1990 soğuk savaş sonrası ortaya çıkan küreselleşme ve yeni dünya düzeni kavramları, dünyada mevcut dengesizliği daha da artırmıştır. Bu durum uygun ortamı bekleyen terörizmin artarak uluslar arası boyut kazanmasına neden olmuştur.Bu araştırmanın amacı; soğuk savaş sonrası dönemle birlikte başlayan ve 11 Eylül olayları sonrası daha da netleşen yeni tehdit ve risklerden, uluslar arası terörizmi, gelişim sürecini ve özelliklerini ortaya koyarak, dünyaya ve Türkiye'ye etkileri açısından incelemektirTerörizmin bütün dünya devletleri tarafından, ya da en azından etkili olduğu kabul edilebilecek çoğunluğu tarafından onaylanmış bir tanımı yapılamamış, çözüm konusunda ortak bir karara henüz ulaşılmamıştır. Bu sorunun çözümlenebilmesi için ülkelerin terörizme bakış açılarında sağlanacak fikir birliği büyük önem taşımaktadır.Çalışma, uluslar arası terörizm ile ilgili bilgileri, uluslar arası terörün Türkiye'ye yansımalarını, terörün olumsuz etkilerini asgariye indirmek için uluslar arası alanda yapılması gereken işbirliği imkânlarını kapsamaktadır.Güncel bir konu olan uluslar arası terörizmle ilgili olarak, birçok yerli ve yabancı yayın taranarak ilgili bilgiler incelenmiş, objektif kıstaslar gözetilerek yorumlanmış ve değerlendirilmiştir.Çalışma sonucunda; uluslar arası ilişkilerin giderek arttığı günümüzde, gelecekteki en önemli güvenlik sorununun terörizm olacağı, terörizmle etkin bir mücadele için ise uluslar arası düzeyde işbirliğinin gerekli olduğu değerlendirilmiştir. ; Globalisation and new world order concepts, which come out after the cold war in 1990, have further increased the current imbalance in the world. This case led terrorism to gain international dimension that looks for a suitable environment.The purpose of this research is to examine the effects of new threat and risks to Turkey and the world that starts with the cold war period, and becomes clear after 11 September besides international terrorism and development process. Approved definition of terrorism could not be made by all world states or the majority which can be accepted as it is efficient and a joint decision is not made yet for the solution.In order to find a solution on this issue, it is of great importance to reach a consensus concerning the point of views of the countries on terrorism.The study covers the co-operation possibilities on international arena so as to reduce the negative effects of terrorism, reflections of international terror to Turkey and the relevant information about international terrorism.Many domestic and foreign publications were examined and screened regarding the international terrorism which is a common issue. In addition, objective criteria were interpreted and evaluated in this regard.As result of this study, it was evaluated that terrorism will be the most important security issue in today?s world where international relations increase gradually and an international co-operation is necessary for the effective struggle with terrorism .
Der weltweite Zugang zum Internet bringt ein neues Problem mit sich: den Wissensklau , der sich u.a. in Form von Plagiaten bei wissenschaftlichen Arbeiten beobachten lässt. Wie gross ist dieses Problem überhaupt? Und mit welchen Massnahmen kann man sich dagegen schützen? Diese Fragen werden in diesem Band von Fachleuten aus Deutschland, Österreich, Italien und der Schweiz diskutiert. Zur Sprache kommen dabei verschiedene Plagiatspräventionsmassnahmen, zu denen die Vermittlung von Informationskompetenz in der universitären und voruniversitären Ausbildung gehört, aber auch der Einsatz von Plagiatserkennungssoftware sowie repressive Massnahmen (Sanktionen).

