Den här avhandlingen undersöker utvecklingen av en elektronisk förvaltning ur ett legitimitetsperspektiv. Det övergripande syftet är att analysera den reella och potentiella förändring som e-förvaltning innebär för den offentliga förvaltningens legitimitetsgrunder, både i form av hur e-förvaltning har formulerats som idé, och hur det konkret har gått till när e-förvaltning har implementerats i praktiken. Avhandlingen består av fem artiklar som undersöker olika aspekter av syftet, från idéerna bakom e-förvaltning på internationell nivå, till implementeringsprocessen på lokal nivå. Den övergripande analysen använder sig av så kallad pragmatisk institutionalism, samt perspektiv på hur legitimitet skapas och upprättshålls i förvaltningen. En fallstudie av en svensk kommun utgör det huvudsakliga empiriska materialet. Detta material kompletteras med en mindre studie av ytterligare en svensk kommun, samt dokumentstudier av den Europeiska Unionens policy för e-förvaltning. Avhandlingen lyfter fram fyra huvudsakliga slutsatser: (1) e-förvaltningsreformer bidrar till skapandet av en ny praxis, där den praktiska utvecklingen och tillämpningen av IT blir ett allt viktigare inslag i den studerade kommunens organisering och serviceutövning, (2) detta bidrar till en omorganisering av aktörsroller- och förhållanden. Ledande tjänstemän i kommunen övertar den strategiska styrningen av utvecklingsprocessen från lokala politiker, medan kommunens närbyråkrater kringgås genom att medborgaren förväntas ta ett större eget ansvar för interaktionen med förvaltningen, (3) legitimitetsgrunder såsom brukarinflytande och kundanpassning placeras därmed i förgrunden medan den politiska styrningen och bedömningen hamnar i bakgrunden, (4) dessa förändringar tyder på allt starkare inslag av en gör-detsjälv-logik, där legitimitet i genomförandeprocesser främst grundar sig i individens möjlighet till självbetjäning och självförvaltning via elektroniska kanaler. ; This thesis explores the development of an electronic government from a legitimacy perspective. The overarching aim is to analyse the actual and potential processes of change and impacts of e-government on bases of legitimacy within public administration – both with regards to how the ideas behind e-government have been formulated as well as how e-government in practise has been realised. The thesis consists of five articles that examine different aspects of the overarching aim; from the ideas behind e-government on an international level, to the practical implementation process in local government. The overarching analysis uses an institutional perspective and perspectives on the creation and maintenance of legitimacy in public administration. An in-depth case study of a Swedish municipality provides the main empirical material for the analysis. In turn, the material is supplemented with a smaller case study of another Swedish municipality, as well as document studies of the e-government policy of the European Union. The analysis arrives at four overarching conclusions: (1) egovernment reforms contribute to new practises, in which the development and application of IT is becoming increasingly central for the local organisation and the provision of public services, (2) this contributes to a reorganisation of actor roles and relationships. Leading public officials shoulder the strategic steering usually confined to local politicians, whilst street-level bureaucrats are circumvented by citizens since citizens are expected to shoulder greater individual responsibility in their interaction with administrations, (3) in turn, certain bases for legitimacy are placed in the foreground, in particular user influence and customer adaptation, whilst political steering and evaluation are downplayed, (4) these developments point at the emergence of a do-it-yourself-logic, in which legitimacy is mainly based on creating sufficient preconditions for individual selfservices and self-government through the electronic channels of administrations.
Young people's view of nuclear power and democracy since the 1980s: attitude epidemics, path dependencies and technical-political cultural revolution. In the wake of the leftist wave, young people's criticism of the system has diminished, both in terms of criticism of the nuclear-based energy system and of the nature and workings of the political system. Baby-boomers (people born in the 1940s and '50s) in particular have changed their attitude and become less hostile to the establishment. But how did this change in attitudes occur? How has young people's view of technology and democracy changed during the past few decades? Based on data from the SOM Institute gathered between 1987 and 2005, this final report presents the results of one of the two studies conducted in the project "Towards activism or indifference? How Swedish young people view democracy and the environment, science and technology in an international and longitudinal perspective". First a theory and a method are proposed for analyzing what is called in this report "attitude epidemics", referring to the fact that attitudes spread like wildfire or epidemics, leading to what societal researchers call "path dependencies". Then age-versus-generation differences are studied, as well as a large number of other factors, with regard to attitudes to technology, nuclear power and democracy in particular, or the way democracy works in Sweden. Younger people are found to be the most critical of nuclear power, while they are most satisfied with democracy, even though gender, risk perceptions, party affiliation and political positioning are some of the factors that also influence these analyses on the individual level. The "epidemic effect" and path dependencies do not show their strength in these individual analyses, but all the more in the analysis of time series where the computer and IT revolution is found to be very strongly linked to the strong growth in acceptance of nuclear power. Using new communication technologies is somehow associated with a decline in hostility toward technology and nuclear power. But many cause-and-effect relationships in this attitudinal and technical-political "cultural revolution" still remain to be explored. ; I vänstervågens svall har ungdomens systemkritik avklingat, både i bemärkelsen kritik mot det kärnkraftsbaserade energisystemet och mot det politiska systemets väsen och funktionssätt. Främst 1940- och 1950-talisterna har ändrat inställning och blivit mindre systemfientliga. Men hur gick denna förändring i attityder egentligen till? Hur har synen på teknik och demokrati bland ungdomar förändrats senaste årtiondena? Med användning av SOM-institutets data 1987–2005 presenterar denna slutrapport resultat från en av de två delstudierna inom projektet "Mot aktivism eller ointresse? Svenska ungdomars syn på demokrati och teknologi i ett internationellt och longitudinellt perspektiv". Först föreslås teori och metod för att analysera det som i denna rapport kallas "attitydepidemier", att attityder sprider sig lavinartat, och genom dem etablering av vad samhällsforskare kallar "stigberoenden". Därefter studeras ålders- kontra generationsskillnader, liksom ett stort antal andra faktorer, med avseende på attityder till framför allt tekniken kärnkraft och demokrati eller demokratins funktionssätt i Sverige. Yngre visar sig vara de mest kritiska mot kärnkraften men de mest nöjda med demokratin, även om kön, riskuppfattningar, partianhängarskap och politisk positionering är några av de faktorer som också spelar roll i dessa analyser på individnivå. "Epidemieffekten" och stigberoenden visar inte sin styrka i dessa individanalyser, men desto mer i analysen av tidsserier där dator- och IT-revolutionen visar sig mycket starkt förbunden med den starka tillväxten i kärnkraftsacceptans. Att använda nya kommunikationstekniker hänger på något sätt samman med minskning av teknikfientlighet även till kärnkraften. The Horn of Africa, which is situated in the north-east Africa, comprises mainly Ethiopia, Somalia, Eritrea and Djibouti which cover region of the Somali peninsula. It is one of the area of the world belonging to the most affected by natural disasters, poverty, famine, conflicts and crime. Due to its geographical location on point of the Red Sea, the Gulf of Aden and the Indian Ocean as well the close position to the Arabian peninsula it is the most geo-strategically important regions of the world in terms of military and economic significance. That is why the world powers were and are still interested in it.The main topic of this article is the fragile state - Somalia. It was selected here in terms of its geographical location, high level of instability, civil war, famine and piracy problem or terrorist groups activities as an example of difficult political situation of the Horn of Africa and the attempts of the main economic competitors in Africa - The European Union, China and The United States of America - in order to achieve stabilization in the region.The prime aim of this analysis based on the source materials, subject reading matters and media news, is the presentation the most essential current activities of the above international actors that lead them to rise in the level of security in Somalia and neighbouring sea, straits, ocean and strengthening the Federal Government of Somalia and its security structure. The present condition of the Somali National Army and its future transformation are also presented in this work. Taking all above into consideration it was hard not to give attention to peacekeeping African Union Mission in Somalia AMISOM active since 2007 with