The article looks into the process of "building" the monetary union of the EU member-countries and the creation of the European currency, EURO. Following the lengthy negotiations, the Euro-system era commenced on 1 January 1999, when the Euro was launched, marking the beginning of the third phase of the monetary union. At first, EURO will be virtual money and function as a dual currency, and only in 2002 will it get its physical form for everyday usage. In the first half of that year, local currencies will be replaced by the Euro in eleven EU countries that have satisfied the stringent criteria of "suitability" for joining the monetary union. Due to their strategic position, the Baltic peoples throughout their history have always been a kind of a buffer-zone, which has to a large extent affected their development. In the new European environment, the Baltic region is today somewhat marginalized, but because of its proximity to Russia it has an important strategic position. They want to join NATO and the EU because the Baltic states in this see a guarantee of their security and stability. The author is of the opinion that experts in international law are not broad-minded regarding the establishment of a state. Most legal experts take for granted the statements of the international judiciary on the existance of certain rules of general international law and consider them validated and indisputable. This faction has been given support by states since they uphold those legal statements that suit their interests. The author analyses the Opinions of the Arbitration Committee on the process of the disintegration and the criteria for the dissolution of the former Yugoslavia as well as the criteria for the creation of the new states. He considers this precedent as central for international judiciary law. (SOI : PM: S. 187)
