Celem niniejszego tekstu jest spojrzenie na studia z zakresu integracji europejskiej z perspektywy ekonomii politycznej. Zabieg taki pozwala na uchwycenie dwóch głównych wymiarów natury Unii Europejskiej, tj. ekonomicznego i politycznego, jak również stymulowania dialogu pomiędzy tymi dwoma sposobami teoretyzowania integracji europejskiej. Niniejszy tekst przybliża zasadniczo ekonomiczny dorobek w zakresie studiów europejskich (w sposób przystępny dla nie-ekonomistów), pozwalając na lepsze zrozumienie procesów, zjawisk i mechanizmów integracji międzynarodowej. ; The objective of the article is to see the studies on European integration from the perspective of the political economy, which allows to capture the two most important dimensions of the European Union, that is the economic and political one. It also stimulates the dialog between the two ways of theorising the European integration. The proposed text reconstructs the economic discourse in the European studies (in a way which is friendly for non-economists') and helps to better understand the processes, phenomena and mechanics of international integration.

Pod uwagę brane są perspektywy dalszego postępu, zatrzymania i upadku integracji, oddziaływania postępowania Rosji i przemian w szerszym środowisku międzynarodowym. W tym celu wykorzystane zostało podejścia wypracowane przez wpływowy nurt badawczy, nazywany szkołą kopenhaską: teoria kompleksów bezpieczeństwa. ; The main goal of the article is an attempt to outline an analytical tool that would systematize considerations of the possible variants of the development of the European Union as a result of a coincidence of internal and external circumstances. Prospects of further progress, stop, and fall of integration, impacts of the proceedings of Russia and changes in the broader international environment are taken into account. For this purpose an approach developed by the influential mainstream research, called the Copenhagen school, has been implemented : the theory of security complexes.
The Ukraine crisis, which started at the end of November 2013 and in April 2015 turned into armed confl ict in the east of Ukraine, had a negative impact on the geopolitical situation of Poland; it compromised Poland's security and impaired the perception of security among the majority of Polish society. This article's objective is to outline the direct implications of the crisis and confl ict in Ukraine for the security of Poland. These implications include: destabilization of the international security with serious consequences for the security of Poland; an increased sense of threat from Russia in Polish society; increased efforts of Polish foreign and security policy-makers to strengthen military defense potential; reinforcement of NATO's cohesion and its more active involvement in Polish and Central European security; enhanced cooperation between Poland and the United States in the fi eld of military defense; and increased threats to the economic stability of Poland.
The article is devoted to the process of creating European structures after 1990, and in particular the actions taken by the representatives of the Polish state. An effective process of bringing Poland closer to the European structures began with the actions that were aimed at establishing Poland's membership in the Council of Europe; those actions, however, were also aimed at obtaining member status in other specialized organizations, such as: the Organization for Economic Co-operation and Development (OECD), the International Energy Agency (IEA), and the Nuclear Energy Agency (NEA). These accessions were followed with a crowning achievement of obtain ing a full member status in the NATO. Nevertheless, it was accession to the EU that required particular engagement from all environments, including both political and academic. The author, who was directly involved in those events, pays particular attention to the works and output of the Convention on the Future of Europe (the European Convention).
The author concentrates on the creative and codifying role of the state concerning certain genres of speech. Types of text generated by the state are called here 'state controlled genres'. It is a general term describing the genres which exist and function within the activity of the state – literary genres, journalism, public relations, admin-istration, law, political discourse, parliamentary debates. These genres fall outside descriptions of existing typologies. The following elements of state that influence the various genres of the text are taken into consideration: administration (parliament, state departments, offices; ex-amples: constitution, laws, expose, applications), diplomacy (international contacts: letters of credence, aide-memoires) and media (president, prime minister, ministers, members of parliament, spokesmen; examples: orations, proclamations, briefings, rectifications). State controlled genres are one of the elements of language (on the genetic level) which are essential for the identity of the contemporary homo politicus society.
