The present article analyses the writing, edition and diffusion of the Memories of the Duke of Sully. With that in mind, the first section refers to the context in which the work was made; the second presents general characteristics of the European confederation; and the third describes discrepancies of its versions. The fourth, fifth and sixth sections studies the chronology and the stages of the writing, the changes made in the manuscripts and their diffusion; the seventh examines the debate on the historical primacy of the Memories. This article discusses the policies of protection for indigenous people and the environmentalist manifesto for the excluded in Amazonian countries. It addresses the UN Declaration on the Rights of Indigenous People and the resolution of the General Assembly that qualifies the effects of climate change as threats to international security. Both lead to cognitive constructions for social justice. The paper reminds us of the invasion of lands by disorderly immigration. More importantly, it unveils the analytical potential offered by the study of international relations to clarify the perspectives of both the mitigation of climate change through the Responsibility to Protect (R2P) and the excluded majority that lives alongside the protected indigenous minorities. This paper analyzes the functioning of the Centro de Informacoes do Exterior (CIEX), an agency linked to the Ministry of Foreign Affairs (Itamaraty) and National Intelligence Service (SNI), which was charged with spying political opponents of the Brazilian military regime exiled in neighboring countries. The study aims at examining one component of the repressive system set by the Brazilian dictatorship that had a relative degree of interaction with other military dictatorships in the region of the Southern Cone. This article intended to investigate the instrumentality of military power for Brazil's foreign policy in the post-Cold War era. A theoretical framework for the interpretation of sovereign unities' relationship was delimitated. South America's security complex and Brazil's role in its conformation were discussed. Problems related to Brazil's defense policy and the difficulties concerning its proper articulation with foreign policy were analyzed.