approval of the United Nations Security Council. Despite the deep criticism of its activities by the nongovernmental organization Human Rights Watch, AMISOM has taken over most areas of central and south Somalia until now. What is more, the research points also the main legal framework that make possible foreign security aid in Somalia. In case of the EU - The Global Strategy for the European Union's Foreign and Security Policy (2016) and the Strategy for the Horn of Africa (2011). In the case of the US - the New National Security Strategy announced by president Trump in December 2017. Additionally, the article is focused on the growing presence of China in the Horn of Africa what is highly visible in the creation of the first foreign military Chinese base opened in July2017 in the neighbouring to Somalia - Djibouti.As a result of the analysis of the current activities of AMISOM, pointed American or Chinese actions and the European External Action Service (EEAS) in Somalia: European Union Naval Force ATALANTA (EUNAVFOR ATALANTA Somalia), European Union Training Mission (EUTM Somalia) and European Union Capacity Building Mission (EUCAP Somalia) a few essential conclusions can be made:the regular trade competitors in the race for their impacts in modern Africa - EU, China, US - are able to cooperate in taking care about either own and the Horn of Africa benefits if it is necessary,the level of security and democracy in Somalia has risen significantly in the last decade and a threat of piracy has fallen definitely in region of the Aden Gulf, The Red Sea and the Indian Ocean as an effect of activities of AMISOM, the Combined Task Forces, the EU peace missions and separate states. Nevertheless, the level of security which has been reached is really fragile and it may be disturbed easily when international security aid services will be over,the foreign peace missions active nowadays will be continued but with the tendency to their limitation in the next few years,the tasks of the peacekeeping African Union Mission in Somalia AMISOM, that is step by step limited and it is planned to stop in 2020, will be taken over by the transformed Somali national Army and Police,it is highly impossible to become self-supporting and to reach full independence of the Somali security structure from foreign peacekeeping assistance just in 2 years so that Somalia itself can guarantee own security and take over the prior AMISOM tasks,the full security and saving the political and economic stability in Somalia in the future may be possible not only by temporary military and humanitarian aid but also by so called fundamental work. Region ten ze względu na swoje położenie geograficzne na styku Morza Czerwonego, Oceanu Indyjskiego i Zatoki Adeńskiej, jak również ze względu na bliskość Półwyspu Arabskiego stanowi strategicznie ważne miejsce pod względem gospodarczym jak i militarnym. Stąd znajdował się i znajduje wciąż w strefie zainteresowania światowych mocarstw. Tematem niniejszego artykułu jest państwo upadłe - Somalia, która ze względu na swoje położenie geograficzne, wysoki poziom niestabilności, wojnę domową, problem głodu i piractwa morskiego oraz aktywność grup terrorystycznych na jej terenie została wybrana jako przykład ilustrujący trudną sytuację polityczną Rogu Afryki i wysiłki konkurujących ze sobą o wpływy ekonomiczne w Afryce Unii Europejskiej, Chin i Stanów Zjednoczonych podejmowane w celu ustabilizowania sytuacji w regionie rogu Afryki.Celem niniejszego analizy opartej o dokumenty źródłowe, literaturę przedmiotu i doniesienia medialne jest zaprezentowanie najważniejszej bieżącej aktywności w/w międzynarodowych aktorów prowadzące do podniesienia poziomu bezpieczeństwa w Somalii i otaczających ją wodach oraz wzmocnienia Federalnego Rządu Somalii i jego struktur bezpieczeństwa. Zaprezentowano również stan bieżący Narodowych Sił Zbrojnych Somalii oraz plany ich restrukturyzacji w najbliższych latach. Analizując w/w kwestie nie pominięto również zaangażowania Unii Afrykańskiej w postaci operacji pokojowej AMISOM prowadzonej w Somalii od 2007 roku posiadającej autoryzację Rady Bezpieczeństwa ONZ. Operacji, która choć w ostatnich latach krytykowana przez pozarządową organizację Human Rights Watch za łamanie praw człowieka przejęła kontrolę nad znaczną częścią środkowej i południowej części Somalii. W artykule wskazano również ramy prawne, w oparciu o które opisywana pomoc pokojowa może być udzielana. W przypadku UE - Globalną Strategię na Rzecz Polityki Zagranicznej i Bezpieczeństwa Unii Europejskiej (2016) oraz Strategię dla Rogu Afryki (2011). W przypadku USA - Nową Strategię Bezpieczeństwa Narodowego Stanów Zjednoczonych ogłoszoną przez prezydenta D. Trumpa w grudniu 2017r. Artykuł odnosi się również do rosnącej obecności Chin w tym rejonie Afryki wyraźnie widocznej przez otwarcie w lipcu 2017 roku pierwszej chińskiej zagranicznej bazy wojskowej w sąsiadującym z Somalią kraju - Dżibuti.Analiza bieżącej działalności AMISOM oraz aktywnych obecnie misji Europejskiej Służby Działań Zewnętrznych w Somalii: European Union Naval Force ATALANTA (EUNAVFOR ATALANTA Somalia), European Union Training Mission (EUTM Somalia) czy European Union Capacity Building Mission (EUCAP Somalia) doprowadziła do kilku istotnych wniosków:rywale handlowi zabiegający o wpływy w Afryce - UE, Chiny, USA - potrafią w razie potrzeby współpracować dla dobra swoich interesów i krajów Rogu Afryki, w tym Somalii,poziom bezpieczeństwa i demokracji w Somalii w ostatniej dekadzie znacznie wzrósł a zagrożenie piractwem zdecydowanie zmalało w rejonie Zatoki Adeńskiej, Morza Czerwonego i Oceanu Indyjskiego w efekcie działań podejmowanych przez AMISOM, międzynarodowe siły zadaniowe, misje pokojowe UE oraz pomoc poszczególnych państw. З огляду на це даний регіон знаходився і продовжує знаходитися в зоні уваги світових держав. Предметом дослідження даної статті є неспроможна держава – Сомалі, яка через своє географічне положення, високий рівень нестабільності, громадянську війну, проблеми голоду і морського піратства та діяльність терористичних груп на своїй території була обрана в якості прикладу, що ілюструє складну політичну ситуацію в районі Африканського Рогу і демонструє зусилля щодо економічних впливів в Африці конкуруючих між собою Європейського Союзу, Китаю та Сполучених Штатів, спрямованих на стабілізацію ситуації в даному регіоні.Метою даного аналізу, який ґрунтується на основі первинних джерел, спеціалізованої літератури і повідомлень засобів масової інформації, є представлення найбільш важливих аспектів діяльності провідних міжнародних гравців, спрямованих на підвищення рівня безпеки в Сомалі та навколишніх водах і зміцнення федерального уряду Сомалі та його безпекових структур. Представлено також сучасний стан національних збройних сил Сомалі та плани їх реструктуризації на найближчі роки. Аналізуючи названі вище проблеми, не залишено без уваги участь Африканського Союзу у формі миротворчої операції AMISOM, яка проводиться з 2007 року відповідно до рішення Ради Безпеки ООН. Операції, яка в останні роки зазнала критики з боку неурядової організації Human Rights Watch через порушення прав людини, дала змогу взяти під контроль більшу частину центральної та південної частини Сомалі. У статті також вказується правова база, на підставі якої може бути надана описана допомога по встановленні миру. З боку ЄС це Глобальна стратегія зовнішньої політики і політики безпеки Європейського Союзу (2016) та Стратегія Африканського Рогу (2011). З боку США – Стратегія нової національної безпеки Сполучених Штатів, оголошена президентом Д. Трампом у грудні 2017 року. У статті також йдеться про зростаючу присутність Китаю в цьому регіоні Африки, що чітко видно через розміщення в липні 2017 року першої іноземної військової бази Китаю в сусідній з Сомалі країні – Джібуті.Аналіз поточної діяльності AMISOM та місій Європейської служби зовнішньої діяльності в Сомалі: European Union Naval Force ATALANTA (EUNAVFOR ATALANTA Somalia), European Union Training Mission (EUTM Somalia) та European Union Capacity Building Mission (EUCAP Somalia) дав змогу зробити такі важливі висновки:• конкуренти, які прагнуть впливати на торгівлю в Африці – ЄС, Китай, Сполучені Штати Америки за необхідності можуть працювати разом на благо своїх інтересів і країн Африканського Рогу, включаючи Сомалі;• рівень безпеки і демократії в Сомалі за останнє десятиліття суттєво зріс, а загрози піратства в Аденській затоці, Червоному морі та Індійському океані значно зменшилися в результаті заходів, вжитих AMISOM, міжнародної цільової групи, миротворчих місій ЄС і допомоги окремих країн. Однак досягнутий рівень безпеки є дуже крихким і після завершення підтримуючої діяльності міжнародного співтовариства ситуація може легко повернутися до попереднього стану;• іноземні миротворчі місії, що діяли протягом багатьох років в Сомалі, будуть продовжені протягом наступних декількох років з тенденцію до їх обмеження;• завдання миротворчої місії Африканського Союзу АМІСОМ, яка поступово згортається і має бути офіційно завершена в 2020 році, будуть перейняті реформованими Національними збройними силами Сомалі;• викликає сумніви те, що в найближчі два роки безпекові структури Федеративної Республіки Сомалі стануть повністю незалежними і будуть здатними взяти на себе повністю завдання АМІСОМ і забезпечити країні безпеку;• для досягнення повної безпеки та збереження політичної стабільності в Сомалі необхідна не тільки екстрена військова та гуманітарна допомога, але так звана робота з початків.Ключові слова: Сомалі, Африканський Ріг, піратство, Аль-Шабааб, міжнародна безпека, безпека на морі, миротворчі операції, тероризм.
