The author distinguishes threats to international security from challenges faced by the security policy of states and collective international actors but approaches them as a certain continuum. The following phenomena are considered threats and challenges in the second decade of the 21st century: military threats (nuclear weapons and their proliferation, conventional weapons and huge military spending), terrorism, other threats (cybernetic, economic and energy-related, ecological), as well as the migration challenge. A separate major challenge, which the author analyses in detail, is the reconfiguration of the international order that has been taking place for more than a decade now. The author believes that this reconfiguration constitutes a serious challenge to the West, including to its security policy. In order to take up this challenge, benefit from it and prevent the emergence of new threats to international security, the West needs to not only consolidate its security system but also engage in dialogue and cooperation with the emerging competitors and rivals challenging the West's global leadership (the emerging powers from BRICS), as the American political scientist Charles Kupchan proposed in 2010, emphasising that lasting peace can be achieved by turning enemies into friends. It is, however, uncertain what kind of foreign policy will be conducted by the new US President, Donald Trump, elected in November 2016.

The presented article is aimed at reflecting usage of mediation as a form of international conflicts settlement and at revealing its factors, at the example of the case of conflict in Abkhazia, Georgia. The article is a hypothesis on to what extend international or regional organizations act as effective mediators during mediation process. Attempt of conflict regulation and work of the mediation platform created after Russian-Georgian war are discussed.The theory discussing main variables for evaluating international mediation represented in mediation literature have been used for evaluating mediation factors. The article shows the level of mediation effectiveness in international conflicts, when it is not clear which are the conflicting sides; it shows that when there is an influential country, considering its capabilities, it has enough power to act as effective mediator, only in case if it does not have direct interest in the conflict.We have concluded that mediation can be effective only when it is clear which the conflicting sides are. The subject under discussion is the problem of publications on the relationship between the e-government implementation process and the ability to compete. Today, it is estimated that the key objective of the informatisation of public administration at both central and local levels, is the preparation and implementation of electronic public services for citizens and businesses productively and efficiently. The e-government vision presented by the European Commission, and gradually implemented through EU Member States shows, that the process of developing e-government should serve as a tool to support the processes of governance. Projects related to the informatisation may influence the improvement of the education system and health services, create jobs, change how resources are managed, reduce transaction costs and the overall transformation of institutional nature. The currently used measuring tools of benefits from the implementation of public e-services and general development of e-government do not always show directly whether they are generated. The purpose of the publication is to identify and evaluate currently used indicators of electronic administration development in the context of measuring the benefits of this process, which are significant for improving the country's competitiveness in the international arena. ; Przedmiotem rozważań zawartych w publikacji jest problematyka zależności między procesem wdrażania administracji elektronicznej a zdolnością konkurencyjną kraju. Współcześnie ocenia się, że kluczowym celem informatyzacji administracji publicznej, zarówno na szczeblu centralnym, jak i lokalnym, jest produktywne i efektywne przygotowanie oraz wdrożenie elektronicznych usług publicznych dla obywateli i przedsiębiorstw. Wizja e-administracji przedstawiona przez Komisję Europejską oraz stopniowo realizowana przez państwa członkowskie UE ukazuje, że proces rozwoju e-administracji powinien służyć jako narzędzie wspomagające procesy rządzenia. Projekty związane z informatyzacją mogą wpływać m.in. na poprawę systemu edukacji i służby zdrowia, tworzenie nowych miejsc pracy, zmianę sposobów zarządzania zasobami, zmniejszenie kosztów transakcyjnych i ogólne przemiany instytucjonalne. Stosowane obecnie narzędzia pomiaru korzyści wynikających z wdrażania e-usług publicznych i ogólnie rozwoju e-administracji nie zawsze ukazują je wprost. Celem publikacji jest zidentyfikowanie i ocenienie stosowanych obecnie mierników stopnia rozwoju administracji elektronicznej w kontekście pomiaru korzyści wynikających z tego procesu, mających znaczenie dla poprawy konkurencyjności państwa na arenie międzynarodowej.

