The IV International Workshop on Oil and Gas Depletion, that is held at Gulbenkian Foundation in Lisbon on the 19th and 20th May, 2005, is the fourth annual meeting promoted by ASPO, the Association for the Study of Peak Oil and Gas, with the organizing support of Geophysics Centre of Évora. Previous meetings were held at the University of Uppsala in 2002, Institut Français du Pétrole, Paris in 2003, and Bundesanstatt fur Geowissenschaften und Roshtoffe, Berlin in 2004. In this fourth annual edition, the core topics chosen for our works are: • Reality in Oil Exporting Countries: The Supply Limits • Impacts of Depletion in Oil Importing Countries: The Demand Pressure • How-Much Regular Oil and Non-Conventional Oil: Utopia versus Reality • The Case for Political Action: The Depletion Protocol • The World Past Peak Oil Age From Uppsala to Lisbon, the public perception of the serious threat impending on humankind as a result of the growing scarcity of fossil fuels has increased. And national and international authorities have slowly but perceptibly admitted and changed their discourse on the problematic availability of the energy required to run the world economy. But political consequences have not yet been addressed straightforwardly – when political action is ever increasingly urgent for putting in place the economical and social changes and technological infrastructure required for preserving wellbeing if not survival itself. For this reason, in this fourth edition of ASPO's annual meetings we called upon members of the political community to share their views on how political action might be taken at the required international level. As the starting point of this debate we have the Depletion Protocol - first proposed by Colin Campbell 10 years ago at a conference in London. It has surfaced in various guises since, named the Uppsala Protocol in 2002, on the occasion of the First International ASPO's Workshop, later also referred to as the Rimini Protocol. The organizers of this Workshop welcome all participants and thank all speakers who kindly accepted to contribute to this event and those participants who also offered their contributions. They thank Calouste Gulbenkian Foundation and Partex – Oil and Gas, for generously hosting this event and offering the valuable sponsorship which makes it possible. Although generally considered a tolerant or even an ultra-pacifistic religion,
contemporary Buddhism is far from being free from internal political-religious tensions.
The present article sketches three conflicts: the first is located within the Kagyüpaline
where two sub-currents argue about the legitimacy of the spiritual leader of the
school; the second refers to the controversy over Dorje Shugden, a protective deity whose veneration was declared dangerous by the Dalai Lama and other leaders of the Guelugpa-school in opposition to the defenders of this religious practice; the third one is the dispute over Soka Gakkai whose status as a modern representative of Nichiren Buddhism is questioned by other Japanese Buddhist groups. After having laid out the basic characteristics of the three conflicts the article deals with their impact on contemporary Brazilian Buddhism.

APRESENTAM-SE subsídios para o debate sobre políticas de migração internacional que já se estende para movimentos sociais de expressivos contingentes documentados e não-documentados nos principais países de destino. Recomendações de organismos internacionais defendem políticas migratórias em termos de direitos humanos e na supervisão de remessas, consideradas um dos aspectos positivos das migrações e auxílio no combate à pobreza dos países de origem. O contraponto com formulações teóricas sobre o fenômeno evidencia incoerências e inviabilidades dessas propostas se não forem articuladas com esforços para o desenvolvimento econômico e social dos países envolvidos. ; THE TEXT presents arguments for the debate concerning international migration policies; this debate, nowadays, involve social movements of increasing number of documented and undocumented migrants in the main destination countries. International organisms recommend migration policies based on human rights and remittances, considered as a way of reducing poverty in origin countries. Nevertheless, considering theoretical approaches and recent mass movements we can argue about the viability of the propositions as well as the necessity of also considering the structural conditions for the development efforts in these countries as a fundamental manner of combating poverty and improving their level of life.