Celem poniższego artykułu jest przeprowadzenie analizy na temat kultury strategicznej Węgier po zmianach ustrojowych. Poznanie węgierskiej kultury strategicznej jest niezbędne do zrozumienia decyzji strategicznych i politycznych dotyczących bezpieczeństwo dla sojuszników oraz partnerów politycznych. Węgierska strategia opiera się między innymi na położeniu geopolitycznym, doświadczeniach historycznych o sytuacji wewnętrznej i zewnętrznej. Węgry są małym krajem, co uwarunkuje jego kulturę strategiczną. Kraj podobnie jak inne państwa w regionie po upadku Układu Warszawskiego jednoznacznie określił cel strategiczny - dołączenie się do struktury euroatlantyckiej. Najważniejszymi momentami okresu badanego jest zaproszenie do Organizacji Traktatu Północnoatlantyckiego w 1999 roku oraz dołączenie do Unii Europejskiej w 2004 roku. W badanym okresie 1990-2020 zostało wydanych 5 strategii bezpieczeństwa narodowego. Dokumenty te są podstawą do analizy kierunku rozwoju, jak i współpracy w aspekcie bezpieczeństwa kraju. Węgry od zmian ustrojowych prowadzili pokojową politykę w regionie. Mimo zgrzytów historycznych ciągnących się od dwóch wojen światowych, traktaty pokojowe nie zostały głównym elementem kultury nienawiści i wrogości. Najnowsza strategia z 2020 roku wydana na początku pandemii Sars-CoV-2 jest jedną z najbardziej rozbudowaną od 1990 roku. Mimo 30 lat od zmianach ustrojowych nie można mówić o własnej kulturze strategicznej Węgier. Kraj o małej potencjale społeczno-gospodarczym w dobie globalizacji nie ma możliwości tworzenia własnej kultury strategicznej bez uwzględnienia otoczenia a także sojuszników i organizacji międzynarodowych działających w regionie. Wynika to między innymi z charakteru uchwalenia i pracy nad strategią. Analiza opiera się na analizach dokumentów strategicznych w okresie 1990-2020, a także literatury węgierskiej. Ze względu na analizy dokumentów i literatury można wywnioskować charakterystyczne cechy kultury strategicznej regionu Środkowej Europy, a także doświadczenia historyczne z czasów zimnej wojny i strefy wschodniej do której Węgry należą. ; The aim of the article is to analyze the strategic culture of Hungary after the political changes in 1990. Getting to know the Hungarian strategic culture it is inevitable to understand the strategic political decisions regarding security for political allies and partners. The Hungarian strategy is based, inter alia, on the geopolitical situation, historical experience, internal and external situation. Hungary's culture is conducted by small countries situation. The country, similarly, to others in the region after the collapse of the Warsaw Pact, clearly defined its strategic goals, which included the joining the Euro-Atlantic structures. The most important moments of the analyzed period are the invitation to the North Atlantic Treaty Organization in 1999 and joining to the European Union in 2004. In the period from 1990 to 2020, five national strategies were issued. These documents are the basis for the analysis of development directions and cooperation in the aspect of security. Since the political changes, Hungary has pursued a peaceful policy in the region. Even the historical experiences of the two lost world wars and peace treaties, did not remain the main element of the Hungarian culture of hatred and hostility. The latest strategy from 20202, released at the beginning of the Sars-CoV-2 pandemic, is one of the most extensive strategy since 1990. Despite 30 years after the political changes, it is impossible to speak of Hungary's own strategic culture. A country with a small socio-economic potential in the era of globalization cannot create its own strategic culture without considering its location, allies and international organizations operating in the region. This is due, inter alia, to the nature of the adoption and work on the strategy. The analysis is based on analyzes of strategic documents in the period 1990-2020, as well as Hungarian literature. Due to the analysis of documents and literature it is possible to deduce the characteristic features of the strategic culture of the Central European region as well as historical experiences from the Cold War and the Eastern zone to which Hungary belongs.
Celem poniższego opracowania jest syntetyczne przedstawienie zaangażowania Unii Europejskiej w rozwiązanie konfl iktu izraelsko-palestyńskiego. Rok 2018 jest dobrym momentem na podsumowanie roli Unii Europejskiej oraz innych aktorów regionalnych i międzynarodowych w rozwiązaniu kwestii palestyńskiej. Obecnie mija 25 lat od podpisania porozumienia z Oslo i 30 lat od deklaracji niepodległości ogłoszonej przez Organizację Wyzwolenia Palestyny. Z kolei w 2017 r. minęło 50 lat od zajęcia przez Izrael Strefy Gazy oraz Zachodniego Brzegu Jordanu. W artykule autorka zdecydowała się przyjąć tezę, iż konfl ikt izraelsko-palestyński stanowi jedno z głównych wyzwań dla polityki zagranicznej UE oraz jest nieodłączną cechą regionalnego układu sił i bez jego uregulowania nie można myśleć o trwałym pokoju na Bliskim Wschodzie86. Implikacje konfl iktu dla Unii Europejskiej są wielowymiarowe oraz dotyczą bezpieczeństwa, dialogu politycznego, kwestii gospodarczych i społecznych. Mają również wpływ na całościową politykę prowadzoną przez Unię wobec regionu śródziemnomorskiego. Powyższe zagadnienie stanowi ponadto ważny przyczynek do pogłębienia badań nad ewolucją Wspólnej Polityki Zagranicznej i Bezpieczeństwa Unii. Artykuł podzielony jest na pięć części. Pierwsza przedstawia źródło, ewolucję oraz poszczególne etapy konfl iktu od końca drugiej wojny światowej. W drugiej części wskazane zostały implikacje zapisów porozumienia z Oslo dla procesu negocjacji pokojowych. W trzeciej zawarto zidentyfi kowane najważniejsze problemy, które uniemożliwiają osiągnięcie trwałego pokoju między Izraelem a Palestyną. W czwartej części przedstawiono stanowisko Unii Europejskiej wobec konfl iktu i rozwiązania dwupaństwowego oraz współpracy dwustronnej z Izraelem i Palestyną. Ostatnia, piąta część stanowi omówienie problemów związanych z zaangażowaniem Unii Europejskiej na rzecz zakończenia konfl iktu. Analiza przeprowadzona w niniejszym artykule oparta została na zróżnicowanych źródłach i literaturze przedmiotu, w szczególności z lat 2015–2018 oraz badaniach własnych autorki. W opracowaniu zastosowano ujęcie krytyczne i problemowe, uwzględniające zachowanie podstawowych aktorów, ważnych z punktu widzenia omawianego tematu oraz wykorzystano następujące metody badawcze: czynnikową, instytucjonalno-prawną, analizy zawartości oraz elementy metody decyzyjnej. ; The aim of the article is to present the European Union's commitment to resolve the Israeli-Palestinian confl ict. 2018 is a good time to take stock of the role of the European Union and other regional and international actors in resolving the Palestinian issue. Currently, it is 25 years since the signing of the Oslo Agreement, 30 years after the declaration of independence announced by the PLO. A year earlier, 50 years have passed since Israel seized the Gaza Strip and the West Bank. The article assumes the thesis that the Israeli-Palestinian confl ict is one of the main challenges for the EU's foreign policy, is an inherent feature of the regional balance of power and without its regulation it is impossible to think about a lasting peace in the Middle East. Its implications are multidimensional and concern security, political dialogue, economic and social issues. The confl ict also has an impact on the overall policy pursued by the Union towards the Mediterranean. The article is divided into fi ve parts. The fi rst presents the source, evolution and individual stages of the confl ict from the end of the Second World War. In the second part, the implications of the provisions of the Oslo Agreement for the negotiation process were indicated. The third identifi es the most important problems that prevent a lasting peace between Israel and Palestine. In the fourth part author shows the position of the European Union towards the confl ict and a two-state solution, and bilateral cooperation with Israel and Palestine. The fi fth part discusses the problems related to the involvement of the European Union in ending the conflict. The analysis carried out in this article is based on diversified sources, literature on the subject, in particular from 2015–2018, and the author's own research. The study uses a critical, problematic approach, taking into account the behavior of the basic actors, important from the point of view of the discussed topic, and the following research methods were used: factor analysis, institutional and legal, content analysis and elements of the decision method.
