On the occasion of the bicentennial of the publication of Kant's "Treatise on perpetual peace", the author attempts to evoke and actualize that classic of modern philosophy of politics. According to Hajo Schmidt, the strong point of Kant's concept was his realism which prevented him from slipping into intellectual, utopian idealization of human nature and political relations among people. Having in mind not only the rational but also irrational aspects of human nature, i.e. the insuperable chasm between good and evil, Kant in that respect offers edifying peacemaking propositions. This he achieves by advocating the concepts of free individuals, independent national states and the cosmopolitan unity of humankind. These three moments make up the content of Kant's concept of republicanism. Their identity and plurality are the foundations of the world peace. (SOI : PM: S. 18)

In the 1960s, the quantity of publications on aesthetics of music significantly increased in Hungary. The variability of the subjects, the approaches and the opinions are result of an explicit ideological reordering based on the consequently articulated politics of anti-Stalinism. By the mid-sixties the economic founding and sustainability of socialism and its optimized operation became the crucial problem for the power, hence the importance of natural and social sciences increased in the public discourses. The arts were no longer treated as mere illustrations of the political power and its intentions. I focus on the main contributions to aesthetics of music of the so-called creative Marxism written by three internationally acknowledged Hungarian scholars of this period: József Ujfalussy, Dénes Zoltai and János Maróthy. Selected texts are analized from theoretical points of view and interpreted in the context of the Hungarian cultural policy and the national and international career of their authors as well. ; Током шездесетих година прошлог века, број публикација о естетици музике значајно се повећао у Мађарској. Разноврсност тема, приступа и мишљења резултат је експлицитног идеолошког престројавања услед артикулације политике антистаљинизма. Будући да су средином шездесетих година економска утемељеност и одрживост социјализма и његова оптимизација постале кључни проблем власти, порастао је значај природних и друштвених наука у јавним дискурсима. Уметност више није третирана као пука илустрација политичке моћи и њених циљева. У овом раду фокусирам се на главне доприносе естетици музике од стране заступника тзв. креативног марксизма; аутори чије радове разматрам јесу три међународно призната мађарска естетичара из овог раздобља. Одабрани текстови анализирани су са теоријског становишта и интерпретирани у контексту мађарске културне политике, као и националне и међународне каријере аутора. На основу семиналне књиге Музичка слика стварности (1962) испитујем како се Јожеф Ујфалуси (József Ujfalussy) обавезао да ће конкретизовати основне категорије опште естетике марксизма-лењинизма у музици, да би створио музичко-теоријску основу за дебате о (социјалистичком) реализму у музици. Као резултат својих истраживања, Ујфалуси је разрадио интерпретацију категорије интонације, која садржи психолошке, неурофизиолошке и акустичке компоненте, као и разматрања о историји музичког материјала, мелодији, хармонији и жанровима уопште. Према мојој хипотези, његова естетика је од велике важности јер је послужила као чврста основа за Бартокову парадигму културне политике која се опрезно оријентисала према Западу и његовој "буржоаској" култури. Ову тенденцију је додатно развио Денеш Золтаи (Dénes Zoltai). У овом сегменту текста истражујем како је Золтаи заговарао антидогматску и либерализовану теорију уметности у својој збирци радова Превазилажење "књижевноцентричности" социјалистичког реализма (1964), у којој је музика коришћена као методолошка основа (а не књижевност). У својим написима он је изнео и ново тумачење националног карактера социјалистичке културе, наглашавајући важност интеграције разних дивергентних националних традиција буржоаске уметности. У овом раду, Золтаи се изричито позвао на политички маргинализованог, светски познатог филозофа и естетичара Ђерђа Лукаша (György Lukács), који је са ентузијазмом заговарао оријентацију социјалистичке музичке културе према Бартоковом духу и укупном опусу. Књига Музика и буржоазија, музика и пролетеријат (1966) коју је написао Јанош Мароти (János Maróthy) такође је престављала фундаменталан допринос мултидисциплинарном успостављању марксистичке музикологије у Мађарској. Интегришући неке резултате Ујфалусија и Золтаја, Мароти је конструисао наратив који је требало да буде предисторија социјалистичког реализма. Услед његових политички мотивисаних и застарелих ставова о функцији уметности,као и делимично телеолошког и нормативног карактера његове