The author analysed numerical data characterizing international liquidity of the member States of the International Monetary Fund in the years 1956 -1983, attempting to define in what way the Fund could affect that liquidity. Instruments intended to secure the international liquidity used by the Fund were the object of the research. The Author also examined the role of the Fund instruments in financing of import and foreign trade deficit and creating currency reserves of the member States. The author positively assessed the role played by the Fund, indicating that it has realized its statutory tasks in shaping international liquidity. Safeguards Agreements are the important legal institution in the system of international control of peaceful utilization of the atomic energy. The control is kept by the International Atomic Energy Agency. The control activities of this organization have to secure that any help offered by itself, by its request, or under its supervision or control cannot be diverted into any military goals. The control activities of the Agency in this scope have to preclude any proliferation of nuclear technology by means of eliminating the situations of inadequate utilization of the Organization's assistance by a State and to prevent a seizure or increase in an army nuclear supplies used and produced in the objects subjected to the safeguards system of the IAEA. The control activities of the Agency is regulated by many acts, the essential ones are: the IAEA Statute, the Safeguards Document, the Inspectors Document. They provide the key model of the control system. These provisions are specified in the Safeguards Agreements. The agreements are concluded between the Agency and one or several member states and they contain commitments of the states- -parties to the agreement to use materials equipment and installations subjected to the IAEA safeguards solely for peaceful goals, the organization is granted the right to control carrying out the commitments of the contracting states. The agreements can concern whether a project of utilization of the Agency assistance or bilateral or multilateral regulation in the scope of utilization of the atomic energy, enabling a contracting state to apply to the organization asking for executing safeguards, they can also refer to any activity of a state pertinent to the atomic energy which is unilaterally subjected to the safeguards of the Agency. The author of the article indicates at the substance of the Safeguards Agreements and discusses their particular types in the IAEA regulations and practice. These are: Project Agreements, Safeguards Transfer Agreements, Safeguards Execution Agreements, Unilateral Safeguards Submission Agreements, Supplementary and Subsidiary Agreements. A crise financeira não deveria chegar à América Latina, segundo a maioria dos economistas e governantes: o conjunto de indicadores de vulnerabilidade melhorou na maior parte dessas economias. No entanto, ela chegou e, à medida que os dias passam, anuncia-se cada vez mais severa. Os indicadores de vulnerabilidade, portanto, não são suficientes para estabelecer prognósticos confiáveis. É necessário combiná-los com indicadores de fragilidade mais confiáveis como a apreciação da taxa cambial, as desigualdades mais elevadas. Quanto piores forem esses indicadores, mais difícil será resistir à crise, e vice-versa. Como a crise nos países desenvolvidos adquiriu um caráter sistêmico e os indicadores de fragilidade não são muito bons, suas repercussões serão consideráveis nessas economias emergentes, apesar de indicadores de vulnerabilidade terem apresentado melhoras. ; Most economists and government leaders stated that the crisis was not going to reach Latin America; the indicators of vulnerability have improved in most of these economies. However, the crisis did reach the region and is looking increasingly severe as the days go by. The indicators of economic vulnerability alone cannot, therefore, establish reliable forecasts. More reliable indicators such as exchange rate appreciation and other high inequalities must also be taken into account. The worse these indicators are, the more difficult it is not to fall into the crisis, and vice-versa. In developed countries, the crisis has taken on a systematic character and the signs of fragility are worrying. Therefore, despite an improvement in the indicators of economic vulnerability, the crisis will have significant repercussions in emerging economies.