Celem artykułu jest próba przedstawienia właściwości oraz mechanizmów instytucjonalnych kształtowania się polskiej polityki migracyjnej w latach 1989–2016 (kwiecień). Nawiązujemy w nim do koncepcji "paradygmatów polityki" Petera A. Halla, który analizował polityki publiczne państwa w kategoriach świadomego dostosowywania ich celów i narzędzi zgodnie z posiadanymi doświadczeniami oraz napływającymi nowymi informacjami. Nawiązując do niej będziemy chcieli wykazać, że na początku dekady lat 90. mieliśmy w Polsce do czynienia z radykalnym zerwaniem dotychczasowego "reglamentacyjnego" paradygmatu polityki migracyjnej, a następnie z tworzeniem jej nowego układu i przeszło 15-letnim jego funkcjonowaniem. Podkreślamy trzy jego właściwości. Pierwsza z nich mówi o tym, że nie emigracja z Polski jako dominujące liczebnie zjawisko w sytuacji migracyjnej kraju w omawianym okresie, lecz imigracja i pojawienie się w naszym kraju różnych kategorii cudzoziemców było i pozostaje nadal głównym bodźcem kształtowania się polityki państwa w dziedzinie migracji. Druga wskazuje na podstawowe znaczenie dla tworzenia i funkcjonowania dla tej polityki resortu zajmującego się sprawami wewnętrznymi. Łączyło się to z preferencją dla rozwoju prawa, procedur i mechanizmów instytucjonalnych (rozumianych jako współpraca w ramach administracji rządowej) związanych z kontrolą i bezpieczeństwem migracji, kosztem szerszej dyskusji o celach i kierunkach polityki migracyjnej państwa. Trzecia zaś dotyczy "praktycznego" rozumienia polityki migracyjnej, i skupiała się na rozwiązywaniu kwestii migracyjnych ujmowanych w kategoriach administracyjnych, związanych z oceną funkcjonowania procedur prawnych i narzędzi instytucjonalnych. Owo praktyczne podejście z jednej strony utrudniało funkcjonowanie polityki migracyjnej w Polsce i skuteczne rozwiązywanie nowych wyzwań migracyjnych, ale z drugiej strony ułatwiało szybkie przejmowanie międzynarodowych i europejskich (unijnych) rozwiązań prawnych. Pytanie, jakie sobie zadajemy na koniec artykułu brzmi, czy reakcje władz polskich na "kryzys migracyjny" w Europie począwszy od połowy 2015 r. stanowią kontynuację dotychczasowego paradygmatu, czy też są one zapowiedzią jego zmiany lub też nawet radykalnego zerwania. ; This working paper attempts to analyze the leading institutional features and mechanisms of rising and development of the Polish migration policy in the years 1989-2016 (April). We refer to the concept of "policy paradigm" created by Peter A. Hall (1993) who has analyzed the public policies in terms of a reflective adjustment of its objectives and administrative tools in accordance with previous experience and the incoming of new information. Referring to this concept we want to show that in Poland in the early 90s of XX century we experienced the radical change of the highly "rationing" paradigm of migration policy and the creation of the new one (and more than 15 years of its functioning). We emphasize three of its features. First, that not emigration from Poland as the dominant migration phenomenon in this period but immigration (and different categories of foreigners) has been the main driver of shaping migration policy. Second point highlights the importance of the ministry of internal affairs as the leading actor of this policy. It was connected with the preference for the development of procedures and institutional mechanisms (as the main tools of co-operation within the administration) related to the control of migration processes, at the expense of a broader discussion about the goals of migration policy. Third point concerns the "practical" understanding of migration policy and its focusing on solving the migration issues in terms of legal procedures and institutional tools. From the one hand this approach hampered the functioning of the migration policy in Poland and solving new challenges of migration, but on the other hand it facilitated the acquisition of international and European (EU) legal solutions. At the end of the article we state the question whether the responses of the Polish authorities to the "migration crisis" in Europe from mid-2015 has been the continuation of the existing paradigm or the indicators of its change or even the radical break are being appears. ; Ośrodek Badań nad Migracjami Uniwersytet Warszawski
When the Constitution was ratified on May 3, 1791, establishing good relations with Russia was the most important issue for the security of the Commonwealth. As leaders of the Great Diet noticed that prosperous situation in the Polish-Lithuanian state's international relations was ending, they suggested Stanisław August to turn to Russia. Because of their initiative, the king introduced several members of the St. Petersburg court to the Guardians of the Laws. Yet, it did not reorient Polish foreign policy. Having strengthened his position, Stanisław August was delaying direct talks with the empress. He was convinced, that to avoid Russian intervention in the Commonwealth's internal affairs, one should not provoke Russians and appease any internal conflicts. That assumption turned to be wrong, though. Contrary to the views of the vast majority of Polish historians, who believed that Russian intervention in Poland was predetermined, the St. Petersburg court was divided, when it came to the policy on the Polish-Lithuanian state. Some advisers of Catherine II believed, that without a final agreement with German courts, one should not start a war with the Commonwealth, because it would be hard, long-lasting and costly. Yet, views of Polish malcontents and empress's favorite, Platon A. Zubov, were taken into account, and a military operation was launched, without looking at Vienna and Berlin's position. A passive diplomacy turned out to be a fatal mistake of the Polish king and his advisers. The concept of a limited warfare was equally wrong. The weak resistance of the Polish army strengthened the position of the empress's favorite. When Stanisław August's letter to Catherine II arrived at St. Petersburg, already in the course of war, at the Russian court a group of war opponents took a final attempt to stop hostilities, and start negotiations with the Commonwealth's ruler. However, successes of empress's troops, that rapidly moved towards Warsaw after the withdrawing Poles, favored supporters of an armed intervention. The king and his advisers ceased to believe in the possibility of victory too soon, and capitulated at the time, when there was still a chance to continue the war, a prolongation of which by several weeks might have prompted the empress to start peace negotiations. It was a great political mistake, which turned out to be the beginning of the end of the First Republic. ; Po uchwaleniu Konstytucji 3 maja ułożenie stosunków z Rosją było najważniejszą kwestią z punktu widzenia bezpieczeństwa Rzeczypospolitej. Widząc wygasanie pomyślnej dla państwa polsko-litewskiego koniunktury w stosunkach międzynarodowych, przywódcy Sejmu Wielkiego zasugerowali Stanisławowi Augustowi dokonanie zwrotu ku Rosji. To z ich inicjatywy król wprowadził do Straży Praw kilku stronników dworu petersburskiego. Nie pociągnęło to jednak za sobą reorientacji polskiej polityki zagranicznej. Umocniwszy swoją pozycję, Stanisław August zwlekał z nawiązaniem bezpośrednich rozmów z cesarzową. Był przekonany, że wystarczy nie prowokować Rosjan i łagodzić wszelkie konflikty wewnętrzne, żeby uniknąć rosyjskiej interwencji w wewnętrzne sprawy Rzeczypospolitej. Założenie to okazało się błędne. Wbrew twierdzeniu ogromnej większości historyków polskich, którzy uważali, że rosyjska interwencja w Polsce była z góry przesądzona, na dworze petersburskim do ostatniej chwili trwały spory i dyskusje dotyczące kształtu polityki wobec państwa polsko-litewskiego. Część doradców Katarzyny II była zdania, że bez ostatecznego porozumienia z dworami niemieckimi nie należy zaczynać wojny z Rzecząpospolitą, gdyż będzie ona ciężka, długotrwała i kosztowna. Namowy polskich malkontentów sprawiły jednak, że ostatecznie zwyciężyła, lansowana przez faworyta cesarzowej – Płatona A. Zubowa, koncepcja rozpoczęcia działań zbrojnych bez oglądania się na stanowisko Wiednia i Berlina. Bierność dyplomatyczna okazała się fatalnym błędem polskiego króla i jego doradców. Równie błędna była koncepcja prowadzenia wojny w ograniczonym tylko zakresie. Słaby opór polskich armii umacniał bowiem pozycję faworyta cesarzowej. Już w trakcie działań wojennych, po nadejściu do Petersburga listu Stanisława Augusta do Katarzyny II, grupa przeciwników wojny na dworze rosyjskim podjęła ostatnią próbę przerwania działań zbrojnych i rozpoczęcia rozmów z władcą Rzeczypospolitej. Sukcesy wojsk cesarzowej, które w ślad za wycofującymi się Polakami zmierzały szybko w kierunku Warszawy działały jednak na korzyść zwolenników zbrojnej interwencji. Król i jego doradcy zbyt szybko przestali wierzyć w możliwość odniesienia zwycięstwa i skapitulowali w chwili, kiedy wciąż istniały szanse na kontynuowanie wojny, której przedłużenie o kilka tygodni mogło skłonić cesarzową do wyrażenia zgody na rozpoczęcie negocjacji pokojowych. Był to fatalny błąd polityczny, który okazał się w konsekwencji początkiem końca pierwszej Rzeczypospolitej.
