A V4 országok nemzetközi segélyezési politikája a geopolitikai erőtérben
After the transformation to democracy and market economy the Visegrad Four (V4) countries (Czech Republic, Hungary, Poland, Slovakia) have rejoined the group of donors providing international development assistance to poor emerging countries. The aim of the paper is to help to better understand the foreign aid policy and practice of the V4 countries and their contribution to the development of the poor emerging countries by providing foreign aid for them. The main research questions focus on the following issues: What is the history and the major motif of the V4 countries for providing foreign aid? Which are the most preferred beneficiary countries and why? How much foreign aid and in what area is provided? How does it relate to other international donors? What does it mean to the recipient countries? Are there similarities or differences between the V4 countries in this respect? What are the major features distinguishing V4 donors from others? What kind of challenges and opportunities can arise? The hypotheses of the research to be tested are as follows: 1. Providing foreign aid by the V4 countries has its roots in the past regime which still has an influence on the present practice. 2. The V4 countries represent a special model for development cooperation with the aid recipient countries. 3. The major motif of the V4 countries for providing foreign aid was to support the geopolitical interest of the ex "Soviet Block", while after the change of the regime the aspiration of the V4 countries shifted towards gaining economic benefits from the cooperation with the aid recipient countries. The method of the research is literature review related to development theory and foreign aid as well as statistical analysis based on data on Official Development Assistance (ODA). Results prove the hypotheses.

In contemporary world, with the change of economic, social, political and cultural conditions, the expectations to the support or creation of welfare states are also changing. For the preservation or reinforcement of welfare states, elimination of the arising contradictions is necessary as well as positive, effective answers to the challenges raised to welfare states both in theoretic, ideological-value and practical sense. The aim of this article is to reveal and group the essential contradictions and challenges to welfare states and their public governance. This article is of a phenomenological, analytical-overview type. In chapter 1, the authors provide the notions of contradiction, challenge, welfare state, governance and public governance; chapter 2 analyses contradictions and challenges to public governance of welfare states in international, state and local levels; in chapter 3, the authors analyse the challenges to welfare states in the context of the changes of the 21st century.

The authors of the book have come to the conclusion that it is necessary to effectively use modern management mechanisms and development strategies of economic entities in order to increase the efficiency of their activities. Basic research focuses on assessing the organizational-legal forms of management, corporate governance, study of logistics processes, operation of stock exchange, study of organizational culture. The research results have been implemented in the different models of cluster structures, management tools in financial supervision, use of electronic commerce, environmental solutions, economic forecasting methods, models of government, development strategies of economic entities in various sectors of the economy. The results of the study can be used in decision-making at the level of international business, ministries and departments that regulate the processes development of economic systems, ensuring stability and efficiency. The results can also be used by students and young scientists in modern concepts of the development of economic entities in the context of institutional transformations of the global environment.

Anomalies in Higher Education Financing in Hungary ; Anomáliák a felsőoktatás-finanszírozásban
The study examines some recent developments in Hungarian higher education funding with some historical and international outlook. Its purpose is to present the causes of the anomalies that we are experiencing today (such anomalies include, for example, new institutional indebtedness and their central support, as well as instructor layoffs at some universities, and a sudden increase in tuition fees). The anomalies are surprising because, according to the government, the introduction of the Chancellor's system was successful in consolidating higher education. The paper states that the last ten years of Hungarian higher education were characterized by the transformation of the financing system, in addition to the reduction of state resources. In international comparison, the government support for domestic higher education compared to GDP is significantly below the average of developed countries. The government tried to deal with institutional management difficulties and indebtedness with the introduction of the Chancellor's system. (which drastically reduced autonomy), and by providing ad hoc, hand-guided cash grants. However, the financial condition of the institutions is permanently bad, which is obviously at the expense of quality, as the institutions are forced to dismiss older and more experienced trainers, and the conditions of education also deteriorate. Without widening public resources and widening economic freedom, the situation will continue to deteriorate. It is becoming increasingly evident that the idea of a government strategy to make Hungarian higher education institutions world-class is unrealistic. ; A tanulmány a hazai felsőoktatás-finanszírozás néhány újabb történését vizsgálja meg, némi történelmi és nemzetközi kitekintéssel. Célja bemutatni azt, hogy a napjainkban tapasztalható anomáliák – mint például az újabb intézményi eladósodások és azok központi kisegítése (miközben a kancellári rendszer bevezetésével állítólag sikeres volt a felsőoktatás konszolidációja), elbocsátások egyes tudományegyetemeken, hirtelen tandíjemelés – mire vezethetők vissza. Az írás megállapítja, hogy a hazai felsőoktatás elmúlt tíz évét az állami források beszűkülése mellett a finanszírozási rendszer átalakulása jellemezte. Nemzetközi összehasonlításban a hazai felsőoktatás kormányzati forrásai (az állami támogatások aránya a GDP-hez viszonyítva) jelentősen elmaradnak a fejlett országok átlagától. A mindezek nyomán kialakult intézményi gazdálkodási nehézségeket a kormány a kancellári rendszer bevezetésével – s ezzel együtt a gazdasági autonómia radikális és az akadémiai (oktatási és kutatási) autonómia vele járó nem jelentéktelen korlátozásával –, valamint eseti, kézzel vezérelt konszolidációs pénzosztogatással próbálta kezelni. Az intézmények kondicionális helyzete azonban tartósan rossz, ami nyilvánvalóan a minőség rovására megy, hiszen az intézmények az idősebb és tapasztaltabb oktatók elbocsátására kényszerülnek, és az oktatás feltételei is romlanak. Félő, hogy az állami források bővülése és a gazdálkodási szabadság kiszélesítése nélkül a helyzet tovább romlik. Egyre nyilvánvalóbban irreálissá válik a kormányzati stratégiának nevezett anyag azon célkitűzése, amely szerint minden magyar felsőoktatási intézmény világszínvonalú kell legyen azokban a diszciplínákban, amelyek a saját kiemelt területéhez tartoznak.

