The author analyzes the current trends of the globalization of trade, capital, mass media, communication, transport, tourism and economic migrations. However, there is the backlash to the globalizing processes: cultural particularism which has mobilized traditions and triggered violent outbreaks of hostilities. Political scientist Francis Fukuyama has pointed out that today the key challenges to liberal democracy are a miscellany of particularistic fundamentalism, national extremism, totalitarism and authoritarian paternalism. Samuel Huntington also warns about the dangers of particularism. Within such a framework, the phenomenon of "ethnic cleansing" is only an extreme form of the trend which has marked the 20th century - ethnical homogenization as a reaction to the problems of multiethnic communities. The author is of the opinion that this development need not represent an obstacle for the dialogue and communication among cultures. (SOI : PM: S. 168)

The author is of the opinion that experts in international law are not broad-minded regarding the establishment of a state. Most legal experts take for granted the statements of the international judiciary on the existance of certain rules of general international law and consider them validated and indisputable. This faction has been given support by states since they uphold those legal statements that suit their interests. The author analyses the Opinions of the Arbitration Committee on the process of the disintegration and the criteria for the dissolution of the former Yugoslavia as well as the criteria for the creation of the new states. He considers this precedent as central for international judiciary law. (SOI : PM: S. 187)

Mediterranean cooperation is dealt with in the context of the creation of the Euromediterranean zone. The European Union has been developing various modes of cooperation with non-member Mediterranean countries by signing association agreements or cooperation agreements. The new European states, created after the disintegration of former socialist federations demonstrate interest for the Mediterranean cooperation, though they tend to have different attitudes towards it. Their interest is solely based on the fact that the Mediterranean cooperation has not been standardized and that it has a poorly developed institutional framework. To these countries this enables and facilitates to tune in from time to time, when it suits their purposes. Regarding the role of the new states, the author distinguishes between two types of cooperation: (a) autonomous regional cooperation, which is not beneficial for the new states (e.g. those on the Balkans) and (b) occasional, specialized and dispersed cooperation which might attract the countries of Central and Eastern Europe. The author thinks that the American political and military initiative in Bosnia and Herzegovina has stopped the four year war and enhanced the American influence in the region. European Union has reacted to the latest developments by adopting a new regional approach towards the countries of southeastern Europe. This approach has been employed in relation to other European and Mediterranean regions outside EU as well (central and eastern Europe, the Baltic states, the Mediterranean countries, the Union of Independent States). EU's policy towards Croatia is extremely reserved. It has insisted on a set of preconditions being fulfilled by Croatia before the negotiations about Croatia's membership in this organization may even commence. Croatia wants to forge links with the EU and is willing to comply with its demands, but is highly sceptical of regional associations. (SOI: PM: S. 161)

The paper analyses the structure of Stjepan Radic's ideological attitudes, based on an unpublished text - a letter to the leadership of the Peasants' International - which served as an ouverture to the possible membership of HRSS in that pro-communist international organization. The paper also includes the original text by Radic. The author claims that the increased interest of the Communist International for winning over HRSS was in the function of a graduaI breakup of the unity of interests of the Croatian people and the curtailment of the influence of HRSS' ideology and policies. The strategic aim of the Communist International was the bolshevization of the Balkans and the Danubian region and that is why it advocated the disbandment of the South-Slavonic federation and the creation of a Balkan or Balkan-Danubian federation of the Soviet Socialist Republics, including the Soviet Republic of Croatia. The central part of the text is devoted to the analysis of Stjepan Radic's ideological attitudes. He upholds the unity of interests of the Croatian people under the leadership of peasants, the principle of an independent and nationally sovereign state of the Croatian people and is in favour of a confederal relationship of Croatia with Serbia and other South-Slavonic states. The Peasants' International was only a tactical move exacted by the existing relationships in the South-Slavonic monarchy and Europe in general. (SOI : PM: S. 253)

There have been a number of philosophical, legal and political concepts dealing with the issue of peace. The most famous discourse on the topic of peace is undoubtedly Kant's writing "Perpetual Peace" not only for the cogency of its ideas but also for the applicability of the majority of them in practice, particularly in terms of collective security. Kant's starting point was that peace is a rational and moral imperative of human nature, realized solely through human efforts. Though written two hundred years ago, his ideas have found acolytes in the post-coldwar period since they are, to a large extent, considered as emancipatory. Kant finds the guarantees for the realization of peace in the moral doctrine and thus rejects the use of force in the creation of peace. The relations among states are based on cooperation, not competition so that some elements of his project are reminiscent of the solutions applied in the system of collective security. The author looks into the viability of Kant's ideas in the post-coldwar period. (SOI : PM: S. 69)

The dissolution of the great Soviet empire and the demise of the socialist system in the Soviet Union and Eastern Europe has undoubtedly been one of the most significant political developments at the turn of the 20th century. Whether this has been brought about by international factors or has been the consequence of the internal cave-in of the system, has been the subject of numerous and extensive analyses. It is obvious that the geostrategic shifts and the completely altered position of the new state (the Russian Federation) have made it necessary to look into the political aspect of the problem. That Russia is not faced with an imminent threat from abroad is certainly an extraordinary change, unprecedented in the long Russian history. This particularly applies to the western Russian borders, which used to be almost continually threatened. Political relations that have been developing between Russia and the West, despite all the obstacles, have been improving and both sides demonstrate a willingness to continue with this trend. The author analyzes the position of Croatia following the Dayton accord. These accords have secured the integrity of Bosnia and Herzegovina, based on the consociational principle as stipulated by Arend Lijphart. However, fierce integrational nationalisms still rage in B&H, they spill over into the neighbouring states where they create military and political instability. In Croatia, the populist and vindictive nationalism is on the wane, but not so th original democratic nationalism. The latter is manifested in its twin task: on to join the prestigious union of European states while the other is to go on w the unification of the entire Croatian ethnic corpus. The first brand of nationalism has been trying by hook or by crook to ensure a place for Croatia the Council of Europe in order to escape the trap of a community of Balkan states as envisaged by Eurostrategists and their latest "globally regional European" policy. Thus, the post-Dayton Croatia will be marked by fault-lines and conflicts between these two types of nationalisms; one, pro-European and the other integrational (aimed at bringing together the entire Croatian ethnos).
