industrial potential (not being part of the European collective defense/security), on the other – the international political, economic, informational support from the international community plays a key role in the possibility of Ukraine resist aggression. However, the crisis has led to a certain re-evaluation of existing regional security system: 1) The failure of attempts to build a pan-European security system became obvious; 2) The OSCE in Ukrainian crisis has created a platform for the negotiations and the peace process, but did not provide, at least until now, the mechanism of a real resolution to the crisis; 3) The question of inefficiency, lack of prospects and obsolescence of NATO as a collective security organization may be withdrawn from the agenda; 4) There is an activization of existing and search for new formats of cooperation between European countries in the development and improvement of the international security system in Europe. ; W artykule podjęto próbę analizy bezpieczeństwa w wymiarze polityczno-międzynarodowym w kontekście kryzysu wywołanego agresywnymi działaniami Federacji Rosyjskiej wobec Ukrainy – w szczególności aneksji części terytorium Ukrainy przy użyciu siły z pogwałceniem wszelkich norm prawa międzynarodowego oraz "instalacji" konfliktu zbrojnego we wschodnich obwodach państwa ukraińskiego. Po raz pierwszy od zakończenia II wojny światowej agresja stała się rzeczywistością polityki europejskiej. Ponadto ogólnoeuropejskie i transatlantyckie struktury bezpieczeństwa – Organizacja Bezpieczeństwa i Współpracy w Europie – nie jest zbyt efektywnym mechanizmem zarządzania kryzysowego. W ciągu dwóch lat konfliktu zginęło ok. 10 tys. osób. Konflikt na wschodzie Ukrainy radykalnie zmienił postrzeganie bezpieczeństwa na kontynencie europejskim. Problemem jest to, że Ukraina jak większość "nowych demokracji" Europy Wschodniej w wyniku procesów transformacyjnych znalazła się w szarej strefie bezpieczeństwa. Większość wschodnioeuropejskich państw rozwiązało problem security gap, wstępując do NATO i UE, podczas gdy Ukraina pozostała w szarej strefie, stając się celem ekonomicznych, politycznych, informacyjnych i wojskowych nacisków ze strony Federacji Rosyjskiej. Po pierwsze, w wyniku rozwoju kryzysu Ukraina jest zmuszona w pierwszej kolejności liczyć na własne możliwości i potencjał wojskowo-przemysłowy (nie będąc częścią europejskiego systemu bezpieczeństwa kolektywnego/obronnego). Po drugie, wsparcie polityczne, ekonomiczne i informacyjne ze strony społeczności międzynarodowej odgrywa kluczowe znaczenie w kontekście przeciwstawienia się Ukrainy rosyjskiej agresji. Razem z tym kryzys doprowadził do przewartościowań w zakresie istniejących w regionie systemów bezpieczeństwa: 1) możemy konstatować nieudane próby wybudowania ogólnoeuropejskich mechanizmów zagwarantowania bezpieczeństwa; 2) OBWE stworzyło platformę rozmów w ramach pokojowego rozwiązania konfliktu, ale nie wybudowała do tej pory realnego mechanizmu rozwiązania konfliktu; 3) NATO jako system bezpieczeństwa kolektywnego nie powinno być traktowane w kategoriach nieefektywności, archaiczności i braku perspektyw; 4) pojawiły się formy aktywizacji istniejących i poszukiwanie nowych form współpracy pomiędzy państwami europejskimi w celu rozwoju i doskonalenia systemów bezpieczeństwa międzynarodowego w Europie. ; Текст является попыткой анализа международно-политической ситуации в секторе безопасности в контексте кризиса, возникшего в результате агрессивных действий Российской Федерации по отношению к Украине: в частности насильственная аннексия части суверенной территории Украины в нарушение всех принципов и норм международного права и инспирирования вооруженного конфликта в восточных областях украинского государства. Впервые после завершения Второй мировой войны агрессия стала фактом действительности европейской политики. При этом общеевропейская и трансатлантическая структура безопасности – Организация по безопасности и сотрудничеству в Европе – оказалась не достаточно эффективным механизмом кризисного урегулирования. За два года конфликта погибло около 10 тыс. человек. Конфликт на востоке Украины радикально изменил восприятие безопасности на европейском континенте. Проблемой стало то, что Украина, как и большинство «новых демократий» Восточной Европы в результате трансформационных процессов начала 90-х гг. оказались в «серой зоне» безопасности». Большинство восточно-европейских государств решило проблему security gap путем присоединения к НАТО/ЕС. В то же время Украина остались в этой «зоне» и стала объектом интенсивного экономического, политического, информационного и военного давления со стороны Российской Федерации. В результате развития кризиса с одной стороны Украина вынуждена полагаться в первую очередь на свои собственные возможности и военно-промышленный потенциал (не будучи частью европейской системы коллективной обороны/безопасности), с другой – международно-политическая, экономическая, информационная поддержка со стороны международного сообщества играет ключевую роль в возможности Украины противостоять агрессии. Вместе с тем, кризис привел к определенной переоценке существующих в регионе систем безопасности: 1) Можно засвидетельствовать провал попыток выстроить общеевропейские механиз- мы обеспечения безопасности; 2) ОБСЕ создала платформу для переговоров и мирного процесса, но не обеспечила, по крайней мере, до сих пор, механизма реального урегулирования кризиса; 3) Вопрос о неэффективности, бесперспективности и устарелости НАТО как организации коллективной безопасности может быть снят с повестки дня; 4) Происходить активизация существующих и поиск новых форматов сотрудничества между европейскими государствами в целях развития и усовершенствования системы международной безопасности в Европе.
