Thucydides is considered to be the founder of political realism. Even in those times he determined the basic premises of realism - security and survival. He made an impact on subsequent development of realism embodied in the works of Machiavelli, Hobbes, Morgenthau, Car, Niebuhr, Aaron, Waltz etc. They will call the system of international relations as anarchical one since there is no supreme arbitrator which will force states to adequate behaviour. His views of realism were given in the volume 'The Peloponnesian War' where he had determined the anarchy of the relationships among states. Such system did not rely on justice and morale, but force and power were the predominant facts. He also introduces the category of just wars by claiming that Sparta led a just war against the increased power of Athens, and observed morale principles. Nevertheless, Thucydides faces contradictory, since Sparta itself as the largest land force of that time had to use force in order to beat Athens. He went ahead since he considered force and power as a necessary condition to achieve other objectives, which was later on adopted by Raymond Aaron. Following the example of the war between Athens and Sparta, he successfully analysed bipolar system of balance of power in which the conflict between the leading members of the two opposite blocks was possible in the end, while beforehand there should have been conflicts among weaker members of both blocks. Thucydides explained the manifestation of force and power using example of the Melian dialogue between the envoys of Athens and Melos. It was about the pure politics of force of Athens regardless of the fact that Melos had its independence.

In international relations, international security combines that set of international relations that ensures global stability. In other words, international security is a state in which states are not threatened by war or by any breach of their sovereignty or independent development by other states. In accordance with the UN Charter, the Security Council currently has the main task of ensuring world peace, also having the sole right to impose sanctions against aggressors. The idea of international security, its realization in practice is determined by historical, economic, political, social conditions, as well as other factors. The problem of international security arose with the formation of the state institution, being always close to the problem of war and peace. Over time, there has been a change in the ability to analyze and report security issues. Along with these, both the policies and the security strategies of contemporary societies have undergone a process of metamorphosis.

Međunarodni kazneni sud novo je međunarodno tijelo kojem je glavni cilj istraga i suđenje slučajeva genocida, ratnih zločina, te zločina protiv čovječnosti u zemljama članicama. Iako su Sjedinjene Američke Države u 2000. potpisale Rimski statut, međunarodnu povelju iz 1998. koja predstavlja osnovicu Međunarodnog kaznenog suda, Busheva vlada napravila je velik zaokret godinu dana kasnije, potpuno se ograđujući od svake ideje o suđenju Amerikancima izvan zemlje. Tekst analizira glavne argumente američke vanjske politike povezane s Međunarodnim kaznenim sudom, od navodne pristranosti Suda, te odnosa između Suda i Ujedinjenih naroda, pa sve do pitanja američkog suvereniteta. Također, ponuđena je i međunarodnopravna politička kritika nedavnih poteza američke vlade, koji štete i američkim nacionalnim interesima, i međunarodnoj sigurnosti. ; The International Criminal Court is a new international body constituted with the aim of prosecuting and trying cases of genocide, war crimes, and crimes against humanity. Although in 2000 the United States signed the 1998 Rome Statute, which is the foundation of the International Criminal Court, the Bush Administration took a radically different position the following year, protecting itself from any idea of trying American citizens abroad. This text analyses the main U.S. foreign policy arguments pertaining to the ICC, from the alleged impartiality of the Court and the relationship between the Court and the United Nations, to the question of American sovereignty. In addition, the text offers an international legal and political critique of the recent U.S. policy actions, which harmed both American national interests, as well as international security.

The paper deals with the issue of regulation of the right of natural and legal persons to environmental information, in relevant international legal documents. There is a survey of certain international conventions which envisage this right in their field of regulation. The right to access the information is in details regulated in the Aarhus Convention, which comprises significant part of this paper. This kind of regulation of the right to environmental information has performed a significant influence on states and international organizations, which created their domestic and international rules, using the solutions from this Convention. The European Union has enacted a significant number of directives on the right of a public to receive environmental information. The special emphasis will be on the work of the Aarhus Convention's Compliance Committee which has a significant role in supervising and deciding about the compliance with the application of the Convention in its member states.