Po upadku komunizmu i zakończeniu zimnej wojny wydawało się, że świat na trwałe wchodzi w okres stabilizacji, pokoju i współpracy. Szybko jednak okazało się, że świat narastającej globalizacji ma różne oblicza, także negatywne, co rzutuje na prawie każdą sferę życia, także na bezpieczeństwo. Spadło co prawda zagrożenie nuklearne, ale pojawiły się nowe zagrożenia oraz nasiliły te, które przedtem przesłonięte były rywalizacją Wschód – Zachód. Chodzi głównie o konfl ikty etniczno- -religijne, kulturowe i cywilizacyjne, w tym rozlewające się konfl ikty wewnętrzne w państwach słabych i upadłych, proliferację broni masowego rażenia, niebezpieczne ambicje państw dyktatorskich. Ogromny wpływ na ład międzynarodowy i bezpieczeństwo miały zamachy 11 września 2001. Zmieniły one percepcję zagrożeń dla bezpieczeństwa. Terroryzm uznany został za największe zagrożenie dla bezpieczeństwa, a ogłoszona przez prezydenta Busha walka z terroryzmem doprowadziła Stany Zjednoczone i prawie cały Zachód do zaangażowania w dwie wojny: w Iraku i w Afganistanie. O ile interwencję w Afganistanie i obalenie reżimu Talibów można uznać za swoiste prawo do samoobrony Stanów Zjednoczonych (a właściwie po uruchomieniu art. 5 traktatu waszyngtońskiego za sprawę całego NATO), bo Al-Kaida, która była organizatorem zamachów 11 września, za przyzwoleniem tego reżimu była na stałe zainstalowana w tym kraju, to już interwencja w Iraku miała wątpliwe podstawy prawne, a właściwie była ona jednostronną decyzją USA, podjętą mimo protestów połowy sojuszników NATO. To co nastąpiło potem, w ramach wojny z terroryzmem, przekształciło się w totalny chaos, przypominający wojnę domową, w Iraku obecnie wygasającą, w Afganistanie zaś, już w warunkach obecności tam Międzynarodowych Sił Wsparcia Bezpieczeństwa (ISAF), coraz bardziej nasilającą się. W ostatnich dwóch latach warunki bezpieczeństwa w Afganistanie, za które w praktyce, w ramach ISAF, odpowiedzialne jest NATO, gwałtownie się pogorszyły. Gwałtownie wzrosła liczba zamachów terrorystycznych, a talibowie odzyskują pozycje, kontrolując już prawie 40% obszaru Afganistanu. Sytuacja w Afganistanie i odpowiedzialność NATO za bezpieczeństwo tego kraju budzi ogromne zaniepokojenie przywódców państw natowskich oraz kierownictwa sojuszu. Staje się to również jednym z centralnych problemów nowej administracji waszyngtońskiej. Trwające już siedem lat i rosnące zaangażowanie NATO i sił koalicyjnych w Afganistanie, pionierskie w ramach misji out of area, mimo zaangażowania ok. 64 tysięcy żołnierzy, sprzętu i idących w miliardy dolarów kosztów operacji nie przynosi jak dotąd, oczekiwanych rezultatów. Dlatego też przygotowana i realizowana jest nowa strategia obecności USA i NATO w Afganistanie. Zaangażowanie NATO w Afganistanie często interpretowane jest jako swoisty test dla Sojuszu, jako wyraz rosnącej odpowiedzialności za bezpieczeństwo globalne, w tym za zwalczanie nowych zagrożeń, takich jak terroryzm, których eskalacja jest także ubocznym skutkiem globalizacji. Autor nie w pełni podziela te opinie, choć niewątpliwie obecność NATO w Afganistanie jest ważną i trudną próbą dla Sojuszu, w tym także dla Polski ze względu na rosnące zaangażowanie sił zbrojnych naszego kraju w tę operację. Sprawa udziału NATO jednak rzutuje na stan bezpieczeństwa międzynarodowego, eskaluje napięcia i budzi negatywne emocje cywilizacyjno-kulturowe, utrudnia walkę z terroryzmem, kładzie się cieniem na i tak niejasny obraz sytuacji na Bliskim i Środkowym Wschodzie. Na wiele spraw z zakresu bezpieczeństwa globalnego i regionalnego, w tym narodowego poszczególnych krajów (choćby USA), patrzy się przez pryzmat Afganistanu. ; When the cold war ended, after the collapse of communism and when fi nally the Soviet Union disintegrated, there was a widespread feeling through the world that at long last universal peace had descended on earth. The fear of war in which weapons of mass destruction would be used had vanished. Today's world is a vastly different place. It is a world of globalization, which has both good and bad sides. This inexorable process has extended the opportunities of worldwide interchange. But this same globalization process and associated technology have also brought major new threats and intensifi ed existing ones. The threats we face are seamless, running across the boundaries of defence, foreign affairs, domestic and social life. It has left nations and peoples ever more vulnerable to phenomena ranging from international crime and terrorism through to cyber-attacks, health pandemics, energy politics, resource shortages and fi nancial crisis. We are facing the problem of failed states, WMD proliferations, rough countries challenges. We all have to agree that it was a great impact of 9/11 terrorist hijackers and attacks on security. The perception of international security threats has changed. Terrorism has been recognized as the biggest threat for security. The war on terrorism, declared by George W. Bush, has engaged United States and almost the whole West in two wars: in Iraq and in Afghanistan. As far as Afghanistan case is concerned, one has to recognize the legitimacy of American intervention (as did the UN Security Council), as U.S. had the right to self-defence after Al-Qaeda attacks, operating from Afghan territory. In the case of intervention in Iraq there are far going doubts about its legitimacy. The result was not only the overthrow of both regimes, of Saddam Hussein in Iraq and Taliban in Afghanistan, but a real mess – if not a civil war – in Iraq. Today, after seven years, the security situation in Iraq has much improved, but in Afghanistan there is ongoing process of violence escalation. In the last years the conditions of security in Afghanistan, for keeping which responsible is ISAF (and practically NATO, being a core of ISAF), has dramatically deteriorated. The number of terrorist attacks has enormously increased and Taliban have regained the control over 40% of Afghan territory. The security situation in Afghanistan and NATO's responsibility for that is the reason of deep concern for both the leaders of NATO member states and Alliance itself. The new American administration has made the confl ict a policy priority. President Obama announced a new strategy for Afghanistan, including the decision to commit an additional 30 000 U.S. military forces to address the confl ict. NATO's engagement in Afghanistan is treated as a kind of test for Alliance and a confi rmation of NATO's rising responsibility for global security, opening new out of area alliance missions. It is also important for Poland, taking in consideration the rising number of Polish troops in Afghanistan. Many questions of global and regional [Middle East] security are treated in the framework of Afghanistan case. ; Многие считали, что после падения коммунизма и окончания холодной войны, мир входит в период стабилизации, мира и сотрудничества. Однако вскоре ока- залось, что в эпоху глобализации мир имеет разные обличия, в том числе нега- тивные, что отражается почти на каждой сфере жизни, в том числе и на безопас- ности. Хотя и уменьшилась ядерная угроза, но появились новые угрозы, а также усилились те, которые ранее, в связи с соперничеством Востока и Запада, на- ходились на втором плане. Главным образом здесь необходимо иметь ввиду эт- ническо-религиозные, культурные и цивилизационные конфликты, в том числе, внутренние конфликты в слабых и распавшихся государствах, распространение оружия массового уничтожения, опасные шаги диктаторских государств. Огромное влияние на международный порядок и безопасность оказали террористические акты 11 сентября 2001 года. Они полностью изменили вос- приятие угроз безопасности. Терроризм был признан самой большой угрозой безопасности, а провозглашенная президентом Бушем война с терроризмом