Yüksek Lisans Tezi ; Kuvvet kullanılmasını içeren orantılı karşı tedbirlere ülke dışında da başvurulabileceğine ilişkin iddiaları BM Antlaşması md. 51 temelinde meşrulaştırmaya çalışan iddialar, teoride olmasa bile uygulamada artan şekilde uluslararası toplum tarafından kabul görmektedir. Doktrinel bakış açısından, böyle bir yaklaşım, elbette BM Antlaşması md. 2/4 tarafından güvence altına alınan "bir devletin ülkesel bütünlük hakkı" ile diğer devletin md. 51'de korunan Meşru müdafaa hakkı arasında bir çatışmayı da beraberinde getirmektedir. Anahtar Kelimeler: kuvvet kullanma yasağı, meşru müdafaa, saldırı suçu, İsrail, Lübnan. ; The claims trying to legitimate the claims, which are related to the fact that commensurate counter measures including using force can also be applied abroad on the basis of article 51 of United Nations Treaty, find acceptance by the society not in theory but increasingly in application. From the doctrinaire point of view, such an approach definitely brings about a conflict between the right of territorial unity of a nation which is secured by the article 2/4 of the United Nations Treaty and the right of self defense of another nation preserved in the article 51. The right of self defense arranged in the article of the United Nations Treaty has been arranged considering an armed attack as the only exception of prohibition of using force. The fact that the right of self defense is mentioned as a natural right in the article 51 does not mean that the right of self defense in the Common Law is preserved just before United Nations Treaty. It means that Bush Doctrine stretches traditional necessity criterion while it claims that the right of preventive self defense is lawful. In other words, just an assumption of an attack is seen as a potential threat, a risk, and an armed attack in terms of Bush Doctrine which claims that International Law has approved the preventive self defense against a certain armed attack threat for a long time, and emphasizes that the necessary thing to do is reinterpreting certain threat decision considering rogue states, and terrorists relying on Weapons of Mass Destruction. In the Security Council, Israel representatives of the United Nations General Assembly claim that their country is continuously exposed to a close attack and Israel has the right of preventive self defense. In the first part of this study; the right of self defense, prohibition of using force, definition and history of attack crime, prohibition of using force and the right of self defense in the documents of the United Nations ; In the second part of the study; findings about the origin of the disagreement between in 2006 Israel and Lebanon, definition, history, and the role of terror in the prohibition of using force and in the right of self defense, and evaluation of the disagreement between Israel and Lebanon in accordance with the right of self defense; In the third part of the study; the relations between Turkey and Israel, the relations of Turkey and Lebanon in the period of (AKP) Justice and Development Party, and also the attitude of Turkey towards the disagreement between Israel and Lebanon have been examined. Güvenlik kavramı günümüzde önemini koruyan en önemli kavramlar arasında yer almaktadır. Soğuk Savaş döneminde var olan güvenlik algılamaları ile günümüzdeki güvenlik algılamaları arasında önemli farklılıklar bulunmaktadır. Bu çerçevede, Soğuk Savaş döneminde ön planda olan askerî güvenlik algılamalarına ilave olarak siyasî, iktisadi, sosyal ve çevresel güvenlik algılamalarına daha fazla önem ve öncelik verilmektedir. Ayrıca, Soğuk Savaş sonrası güvenlik kavramı hem çok boyutlu bir niteliğe bürünmüş hem de çok karmaşıklaşmıştır.Soğuk Savaş döneminde NATO şemsiyesi altında güvenliğini tesis eden Avrupa, Soğuk Savaş sonrasında kendi güvenliğinde daha fazla rol almaya çalışmakta, NATO dışında özerk yapılanmalar oluşturmaya çalışmaktadır. Bu kapsamda AB'nin Ortak Dış ve Güvenlik Politika (AGSP)'nın alt bileşeni olan Avrupa Güvenlik ve Savunma Politikası ön plana çıkmaktadır.Avrupa Güvenlik ve Savunma Politikası 1999'dan sonra gelişmeye başlamış ve önemli bir mesafe kaydetmiştir. AGSP, 2001 yılında operasyonel hâle gelmiş ve NATO unsurlarının kullanımına ilişkin varılan anlaşma çerçevesinde 2003'te AB yönetimindeki sivil ve askerî kriz harekâtlarını icra etmeye başlamıştır.Türkiye, Soğuk Savaş döneminde Avrupa güvenliğinde etkin rol oynamıştır. Soğuk Savaş sonrasında ise Türkiye'nin dünya ve Avrupa güvenliğine yapabileceği katkılar azalmamış tam tersine artmıştır. Türkiye, BM ve NATO denetimde icra edilen harekâtlarda her yönüyle kendini ispatlamış ve dünya güvenliğine önemli katkılar yapmıştır. Türkiye'nin Soğuk Savaş döneminde olduğu gibi Soğuk Savaş sonrasında da Avrupa güvenliğine önemli katkılar yapacak imkan ve kabiliyete sahip olduğu, Türkiye'nin aktif desteği olmaksızın Avrupa güvenliğinin tam anlamıyla tesis edilemeyeceği düşünülmektedir. ; The concept of security is one of the most important issues which maintains its importance today. There are significant differences regarding security perceptions from the Cold War era and the post Cold War era. In this respect, nowadays, more and more importance and priority is given to political, economic, social and environmental security perceptions, besides military security perceptions. Furthermore, security is turned into more complex and multi-faceted concept after the Cold War period.European Security was established under the NATO?s umbrella until the end of the Cold War. But today, European States are focusing on their own security and making autonomous exercises not only in NATO organizations, but also in other international initiatives. Additionally, these