The task of the article is a comparison of theoretical findings of the conception of the international economic cooperation of the CMEA member states with the premises of their economic policies in this scope and with the previous course of integrational processes in the CMEA group. In the first part of the study, three basic theoretical concepts of economic cooperation are presented which can be related to differing views of economists on the part played by planning and international market in the socialist economy. In the second part of the study a system of the international economic cooperation adopted in the premises of the economic policies of the CMEA member states is analyzed. The author's attention is focused mainly on those elements of the international cooperation system which are compromising opposing pursuits of the particular member states of securing themselves most favorable conditions for balancing necessary means with needs stated autonomously in the national plans of economic developement. The third part of the study is devoted to the analysis of features of functioning of the present system of international cooperation of the CMEA states. The actual distribution of competence and roles in the system of relations between various levels of domestic and international institutions and organizations are characterized. The scope of implementation of resolutions and recommendations of the CMEA on the developement of the international specialization and productional cooperation is evaluated. The excessive build up of the consulting and negociating activities almost on all the levels of economic organizations of the member states and of the CMEA organs is also indicated. The identification and analysis of structure of interdependence of economic interests in the sphere of realization of international economic cooperation in the CMEA are performed. Particularly, following groups of interests can be singled out: Party and government governing bodies, central economic administration, productional and trade enterprises, international organs of the CMEA. É surpreendente a resistência da economia brasileira à crise internacional nos primeiros meses de 2009. A queda da produção e dos investimentos foi intensa, mas não houve crise cambial, nem crise fiscal ou abalos no sistema financeiro. O governo conseguiu adotar medidas anticíclicas, com corte de impostos e redução dos juros, favorecido pela arrecadação fiscal elevada e pelo fortalecimento dos bancos, depois de anos de juros elevados, além de dispor dos bancos públicos e dos fundos públicos, instrumentos poderosos herdados do passado. No lado externo, a entrada de capitais é estimulada pela ampla liquidez gerada pelas políticas de expansão monetária dos Estados Unidos, enquanto as exportações refletem a sustentação da demanda chinesa, com forte aumento da participação de produtos primários e redução das vendas de produtos industrializados. A capacidade de reagir à crise é um grande teste para o modelo brasileiro de abertura e liberalização, da mesma forma que as dificuldades para sustentar as exportações de industrializados e para a recuperação dos investimentos e da atividade produtiva são também desafios consideráveis. ; Reviewing the first months of 2009, it's surprising to see the Brazilian economy resistance over the international crisis. The decline on production and investment were intense, however, there has not been neither a foreign exchange crisis nor fiscal and financial system breakthrough. The government could apply anti-cyclic policies, as tax cuts and interest reduction, helped by the actual large extend of tax collection and banks strength, after years of high interest rates, besides using the public banks and the public funds, valuable legacy instruments. Regarding the external side, the capital inflow is stimulated by the wider liquidity generate by the US recent monetary expansion policy, while the exports are due to China demand maintenance, with significant increase in basic commodities and decrease of manufactured products. The capacity of reacting to the crises is a great test for the Brazilian model of economic opening, in the same way that the difficulties to sustain the industrialized good exports and recovery of investment rates in the manufacturing activities are considerable challenges.

OBJECTIVE:To comparatively analyze governmental regulations on embryonic stem cell research among countries. METHODS: The study was performed between March and May 2008, using a direct electronic search through official databases of legislative documents from 25 selected countries, confirmed by email consultation with researchers and authorities from these countries, when necessary. RESULTS: Results showed a trend to allow the practice of embryonic stem cell research, though with strict ethical restrictions. Among the countries analyzed, only Italy and Germany explicitly condemned the extraction of stem cells and only Italy prohibits their subsequent use. Recent judicial decisions in Brazil are in accordance with the international regulatory context of embryo research. CONCLUSIONS: The trend observed represents freedom of research to promote knowledge as a public good, emphasized by the expectation of therapeutic potentiality of embryonic stem cell research to treat and cure diseases without any medical care. ; OBJETIVO:Analisar comparativamente regulações governamentais entre países sobre pesquisa em células-tronco embrionárias. MÉTODOS:O estudo foi conduzido entre março e maio de 2008, por meio de busca eletrônica direta nas fontes oficiais sobre documentos legislativos de 25 países selecionados e confirmada, quando necessário, por consulta por e-mail a pesquisadores e autoridades desses países. RESULTADOS: Os resultados mostraram tendência a permitir a prática de pesquisas com células-tronco embrionárias, embora com rígidas restrições éticas. Dentre os países estudados, apenas Itália e Alemanha explicitamente condenam a extração de células-tronco e apenas Itália proíbe seu uso subseqüente. Decisões jurídicas brasileiras recentes são coerentes com o contexto regulatório internacional sobre pesquisa embrionária. CONCLUSÕES: A tendência observada representa a liberdade de pesquisa para a promoção do conhecimento como um bem público, reforçada pela expectativa de potencialidade terapêutica na pesquisa com células-tronco embrionárias para o tratamento e cura de doenças sem qualquer possibilidade de assistência médica. ; OBJETIVO:Analizar comparativamente regulaciones gubernamentales entre países sobre pesquisa en células madre embrionarias. MÉTODOS:El estudio fue conducido entre marzo y mayo de 2008, por medio de búsqueda electrónica directa en las fuentes oficiales sobre documentos legislativos de 25 países seleccionados y confirmada, cuando era necesario, por consulta por e-mail a investigadores y autoridades de esos países. RESULTADOS:Los resultados mostraron tendencia a permitir la práctica de pesquisas con células madre embrionarias, a pesar de que con rígidas restricciones éticas. Entre los países estudiados, apenas Italia y Alemania explícitamente condenan la extracción de células madre coherentes con el contexto regulatorio internacional sobre pesquisa embrionaria. CONCLUSIONES: La tendencia observada representa la libertad de pesquisa para la promoción del conocimiento como un bien público, reforzada por la expectativa de potencialidad terapéutica en la pesquisa con células madre embrionarias para el tratamiento y cura de enfermedades sin cualquier posibilidad de asistencia médica.