The text is an attempt to analyze the international political situation in the security sector in the context of the crisis which has arisen as a result of the aggressive actions of the Russian Federation in relation to Ukraine: in particular the forcible annexation of the sovereign territory of Ukraine in violation of all the principles and norms of international law and the inspiration of the armed conflict in the eastern regions of Ukraine. For the first time after the end of the World War II aggression has become a fact of reality in European politics. Pan-European and transatlantic security institution – the Organization for Security and Cooperation in Europe – was not sufficiently effective mechanism for crisis management. In two years, the conflict in eastern Ukraine killed about 10 thousand men. The conflict in Eastern Ukraine has radically changed the perception of security in Europe. The problem is that Ukraine, like most of the "new democracies" of Eastern Europe as a result of the transformation processes of the early 90th appeared in a "gray zone" of security. Most of the Eastern European countries overcame the security gap by joining NATO/EU. At the same time, Ukraine remained in the buffer zone and became an object of intense economic, political, informational and military pressure from the Russian Federation. As a result, Ukraine is forced to rely primarily on their own capabilities and the military-industrial potential (not being part of the European collective defense/security), on the other – the international political, economic, informational support from the international community plays a key role in the possibility of Ukraine resist aggression. However, the crisis has led to a certain re-evaluation of existing regional security system: 1) The failure of attempts to build a pan-European security system became obvious; 2) The OSCE in Ukrainian crisis has created a platform for the negotiations and the peace process, but did not provide, at least until now, the mechanism of a real resolution to the crisis; 3) The question of inefficiency, lack of prospects and obsolescence of NATO as a collective security organization may be withdrawn from the agenda; 4) There is an activization of existing and search for new formats of cooperation between European countries in the development and improvement of the international security system in Europe. ; W artykule podjęto próbę analizy bezpieczeństwa w wymiarze polityczno-międzynarodowym w kontekście kryzysu wywołanego agresywnymi działaniami Federacji Rosyjskiej wobec Ukrainy – w szczególności aneksji części terytorium Ukrainy przy użyciu siły z pogwałceniem wszelkich norm prawa międzynarodowego oraz "instalacji" konfliktu zbrojnego we wschodnich obwodach państwa ukraińskiego. Po raz pierwszy od zakończenia II wojny światowej agresja stała się rzeczywistością polityki europejskiej. Ponadto ogólnoeuropejskie i transatlantyckie struktury bezpieczeństwa – Organizacja Bezpieczeństwa i Współpracy w Europie – nie jest zbyt efektywnym mechanizmem zarządzania kryzysowego. W ciągu dwóch lat konfliktu zginęło ok. 10 tys. osób. Konflikt na wschodzie Ukrainy radykalnie zmienił postrzeganie bezpieczeństwa na kontynencie europejskim. Problemem jest to, że Ukraina jak większość "nowych demokracji" Europy Wschodniej w wyniku procesów transformacyjnych znalazła się w szarej strefie bezpieczeństwa. Większość wschodnioeuropejskich państw rozwiązało problem security gap, wstępując do NATO i UE, podczas gdy Ukraina pozostała w szarej strefie, stając się celem ekonomicznych, politycznych, informacyjnych i wojskowych nacisków ze strony Federacji Rosyjskiej. Po pierwsze, w wyniku rozwoju kryzysu Ukraina jest zmuszona w pierwszej kolejności liczyć na własne możliwości i potencjał wojskowo-przemysłowy (nie będąc częścią europejskiego systemu bezpieczeństwa kolektywnego/obronnego). Po drugie, wsparcie polityczne, ekonomiczne i informacyjne ze strony społeczności międzynarodowej odgrywa kluczowe znaczenie w kontekście przeciwstawienia się Ukrainy rosyjskiej agresji. Впервые после завершения Второй мировой войны агрессия стала фактом действительности европейской политики. При этом общеевропейская и трансатлантическая структура безопасности – Организация по безопасности и сотрудничеству в Европе – оказалась не достаточно эффективным механизмом кризисного урегулирования. В результате развития кризиса с одной стороны Украина вынуждена полагаться в первую очередь на свои собственные возможности и военно-промышленный потенциал (не будучи частью европейской системы коллективной обороны/безопасности), с другой – международно-политическая, экономическая, информационная поддержка со стороны международного сообщества играет ключевую роль в возможности Украины противостоять агрессии. Вместе с тем, кризис привел к определенной переоценке существующих в регионе систем безопасности: 1) Можно засвидетельствовать провал попыток выстроить общеевропейские механиз- мы обеспечения безопасности; 2) ОБСЕ создала платформу для переговоров и мирного процесса, но не обеспечила, по крайней мере, до сих пор, механизма реального урегулирования кризиса; 3) Вопрос о неэффективности, бесперспективности и устарелости НАТО как организации коллективной безопасности может быть снят с повестки дня; 4) Происходить активизация существующих и поиск новых форматов сотрудничества между европейскими государствами в целях развития и усовершенствования системы международной безопасности в Европе.