countries are establishing new security telationships with each other but NATO. In this context, the European Security and Defense Policy (ESDP) stands in the forefront, which is organized under the EU?s Common Foreign and Security Policy (CFSP).European Security and Defense Policy has started to develop from 1999 and made significant progress. ESDP became operational in 2001. Later, after the agreement between NATO and the EU regarding the usage of NATO?s components by the EU, EU-led civilian and military crisis operations had started in 2003.Turkey played an effective role in the European Security during the Cold War. Turkey?s contribution to the world and European security has not decreased after the Cold War. Turkey has proved herself under the NATO and UN led operations. Turkey has great power and ability to contribute European security like the Cold War period. To me, European Security can not be established entirely without Turkey?s contribution.

The State should be interested in looking after the national society inside its own borders as well as in the larger societies existing outside wherein it should be sustainable its existence. The State takes the administration within its borders into its own monopoly. Such a situtation is a trend to create a common political culture being shared by all the citizens.The nation-state can be defined as a State having the right of employing any legal power inside a piece of o the land the borders of which have been demarcated and aiming to the integration to enliven the radical myth through the traditions by creating the common culture, symbols and values, all of which will homogenize the people under its administration. What the nation ? state is to centralize the state or poltical power , and standardize the culture, and provide the equality in law and the integration in economy.The understanding of sovereignity today in the world is defined, in general, as the right of any State for employing its powers of administration upon the country?s lands. This concept has a lawful meaning as well as a political meaning; and these two meanings are interchangeable with each other. Sovereignity represents the power of the State. As long as the nations enter into collaboration with each other, the sovereignity comes into question.Globalization is a concept containing the issues being connected with each other such as the development of economic, social and political relationships among the countries, and the better understanding the beliefs and expectations of the nations? cultures, and the intensification of international relationships. The process of globalization diminishes the power and efficiency of the governments being within the structure of nation-state; so such governments have difficulty in controlling the flow of economic objects, technological innovations, informaton, news and ideas, and the possibility of the nation-states for following up their national economic policies decrease gradually. The phenomenon of globalization puts the fact that the countries participate in the organizations guarding and protecting their common intersets and benefits at a supranational level into foreground in one hand, and makes new models of governance compulsory at both national and also supranational levels in the other hand.Today in the world, there are many forces challenging to the established models and practices of the state dominance. Such forces are globalization and internationalism. The European Union is a sui generis ınternational restructuring with its organizational structure being formed in line with both its goals and also with reaching such goals, which cannot be observed in any international organization. The most important feature making the European Community sui generis and distinguishing from other organizatons is to try to reach the goals thus determined through the formed structural (constitutional) and permanent bodies instead of the inter-governmental attempts.The tasks, authorizations, powers and responsibilities of the institutions of the European Union have been determined within the scope of the constitutive treaties. The institutions which such treaties give the authorization of making the supranational arrangement, application and judgement (such as Council, Commission, Committee, the European Community Court of Justice) can be also evaluated as the supranational authorities among the nations being included in the European countries Likewise, in the same way, both the law of treaties constituting such institutions and also the law which it has made have the same effect in the member states, and the fact that such laws cannot be changed and do away with unitalerally by the member states has developed the approach that the law of the European Union is supranational.Despite the European Union does not duly shelter the main elements of a state one to one within its own structure, it has been employing some powers similar to the ones being applied by any state state, and particularly by any federal state, and trying to form a constitutional citizenship. It has separated the powers of legislation, execution and judgment from each other within the framework of the division of powers, and created the separate bodies for each of such powers, and tied the functionality and operation of the same to the constituent treaties and law principles with the constitution. It gives its individuals the freedom of using the fundamental rights as well as of seeking such rights within the context of the Condition of the European Union Fundamental Rights. It has made the share of powers and authorizations with its member states, and included the same in the text of the constitution.

