Como respuesta al conflicto armado que se ha desarrollado en Libia a lo largo de 2011, la UE ha ejecutado las sanciones decididas por el Consejo de Seguridad que no implican el uso de la fuerza, ha destinado más de 150 millones de euros de ayuda humanitaria a la región, ha puesto en marcha la operación FRONTEX "EPN Hermes Extensión 2011", y ha proyectado una operación militar de apoyo a la asistencia humanitaria, la EUFOR Libia, que nunca se ha desplegado. En una perspectiva más general, las revueltas populares que se han sucedido en varios Estados del sur del Mediterráneo, entre ellos Libia, en el que se ha desembocado en una guerra civil, han certificado el fracaso de la política exterior de la UE en esta región. En efecto, durante la última década la política euromediterránea de la UE ha estado mucho más centrada en la cooperación económica y comercial —sobre todo en el campo energético— y en el control de la inmigración irregular, que en el escrupuloso respeto del ordenamiento internacional y la promoción de la democracia, el Estado de derecho y el respecto de los derechos humanos, así como el desarrollo económico y social de la población de los Estados del sur del Mediterráneo. ; As a response to the armed conflict occurred in Libya during year 2011, the EU has applied those Security Council sanctions not involving the use of force. Likewise, the EU has allocated more than E 150 million to humanitarian assistance in the region having implemented Frontex Operation «EPN Hermes Extension 2011» as well and having designed a military operation in support of humanitarian assistance there —the so-called EUFOR Libya, never deployed before. From a more general perspective, people's uprisings in several Southern Mediterranean States —which in the Libyan case has led to a civil war— have proved the failure of EU's foreign policy in the region. Una de las consecuencias de la creciente movilidad de los ciudadanos en la Unión Europea es el aumento exponencial de sucesiones que presentan una dimensión internacional. La sucesión de estos nacionales de la Unión se plantea cuanto menos compleja, debido a la disparidad legislativa existente en materia de sucesiones y la inseguridad jurídica que provoca la multiplicidad de regímenes jurídicos en el ámbito del Derecho internacional privado de sucesiones en la Unión Europea. El nuevo Reglamento de sucesiones permitirá disponer de un sistema uniforme para determinarla competencia judicial, la ley aplicable y el reconocimiento y ejecución de resoluciones en materia sucesoria en el ámbito de la Unión Europea. El objeto de este trabajo es reflexionar sobre las consecuencias de la aplicación del sistema unitario que plantea el Reglamento en materia de sucesiones internacionales y, en particular, en relación a la ley aplicable, su incidencia en la figura del reenvío, las ventajas e inconvenientes que aporta y sus consecuencias en los sistemas nacionales de Derecho internacional privado de los Estados miembros. ; One of the consequences of the increasing mobility of citizens within the European Union is the exponential increase of international successions. The succession of these EU citizens appears complex because of the disparity of the existing legislation concerning successions and the legal uncertainty caused by the multiplicity of legal regimes in the field of Private international law on succession in the European Union Member States. The adoption of the new Regulation on successions in the European Union provides a uniform system for determining the jurisdiction, the applicable law and the recognition and enforcement of judgments in matters of succession at the European Union level. The purpose of this paper is to analyze the consequences of the application of the unitary system proposed in the Regulation for international successions, especially in relation to the applicable law, their impact in the institution of renvoi, their advantages and disadvantages and their consequences on the national systems of Private international law of the EU Member States.