теорије, ова књига се изразито супротставља другим двема књигама које су предмет овог разматрања. Прихвативши понуду краља Александра Обреновића да образује владу Србије, Стојан Новаковић је, јула 1895. године, планирао да се посвети побољшању међународног положаја Србије и положаја српског народа у Старој Србији и Македонији. Рачунајући на помоћ Русије и на тешкоће које је Турска имала у решавањима јерменског и критског питања, Новаковић је настојао да од Порте изнуди просветне и верске привилегије за Србе у Старој Србији и Македонији. Немогућност бржег решавања финансијских и уставних питања, нестабилна политичка ситуација у Краљевини и аустроугарски утицаји довели су до пада Новаковићеве владе крајем 1896. године. Свака из угла својих интереса, Француска и Велика Британија пажљиво су пратиле и анализирале ситуацију у Србији и Новаковићев рад. ; Stojan Novaković's government (July 1895 – December 1896) faced numerous inherited problems. As a scholar, a diplomat and a politician, a man led by moral and scientific principles and national interests, Stojan Novaković was aware that he was taking reigns of a country which was not politically, economically nor militarily ready to make major stopes towards national liberation and unification. That is why he was resorting to negotiations in situation where he knew there would be no major achievements. He was resisting much more when he knew it made sense, and in situations in which he could not swallow national pride and ignore facts. British and, especially, French envoys to Belgrade knew that the reason for instability of Novaković's government was not in his undisputed political and intellectual capacities, but in international circumstances, internal political struggles, and in unpredictable characters of former King Milan and his son Aleksandar. Britain, who was protecting its interests from Russia in the Easter Mediterranean by supporting Austria-Hungary, and France who, in cooperation with Russia, tried to prevent major conflicts in the Balkans, did not take an active role in directing the policy of Kingdom of Serbia. London, with its sometimes harsh warnings, and Paris, with its advices, were managing to draw Belgrade's attention to the fact that, in spite of Armenian and Cretan question, and in spite of Albanian atrocities in Old Serbia and Macedonia, Serbia should not take any aggressive measures. ; Научни скупови / Српска академија наука и уметности ; књ. 172. У раду се размaтра утицај политичких промена на културно-уметнички живот Пољске и Југославије средином прошлог века. Након периода социјалистичког реализма, у обе земље је отпочета тежња ка деетатизацији културе, што је у сфери организације музичког живота резултирало оснивањем интернационалних фестивала савремене музике – Варшавске јесени (1956) и Музичког бијенала Загреб (1961). Замишљени као места на којима би се сусрели композитори са обе стране Гвоздене завесе, организатори ових фестивала тежили су инкорпорирању домаћих композитора у актуелне западноевропске музичке токове, не би ли створили повољније услове за културну либерализацију Пољске и Југославије. Стога, иако перципирани као отклон од соцреализма, те као вид деполитизације музике, ови фестивали су, сасвим парадоксално, наставили да служе новопрокламованим политичким идејама, усмереним ка презентацији Пољске и Југославије као либерално-демократских средина. Будући да је Варшавска јесен утемељена пет година раније у односу на загребачки Бијенале, она је постала узор југословенском фестивалу, што имплицира потенцијалне аналогије између стратегија и циљева ових музичких манифестација. Компаративним сагледавањем ових музичких догађаја из првих година њиховог одржавања (1950-те и 1960-те године), установиће се где су места сусрета, а где разилажења у сфери пољске, односно југословенске фестивалске политике. ; This research examines the influence of political changes on the cultural life of Poland and Yugoslavia from the 1950s to the early 1960s. After the period of socialist realism, the tendency toward democratization and liberalization of culture started in both countries. In the sphere of organization of musical life, such tendencies reflected in establishing of international festival of contemporary music – The Warsaw Autumn (1956) and the Music Biennale Zagreb (1961) as places where composers from both side of Iron Curtain have presented their works. Hence, these festivals, although perceived as a departure from political ideologization of music, they continued to promote modified political aims, that referred to presentation of Poland and Yugoslavia as liberal countries. By comparing these musical events from the first years (1950 and 1960), this research will determine where are the similarities and where the differences in the sphere of Polish and Yugoslav festival policies.