вовлекла Соединённые Штаты и почти весь Запад в ведение двух войн: в Ира- ке и в Афганистане. Если интервенцию в Афганистане и свержение режима та- либов еще можно признать своеобразным правом на самозащиту Соединённых Штатов (а имея ввиду 5 статью Вашингтонского договора делом всего НАТО), поскольку Аль-Каида, ответственная за организацию терактов 11 сентября, с согласия режима талибов имела постоянные базы в этой стране, то интер- венция в Ираке имела очень слабые юридические основания и в действитель- ности она была односторонним решением США, принятым вопреки протестам половины союзников НАТО. То, что произошло в рамках войны с терроризмом, позже превратилось в тотальный хаос, приведший к ослабевающей гражданс- кой войне в Ираке, и усиливающейся войне в Афганистане, происходящей в ус- ловиях присутствия там Международных сил содействия безопасности (ISAF). В последние два года безопасность в Афганистане, за которую в действитель- ности в рамках ISAF, несет ответственность НАТО, сильно ухудшилась. Возрос- ло количество террористических актов, а талибы контролируют уже почти 40% территории Афганистана. Ситуация в Афганистане и ответственность НАТО за безопасность этой стра- ны, вызывает огромное беспокойство глав государств членов НАТО, руководс- тва союза, а также становиться одной из главных проблем новой вашингтон- ской администрации. Продолжающееся уже семь лет и растущее присутствие НАТО и коалиционных сил в Афганистане, не взирая на контингент численностью около 64 тысяч солдат, современную технику и исчисляющуюся в миллиар- дах долларов стоимость операции, пока не принесло ожидаемых результатов. В связи с чем, подготавливается и реализуется новая стратегия присутствия США и НАТО в Афганистане. Действия НАТО в Афганистане часто интерпретированы как своеобразный тест для союза, как проявление растущей ответственности за глобальную бе- зопасность, в том числе за борьбу с новыми угрозами, такими как терроризм, эскалация которого в какой-то степени является побочным следствием глоба- лизации. Автор не полностью разделяет такое мнение, хотя, несомненно, при- сутствие НАТО в Афганистане – это важное и тяжелое испытание для союза, в том числе также для Польши, ввиду возрастающего присутствия вооружён- ных сил Польши в этой операции. Вопрос участия в операции НАТО, хотим мы этого или нет, отражается на состоянии международной безопасности, вызыва- ет напряжения и отрицательные цивилизационно-культурные эмоции, затруд- няет борьбу с терроризмом, оказывает влияние на и так непростую ситуацию на Ближнем и Среднем Востоке. На многие вопросы в сфере глобальной и ре- гиональной безопасности, в том числе и национальной, отдельных стран (даже США), нужно смотреть сквозь призму Афганистана.
There is no doubt now that energy is fundamental to our development. Global energy trends such as higher energy demand and prices, big differences across regions, structural changes in an oil and gas industry increasingly dominated by national companies, the prospect of irreversible climate change, as well as demand for energy security all highlight the need for a rapid transition to a low-carbon, efficient and environmentally benign energy system. The search for energy alternatives involving locally available and renewable resources is one of the main concerns of governments, scientists and business people worldwide. As researchers tackle problems according to global trends, an overwhelming body of research focusing on bioenergy in relation to other types of renewable energy might illustrate the role bioenergy has as the most important renewable energy source for the near and medium-term future. Thus, analyzing the amount of existing research, we found that about 50% (4,911 records) of 9,724 renewable energy records available were bioenergy records. We also found that publications on each of the four main sources of biomass (agriculture, forest, waste and other) represent about one quarter of the 4,911 bioenergy records retrieved. Biomass – the fourth largest energy source after coal, oil and natural gas - is the largest and most important renewable energy option at present and can be used to produce different forms of energy. As a result, it is, together with the other renewable energy options, capable of providing all the energy services required in a modern society, both locally and in most parts of the world. Renewability and versatility are, among many other aspects, important advantages of biomass as an energy source. Moreover, compared to other renewables, biomass resources are common and widespread across the globe. The sustainability potential of global biomass for energy is widely recognized. For example, the annual global primary production of biomass is equivalent to the 4,500 EJ of solar energy captured each year. About 5% of this energy, or 225 EJ, should cover almost 50% of the world's total primary energy demand at present. These 225 EJ are in line with other estimates which assume a sustainable annual bioenergy market of 270 EJ. However, the 50 EJ biomass contributed to global primary energy demand of 470 EJ in 2007, mainly in the form of traditional non-commercial biomass, is only 10% of the global primary energy demand. The potential for energy from biomass depends in part on land availability. Currently, the amount of land devoted to growing energy crops for biomass fuels is only 0.19% of the world's total land area and only 0.5-1.7% of global agricultural land. Although the large potential of algae as a resource of biomass for energy is not taken into consideration in this report, there are results that demonstrate that algae can, in principle, be used as a renewable energy source. From all of these perspectives, the evidence gathered by the report leads to a simple conclusion: Biomass potential for energy production is promising. In most cases, shifting the energy mix from fossil fuels to renewables can now be done using existing technology. Investors in many cases have a reasonably short pay-back because of good availability of lowcost biomass fuels. The latter is of course dependant on local incentives, however. Overall, the future of bioenergy is also to a large extent determined by policy. Thus, an annual bioenergy supply covering global energy demand in 2050, superseding 1,000 EJ, should be possible with sufficient political support. Global production of biomass and biofuel is growing rapidly due to the increasing price of fossil fuels, growing environmental concerns, and considerations regarding the security and diversification of energy supply. There are many scenarios that predict a high potential for biomass in the future. There have also been many studies performed in recent decades to estimate the future demand and supply of bioenergy. Overall, the world's bioenergy potential seems to be large enough to meet the global energy demand in 2050. The current stock of standing forest is a large reservoir of bioenergy and in line with the theoretical potential of biomass energy. However, most of the research studies on biomass potentials ignore existing studies on demand and supply of wood, despite the extensive literature and data on the subject. Taking into account data from a variety of international sources, rough estimates of the energy production potential of woody biomass from forestry show that, in theory, the demand for wood fuel and industrial roundwood in 2050 can be met, without further deforestation, although regional shortages may occur. However, the shift in the energy mix requires much more investment in infrastructure, equipment and in some cases R&D. Moreover, a prerequisite for achieving bioenergy's substantially high potential in all regions is replacing current inefficient and low-intensive management systems with best practices and technologies.