V sodobni obrambnodiplomatski praksi vse pogosteje zasledimo gostujoče obrambne atašeje. Države so jih začele vpeljevati zaradi pritiskov po racionalizaciji obrambnodiplomatske dejavnosti, ki so se okrepili z začetkom zadnje finančne krize in gospodarske recesije. Z nalogo proučujemo funkcionalnost gostujočih obrambnih atašejev ter njihove prednosti in slabosti v primerjavi z rezidenčnimi diplomati. Posamezne slabosti poizkušamo relativizirati z vidika razvoja sodobnih informacijskih in komunikacijskih tehnologij ter okrepljenega zaupanja in spremenjene miselnosti mednarodnih odnosov, zaradi katerih se spreminjajo tudi naloge in funkcije obrambne diplomacije. Na podlagi mednarodne primerjave oblikujemo priporočila za organizacijo dela in izvajanje diplomatske dejavnosti gostujočih atašejev, med prednostmi pa podrobneje razdelamo njihovo vlogo v funkciji razvoja karierne poti. Slednja bi lahko še posebej koristila državam z omejenim diplomatskim aparatom, ki nimajo vzpostavljenih inštrumentov kadrovske selekcije ter inštitucij za izobraževanje in usposabljanje bodočih diplomatov. Hkrati proučujemo prevladujoče čine v obrambni diplomaciji ter obseg obrambnodiplomatskega delovanja, tako na strani držav pošiljateljic kot držav sprejemnic. Na splošno so čini obrambnih diplomatov bolj kot od značilnosti držav in oboroženih sil odvisni od različnih političnih, gospodarskih in kadrovskih dejavnikov, vključno z načelom recipročnosti, politično propagando, izzivi vojaškega kariernega razvoja ter promocijo vojaško-industrijskega kompleksa. Z vidika držav sprejemnic pa najštevilčnejše obrambnodiplomatske aparate ter diplomate z najvišjimi čini najdemo v vodilnih vojaških in političnih velesilah, s čimer jim države pošiljateljice izkazujejo posebno priznanje, pozornost in čast. Čini obrambnih predstavnikov pri mednarodnih organizacijah pa odražajo predvsem obseg prevzetih obveznosti posamezne države do konkretne mednarodne inštitucije. Kot zanimivost velja izpostaviti še izjemno nizek delež žensk v obrambni diplomaciji. Poglavitne ugotovitve obeh raziskav apliciramo na slovenski obrambnodiplomatski sistem. ; Contemporary defence diplomacy is earmarked by Roving Defence Attachés. Countries started to introduce them under the pressure to rationalize defence diplomacy, culminating in the last financial crisis and economic recession. Master's Thesis examines the functionality of Roving Defence Attachés, and their advantages and disadvantages compared to Resident Defence Attachés. Particular disadvantages are relativized and diminished in the light of modern information and communication technologies, increased mutual trust and mind-set shift in international relations, resulting in changes of tasks and functions of defence diplomacy. Based on international comparative analysis we put forward recommendations for work organization and activities management of Roving Defence Attachés. Among the advantages of Roving Attachés we elaborate in more detail the function of career development. The latter could be especially beneficial for countries with limited diplomatic apparatus, lacking human resource selection tools along with the education and training institutions for future diplomats. At the same time we examine prevailing military ranks in defence diplomacy and the scope of defence diplomacy engagement, from both perspectives of sending and receiving states. The military ranks of defence diplomats depend more political, economic and human resource factors, including reciprocity principle, political propaganda, the challenges of military career development and the promotion of military industrial complex, than the characteristics of states and their armed forces. From the viewpoint of receiving states the largest defence diplomacy corps and the diplomats with the highest military ranks can be found in leading military and political superpowers, as the sending states try to express special recognition, attention and honour to them. The military ranks of defence representatives in international organizations by-and-large reflect the assumed responsibilities of a country towards respective international entity. You may find interesting the extremely low proportion of women in defence diplomacy. Main research findings are applied to Slovenian defence diplomacy system.

Trgovina z orožjem za marsikatere države in podjetja pomeni velik vir zaslužka. Problem je v tem, ker poleg zakonitega trga z orožjem, obstajata tudi sivi in črni trg. Zato je pomembno, da se vzpostavi celovit in učinkovit nadzor nad trgovino z orožjem. Že od leta 1978 se v resolucijah Generalne skupščine Združenih narodov omenja potreba po pogajanjih glede omejitve mednarodnih prenosov konvencionalnega orožja. Šestintrideset let pozneje je začela veljati prva mednarodna pogodba, ki celovito ureja mednarodno trgovino s konvencionalnim orožjem, Pogodba o trgovini z orožjem (PTO). V procesu nastajanja pogodbe so ves čas sodelovale tudi nevladne organizacije, saj je za vzpostavitev učinkovitega mednarodnopravnega instrumenta pomembno sodelovanje med državami in civilno družbo. PTO je tudi prva mednarodna pogodba, ki ureja prenos osebnega in lahkega orožja. Ravno slednje zaradi svojih lastnosti (enostavno za uporabo, prenosljivost, dolgotrajnost, lahka dostopnost širšemu krogu ljudi) povzroča trpljenje mnogih ljudi. Določbe PTO pa ne posegajo v že urejen sistem pridobivanja orožja, ki velja za športne strelce, lovce in zbiratelje orožja. PTO oboroževanja ne prepoveduje, saj spoštuje pravico vsake države do samoobrambe, temveč le vzpostavlja večjo preglednost nad trgovanjem s konvencionalnim orožjem med državami pogodbenicami. Posebnost PTO je izvajanje po metodi korak po korak, kar omogoča njeno postopno uveljavitev in prilagoditev njenega izvajanja dejanskim razmeram. Učinkovito izvedbo PTO preprečuje nesistematična ureditev kategorij