As a sovereign and independent state, the Republic of Moldova has been going, for more than two decades, through a long process of asserting the country globally, certifying the status of the Republic of Moldova as a member of the international community and subject to international law. An important role in this sense is also the membership of our state in various regional and international organizations, and of increased interest are those specialized in combating all forms of organized crime. Taking into account its geographical position, but also the socio-human factor, we can not neglect the strategic role played for this purpose by the organizations from the Community of Independent States, those from the Black Sea Basin, or the Western Balkans. Thus, this article aims to review the most important regional and international organizations fighting cross-border organized crime of which our country is a member, with the presentation of the activity and role of the Republic of Moldova within them

Corruption manifests at an international, regional and national level, it can be considered a phenomenon of society that has a negative impact on the political, juridical, and economic system and the public services of a state. As a response to this phenomenon, the state develops anti-corruption instruments, which are: laws, normative acts, standards, political commitments, mandates for the creation of institutions and mechanisms, measures and actions against corruption. In this article are investigated anti-corruption instruments at international, regional, national, and local levels and institutional anti-corruption instruments. Moreover, it is analyzed the efficiency of anti-corruption instruments used by the National Anticorruption Center, an anti-corruption specialized institute. In conclusion, it is emphasized the importance of the realization of anti-corruption measures in Moldova, making use of international experience and developing national instruments, that correspond to the local specifics and conditions.

The development of international online commerce has led to the shift of disputes arising mainly from electronic contracts in the online environment (Online Dispute Resolution, ODR).International commercial arbitration could not be an exception to this development.The digital foreign arbitral award rendered following an online arbitration (e-arbitration) may be enforced in case of voluntary non-enforcement on the territory of a foreign state, following the recognition and enforcement procedure. One of the reasons that the party opposed to the digital arbitral award may invoke to block this procedure is the lack of formal validity of the arbitration agreement concluded by electronic means. This article aims to examine the regulatory framework within which a state court will examine the formal validity of the digital arbitration agreement and the extent to which this ground for refusal of recognition can be found to be well-founded.