Jedno od osnovnih svojstava posebnih bezbednosnih problema, ali i zadataka kojima se oni rešavaju predstavlja složenost. U zavisnosti od osnovih obeležja složenosti posebnih bezbednosnih problema i zadataka, kao odgovora na njih, primenjuju se odgovarajuće koncepcije složenosti. Radi se o logičkoj, teoretsko-informacionoj, algoritamskoj, teoretsko-množinskoj i statističkoj koncepciji. U zavisnosti od primenjene koncepcije složenosti varira struktura procesa odlučivanja o načinu angažovanja snaga određenih za rešavanje konkretnog posebnog bezbednosnog problema, kao i ishodi tog procesa. S tim u vezi, postavlja se pitanje posledica izbora odredjenje koncepcije složenosti na proces i ishod odlučivanja u uslovima rešavanja posebnih bezbednosnih problema. Značaj odgovora na ovo pitanje je u pravilnom shvatanju koncepcija složenosti i njihovog uticaja na odlučivanje povodom rešavanja posebnih bezbednosnih problema. Odgovorom na ta pitanja olakšaće se edukacija u oblasti bezbednosnog menadžmenta s jedne strane i primena stečenih znanja u toj oblasti, s druge strane. ; One of the basic characteristics of special security problems, as well as the tasks with which they are solved is their complexity. Depending on the basic characteristics of the complexity of special security problems and tasks, as responses to them, adequate complexity concepts are implemented. This refers to logical,theoretical-information, algorithm, theoretically multiple and statistical concept. Depending on the implemented complexity concept, the structure of the decision-making process varies regarding the method of engaging the forces determined for the solving of concrete special security problem, as well as the outcomes of this process. Thus, there is the question about the consequences of the selection of certain complexity concepts for the process and outcome of decision-making in the conditions of solving special security problems. The significance of the answer to this question is in proper understanding of the concepts of complexity and their influence on the decision-making regarding solving of special security problems. The author approaches Malcolm's book analytically and synthetically. The strength of Malcolm's book lies in the fact that it is not burdened with controversies of the Balkan historiography and chauvinistic mentality. Malcolm succeeded in demystifying the Kosovo battle (1389) and the "Great Migration of Serbs" (1689), the themes that Serbian historiography is burdened with. Malcom's book successfully exposes the causes of Balkan war, especially of the last one (1991-1999), as a consequence of Serbian hegemonistic ideology and policy. Malcolm's book will help both Serbian and Albanian historians to abandon a romantic approach in writing their histories. However, author could not aree with some of Malcolm's conclusions, such as assumed lack of oppressive measures of the Ottomans over local population in Kosovo or the argument that there is no Muslim fundamentalism among Albanians because they have an Albanian Christian Democratic Party. Likewise, Malcolm seems to accept the idea that there was a process of "albanisation" of Serbs in Kosovo based on the names of certain number of Albanian population, while at the same time denies that there was an identical process in the opposite direction. The reason for this confusion probably lies in the fact that Malcolm overlooks that it is a question of "albanisation" of Vlachs and not of Serbs. Inspite of these shortcomings. the autor highly recommends the book. (SOI : CSP: S. 571)

The original NATO strategy regarding Yugoslavia has, despite its military triumphs, proved deficient for achieving the planned political objectives. That is why the existing alliance strategy has been given up and replaced by a new one. This change of direction is under way; the success of NATO's entire military action hinges on its success, as do the relations on the Balkans and the future of NATO's new strategic concept designed in late April at the Washington summit.
