Izazovi novom svjetskom poretku
In: Politička misao, Band 35, Heft 2, S. 79-93
The disintegration of the socialist regime in Europe did away with the bipolar model of world order and inaugurated a new phase in seeking a new structure and model of international relations. This new world order, only broadly outlined and characterised by (mostly) unilateral leadership, has already been challenged. Two superpowers China and Russia - condemn the hegemony, unilateralism and the attempts at dictating the international relations. China and Russia are supported by a group of disgruntled countries who also think that a broadly-based multi-polarity is the direction that inter-national relations and the new world order should take. Judging by these challenges and criticisms it might be said that only multilateral co-operativeness can guarantee validity to the nascent world order. (SOI : PM: S. 93)

NATO i vanjska politika SAD: Povodom pedesete godisnjice formiranja, kosovske krize i novoga strategijskog koncepta
In: Politička misao, Band 36, Heft 2, S. 68-89
The maintenance of peace and stability in the post-cold-war world in the circumstances of cooperation and partnership requires an appropriate approach and manner of resolving the crises triggered off by the collapse of communist federations. Imperial policies and regimes must be eliminated while the process of the geopolitical consolidation and the creation of independent and sovereign states in Central and Eastern Europe (and in Euro-Asia on the whole), built around the democratic and market principles, must be wrapped up. The new political leaders (mostly leftist) in the countries that for over fifty years (and now through the Kosovo crisis) have been developing the trans-Atlantic alliance within the military-political framework of NATO (based on the same values, principles, and goals), are now developing appropriate strategies for the post-cold-war hotspots (based on the accumulated experiences). (SOI : S. 89) + The author analyses the process of democratisation of international relations and the future configuration of international order following the end of the era of bipolar confrontation and the establishment of cooperation in the world which has witnessed the change in the key actors' roles regarding their approach to the resolution of the post-cold-war crises which jeopardise the world's peace and stability. First, the author provides a short outline of the genesis of the evolution of the US foreign policy, from the end of World War II to the beginning of the cold war and the formation of NATO. He points out that today's agenda of the international order, its structures, interventionism, and use of force in achieving political objectives, were already shaped at that time. The suggestions put forward constituted the framework and the foundation for the world politics until the late 80s; the cumulative effect of these responses on today's attempts at solving post- cold-war crises enables us to evaluate the roles and behaviour of individual actors in the resolution of the Kosovo crisis

Globalizam i drzavna uprava
In: Politička misao, Band 36, Heft 1, S. 3-8
"Globalism" and "globalization" are suggestive and vague terms so that extreme caution is required when using them to define phenomena. There is no doubt there are certain actual issues due to which the world on the whole is becoming an object of attention to a bigger extent than it used to be. However, when the consequences and implications of these issues are concerned, it is easy to give free reigns to imagination and overestimate their farreaching repercussions, just as it is possible to underestimate them, believing "there is nothing new under the sun". Drzave i medjunarodna sigurnost
In: Politička misao, Band 34, Heft 3, S. 31-43
After World War Two there have been opposing views of the role and the importance of the state in international affairs. Some think that the importan the state is slowly decreasing, since the increasing interdependence of the wo has an enormous influence on internal and foreign policies of a state. On the hand, some point out that the state has not lost any of its importance and tha the contrary, this importance will only be enhanced since the world community has not as yet come up with a model by which to replace sovereign state entities. States generate the structure which has a significant influence on individual group security. This particularly applies to the post-cold-war period since th problems and the threats of the present-day world - economic collapse, politic oppression, poverty, ethnical conflicts, nature degradation, terrorism, crime diseases - directly affect many other elements of security. It is these very problems that turn our attention to the state as the most important institution of the day world which still has at its disposal the resources for reducing or eliminating these threats. Americka politika na jugoistoku Europe
In: Politička misao, Band 35, Heft 4, S. 3-20
Following the disintegration of the socialist system in Europe and the end of the bloc-based relations, American politics has changed the course of its operation. In present-day circumstances, Southeastern Europe is becoming increasingly prominent in American foreign-policy projections, particularly during Clinton's administration. Clinton has defined a clear-cut policy towards Europe's southeast due to its vicinity to certain neuralgic points of American engagement (Near East, the Caspian region, the Gulf, eastern Mediterranean). In this way American politics has proved its leading global role. At the time of scarcity of foreign-policy events, Clinton's team has thus been served on a platter a major foreign-policy arena, in which its engagement - which has all the symptoms of a long-lasting one - has not proved too costly. Globalizacija i nacionalna individualizacija u suvremenom svijetu
In: Politička misao, Band 33, Heft 4, S. 162-168
The author analyzes the current trends of the globalization of trade, capital, mass media, communication, transport, tourism and economic migrations. However, there is the backlash to the globalizing processes: cultural particularism which has mobilized traditions and triggered violent outbreaks of hostilities. Political scientist Francis Fukuyama has pointed out that today the key challenges to liberal democracy are a miscellany of particularistic fundamentalism, national extremism, totalitarism and authoritarian paternalism. Samuel Huntington also warns about the dangers of particularism. Within such a framework, the phenomenon of "ethnic cleansing" is only an extreme form of the trend which has marked the 20th century - ethnical homogenization as a reaction to the problems of multiethnic communities. The author is of the opinion that this development need not represent an obstacle for the dialogue and communication among cultures. (SOI : PM: S. 168)

