Introduction. Quality assurance systems have become an integral part of higher education in most countries of the world, and quality assurance agencies have become fully-fledged entities of national education systems, alongside educational institutions and education authorities.The quality of higher education is a major indicator of the level of public confidence in higher education institutions, the compatibility of national education systems in different countries with regard to the achievement of the standard level of competences and professional abilities of those who study under certain educational programs.According to the Law of Ukraine "On Higher Education" the quality assurance system of higher education in Ukraine consists of the following elements:systems of providing higher education institutions with the quality of educational activity and quality of higher education (internal quality assurance system);systems of external quality assurance of the educational activity of higher education institutions and the quality of higher education;quality assurance systems of the National Higher Education Quality Assurance Agency and independent higher education quality assurance and quality assurance agencies.At present, the issue of not only ensuring the quality of higher education, but also its guarantee, which is reflected in the Law of Ukraine "On Education", is becoming urgent.Particularly noteworthy is the problem of providing and guaranteeing the quality of training of military specialists in higher military education institutions.Purpose. The organizational structure of the internal system of quality assurance of higher military education at a higher military educational institution includes five levels:the level of a higher military educational establishment, which defines the policy in the field of quality assurance of higher military education, sets goals, determines the legal, organizational, methodological, material and social and psychological conditions of educational activity;the level of the institute, the faculty, the area of responsibility of which is the quality of development and implementation of specific educational programs, state final certification and distribution of graduates according to their rating;the level of the department that produces or provides training for higher military education applicants in a number of disciplines with responsibility for the quality of their implementation and control of training results;the level of the scientific-pedagogical worker who is granted the rights and responsibility for ensuring the quality of the development and implementation of programs of specific educational disciplines, educational-methodical materials, introduction of the latest educational technologies and methods;the level of the applicant for higher military education, at which the educational programs are mastered and the competencies of the military specialist are formed.The purpose of the article is to analyze the peculiarities of functioning of the internal system of guaranteeing the quality of higher military education at the level of teachers of higher military educational establishments and the role of professionalism of scientific and pedagogical workers in the achievement of quality educational results.Methods. The study was conducted using the following theoretical methods: systematic analysis of national and international experience in quality assurance in higher military education, induction and deduction, comparison, generalization and systematization.Results. The results of the study revealed:1. The quality assurance system of higher military education is based on the quality assurance of the educational process and the guarantee of the effectiveness of the system of management of a higher military educational institution, focused on achieving the set parameters of the quality of education and the results of training.2. Guarantees of the quality of educational processes are determined by the quality of educational programs, the level of professionalism of scientific and pedagogical and scientific personnel, the quality of competitive selection of applicants for higher education, innovative educational technologies, modern information, educational and methodological, material and technical support.3. Guarantees of the effectiveness of the higher military educational system management system include the realization of the educational goals that define the policy, tasks and responsibilities in the field of quality of higher military education, a complex, coordinated process of influencing the educational activity in order to achieve the highest compliance with modern requirements and quality standards of education.Originality. The quality assurance system of higher military education provides for the responsibility of military authorities which are the customers of the training of military specialists, higher military educational establishments and military educational units of higher education institutions for the formation of certain competences at higher education level, which enables them to perform professionally professional functions. in the troops (forces) in positions on purpose.In order to achieve this goal in higher military educational establishments, it is necessary to have a system of guaranteeing the quality of higher military education, based on the peculiarities of training military specialists in certain specialties and specializations, set goals for the quality of the educational process, as well as available material, technical, personnel, scientific and information and educational and methodological resources.Conclusion. Further development of the military education system to guarantee the quality of training of military specialists in higher military educational establishments is closely linked to the level of professional competence of teachers, their ability and ability to provide the qualitative formation of the necessary competences in the applicants for higher military education.Further studies on these issues are expected to analyze other levels of the organizational structure of the internal quality assurance system of higher military education, in particular:the level of a higher military educational institution;level of institute, faculty;the level of the department;the level of the applicant for higher military education. ; В статье проанализированы особенности функционирования внутренней системы гарантирования качества высшего военного образования на уровне преподавателей ВВУЗов и роль профессионализма научно-педагогических работников в достижении качественных результатов обучения. Определены направления мониторинга уровня профессионализма преподавателя ВВУЗа на основе использования методики рейтингового оценивания их педагогической деятельности. Профессиональная компетентность преподавателей ВВУЗов рассматривается как динамическая система взаимосвязей профессионально-проектного, профессионально-организационного, профессионально-методического, профессионально-образовательного и профессионально-коммуникативного элементов их деятельности, которая оказывает существенное влияние на качество образовательного процесса ВВУЗа. ; У статті проаналізовано особливості функціонування внутрішньої системі гарантування якості вищої військової освіти на рівні викладачів ВВНЗ та ролі професіоналізму науково-педагогічних працівників у досягненні якісних результатів навчання. Визначено напрями моніторингу рівня професіоналізму викладача ВВНЗ на підставі використання методики рейтингового оцінювання їх педагогічної діяльності. Професійна компетентність викладачів ВВНЗ розглядається як динамічна система взаємозв'язків професійно-проектувального, професійно-організаційного, професійно-методичного, професійно-освітнього та професійно-комунікативного елементів їх діяльності, що суттєво впливає на якість освітнього процесу ВВНЗ.