Dünya Savaşı'nı Demokrasi Cephesi'nin kazanması dünya siyasi tarihi açısından olduğu kadar Türk siyasi tarihi açısından da bir dönüm noktası olmuş, Türkiye'de çok partili siyasi sisteme geçişi hızlandırmıştır. Bu sayede Türk siyasi hayatında önemli bir yeri olan Demokrat Parti kurulmuş ve 27 yıllık tek parti rejiminden sonra 14 Mayıs 1950'de iktidara gelmiştir.Demokrat Parti'nin iktidara gelmesi bazı kesimlerce ? Demokrasi'nin Zaferi ? olarak nitelendirilirken bazı kesimler tarafından ?Karşı Devrim? olarak nitelendirilmiştir. Bu yorumlar Demokrat Parti'nin iç politikadaki tutumlarına göre yapılmıştır.Bu çalışmanın konusu olan Demokrat Parti'nin dış politikası ise bu dönemde izlenen iç siyaset kadar farklı değerlendirmelere konu olmuştur. Sonuçları günümüze kadar uzanan dış politik olayların temeli bu dönemde atılmıştır. Türkiye ilk defa bu dönemde toprakları dışında bir ülkeye -Kore'ye- asker göndermiş, NATO'ya bu dönemde alınmıştır. Kıbrıs Sorunu bu yıllarda ortaya çıkmış, ABD'yle çok boyutlu işbirliğine bu dönemde girilmiştir.Çalışmada, on yıllık Demokrat Parti iktidarı dönemindeki dış politik olaylar ve DP'nin dış politikada karar alma süreçlerini etkileyen faktörler, döneme ilişkin kaynaklar incelenerek detaylarıyla ortaya konulmuştur. Yüksek Lisans Tezi ; Soğuk Savaş yıllarında ortak güvenlik politikalarının uyuşması sonucu iki yakın müttefik olan Türkiye ve Amerika Birleşik Devletleri (ABD) arasındaki ilişkiler, Berlin Duvarı'nın yıkılması ve Sovyetler Birliği'nin dağılmasının ardından da karşılıklı güvene dayalı olarak devam etmiştir. İran-Irak savaşı ve Körfez Savaşı sırasında da bu karşılıklı güven devam etmiş ve meyvesini Clinton döneminde (1992-2000) vermiştir. Clinton dönemine kadar Geliştirilmiş Ortaklık olarak adlandırılan ilişkiler Stratejik Ortaklığa yükselmiştir. 11 Eylül saldırılarının ardından ABD'nin dünyaya bakışı değişmiştir. ABD'nin dış politikasındaki önceliğini terörizmle savaş kavramı almış ve hedef ülkeler listelenmiştir. ABD için bu noktada Türkiye en önemli ülkelerden biriydi çünkü; Türkiye bölgedeki zengin petrol yatakları üzerinde oturan Arap ülkelerine karşı demokrasisi, serbest piyasa ekonomisi ve laikliği ile model ülke olarak görülmekteydi. Ayrıca Türkiye bu bölgenin iç dinamiklerini belirleyen ülkelerden biri konumundaydı. Türkiye'nin ABD'ye destek vermesi, ABD açısından bu mücadelenin İslam dünyası ile olmadığının bir kanıtı olarak sembolik bir önem taşımaktaydı. TBMM'nin 1 Mart 2003'te almış olduğu "tezkere" kararı, ABD Silahlı Kuvvetlerinin Irak'a Türk topraklarından geçiş izni çıkmaması ve ertesinde yaşanan Süleymaniye Baskını, Amerika ile Türkiye arasında süregelen "stratejik ortaklık" ilişkisinin de sorgulanmasına neden olmuştur. Tezkere krizi ile Türk-Amerikan ilişkileri onarılması güç bir darbe almıştır. 2004 yılında, önce ikili ziyaretler, ardından Türkiye'nin "demokratik ortak" sıfatıyla ABD'deki G-8 zirvesine katılması, aynı yıl Türkiye'de gerçekleşen NATO zirvesine ABD Başkanı George Bush'un gelişi Türkiye ve Amerika arasındaki buzların yavaş yavaş çözülmesi şeklinde yorumlanmıştır. Her ne kadar bu durum düzeltilmeye çalışılsa da Başkan Clinton zamanında Stratejik Ortaklık'a yükselen ilişkiler Başkan Bush zamanında sekteye uğramıştır. ; At the time of cold war, as common security policies agreed with eachother, the relations between Turkey and U.S.A. that were close allies went on with mutual confidence after the falling of Berlin Wall and the diffusing of Soviet Union. At the time of Iran - Iraq War and Gulf War, this mutual confidence went on and it beared at the period of "Clinton" (1992-2000). The relations developed with the name of corporation to the period of "Clinton" ascended the "strategic corporation". U.S.A.'s glance to the World changed after the attacks on September, 11. The priority at U.S.A.'s foreign policy was related to fight with the terrorism and the target countries were listed. At this point, Turkey was an important country for U.S.A. because Turkey was seen as a model country with its democracy, free market economy and secularism against arabic countries stayed on the rich petrol veins in the area. Moreover, Turkey was in a position that modified this area's internal Dynamics. Turkey's support to U.S.A. had got a symbolic importance as a prove that this struggle wasn't with Islam World. The decision of letter taken by Turkish Grand National Assembly (TGNA) on 2003, March 1, not giving a permission for U.S.A. Armed Force entrance to Iraq from Turkish territory and "Sulamaniya Descent" caused to interrogate the relation of strategic corporation between Turkey and U.S.A. . Turkey - U.S.A. relations took on the chin with the letter crisis. In 2004, firstly binary visitation, then Turkey's taking part in G-8 in U.S.A. with name of "democratic copartner", at the same time George Bush "The President of U.S.A." atttending to NATO congress in Turkey were commented as the relations were corrected at the period of "Bush".