As a sovereign and independent state, the Republic of Moldova has been going, for more than two decades, through a long process of asserting the country globally, certifying the status of the Republic of Moldova as a member of the international community and subject to international law. An important role in this sense is also the membership of our state in various regional and international organizations, and of increased interest are those specialized in combating all forms of organized crime. Taking into account its geographical position, but also the socio-human factor, we can not neglect the strategic role played for this purpose by the organizations from the Community of Independent States, those from the Black Sea Basin, or the Western Balkans. Thus, this article aims to review the most important regional and international organizations fighting cross-border organized crime of which our country is a member, with the presentation of the activity and role of the Republic of Moldova within them

International police and other cooperation is a necessity of the modern world and imperative for the survival of human civilization. The goal of cooperation is that states and the international community unite in opposing crime as the greatest peacetime evil in the world. This is particularly in relation to organized crime, terrorism, and corruption and other most serious forms of crime in contemporary society. Cooperation takes place at the bilateral, regional and multilateral levels. Bilateral cooperation mainly has a trans-border character of neighboring countries, while the regional cooperation between states within certain areas such as the SEE region (Western Balkan) or Europe (e.g. Europol). Multilateral cooperation is mainly on a broader level, e.g. in the field of combating terrorism or through universal organizations (e.g. Interpol). International police cooperation in Europe has a long tradition. One part takes place today in this area through the OSCE, with the caveat that this is a global organization that deals with security issues. The Council of Europe is the next organization through which co-operation began in the past and is partly carried out to this day, given that it brings all European countries together (except Belarus). Cooperation is more intensive still throughout the European Union, its forerunners, the current forms of the organization and present mechanisms (EAW- European surrender and arrest warrant).53 The cooperation in the EU, that takes place through Europol as a specialized agency of the Union is especially current, but with minimal operational competencies. In the SEE region, a significant cooperation between countries of the former Yugoslavia and countries in its neighborhood has been achieved. This cooperation is not only based on bilateral and multilateral acts, but primarily regional documents of which the most important are the International Convention on Police Cooperation in SEE and SELEC Convention. According to these and other acts, all the countries in the region have taken part in regional cooperation, since the fight against crime is the common interest of all. This applies in particular to organized crime, terrorism, corruption and other most serious forms of crime. Extremely important shapes, forms and mechanisms of international police cooperation are: exchange of information, joint investigation teams, joint operational actions, liaison officers, contact points, regional centers for police and customs cooperation, joint police stations and others. To recap, international police cooperation in the world today is an expression of anti-criminal solidarity between states and its prospects are clear, because the danger of crime is global and requires a harmonized response at the international level.

Ovaj rad pokušava prikazivanjem međunarodnog sustava za sprječavanje financiranja terorizma odgovoriti na pitanje uspješnosti tog sustava. Terorizam je jedan od najsloženijih fenomena današnjeg svijeta te zasigurno najizazovnija pojava društva u kojem živimo i kao takav zahtijeva dubinsku analizu svih svojih aspekata u svrhu što učinkovitije borbe protiv istoga. U prvom djelu rada prikazan je način na koji se terorističke organizacije financiraju: izvori njihovih sredstava, načini prijenosa tih sredstava te je prikazano na što sve terorističke organizacije i teroristi troše ta sredstva. Drugi dio rada prikazuje međunarodni okvir za sprječavanje financiranja terorizma i to: UN-ove konvencije i rezolucije, FATF-ove Posebne preporuke i europsko zakonodavstvo o sprječavanju korištenja financijskog sustava za pranje novca i financiranje terorizma. Na kraju je prikazan zakonodavni i institucionalni okvir Republike Hrvatske za sprječavanje financiranja terorizma. Zaključuje se kako je međunarodna borba protiv financiranja terorizma i dalje daleko od potpunog uspjeha zbog činjenice da se terorističke organizacije bez većih problema konstantno prilagođavaju novonastalim uvjetima i novim oblicima financiranja. ; This paper attempts to show international system for prevention of the financing of terrorism and to answer the question of its efficiency. In this article I will examine the powers and activities of NATO-led Kosovo forces (KFOR) and their impact on human rights protection in Kosovo. Through this examination, I seek to answer the following questions: which KFOR actions affected the human rights of Kosovars? Does KFOR carry out responsibilities and abide by the obligations normally imposed upon nation-states? And is there a solution available when the alleged violator is KFOR? KFOR is responsible for carrying out military tasks and for 'shouldering' UNMIK and local security forces in some civilian peace-building tasks. In the course of the exercise of its mandate, there were alleged complaints of human rights violations by KFOR. The international business has been consistently represented in the world economy for more than 150 years and has been continuously increasing and strengthening all the time, making it today the most important economic and globalization factor that undoubtedly dominates the world economy. It is characterized primarily by the so-called. multinational corporations that operate through their affiliates in several countries with the main goal of maintaining and increasing their profits. They are now present practically in all countries of the world, and it is estimated that their business activities now contribute to generating the global GDP of about 75%. Such a progressive multinational business generally bases itself on highly competent management and the use of the latest and increasingly productive technologies as a materialized expression of the development of applied economic and social sciences. Within all this, regarding the world-established freedom of movement of capital and labor, national states are making increasing efforts to regulate the breakthrough and functioning of an international business in their territories in the interest of their progress.In this context, in order to regulate the operation of the international business, it has been selected to study the treatment of international business in Serbia, as a small transition country, with the results thus obtained being representative for all the countries of the present day. Consequently, the focus of these studies is the attitude of the state of Serbia and its higher education towards the emerging international business. In this paper, with the help of an adequate questionnaire and respondents from higher education institutions, the attitude of the state and higher education towards the international business is considered, where adequate breakthrough of the positive and inert suppression of the negative activity of that business is ascertained. The positive treatment of this business is reflected in the state stimulation of its attraction in order to raise the level of GDP and employment, while the negative sides refer to the insufficient protection of national economic entities, the poor protection of the available natural resources, and the insufficient study of that business in higher education system of Serbia.On this basis, the paper presents suggestions that the state of Serbia and its higher education should even more constructively treat international business in the function of its further economic prosperity. Of course, all these results are not representative for Serbia only, but practically for all other countries.