Regulation of the use of pre- and probiotics in the European Union and in other countries of the world ; A pre- és probiotikumok használatának szabályozása az Európai Unióban és a világ más országaiban
It was sixteen years ago that recommendations and guidelines were worked out by the FAO/WHO about pre- and probiotics for professionals, industry and consumers (Pineiro and Ben Embarek, 2006). In the developed countries, conscious nutrition, health preservation and disease prevention are increasingly emphasized. In Regulation (EC) No 1831/2003 in the EU has forbidden the use of antibiotics in animal feed as a stimulant for growth. As a result of this decision, the research of health-preserving, disease-preventing products developed rapidly both in the food and feed industries. In order to avoid misuse of prebiotic and probiotic terms, it is necessary to regulate precisely the description of the products. Regulation (EU) 258/97/EC of the European Parliament and of the Council is the first time that the concept of novel foods and food ingredients was introduced. This is the regulation that for the time deals with the introduction of microorganism as food ingredient into the food chain. Pre- and probiotics are present in the food and feed industry due to their beneficial effects on the body, so the regulation of the two areas in many cases merges. A good example is Regulation (EC) 178/2002 of the European Parliament and of the Council, which provides both food, feed, safety conditions and also human and veterinary aspects. Food safety is an important issue for all countries in the world. Every country have an authority to made regulation within this important area, for example the EFSA in EU, the GRAS qualification in USA, the FOSHU category in Japan and the food safety regulation system in Canada. The ISAPP is an international scientific committee, who make guidelines about the usage of pre- and probiotics. This work provides insight to the EU's and other countries' food law regulations. ; Tizenhat éve születtek meg a szakemberek, az ipar és a fogyasztók számára a FAO/WHO által készített ajánlások és irányelvek a pre- és probiotikumokról (Pineiro és Ben Embarek, 2006). Mindemellett a fejlett országokban egyre nagyobb társadalmi hangsúlyt kap a tudatos táplálkozás, az egészségmegőrzés és a betegségmegelőzés. Továbbá a 1831/2003/EK európai parlamenti és tanácsi rendeletben a Tudományos Operatív Bizottság betiltotta az antibiotikumok hozamfokozó céllal történő felhasználását a takarmányokban. A döntés hatására rohamos fejlődésnek indult az antibiotikum kiváltására szolgáló, egészségmegőrző, betegség megelőző hatással bíró készítmények kutatása az élelmiszer- és takarmányiparban egyaránt. A prebiotikus és probiotikus fogalommal való visszaélés elkerülésének érdekében pontos szabályozásra van szükség a termékek leírására vonatkozóan. Az (EU) 258/97/EK európai parlamenti és tanácsi rendeletben jelenik meg első alkalommal az új élelmiszer és az új élelmiszer-összetevő fogalma. Ez a rendelet az, amely első ízben foglalkozik a mikroorganizmusok, mint élelmiszeralkotók élelmiszerláncba kerülésével. A pre- és probiotikumok a szervezetre gyakorolt jótékony hatásuknak köszönhetően jelen vannak az élelmiszer- és takarmányiparban egyaránt, így a két terület szabályozása sok esetben összeolvad. Erre jó példa a 178/2002/EK európai parlamenti és tanácsi rendelet, amely egyaránt rendelkezik az élelmiszerellátásról, takarmányozásról, ezek biztonsági feltételeiről valamint humán és állategészségügyi aspektusokról. Az élelmiszerbiztonság a világ minden országában fontos tényező. Minden ország rendelkezik olyan hatósággal, amelynek feladata az ide vonatkozó szabályok megteremtése, betartatása, felülvizsgálata. Az EU-ban az EFSA által hozott rendeletek, az USA-ban a GRAS minősítés, Japánban a FOSHU kategóriára vonatkozó rendelkezések, míg Kanadában az élelmiszereket érintő biztonsági értékelési rendszer. Az International Scientific Association of Probiotics and Prebiotics (ISAPP) pedig egy olyan nemzetközi tudományos társaság, amely segít a pre- és probiotikumok használatára vonatkozó tudományos szakvélemények megalkotásában. Jelen áttekintés segít bepillantást nyerni az EU és más országok élelmiszer- és takarmányjogi szabályozásának rendszerébe és azok kialakulásába.