konvencionalnega orožja, streliva in minsko-eksplozivnih sredstev, delov in sestavnih delov orožja, dejavnosti prenosa in neurejenost nadzora nad trgovino s stroji in materiali, ki omogočajo izdelavo orožja in streliva. PTO tudi ne vzpostavlja učinkovitega sistema sankcij za države, ki kršijo pogodbene obveznosti. ; Arms trade has been a large source of profit for various countries and companies. The major problem is that beside legal arms industry there exists grey and black markets. It is thus very important to set up a complete and efficient control of the arms trade. Ever since 1978, The General Assembly of the United Nations in its resolutions has emphasised the need to reach agreements on limiting the international transfer of conventional weapons. Thirty-six years later, the first international treaty that entirely regulates conventional arms trade entered into force. The Arms Trade Treaty (ATT) thus came into effect. Many non-governmental organisations were also engaged in the process of treaty making, since the establishment of the efficient international legal instruments required the cooperative efforts of countries as well as civil societies. The ATT is the first international treaty regulating the transfer of small arms and light weapons. The latter is the one whose features (easy to use, mobility, durability and easy access to a wider public) cause suffering to many people. The rules and regulations of the ATT do not interfere with the already established system of weapon acquisition that is valid for sports marksmen, hunters and weapons collectors. The ATT do not ban armaments, since each country has a legal right to self-defense. Its aim is to establish better transparency over the conventional arms trade among the states parties. The distinctive feature of the ATT is a step-by-step method, and in this way the treaty is gradually enforced and its implementation adapted for actual situations. Nevertheless, the efficient enforcement of the ATT is prevented by the non-systematic regulation of conventional arms, ammunition, munitions, as well as of parts and components of weapons. The arms transfer activities, the non-systematic monitoring of machine and material commerce that enable arms and ammunition production are also the factors that prevent the implementation of the treaty. The ATT do not establish an efficient system of sanctions against states that violate contractual obligations.

V uvodnem poglavju magistrskega dela smo opredelili problem, namen, cilje in hipoteze. Zapisali smo predpostavke in omejitve ter predstavili predvidene raziskovalne metode. V drugem poglavju smo predstavili prostovoljstvo in program Evropske prostovoljne službe. Ker je program Evropske prostovoljne službe vezan na mednarodni prostor, smo pozornost namenili tudi mednarodnemu prostovoljnemu delu. Predstavili smo celoten program Erasmus +, ki financira tudi program Evropske prostovoljne službe. Ker program Evropske prostovoljne službe zahteva tesno sodelovanje med zaposlenimi in prostovoljcem, smo v tretjem poglavju obdelali modele zadovoljstva pri delu, ker po našem mnenju zadovoljstvo zaposlenih vpliva na sodelovanje s prostovoljci. V nadaljevanju v četrtem poglavju smo predstavili razlike med kulturami, saj v našem primeru govorimo o mednarodnem prostovoljnem delu. Poznavanja in spoštovanje razlik med kulturami, lahko doprinese k uspešnemu sodelovanju med različnimi kulturami. V petem poglavju smo predstavili dve organizaciji, Društvo center za pomoč mladim iz Slovenije, in Občino Kuopio iz Finske. Organizaciji sta akreditirani za izvajanje projektov Evropske prostovoljne službe. Z predstavnikoma organizacije smo izvedeli intervju. S pomočjo intervjujev smo spoznali izkušnje in pomanjkljivosti organizacij pri pripravi, izvedbi in evalvaciji projektov Evropske prostovoljne službe. Na podlagi odgovorov intervjujev smo izvedeli SWOT analizo. V nadaljevanju pa pripravili predlog programa za pripravo zaposlenih na delo s prostovoljci iz tujine, kar smo si kot glavni cilj zadali v uvodu magistrskega dela. ; In the introductory chapter of the master thesis we have identified the problem, purpose, objectives and hypotheses. We have wrote assumptions and limitations. We have present the intended research methods as well. In the second chapter we have presented the volunteering and the European Voluntary Service. Since the program European voluntary service is linked to the international area, we have also focused on the international volunteer work. We presented the entire program Erasmus +, by which European voluntary service is funded. Since the European Voluntary Service program requires close cooperation between employees and volunteers, in the third chapter we have analyzed models of job satisfaction because, in our view, employee satisfaction has impact on the cooperation with volunteers. In the fourth chapter, we present the differences between cultures, as in our case, we are talking about international volunteering. Knowledge of and respect for differences among cultures, may contribute to the successful cooperation between different cultures. In the fifth chapter, we present the two organizations, the Youth Aid Center Association from Slovenia, and the Municipality of Kuopio from Finland. The both organizations are accredited for implementation of European Voluntary Service. We have make an interview with the representatives of the both organizations. Through interviews we have learned about experiences and shortcomings of organizations in the preparation, implementation and evaluation of projects of European Voluntary Service. Based on the responses of interviews we have make SWOT analysis. After that we have prepare a draft of program for preparing employees to work with volunteers from abroad, which we have set as a main objective for the thesis in the introduction chapter.