Şüphesiz uluslararası sistem içinde dış politikada beliren rekabet tarihsel bir olgudur. Devletler tarihin hemen her döneminde ekonomik, siyasal ve kültürel alanda güç mücadelesine girmişlerdir. Nitekim tarihin her döneminde olduğu gibi 20. yüzyılda da, özellikle 1990'lı yıllardan sonra Kafkasya ve Orta Asya Cumhuriyetlerinin bağımsızlıklarını kazanmaları ve enerji kaynaklarının zenginliği nedeni ile bu bölgelerde önemli güç mücadeleleri yaşanmaya başlanmıştır. Dünya enerji talebinin artması, Orta Asya ve Kafkas petrol ve doğalgaz rezervlerinin uluslararası piyasalara taşınmasını zorunlu kılmıştır. Bundan dolayı, bölge enerji kaynaklarının hangi boru hatlarıyla dünya piyasalarına açılacakları konusu yanında, boru hattı güzergâhlarının kimin kontrolünde olacağı da önemli bir sorun olmuştur. Bu nedenle bölge devletleri ve uluslararası güçler arasında stratejik çıkar çatışmaları ve işbirlikleri yaşanmaktadır.ABD bölgede izlediği enerji politikasında yalnızca enerji kaynaklarını himayesi altına almak amacının dışında, bu mevcut enerji kaynaklarını Rusya, İran, Çin ve diğer karşı odaklara karşı koruma refleksi de göstererek hareket etmek durumundadır. Çalışma dahilinde ABD'nin bölgedeki enerji politikaları bu odaklar ekseninde değerlendirilmiştir.Tezin birinci bölümünde, Kafkasya ve Orta Asya bölgelerinin jeopolitik önemi ve dünya siyasetindeki yeri incelenmiş; ikinci bölümde Kafkasya ve Orta Asya'daki enerji kaynaklarının içeriği değerlendirilmiştir. Bölgenin enerji rezervleri ve bu rezervlerin nasıl kullanıldığı yine bu bölümün konuları arasındadır. Üçüncü bölümde ise ABD'nin Kafkasya ve Orta Asya'ya yönelik stratejik, politik ve askeri politikaları değerlendirilmiş ve özellikle Soğuk Savaş sonrası dönemde değişen ABD politikaları incelenmiştir. Dördüncü bölümde ise, Kafkasya ve Orta Asya'ya yönelik enerji politikaları ve ABD'nin bu politikalar içindeki yeri ve stratejisi üzerinde durulmuştur. ; In the international system there?s no doubt that challenge of foreign policy is a historical issue. States had always been in a struggle about economical, political and cultural domains almost in every period of history. In the 20th century likewise in any period of time, especially after 1990?s, following the freedom of Caucasus and Central Asia Goverments and enhanced importance of energy resources, these regions embraced influential power endeavors. After the world energy demand soared, transfer of Central Asia and Caucasus oil and natural gas resources to international markets became an indispensable necessity. That?s why not only the routes of the new pipelines issue that will let out energy resources to world consumption, but also the predomination of these pipelines took a prominent place. Because of that conflicts of vantage and collaborations between Region States and international powers.In that region USA essays to prevail energy resources according to its energy policy and moreover impels in a direction to fond off Russia, Iran Chine and other opponents. In this study, energy policy of USA in that region is contemplated around those aimed objectives.In this section of thesis, geopolitical importance and the position in the international policy of the Caucasus and Central Asia has been analyzed, while in the second section components of energy resources of Caucasus and Central Asia has been evaluated. Also energy resources and the consumption of those reserves are explamed in that section. In the third section, USA?s military, strategic and political policies about Caucas and Central Asia have been evaluated and especially the policies of USA which were changed afterward of Cold War were analyzed. Forth and last section, the world?s policies about Caucas and Central Asia?s energy sources and the place of USA and its strategy in these policies were underlined.