The article analyses the role of European Union (EU) and NATO in the system of the international security. The official documents often highlights that EU and NATO are unique and essential partners. Both organisations share common values and have 22 common members. Furthermore, it is stressed that UE and NATO can and should be complementary to one another and help one another in pressing area of international peace and security. Unfortunately co-operation between these both organisations still maintain difficult, complex and challenging problem. ; W artykule poddano analizie rolę Unii Europejskiej (UE) i NATO w systemie bezpieczeństwa międzynarodowego. W oficjalnych dokumentach często pojawia się stwierdzenie, że UE i NATO to wyjątkowi partnerzy. Obie organizacje łączą wspólne wartości, a 22 państwa członkowskie NATO należą też do UE. Podkreśla się, że UE i NATO mogą, a nawet powinny wzajemnie się wspierać i uzupełniać w dziedzinie międzynarodowego pokoju i bezpieczeństwa. Niestety, współpraca pomiędzy nimi stanowi trudny i złożony problem.

Unia Europejska boryka się z licznymi kryzysami o charakterze wewnętrznym i zewnętrznym, które mogą wpłynąć na jej funkcjonowanie w przyszłości. Ich skutki mogą podważyć obecny model integracji i doprowadzić nawet do znaczącej transformacji UE oraz wpłynąć na jej międzynarodową pozycję. U podstaw obecnych kryzysów leżą poważne różnice zdań pomiędzy państwami członkowskimi co do radzenia sobie z wyzwaniami tak wewnętrznymi, jak i zewnętrznymi stojącymi przed Unią Europejską. Do najważniejszych można zaliczyć kryzys w strefie euro, stosunek do uchodźców i migrantów z Bliskiego Wschodu i Afryki oraz zróżnicowane podejście do Rosji w związku z aneksją Krymu i konfliktem we wschodniej Ukrainie. Wszystkie one są ilustracją głębokich podziałów nie tylko pomiędzy państwami członkowskimi, ale również w ramach poszczególnych państw. ; The European Union is facing numerous internal and external crises which may affect its future operations. The crises may undermine the present integration model. They may even result in the EU's considerable transformation and exert impact upon its international position. The crises stem from member states' vast differences of opinion on methods for dealing with the internal and external challenges. The most critical of the challenges include the Eurozone crisis, attitude towards refugees and migrants from the Near East and Africa, and diverse approaches towards Russia in connection with the annexation of Crimea and with the conflict in Eastern Ukraine. They all illustrate a deep rift not only among member states but also within individual countries of the EU.

The aim of the study is to evaluate changes in the net international investment position in the European Union in the years 2006–2014 in the context of compliance within the framework of the announced process of macroeconomic disturbances. It was reviewed of the most important theoretical concepts. The goal of the article is a critical analysis of the literature of the subject and analysis of statistical data regarding the international investment position of countries for the period 2006–2014. On this basis, it was made an attempt to assess the current movement behavior of the MPI net balance in the EU. In the EU there are significant differences in capital flows measured by the net international position. The outbreak of the crisis in 2008 caused changes in trend in the development of the capital structure in MPI. During 2006–2014 increased the absolute value of the assets and liabilities of MPI. In most EU countries deepens the negative balance of financial flows of international investment position to GDP of the countries. ; Celem opracowania jest próba ocenienia zmian, jeśli chodzi o międzynarodową pozycję inwestycyjną netto45w krajach Unii Europejskiej w latach 2006–2014 w kontekście przestrzegania zaleceń w ramach ogłoszonej procedury zakłóceń makroekonomicznych. W niniejszej pracy dokonano przeglądu najważniejszych koncepcji teoretycznych, będących punktem wyjścia dalszych rozważań. W tym celu przeanalizowano literaturę przedmiotu oraz dane statystyczne dotyczące międzynarodowej pozycji inwestycyjnej krajów w latach 2006–2014. Na tej podstawie spróbowano ocenić współczesne tendencje dotyczące salda netto MPI w UE. W krajach UE występują znaczące różnice w przepływach kapitału mierzonego międzynarodową pozycją netto. Wybuch kryzysu w 2008 r. wywołał zmiany w tendencji w kształtowaniu się struktury kapitału w MPI. W okresie 2006–2014 następuje wzrost absolutnych wartości aktywów oraz pasywów MPI. W większości krajów UE pogłębia się ujemne saldo przepływów finansowych międzynarodowej pozycji inwestycyjnej względem PKB badanych krajów.