Celem artykułu jest wyodrębnienie czynników, które mają bezpośredni wpływ na poziom uczestnictwa mieszkańców w procesach administracyjnych, oraz opracowanie propozycji, które zapewnią systematyczne stosowanie mechanizmów włączenia społeczności lokalnej do podejmowania decyzji. Obecnie na Ukrainie trwają procesy decentralizacji, które mają na celu podwyższenie poziomu zarządzania, w związku z czym odbyło się łączenie rad miejskich i wiejskich. Znaczący wpływ na te procesy mają projekty międzynarodowe, pomagające nowoutworzonym hromadom (jednostka podziału administracyjnego) wprowadzać lepsze praktyki zarządzania, zwłaszcza poprzez włączenie społeczeństwa obywatelskiego do podejmowania decyzji na poziomie lokalnym. Problem polega na tym, że mieszkańcy z jednej strony nie wiedzą, jakie istnieją mechanizmy uczestnictwa w procesach administracyjnych, a z drugiej strony – władze lokalne niewystarczająco informują o możliwościach włączenia społeczeństwa do podejmowania decyzji. W niniejszej pracy zastosowano dwie główne techniki badawcze: wywiad i ankietowanie. Analiza została przeprowadzona na przykładzie nowoutworzonych hromad, które uczestniczyły w Programie "Decentralizacja przynosi lepsze wyniki i efektywność" (DOBRE), realizowanym przez międzynarodową organizację Global Communities i finansowanym ze środków Agencji Stanów Zjednoczonych ds. Rozwoju Międzynarodowego (USAID). Ustalono, że mieszkańcy nie są wystarczająco zorientowani w mechanizmach umożliwiających im uczestnictwo w procesach podejmowania decyzji na szczeblu lokalnym oraz możliwości ich wykorzystania. Ponadto stwierdzono, że istnieje związek wzajemny: im wyższy poziom wiedzy społeczeństwa obywatelskiego (jak otrzymać dostęp do informacji o usługach, za które odpowiadają władze lokalne), tym wyższy poziom jego zadowolenia z uczestnictwa w podejmowaniu decyzji. Potencjalnym zagrożeniem po zakończeniu projektów międzynarodowych może być cofnięcie w przemianach, które zostały wprowadzone w hromadach. W celu uniknięcia takiej sytuacji może być zaproponowane stworzenie w strukturze jednostek samorządowych osobnego wydziału odpowiadającego za wdrożenie przemian w hromadach albo przegląd funkcji już istniejących wydziałów, ich reformowanie i wprowadzenie "dobrych praktyk" dla monitoringu, analizy, zbioru danych oraz stworzenie warunków dla wewnętrznej koordynacji kierunków rozwoju. ; The aim of this article is to identify factors, that directly affect the level of inhabitants participation in the decision-making processes at the local level, and to develop proposals, that will ensure the regular using of these mechanisms. Ukraine is currently in the decentralization process, which aims to increase the level of government, as a consequence of which towns and village councils have been consolited. The international projects have a big influense at such processes, helping newly consolited communities (administrative units) to implement best management practices, especially through the involvement of inhabitants in the decision-making processes. The problem is that, inhabitants don't know, what kind of mechanisms exist for their participation in the decision-making processes at local level, and a local authorities don't sufficiently inform inhabitants about them. At this work, two main research methods are used: interviews and questionnaires. The analysis was based on the example of consolited communities, that participated in the Decentralization zation Global Communities and funded by the United States Agency for International Development (USAID). It was found, that inhabitants are don't know, what kind of mechanisms exist at their communities, that allow them to participate in the decision-making processes at the local level, anf how to use them. In addition, it was found, that there is a correlation: the higher is a level of inhabitants knowledge how to access information about services for which local authorities are responsible, a higher is a level of inhabitants satisfaction by their participation in the decision-making processes at local level. A potential threat after the completion of international projects may be a step back from the changes, that have been implemented in communities. This situation can be prevented by creating a special department in local town or village council responsible for implementing changes in community or reviewing the functions of existing departments, reforming them to monitor, analyze, collect data and create conditions for coordination of development directions and implementation a good governance practices in community.