Central Europe is part of the continent with its historical and cultural identity and a unique geopolitical role (geopolitical wedge between Germany and Russia). Central Europe includes the Ukrainian and Belarusian lands, which for centuries have been the subject of rivalry between Poland and Russia and the area of influence of powers neighboring this region. Depending on the results of this rivalry, the status of Ukrainian-Belarusian territories varied between the "great borderland" and the periphery of various powers, most often the Republic of Poland or the Russian Empire. However, their role was different for both countries. For the Commonwealth, they constituted a necessary resource for maintaining its subjectivity, sovereignty and, consequently, independence. However, for Russia they were a route to master Central Europe and to influence Western Europe. In the history of the Ukrainian-Belarusian lands, three alternative variants of concentration and political rivalry were possible. The first – the formation in this subregion of Central Europe of the countries with high political subjectivity, based on significant demographic, geopolitical and economic resources. The second – the occupation of the Ukrainian-Belarusian border entirely by one of the neighboring powers as a result of military actions or EU agreements, which made them a "great borderland", strengthening the potential of the country of its belonging. The third – the division of Ukrainian-Belarusian lands between state organisms with high subjectivity (the loss of the status of "great borderland" in favor of being peripheries), actually preventing internal political consolidation, but deepening the diversity of the subregion in terms of religion, religion, ethnicity, culture and language, mental, and consequently also socio-economic. In the historical process, all three scenarios were implemented, which contributed to giving the Ukrainian-Belarusian lands as a constitutive feature of the "Central European syndrome", however questioned in the international environment, primarily by Russia recognizing this area as part of its own civilization and cultural circle. ; Europa Środkowa jest częścią kontynentu z własną tożsamością historyczną i kulturową oraz unikatową rolą geopolityczną (geopolitycznego klina między Niemcami i Rosją). Do Europy Środkowej należy zaliczyć ziemie ukraińskie i białoruskie, które przez wieki były przedmiotem rywalizacji między Polską i Rosją oraz obszarem wpływów mocarstw niesąsiadujących z tym regionem. W zależności od wyników tej rywalizacji status ziem ukraińsko-białoruskich wahał się między "wielkim pograniczem" a peryferiami różnych mocarstw, najczęściej Rzeczypospolitej lub Imperium Rosyjskiego. Jednak dla obu tych państw ich rola była odmienna. Dla Rzeczypospolitej stanowiły one konieczny zasób dla utrzymania jej podmiotowości, suwerenności, a w konsekwencji – niepodległości. Natomiast dla Rosji były szlakiem do opanowania Europy Środkowej oraz oddziaływania na Europę Zachodnią.W dziejach ziem ukraińsko-białoruskich były możliwe trzy alternatywne warianty koncentracji i rywalizacji politycznej. Pierwszy – ukształtowanie w tym subregionie Europy Środkowej państw o wysokiej podmiotowości politycznej, opartej na znacznych zasobach demograficznych, geopolitycznych i gospodarczych. Drugi – zajęcie ukraińsko-białoruskiego pogranicza w całości przez jedno z sąsiednich mocarstw w wyniku działań militarnych lub układów unijnych, co czyniło z nich "wielkie pogranicze", wzmacniające potencjał państwa swojej przynależności. Trzeci – podział ziem ukraińsko-białoruskich między organizmy państwowe o wysokiej podmiotowości (utrata statusu "wielkiego pogranicza" na rzecz bycia peryferiami), faktycznie uniemożliwiający wewnętrzną konsolidację polityczną, lecz pogłębiający zróżnicowanie subregionu pod względem religijno-wyznaniowym, etnicznym, kulturowo-językowym, mentalnym, a w konsekwencji również społeczno-gospodarczym. W procesie historycznym były realizowane wszystkie trzy scenariusze, co przyczyniło się do nadania ziemiom ukraińsko-białoruskim jako cechy konstytutywnej "syndromu środkowoeuropejskiego", jednak kwestionowanego w środowisku międzynarodowym, przede wszystkim przez Rosję uznającą ten obszar za część własnego kręgu cywilizacyjno-kulturowego. ; Центральная Европа является частью континента с его исторической и культурной самобытностью и уникальной геополитической ролью (геополитический клин между Германией и Россией). В историческом процессе были реализованы все три сценария, которые способствовали тому, что украинско-белорусские земли стали характерной чертой «центральноевропейского синдрома», хотя и подвергались сомнению в международной среде, в первую очередь в связи с тем, что Россия признала этот район частью своего цивилизационно-культурного круга.
After regaining independence in 1918, the Polish state, apart from the necessity of building a state apparatus, was forced to fight for its borders and then for their recognition on the international arena. Another extremely important task of Polish diplomacy was the issue of creating a system of alliances that would give Poland and the newly revived states of the subregion security guarantees. To this end, in the first years after the end of the war, Warsaw intensively sought to create a permanent form of political and military cooperation within the Central and Eastern Europe subregion and the Baltic Sea. In Warsaw, on March 17, 1922, an agreement was signed by Poland, Latvia, Lithuania, Estonia and Finland, which in the far-reaching plans of the Polish Ministry of Foreign Affairs was to be a step towards establishing the so-called of the Baltic Union. The problem, however, was that in Finland at the time, the tendency to strengthen cooperation with the Scandinavian countries and the desire to adopt a policy of neutrality played a large role. Lithuania, however, was not willing to further strengthen relations with Poland, with which it remained in conflict after the occupation of Vilnius in April 1919 by the troops of General Lucjan Żeligowski. The fact that Vilnius was captured by Polish troops aroused waves of criticism in Western Europe towards Warsaw. The opportunity to improve the image came in January 1923, when Lithuania removed the French garrison and annexed the so-called Klaipeda country. Warsaw's balanced and calm reaction to Lithuanian moves was positively assessed by the Western powers. Although none of the concepts of building an alliance capable of opposing Soviet Russia and thus ensuring the security of itself and its allies has not been implemented, their analysis today allows us to put forward the thesis that the fate of this part of Europe has never been indifferent to Poland and it has always been associated with security of the entire subregion, as evidenced by the current political and military commitment in the form of battalion battle groups under the NATO initiative known as enhanced forward presence (eFP). ; Państwo polskie po odzyskaniu niepodległości w 1918 r. poza koniecznością budowania aparatu państwowego zmuszone zostało do walki o swoje granice a następnie o ich uznanie na arenie międzynarodowej. Kolejnym niezwykle istotnym zadaniem dyplomacji polskiej stała się kwestia stworzenia systemu sojuszy, które dałyby Polsce i nowo odrodzonym państwom subregionu gwarancje bezpieczeństwa. W tym celu Warszawa w pierwszych latach po zakończeniu wojny intensywnie zabiegała o stworzenie stałej formy współpracy polityczno-militarnej w obrębie subregionu Europy Środkowo-Wschodniej oraz Morza Bałtyckiego. W Warszawie 17 marca 1922 r. doszło do podpisania przez Polskę, Łotwę, Litwę, Estonię i Finlandię układu, który w dalekosiężnych planach polskiego MSZ miał być krokiem ku powołaniu do życia tzw. związku bałtyckiego. Problem polegał jednak na tym, że w Finlandii w tym czasie dużą role odgrywały tendencje zacieśnienia współpracy z państwami skandynawskimi oraz chęć obrania polityki neutralności. Litwa zaś nie była skłonna do dalszego zacieśniania relacji z Polską, z którą pozostawała w konflikcie po zajęciu Wilna w kwietniu 1919 r. przez oddziały gen. Lucjana Żeligowskiego. Fakt ten wzbudził w Europie Zachodniej fale krytyki względem Warszawy. Okazja do poprawy wizerunku nadarzyła się w styczniu 1923 r, kiedy to Litwa usunęła garnizon francuski i dokonała aneksji tzw. Kraju Kłajpedy. Wyważona i spokojna reakcja Warszawy na posunięcia Litwinów została pozytywnie oceniona przez mocarstwa zachodnie. Chociaż żadna z koncepcji zbudowania sojuszu zdolnego przeciwstawić się Rosji Radzieckiej a tym samym zapewnić bezpieczeństwo sobie oraz sojusznikom, nie została zrealizowana, jednak ich analiza pozwala nam dzisiaj wysunąć tezę, że losy tej części Europy nigdy nie były Polsce obojętne i zawsze wiązały się one z bezpieczeństwem całego subregionu, czego dowodem jest obecne zaangażowanie polityczne i militarne w postaci batalionowych grup bojowych w ramach inicjatywy NATO znanej, jako wzmocniona Wysunięta Obecność (ang. enhanced Forward Presence – eFP). ; Після відновлення незалежності в 1918 році польська держава, крім необхідності побудови державного апарату, була змушена боротися за свої кордони, а потім і за їх визнання на міжнародній арені. Ще одним надзвичайно важливим завданням польської дипломатії було питання створення системи союзів, яка би дала Польщі та нововідродженим державам гарантії безпеки субрегіону. Із цією метою у перші роки після закінчення війни Варшава посилено прагнула створити постійну форму політичного та військового співробітництва в межах субрегіону Центрально-Східної Європи та Балтійського моря. У Варшаві 17 березня 1922 р. Польща, Латвія, Литва, Естонія та Фінляндія навіть підписали угоду, яка в далекосяжних планах польського Міністерства закордонних справ повинна стати кроком до створення т. зв. Балтійського союзу. Однак проблема полягала в тому, що в той час у Фінляндії велику роль відігравала тенденція до зміцнення співпраці зі скандинавськими країнами та бажання прийняти політику нейтралітету. Литва, однак, не бажала надалі зміцнювати відносини з Польщею, з якою вона залишалася в конфлікті після окупації Вільнюса у квітні 1919 р. військами генерала Лучана Желіговського. Цей факт викликав хвилі критики щодо Варшави у Західній Європі. Можливість покращити імідж з'явилася у січні 1923 року, коли Литва усунула французький гарнізон та анексувала т. зв. Клайпедський край. Урівноважена та спокійна реакція Варшави на литовські кроки була позитивно оцінена західними державами. Хоча жодна з концепцій побудови альянсу, здатного протистояти Радянській Росії і таким чином запевнити безпеку собі та своїм союзникам, не була втілена в життя, однак їх аналіз сьогодні дозволяє висунути тезу про те, що доля цієї частини Європи ніколи не була байдужою для Польщі. Вона завжди була пов'язана з безпекою усього субрегіону, про що свідчить нинішня політична та військова прихильність у формі бойових груп батальйонів як частини ініціативи НАТО, як посилена Розширена Присутність.