Celem artykułu jest wyodrębnienie czynników, które mają bezpośredni wpływ na poziom uczestnictwa mieszkańców w procesach administracyjnych, oraz opracowanie propozycji, które zapewnią systematyczne stosowanie mechanizmów włączenia społeczności lokalnej do podejmowania decyzji. Obecnie na Ukrainie trwają procesy decentralizacji, które mają na celu podwyższenie poziomu zarządzania, w związku z czym odbyło się łączenie rad miejskich i wiejskich. Znaczący wpływ na te procesy mają projekty międzynarodowe, pomagające nowoutworzonym hromadom (jednostka podziału administracyjnego) wprowadzać lepsze praktyki zarządzania, zwłaszcza poprzez włączenie społeczeństwa obywatelskiego do podejmowania decyzji na poziomie lokalnym. Problem polega na tym, że mieszkańcy z jednej strony nie wiedzą, jakie istnieją mechanizmy uczestnictwa w procesach administracyjnych, a z drugiej strony – władze lokalne niewystarczająco informują o możliwościach włączenia społeczeństwa do podejmowania decyzji. W niniejszej pracy zastosowano dwie główne techniki badawcze: wywiad i ankietowanie. Analiza została przeprowadzona na przykładzie nowoutworzonych hromad, które uczestniczyły w Programie "Decentralizacja przynosi lepsze wyniki i efektywność" (DOBRE), realizowanym przez międzynarodową organizację Global Communities i finansowanym ze środków Agencji Stanów Zjednoczonych ds. Rozwoju Międzynarodowego (USAID). Ustalono, że mieszkańcy nie są wystarczająco zorientowani w mechanizmach umożliwiających im uczestnictwo w procesach podejmowania decyzji na szczeblu lokalnym oraz możliwości ich wykorzystania. Ponadto stwierdzono, że istnieje związek wzajemny: im wyższy poziom wiedzy społeczeństwa obywatelskiego (jak otrzymać dostęp do informacji o usługach, za które odpowiadają władze lokalne), tym wyższy poziom jego zadowolenia z uczestnictwa w podejmowaniu decyzji. Potencjalnym zagrożeniem po zakończeniu projektów międzynarodowych może być cofnięcie w przemianach, które zostały wprowadzone w hromadach. W celu uniknięcia takiej sytuacji może być zaproponowane stworzenie w strukturze jednostek samorządowych osobnego wydziału odpowiadającego za wdrożenie przemian w hromadach albo przegląd funkcji już istniejących wydziałów, ich reformowanie i wprowadzenie "dobrych praktyk" dla monitoringu, analizy, zbioru danych oraz stworzenie warunków dla wewnętrznej koordynacji kierunków rozwoju. ; The aim of this article is to identify factors, that directly affect the level of inhabitants participation in the decision-making processes at the local level, and to develop proposals, that will ensure the regular using of these mechanisms. Ukraine is currently in the decentralization process, which aims to increase the level of government, as a consequence of which towns and village councils have been consolited. The international projects have a big influense at such processes, helping newly consolited communities (administrative units) to implement best management practices, especially through the involvement of inhabitants in the decision-making processes. The problem is that, inhabitants don't know, what kind of mechanisms exist for their participation in the decision-making processes at local level, and a local authorities don't sufficiently inform inhabitants about them. At this work, two main research methods are used: interviews and questionnaires. The analysis was based on the example of consolited communities, that participated in the Decentralization zation Global Communities and funded by the United States Agency for International Development (USAID). It was found, that inhabitants are don't know, what kind of mechanisms exist at their communities, that allow them to participate in the decision-making processes at the local level, anf how to use them. In addition, it was found, that there is a correlation: the higher is a level of inhabitants knowledge how to access information about services for which local authorities are responsible, a higher is a level of inhabitants satisfaction by their participation in the decision-making processes at local level. A potential threat after the completion of international projects may be a step back from the changes, that have been implemented in communities. This situation can be prevented by creating a special department in local town or village council responsible for implementing changes in community or reviewing the functions of existing departments, reforming them to monitor, analyze, collect data and create conditions for coordination of development directions and implementation a good governance practices in community.

Zdaniem instytucji Unii Europejskiej – co wykazuje niniejszy tekst – konieczność wzajemnie uzupełniających się interwencji w obszarach bezpieczeństwa i rozwoju jest efektem nowych zagrożeń dla Europy. UE konsekwentnie podkreśla, że "bezpieczeństwo jest niezbędnym warunkiem rozwoju" i że "trwały pokój nie jest możliwy bez rozwoju i eliminacji ubóstwa". Tworzenie i wzmacnianie warunków politycznych, społecznych i gospodarczych dla stabilności ma zasadnicze znaczenie dla bezpieczeństwa i jest warunkiem wstępnym rozwoju. As stated in the treaties, the EU's external action objectives are to preserve peace, prevent conflicts and strengthen international security and also to foster the sustainable economic, social and environmental development of developing countries, with the primary aim of eradicating poverty. The primary objective of the EU's development policy is the reduction and, in the long term, the eradication of poverty, but development policy also addresses sustainable development, inequalities, social injustice and human rights violations. This is essential in addressing the root causes of insecurity and conflict.The EU may use the Common Foreign and Security Policy and the Common Security and Defence Policy missions outside its territory for peacekeeping, conflict prevention and strengthening international security. The need for mutually reinforcing interventions in the areas of security and development is clear. The EU has consistently underlined that security is a precondition for development and that without development and poverty eradication there will be no sustainable peace. Creating and fostering the political, social and economic conditions for stability is essential for a country's security and a prerequisite for its development. This security-development nexus is central to maximising the effectiveness of the EU's external action.Current security capacity building efforts in partner countries span across a number of policy areas. They call on different instruments and focus on building effective, legitimate and sustainable institutions, including effective justice and security sectors, border control and coast guards. Capacity building activities include access to international instruments, political dialogue, technical cooperation (including joint research and innovation), training (knowledge transfer and skills development) and the provision of essential equipment and material. Training in the security sector seeks to improve a partner's ability to ensure stability and the protection of citizens.