United States participation in international politics during the period between the two world wars, come not only from the general and often declarative interest in peace, but was also a consequence of extremely rapid expansion of their foreign trade and overseas capital investments. It was a period of intense financial diplomacy, when efforts to maintain the gold standard, to determine the amount of reparations and the manner of payment of war debts, brought confusion not only in relations between victors and vanquished, but also in relations between the United States and its former European allies. Abandonment of the gold standard and the creation of the tripartite agreement between the United States, Britain and France, in the 1936, was a milestone in the development of international monetary cooperation and the role of United States in international economic relations. .

In this paper the author points out to the importance of main organizations for establishing of international peace and security. They are the following: League of Nations, United Nations, Organizations of European Security and Co-operation, Conference of European Security and Co-operation, European Council, West European Union and NATO. Until the end of the Cold war, the universal organizations have played primordial role, but after the mentioned period the regional ones took the lead. The reason lies in the shift in balance of power - from bipolar to unipolar. The League of Nations and CESC can be observed from the historic perspective. NATO and UN played a crucial role during the internationalization of Kosovo issue and the act of intervention itself. NATO demonstrated its power and proved in the absence of real balance of power, la force l'emporte sur le droit. On the other hand, UN had passed several resolutions that condemned violence in Kosovo and Metohia (1160, 1199 and 1203 - all passed in 1998). During 1999 Security Council had passed a famous Resolution 1244, by which it was decided a civic and military mission should be established in Kosovo and Metohia - UNMIK and KFOR KFOR dealt with security issues in order to ensure the respect of it to all nationalities in Kosovo and Metohia. UNMIK set a very ambitious task lying ahead trying to establish standards before the future status. Realizing that it would be impossible to reach the standards, UNMIK started with the policy of status determination without standards establishing. The outcome of such policy is Ahtissari's Plan for supervised Independence of Kosovo, and finally the Declaration of Self-proclaimed Independence of Kosovo. We are also witnessing the transfer of horizontal and vertical effective state authorizations to the mentioned international organizations, bearing in mind problems it encounters. NATO deals with security issues, but European Union being unable to deal with such tasks (ESDP policy is to be as attempt), is more concentrated on economic issues.