Knowledge and valuation of ecosystem services are important components for reaching the governmental goals for improving the natural environments. Recreational fishing has more than one million practitioners nationwide.Knowledge about the fishers and their catches increases the ability to assess whether the ecosystem services are retained. In addition, it gives means for evaluating the actions for the conservation, restoration and sustainable use of oceans, lakes and rivers. Knowledge of recreational fishing is also needed in order to follow up the details in its environmental objectives relating to outdoor recreation, tourism industry and the governmental goals in the open-air policy. The EU's common fisheries policy, the Swedish environmental policy and Swedish fisheries policy all emphasize that ecosystem-based management should be implemented. Thus, there are needs for knowledge of the ecosystems which are exploited by humans. Fish populations are important components of aquatic ecosystems, and are affected by the surrounding environment, while they themselves affect the structures of the aquatic food-webs. Fishes often have regulatory functions in the ecosystems, and thereby contribute to valuable ecosystem services in addition to the more obvious services as providing food and recreation for humans. Mostly issues regarding the impacts of fishing-related activities on fish populations have been focused on commercial fishing. A widespread and intensive commercial fishing may lead to the depletion of stocks or, at worst, a collapse of the fish populations; the fish population reaching such low levels that recovery may be difficult. In recent years the knowledge of the impact of recreational fishing on aquatic systems has increased, but still the effects of recreational fishing on ecosystem are relatively poorly studied, compared to commercial fisheries. For many, it may be difficult to accept that recreational fishing may affect fish populations; each fisher/angler favour just their own fisheries without bearing in mind that although the small influence from each individual fisherman may be small, it will be significant when many fishermen harvest from the same stock. Recreational fishing and its effects on the aquatic ecosystems are often neglected in fisheries science, mainly due to the lack of data to estimate recreational fishing harvest with a sufficient resolution to calculate the effort and landings of recreational fisheries. In this report, we try to give an overall picture of the fish species needing increased knowledge in order to get an estimate of harvest in recreational fisheries and thereby the effect on fish populations. Furthermore, we also try to give a picture of international studies and finally to give examples of methods concerning how and to what extent one may conduct studies in Sweden. Our proposal is largely based on combining different surveys in specific areas that we believe can be used to scale-up the results. We suggest data collation of recreational fishing is concentrated to areas with public waters, because in other water bodies the land owner has sovereignty under the law. The focus areas we point out are those already having some data collection, both in terms of recreational fishing and environmental monitoring / stock assessment and where there are non-fishing protective areas nearby. Collection of data should not be made in all areas at every year; three areas are suggested to become intensive areas (data collection every year) and the remaining areas data collection will take place every three years - on a rolling schedule. The sampling methods we recommend are national survey (i.e. mail and telephone surveys), recording of catches in fishing tourism, voluntary catch registration of individual anglers, collection of data from fishing competitions, on-site inventory of fishing effort (e.g. count fetter and trailers), inventory of catch per effort (e.g. by creel-surveys) and fish tagging studies. For the west coast we propose one focus area, Älgöfjorden. At the coasts of Bohuslän County and the northern part of Halland County the fishing pressure is high for lobster and crab and therefore a focus area should be established in this area. We suggest that data are collected by on-site visits for inventorying fishing effort (counting numbers of pots / buoys / fishing people), combined with catch registration can return an estimates on catch per effort, and this can then be applied to a larger area. Another potential focus area is the area around Torhamn (Blekinge) which, for example, is popular area recreational fishing for pike. Torhamn is one of three national reference areas for coastal fish monitoring on the East Coast and has been monitored since 2002. It is also desirable to study aspects of fishing mortality in recreational fisheries. To our knowledge, there are no national studies that have explored the effects of catch-and-release in natural environments over long periods of time. The Bråviken Bay is a relatively limited and well-defined area having considered high recreational fishing pressure, but large time series from fish monitoring programmes are lacking. This site will give good opportunities for studying pike, pikeperch and to some extent also sea trout, data collection is suggested to take place every third year. An adjacent area is Kvädöfjärden having fish monitoring time series from 1989. Closely situated to Kvädöfjärden is Licknevarpefjärden where fishing has been prohibited since 1970. Additional areas that are of interest to follow up with some regularity are Asköfjärden, Gålö and / or Lagnö in the Stockholm archipelago. In the future it might be fruitful to shift data collection intensity between Torhamn in Blekinge and an area in Stockholm archipelago. Such decision should be based on factors like where the most practical solutions / contact network can be found. In the Gulf of Bothnia angling with nets, traps and similar gears are relatively widespread. We suggest that Långvind Bay in Gävleborg County, is an area for the study of recreational fishing in a relatively sparsely populated county and is most likely typical for large parts of the Gulf of Bothnia. Data collection is suggested to take place every year. As for the Gulf of Bothnia the recreational fishery in the Bothnian Bay are mainly targeting the whitefish, sea trout and, to some extent also perch. By monitoring the recreational fisheries in Kinnbäcksfjärden near Piteå, we hope to be able to describe the local recreational fishing patterns and then apply these values for catch per effort for most of the coastal strip of the Bothnian Bays. Recreational fishing is widespread in all of the five largest lakes in Sweden, and there is a need for data collection in all five. In Lake Vänern, Lake Vättern and Lake Mälaren there are fish monitoring data of good quality and regularity. However, in the two smallest lakes, Lake Hjälmaren and Lake Storsjön in Jämtland County, few test fishing areas and few studies regarding recreational fishing have been made. For Lake Vättern we suggest that data collection is done every year; especially the archipelago in the northern part of the lake will be an excellent area for the study of recreational fishing for pike. In the other four lakes we propose that data collection is made every third year. By studying recreational fishing - its practitioners, scope, gear-use, and harvest, it will be possible to achieve a more detailed view of how recreational fishing is done and how it varies along the Swedish coast and in the five largest lakes. Such knowledge is important for the managers of common fisheries resources and the monitoring of environmental status and evaluating the recreational goals established by the Swedish governments.