Publications in western specialized journals which describe the Russian Federation's international behavior have always followed a certain paradigm of international relations. The article is an analysis of opinions and beliefs held by commentators and analysts writing for "Foreign Affairs", based on their publications about the annexation of Crimea by the Russian Federation on march 2014. They have been scrutinized using three predominant theories of international relations: realism, liberalism and constructivism. The research proved that western commentators and analysts writing about the annexation of Crimea usually present a single paradigm of international relations. Moreover, they believe it to be the only effective tool in explaining countries' foreign policy, thereby depreciating the value and usefulness of other paradigms. ; Publikacje w zachodniej prasie specjalistycznej dotyczące zachowań międzynarodowych Federacji Rosyjskiej od zawsze wpisują się w jakiś konkretny paradygmat stosunków międzynarodowych. Artykuł jest analizą opinii i poglądów prezentowanych przez komentatorów i analityków publikujących na łamach "Foreign Affairs", przeprowadzoną na podstawie ich publikacji dotyczących aneksji Krymu przez Federację Rosyjską w marcu 2014 r. Przeanalizowano je przez pryzmat trzech teorii stosunków międzynarodowych głównego nurtu, tj. realizmu, liberalizmu i konstruktywizmu. W wyniku badań uzyskano potwierdzenie opinii, iż zachodni komentatorzy i analitycy zazwyczaj wyraźnie prezentują wybrany paradygmat stosunków międzynarodowych, pisząc o aneksji Krymu. Ponadto uznają, iż jest on jedynym skutecznym narzędziem wyjaśniania polityki zagranicznej państw, a tym samym deprecjonują znaczenie i przydatność pozostałych paradygmatów.

The main objective of this article is to analyze the effects of transformation of the IMF working model, launched in 2006, accelerated since 2010, and identified as the most fundamental governance overhaul in the Fund's 65-year history and the biggest ever shift of influence in favor of emerging market and developing countries to recognize their growing role in the global economy. This article, set within the institutional framework of global governance and critical international political economy, attempts to clarify whether the IMF reform focused on modifying the size of member countries' participation in the share capital of the Fund, resulted in significant increase of voting power of emerging markets and developing states or rather was example of global economic governance dysfunctionality. ; W niniejszym artykule głównym celem będzie analiza efektów przekształceń modelu funkcjonowania MFW, zapoczątkowanych w 2006 r. w Singapurze, realizowanych w głównej mierze od 2010 roku i określanych jako najbardziej fundamentalna reorganizacja zarządzania w 65-letniej historii MFW i największe dotychczasowe przesunięcie wpływów na korzyść rynków wschodzących i państw rozwijających się. W artykule podjęto próbę analizy tego, w jaki sposób Unia Europejska odgrywa charakterystyczną dla siebie międzynarodową rolę tzw. "łagodnej potęgi" (soft power). W rozważaniachwzięto pod uwagę fakt, że UE oddziałuje na swoje otoczenie zewnętrzne za pomocą przede wszystkim środków o charakterze politycznym, dyplomatycznym, ekonomicznym, kulturowymitp., a nie poprzez zastosowanie "twardych" (hard) instrumentów przymusu (w tym siły zbrojnej). Koncepcja Unii Europejskiej jakosoft power posłużyła jako punkt wyjścia do prezentacjiinnych teorii bezpośrednio z nią związanych, w pierwszym rzędzie koncepcji UE jako civilian power, a następnie normative poweri innych teorii pochodnych. Uwzględniają one rozmaite aspekty specyfiki Unii Europejskiej jako unikatowego uczestnika współczesnych stosunków międzynarodowych, powstrzymującego się od wykorzystywania siły militarnej i promującegowartości demokratyczne. ; The article attempts to analyze how the European Union plays its distinctive international role as a so-called soft power. The paper takes into account the fact that the EU acts on its external environment using primarily of a political, diplomatic, economic and cultural means, and not through the use of 'hard' instruments of coercion (including the armed forces). The concept of the European Union as a 'soft power' serves as a starting point for the presentation of other theories directly related to it – in the first place the concept of the EU as a 'civilian power' and 'normative power' and other theories derivatives. They take into account various aspects of the specificity of the European Union as a unique participant in contemporary international relations, restraining from using military force and promoting democratic values.