A kutatás-fejlesztés finanszírozásának változásai
The foundation for a national economy's positioning and strengthening in global competition is the permanent support of its innovation and research and development activities. Of this, R&D funding is of paramount importance, which is directly or indirectly one of the most important tools for increasing corporate competitiveness. The study examines trends in domestic R&D expenditures over the past one and a half decades. It focuses on the extent to which the financial crisis has affected the amount of funding resources and their structure. From an international comparison, Hungary and the European Union spend much less on research and development thant hose in the global competition. The impact of the crisis is reflected in the decline in the growth dynamics of R&D expenditures, but it has not been solved solely as a result of the crisis. Changes in the domestic structure of expenditures in recent years are encouraging and are in sync with the change in attitude that is considered desirable in R&D funding. However, from trends in data from recent years, it becomes apparent that neither Hungary nor the European Union will achieve the 1.8 and 3.0 per cent of GDP R&D spending by 2020. ; A nemzetgazdaság globális versenyben való helytállásának és erősödésének alapja az innovációs és kutatás-fejlesztési tevékenységének permanens támogatása. Ebből kiemelkedőjelentőséggel bír a kutatás-fejlesztés, annak finanszírozása, ami közvetlenül vagy közvetetten a vállalati versenyképesség növelésének egyik legfontosabb eszköze. A tanulmány megvizsgálja a hazai K+F ráfordításainak elmúlt másfél évtizedben végbement alakulását, annak tendenciáit.Kiemelten vizsgálja azt, hogy a pénzügyi válság mennyiben befolyásolta a finanszírozó források összegét és azok struktúráját. A nemzetközi összehasonlításból kiderül, hogy Magyarország és az Európai Unió is lényegesen kevesebbet költ kutatás-fejlesztésre, mint a globális versenyben élenjáró országok. A válság hatása megnyilvánul a K+F ráfordítások növekedési dinamikájának mérséklődésében, de az nem kizárólag a krízis következményeként lanyhult. A ráfordítások hazai szerkezetében az utóbbi években bekövetkezett arányváltozások biztatóak, szinkronban vannak a K+F finanszírozásában kívánatosnak tartott szemléletváltozással. Az utóbbi évek adatainak tendenciáiból azonban nyilvánvalóvá válik, hogy sem Magyarország, sem pedig az Európai Unió neméri el a 2020-ra kitűzött kutatás-fejlesztési ráfordítások GDP-hez mért 1,8, illetve 3,0 százalékos arányát.

Comparing the educational systems of the east central european region ; A kelet-közép-európai térség országai oktatási rendszerének összehasonlítása
The education has been exceedingly affected by the economic recession, the transformed state governance and the demographic waves, so the educational system of each country underwent some changes. The aim of my research is the comparative study of the educational systems in the East-Central European region. I examined the relationships between the different qualities, historical backgrounds, reforms and I explored the relationship between the current states of the systems (Karsten & Majoor, 1994; Lannert, 1998; Knell & Srholec, 2007; Horn & Sinka, 2007; Báthory, 2008; Dienes, 2007; Kelemen, 2010; Dakowska & Harmsenbert, 2015). My research questions are the following: What were the main reforms in the transformation of education systems? What similarities can be observed in the school systems of the countries? The region I studied is a specific East-Central European region, so the countries I have chosen are Hungary, Romania, Serbia, Croatia, Slovenia, Austria, Slovakia, Czech Republic, Poland. In my study, I have created three groups and I present the changes in the education systems of these countries, taking into consideration economic, social and political issues (Lannert, 2004; Kozma, 2006; Barber & Moirshed, 2007; Valuch, 2009; Kelemen, 2010; Jakubowski, 2015). Analyzing the results, it can be concluded that the regime change has enabled the countries to redefine themselves and find their new status in domestic and international politics, and also in world economy. The world economy situation created same problems for the states of the region, but their resources were different, so the public spending on education, the characteristics of education management and the infrastructure characteristics of the institutions were different. Among the main results, I have identified two groups during compulsory schooling, the first group being countries that introduce compulsory schooling up to the age of 6-15 years, and the other group consists of countries introducing compulsory schooling up to the age of 16. I have examined the curriculum regulation and the textbook market, it can be stated that, as a result of the reforms, new curricula were prepared, the textbooks were adapted according to these. Examining curriculum regulation is the result of countries striving for central regulation, but it has to be emphasized that there are countries that have integrated framework curricula and / or local curricula into a single national core curriculum, thus giving the opportunity to more autonomous management. In summary it can be concluded that the history of the countries studied and the development of their educational systems evolved similarly, however, differences can be observed by examining the different educational characteristics. My theoretical research can contribute to the discovery of the situation in Hungary and to the development tendencies and trends in the region.