Nowadays, criticism of the UN is related to excessive bureaucracy, to the parallelism in the functions of many of its structures. In addition, the UN is accused of reacting more to crises than preventing them. The selective interest of the United Nations in conflicts in different regions of the world gives reasons to assert the presence in its activity of double standards. Especially, the UN authority has been greatly undermined by such events as the United States's actions in Iraq and Yugoslavia, after which many have questioned international law in general and United Nations, in particular. Thereat, there are a lot of statements that the United Nations is in the deepest crisis and there is a set of proposals and views on the content and essence of the need for UN reform. In this article, the author argues the opportunity of UN reform, elucidating some current gaps in the work of this international organization and coming up with concrete recommendations to remedy them. ; Țarălungă, Victoria. Scopul acestui studiu este de a identifica argumentele realismului stiintific, formulate de catre Alexander Wendt, pe baza carora statul se defineste ca persoana sau ca actor in sistemul de state. Voi vorbi despre aceste argumente si motivele pentru care acestea pot explica comportamentul statelorca actori rationali. In prima parte mi-am propus sa identific componentele teoretice din cadrul realismului stiintific, conform carora statele sunt autoorganizate, seamana cu organismele biologice, adica au o structura interna cu elemente constituente functionale care actioneaza in sens colectiv in virtutea reproducerii si supravietuirii sistemului, iar spre exterior acestea isi stabilesc limite/granite pentru a se defini ca o identitate. Pe baza componentelor biologice ale sistemului voi identifica si componenta cognitiva a unui stat, ceea ce il defineste ca o persoana psihologica cu interese, constiinta si memorie, astfel elementele constituente actioneaza in sensul supravietuirii identitatii colective. Fiind date functiile cognitive ale statului acesta isi va putea proiecta si strategii de relationare cu ceilalti actori statali. In a doua sectiune a lucrarii voi vorbi despre paradigma realismului ofensiv, din cadrul relatiilor internationale. Astfel pe baza structurii teoretice din realismul stiintific voi extrage conceptele cheie si le voi operationaliza, sau cel putin le voi asocia cu asumptiile mai aplicate din realismul ofensiv formulate de John J. Mearsheimer care susþine ca principalul factor motivant pentru state in sistemul international il reprezinta dorinta de putere astfel voi testa asumptia principala a lucrarii conform careia statele sunt persoane supradimensionate.
Secessionism is one of the important challenges in many contemporary societies. Sovereignty, International and domestic law, and human rights are only three concepts that could be affected by the emergence of secessionist dynamics. This article investigates the evolution of Catalan secessionist movement after the 2017 independence referendum. It uses process tracing to analyze the events that coincide with the evolution of the Catalan secessionist movement. The main findings reveal that while the EU does not encourage these kinds of movements, it does not agree with the solutions adopted by the Spanish's Central Government to solve the Catalan situation, and condemns the violation of human rights. Also, the Catalan independence movement can stimulate similar dynamics across other countries, which are not favourable to the EU cohesion.
Abstract: EU Actorness in the South Caucasus: Possibilities and LimitationsDespite significant institutional changes and refinements since its creation in 2004, the ENP (European Neighborhood Policy) remains a major tool available to the EU for providing incentives for reform and stability in non-member states through the diffusion of its norms and rules. Earlier studies, drawing on the Europeanization conceptual framework, have been mostly concerned about how and by which mechanisms compliance with EU rules takes place, rather than focusing on whether and to what extent it occurs. By contrast, this article assesses the actorness of the EU in three countries of the South Caucasus (Georgia, Armenia and Azerbaijan), viewing actorness as composed of three dimensions – capability, opportunity, and presence – enabling and constraining the aspirations of the EU to be an international actor in the South Caucasus.
Monografia jest rezultatem wysiłku intelektualnego, którego podjęli się wspólnie naukowcy z Mołdawii, Niemiec, Polski, Rumunii, Stanów Zjednoczonych Ameryki i Ukrainy podczas Międzynarodowej Konferencji Naukowej "Wspólne dziedzictwo kulturowe i językowe" w Jastrowiu w czerwcu 2019 roku. Na publikację składają się poszerzone wersje wypowiedzi zaprezentowanych podczas tego spotkania. Tom, który oddajemy do rąk Czytelnika, pomyślany jest jako zbiór zróżnicowanych spojrzeń na problematykę dziedzictwa. Języki i kultury Bukowiny stały się inspiracją dla analiz wychodzących poza tematykę tego regionu. Autorzy tekstów reprezentują różne perspektywy i dyscypliny naukowe: językoznawstwo, kulturoznawstwo, literaturoznawstwo, historię, politologię, socjologię, etnologię i historię sztuki. Do tomu zaproszono doświadczonych naukowców i młodych badaczy zajmujących się bogactwem językowym i kulturowym historycznej Bukowiny, obszaru karpackiego oraz Europy Środkowej. Kolejna część prezentuje dziedzictwo kulturowe w działaniach społecznych i aktywności twórczej. ; This collective monograph comes as a result of intellectual work undertaken jointly by the American, German, Moldovan, Polish, Romanian and Ukrainian scholars who participated in the international conference entitled "Bukowina: Wspólne dziedzictwo kulturowe i językowe" (Bukovina: Common Cultural and Linguistic Heritage), held in Jastrowie, Poland, in June 2019. The present volume, which contains extended versions of their papers, is conceived as a collection providing different perspectives on the issue of cultural heritage. The cultures and languages of Bukovina have also inspired contributions which go beyond the issues of the region but are related to it in the geographical or cultural sense. The invited authors represent various perspectives and fields of study: linguistics, cultural studies, literary studies, history, political studies, sociology, ethnology and art history. The list of contributors includes experienced scholars and young promising researchers studying the cultural and linguistic richness of the historical Bukovina, the Carpathian region and Central Europe.