Ovaj rad se sastoji od pet poglavlja. U prvom poglavlju rad se bavi pregledom pojma neutralnosti, povijesnog razvoja instituta trajne neutralnosti, glavnih razlika između privremene i trajne neutralnosti te modusa osnivanja trajne neutralnosti na međunarodnom polju. U drugom poglavlju rada analiziraju se prava i dužnosti neutralnih država uz poseban naglasak na postojanje distinkcije između onih prava i dužnosti koje se odnose kako na trajno neutralne tako i na privremeno neutralne države te onih koji vrijede isključivo za trajno neutralne države. Fokus trećeg poglavlja sastoji se u obradi pitanja članstva u međunarodnim organizacijama, naročito analize problematike glede članstva trajno neutralnih država u organizacijama s ustrojenim sustavima kolektivne sigurnosti. U ovom poglavlju daje se pregled različitih reakcija i stajališta koje su pojedine trajno neutralne države zauzimale prilikom odlučivanja o pristupanju pojedinim međunarodnim organizacijama te se daje osvrt na njihov današnji položaj unutar međunarodne zajednice. Četvrto poglavlje prvenstveno se bavi Švicarskom, Austrijom i Maltom kao primjerima trajno neutralnih država. U ovom poglavlju analizira se povijesni kontekst stjecanja svojstva trajne neutralnosti, njegov razvoj, specifičnosti te prava i obveze koje vežu ove tri države. Konačno, u posljednjem petom poglavlju daje se osvrt na ulogu trajno neutralnih država u očuvanju mira i stabilnosti u međunarodnoj zajednici uslijed sve kompliciranijih odnosa između subjekata međunarodnog prava. ; This thesis consist of of five chapters. Protectionism is a system of measures used for the purpose of protecting domestic manufacturers from foreign competition. It has emerged simultaneously with the international exchange of goods. The contemporary protectionist policy and practice imposes the necessity of studying this phenomenon in the light of the current situation and conditions. Agricultural protectionism seems to be a particularly significant issue in the international exchange of commodities. ; Protekcionizam označava sustav mjera ekonomske države sa ciljem zaštite domaće proizvodnje u odnosu na konkurenciju inozemnih proizvođača. Javlja se nakon pojave međunarodne razmjene. Međutim, suvremena protekcionistička politika i praksa obavezuje da se istražuje fenomen protekcionizma u suvremenim uvjetima. Posebno je u suvremenoj teoriji za međunarodnu razmjenu značajan agrarni protekcionizam.

The article analyzes how the 16+1 Cooperation promotes the Chinese new type of international relations from four perspectives: firstly, the "16+1 Cooperation" insists on not rejecting third parties and promotes the idea of open and inclusive international cooperation; Secondly, the cooperation framework adheres to the principle of mutually-beneficial and win-win cooperation, and proposes to wisely handle differences and divergences; Thirdly, this framework never engages in zero-sum games, instead, it fully respects and closely watches the core interests and major concerns of the relevant parties; Fourthly, it is committed to creating a cooperative platform through consultation, to meet the interests of all. Autorica istražuje mogućnost da se pesimizam etablira kao relevantan pravac unutar teorije realizma međunarodnih odnosa u objašnjavanju kako prošlih, tako i budućih događaja u međunarodnoj politici. U radu se koristi metateorijska interpretativna metoda kako bi se iznijele neke od temeljnih niti vodilja misli pesimizma, pri čemu je fokus samo na klasičnom realizmu unutar realističke teorije, budući da su njezine postavke ujedno i temeljna izvorišta pesimizma. U prvom dijelu rada iznosi se temeljne odrednice i biti realizma i pesimizma, drugi dio se fokusira na intelektualnu pozadinu pesimistične misli u radovima Schopenhauera, Nietzschea i Freuda, a posljednji dio iznosi kritiku optimizma i temeljne opreke u poimanju koncepta vremena između pesimizma i optimizma, kao i implikacije koje pesimizam ima za međunarodne odnose. Pesimizam kao pravac unutar teorije realizma međunarodnih odnosa ima filozofsku snagu i jaku teorijsku pozadinu te može imati svoje mjesto unutar realističke teorije međunarodnih odnosa. ; The author evaluates the possibility of the concept of pessimism establishing itself as a relevant factor within the theory of realism in international relations, that is, for explaining past and future events in international politics. The approach applies the meta theoric interpretative method in order to expose some of the tenets of the leading pessimistic theories where the focus is on classical realism within the realistic theory, since its origins are also the fundamental origins of pessimism. The first part exposes the fundamental postulates and essence of realism and pessimism, while the second part focuses on the intellectual background of the pessimism thought found in the works of Schopenhauer, Nietzsche and Freud. The last part expose a criticism of optimism as well as the fundamental contradictions in understanding the concept of time between pessimism and optimism, as well as the implications of pessimism on international relations.