The EU may use the Common Foreign and Security Policy and the Common Security and Defence Policy missions outside its territory for peacekeeping, conflict prevention and strengthening international security. The need for mutually reinforcing interventions in the areas of security and development is clear. The EU has consistently underlined that security is a precondition for development and that without development and poverty eradication there will be nosustainable peace. Creating and fostering the political, social and economic conditions for stability is essential for a country's security and a prerequisite for its development. This security development nexus is central to maximising the effectiveness of the EU's external action. Current security capacity building efforts in partner countries span across a number of policy areas. They call on different instruments and focus on building effective, legitimate and sustainable institutions, including effective justice and security sectors, border control and coast guards. Capacity building activities include access to international instruments, political dialogue, technical cooperation (including joint research and innovation), training (knowledge transfer and skills development) and the provision of essential equipment and material. Training in the security sector seeks to improve a partner's ability to ensure stability and the protection of citizens.

This issue is of concern to state, regional and also local governments. The strategies proposed are also multilevel. It is the latter that have the most complicated role since they are the ones that are closest to the problem. For this last level of public administration, the main obstacle is the lack of resources, becoming clearly dependent on European, national and autonomous funds. The analysis of the plans guides us as to which aspects are the most important. This is the case of Barcelona, because it is an example of inclusive support measures and teamwork on a European and international scale. International security is one of the main areas of interest of European Union countries. It results from intensifying global phenomena such as population growth, degradation of the natural environment or the growing interdependence between countries, which is an effect of closer cooperation. The progressive liberalization of international activities has also forced member states to take greater control over the flow of agri-food products in increasingly developed supply chains. It is connected with, among others, the deterioration in their nutritional value and healthful quality, which could be prejudicial to people's health. Hence, it has become extremely important to develop solutions to ensure not only physical and economic access to food, but also that its quality meets certain standards. Not ensuring it may reduce access to food products and, in extreme situations, can even lead to the death of consumers. The aim of the study is to indicate the essence of the problem of food security and to identify how member states are dealing with it. The essence and outline of the evolution of the concept of food security and its current perception will be presented. In addition, factors which destabilize food security and the actions of EU countries aimed at preserving it will be indicated. The study uses a descriptive method and a critical analysis of the literature. ; Bezpieczeństwo międzynarodowe należy do głównych zainteresowań państw Unii Europejskiej. Wynika to m.in. z nasilania się globalnych zjawisk takich jak: dodatni przyrost liczby ludności, degradacja środowiska naturalnego czy coraz większa współzależność między krajami, będąca efektem pogłębianej kooperacji. Postępująca liberalizacja działalności międzynarodowej zmusiła państwa członkowskie do skrupulatniejszej kontroli przepływów produktów rolno-spożywczych w coraz bardziej rozbudowanych łańcuchach dostaw. Ma to związek m.in. z zagrażającym zdrowiu, a nawet życiu ludzi pogorszeniem ich jakości odżywczo-zdrowotnej. Dlatego niezmiernie ważne stało się opracowanie rozwiązań skupiających się nie tylko na zapewnianiu fizycznego i ekonomicznego dostępu do żywności, lecz również na spełnianiu przez nią określonych standardów gwarantujących jej jakość. Celem opracowania jest wskazanie istoty problemu bezpieczeństwa żywnościowego oraz przedstawienie sposobu, w jaki kraje członkowskie zaangażowały się w jego rozwiązywanie. W związku z tym zarysowano ewolucję koncepcji bezpieczeństwa żywnościowego oraz jego percepcję, a także wskazano czynniki destabilizujące bezpieczeństwo żywnościowe oraz działania państw UE mające na celu jego zachowanie. W opracowaniu posłużono się metodą opisową oraz krytyczną analizą literatury.