The paper presents the basic assumptions about countries being regarded by the public in the context of environmental awareness. In addition to reviewing theoretical achievements the results of previous studies of public opinion in this dimension were presen- ted. For the purpose of this paper it was adopted to analyze the interrelationships between the state of the environment and the actions of the European Union countries in the area of its protection and their perception in the public opinion in the international arena. The study used the Spearman rank correlation. ; W artykule przedstawiono podstawowe założenia dotyczące postrzegania państw na arenie międzynarodowej w kontekście świadomości ekologicznej. Oprócz przeglądu dokonań teoretycznych przedstawione zostały wyniki dotychczasowych badań opinii publicznej w tym wymiarze. Za cel artykułu przyjęto przeanalizowanie zależności zachodzących pomiędzy stanem środowiska naturalnego i działaniami państw Unii Europejskiej w obszarze jego ochrony a ich postrzeganiem przez opinię publiczną na arenie międzynarodowej. W badaniach wykorzystano analizę korelacji rang Spearmana.

Celem artykułu jest analiza federalno-regionalnego modelu stosunków w odniesieniu do międzynarodowej aktywności poszczególnych regionów. Uporczywy trend centralizacji modelu federalno-regionalnego, zapoczątkowany za prezydentury Władimira Putina, spowodował powstanie nietypowej koncepcji centralnej koordynacji międzynarodowymi działaniami regionów. Pomimo dominacji Federacji Rosyjskiej nad regionami, nie jest to koncepcja utrwalona, ponieważ Kreml nie dysponuje wystarczającymi zasobami, głównie personalnymi, aby w pełni kontrolować sytuację polityczną w regionach. Wyłaniająca się koncepcja centralizmu wydaje się nie tylko szkodzić interesom poszczególnych regionów, ale podważać także siłę putinowskiego reżimu autorytarnego w dalszej perspektywie. ; The paper's aim is to explore the federal-regional model of relations as far as international activities of regions is concerned. A persistent centralization tendency, applied to the federal-regional model of relations and started under Vladimir Putin's presidency, has created an unusual concept of centralist coordination concerning the international activity of regions. Despite the federal dominance over regions, the concept is far from being consolidated, since the Kremlin lacks the resources, mainly human, to fully control the political situation in the regions. Yet, this evolving centralist concept seems to be detrimental not only to regions' interest, but also questions the strength of Putin's model of an authoritarian regime in the long term.

Celem artykułu jest analiza Unii Europejskiej jako aktora na arenie międzynarodowej z punktu widzenia trzech najbardziej wpływowych koncepcji, tj. Europy jako potęgi cywilnej, normatywnej i militarnej. Charakterystyka dokonana jest przy uwzględnieniu ewolucji aktywności zewnętrznej Unii, począwszy od nieudanych prób zainicjowania integracji politycznej w latach 50. XX wieku aż do okresu po wejściu w życie traktatu lizbońskiego w 2009 r. Unia Europejska jest traktowana jako nowy rodzaj potęgi, którego wartość wynika ze stosowania instrumentów gospodarczych i dyplomatycznych (potęga cywilna), przywiązania do wartości i norm prawa międzynarodowego (potęga normatywna) oraz z ograniczonego stosowania instrumentów militarnych w postaci operacji petersberskich (potęga militarna). UE nie może jednak w pełni odegrać istotnej roli na arenie międzynarodowej. Ograniczenia w tym zakresie wynikają z braku należytej reakcji przez UE na wiele bieżących wyzwań o charakterze wewnętrznym (np. Brexit) lub zewnętrznych (np. wojna domowa w Syrii i napływ uchodźców do Europy). Są one także rezultatem faktu, że Unia Europejska jest traktowana jako struktura hybrydowa, gdyż wywodzi się z różnych źródeł lub składa się z elementów o odmiennym lub przeciwstawnym charakterze. ; The aim of the article is to analyse the European Union as an actor in the international arena from the point of view of the three most influential concepts, i.e. Europe as a civilian, normative and military power. Characterization is made taking into account the evolution of the Union's external activities ranging from failed attempts to initiate political integration in the 1950s until the period after the entry into force of the Treaty of Lisbon in 2009. The European Union is treated as a new kind of power, whose value is derived from the use of economic and diplomatic instruments (a civilian power), attachment to the values and norms of international law (a normative power) and the limited use of military instruments in the form of Petersberg operations (a military power). The EU cannot fully play a significant role in the international arena. Restrictions in this regard derive from the lack of an adequate response by the EU to many current challenges internal (e.g. Brexit) or external challenges (e.g. the war in Syria and the influx of refugees to Europe). They are also the result of the fact that the European Union is treated as a hybrid structure, since it is derived from different sources, or consists of elements with different or opposite nature.