NATO-ova akcija u Jugoslaviji i novi svjetski poredak
In: Politička misao, Band 36, Heft 2, S. 15-24
NATO's military action in Yugoslavia is a pivotal event that is going to leave an indelible impact on the further direction of international relations. The author first analyses the underlying causes of the campaign, among which were: the international community's resolve to finally punish Milosevic', be instrumental in eliminating his regime, drive out Russian interests from the Balkans, espouse a positive stance towards Muslim countries and, finally, the internal political American reason: the desire to strengthen President Clinton's position. This action has also had a manifold significance for the new world order since it poses the questions of the world order's content and nature, its leadership and norms in a new light. In the process of establishing of the new post-cold-war relations, various tendencies that will pave the way to the new millennium will clash. On the one hand, there will be the exclusive approach based on force and interests, and on the other, the desire to establish the relations in which human rights will be the fundamental criterion for assessing the suitability of a country for a full membership in the newly unified international community. Clintonova administracija i europski saveznici
In: Politička misao, Band 36, Heft 2, S. 90-102
In the introduction, the author analyses Clinton's approach to Europe and the European NATO allies, particularly his wish to develop the partnership and to expand the Alliance. The new post-cold-war relations in Europe contributed to the stronger American-European ties - the foundation of atlantism. This new model of relations is discussed in relation to the emerging challenges that pose the key questions: the creation of a new joint strategy, the problems of NATO's "out of area" interventions and the creation of such European relations that will not provoke uncalled-for Russian reactions. Seen within such a framework, NATO is going to remain the chief proponent of military-political actions of the developed world in which US is to play the leading role. (SOI : S. 102)

Medjunarodna sigurnost i etnicki konflikti
In: Politička misao, Band 35, Heft 4, S. 21-35
In today's world, marked by an increasing interdependence, national security is becoming a component of international security, which is not a mere sum of individual national securities, but a permanent international framework of universally acceptable values. Interethnic relations today are central for a state's security, as well as for international order. There is the question whether the international system must guarantee individual and collective security of ethnic groups/minorities, regardless of the state they live in. Today, human and minority rights have become an important institutionalized international factor of security and stability and a concern of the entire international community, despite the fact that many states still claim that minority policy is their internal problem into which international community has no right to interfere. The affirmation of the rationalist approach to contemporary security implies that the responsibility for guaranteeing security lies not only on individual states and unions but also on the international system as a whole.