Both the present theory of international conflicts and recent development in international relations in the sphere of procedures and bases for pacific solution of international disputes call for an urgent re-examination of a number of relevant problems involved. There are three such problems the examination of which is essential to meet the necessity of a new approach to international disputes and their solution by pacific means. First of all it seems to be of primary importance to propose a new and more adequate systematization of international disputes using such criteria as they appeared to have played in practice decisive role in the originating (sources) of particular disputes their stages and possible mutations. The author proposes five such criteria which give an opportunity to systematize all disputes and show them in the light of variety of characteristic features. These criteria are as follows: a) substance of the dispute (the subject matter may be territorial or personal), b) persons meaning parties to a dispute (there may by bilateral or multilateral disputes; disputes between states, states and an organization, or between organizations etc.), c) the factor of time which may have and material significance or plays a formal and procedural role, d) the factor of the locus in the meaning of the character of circumstances (local, regional or universal) which bear upon sources of a particular dispute, and e) the factor of forum which shows whether and under what conditions a particular dispute may be discussed on the international plane or falls within the exclusive national jurisdiction. The visible decline of using existing devices and means of pacific solution of international disputes as listed in the article 33 of the Charter tends to expose the international peace to a real danger. There is therefore a further need of thorough research of present practices spontaneously and often informally developing. The author gives a number of such instances which together with some other propositions may be used as a helpful indication by drafting new devices and institutions of pacific solution of international disputes. Finally there is another problem which consists in an hypothesis that there is an intimate relation between particular types of international disputes and means best calculated to bring such disputes to an desirable end. Dynamism and complexity of international environment is reflected in Incessant rotation of values. Experience and knowledge from disaster of Two Enormous World Wars, grounded in complicated structure of contemporary world - democratic values, which have dominated circle of principles. The main role in this process was plaid by United Nations, that became promoter of peace and regard for otherness. The author analyze how international community had been changed. The awareness of circulation of values determines the way of human thinking and proclaimed such important factors in global system. Disproportions in development in different parts of the World are escalated by increasing economic cooperation between international actors, and Hi­tech achievements. Singular nation cannot solve this issue by itself. Challenges of globalization like: poverty and hunger, pollution, or gender unequal, demand transnational activity. Most of those disadvantages has argued how necessary global social movements are to neutralize global disproportions. The author notices that social activities in global assessment created new attitude for global citizens. Members of this new global community identify world as a common place. That project has been creating and in authors opinion belongs to one of the most important challenge in the future.

Celem artykułu jest ukazanie wpływu i logicznych konsekwencji efektów dyskursu na temat związków między uniwersalizmem, modernizacją i westernizacją na promowane przez różne międzynarodowe organizacje i agencje ratingowe standardy pożądanych wzorców ładu instytucjonalnego sprzyjającego wzrostowi międzynarodowej instytucjonalnej konkurencyjności gospodarek. Problematyka ta mieści się również w obszarze badań współczesnej teorii modernizacji. Bez względu na fakt ogromnego dorobku badawczego w tym zakresie, ciągle trudno ocenić konkurencyjność ładu instytucjonalnego ex ante.