The globalization process of the last twenty years has changed the world through international flows of people, policies and practices. International cooperation to development is a part of that process and brought International Organizations (IOs) and Non Governmental Organizations (NGOs) from the West to the rest of the world. In my thesis I analyze the Italian NGOs that worked in Bosnia Herzegovina (BH) to understand which development projects they realized and how they faced the ethnic issue that characterized BH. I consider the relation shaped between Italian NGOs and Bosnian civil society as an object of ethnic interests. In BH, once part of former Yugoslavia, the transition from the communist regime to a democratic country has not been completed. BH's social conditions are characterized by strong ethnic divisions. The legacy of the early 1990s crisis was a phenomenon of ethnic identities created before the war and that still endure today. The Dayton Peace Agreement signed in 1995 granted the peace and reinforced the inter-ethnic hate between the newly recognized three principal ethnicities: Serbs, Croats and Bosniak. Through the new constitution, the institutions were characterized by division at every level, from the top to the bottom of society. Besides it was the first constitution ever written and signed outside the own country; that was the root of the state of exception that characterized BH. Thus ethnic identities culture survived through the international political involvement. At the same time ethnic groups that dominated the political debate clashed with the international organization's democratic purpose to build a multicultural and democratic state. Ethnic and also religious differences were the instruments for a national statement that might cause the transition and development projects failure. Fifteen years later social fragmentation was still present and it established an atmosphere of daily cultural violence. Civil society suffered this condition and attended to recreate the ethnic fragmentation in every day life. Some cities became physically divided and other cities don't tolerated the minority presence. In rural areas, the division was more explicit, from village to village, without integration. In my speech, the anthropology for development – the derivative study from applied anthropology – constitutes the point of view that I used to understand how ethnic identities still influenced the development process in BH. I done ethnographic research about the Italian cooperation for development projects that were working there in 2007. The target of research were the Italian NGOs that created a relation with Bosnian civil society; they were almost twenty divided in four main field of competences: institutional building, education, agriculture and democratization. I assumed that NGOs work needed a deep study because the bottom of society is the place where people could really change their representation and behavior. Italian NGOs operated in BH with the aim of creating sustainable development. They found cultural barricade that both institutions and civil society erected when development projects have been applied. Ethnic and religious differences were stressed to maintain boundaries and fragmented power. Thus NGOs tried to negotiate development projects by social integration. I found that NGOs worked among ethnic groups by pursuing a new integration. They often gained success among people; civil society was ready to accept development projects and overcome differences. On the other hand NGOs have been limited by political level that sustained the ethnic talk and by their representation of Bosnian issue. Thus development policies have been impeded by ethnic issue and by cooperation practices established on a top down perspective. Paradoxically, since international community has approved the political ethnic division within DPA, then the willing of development followed by funding NGOs cooperation projects was not completely successful.

Türkiye Cumhuriyeti dış politika olarak her zaman Batı ülkeleri ile olan ilişkileri ön planda tutmuştur. Bu ilişkiler Türkiye'nin içinde bulunduğu siyasal durum kadar, Dünya siyaset ortamındaki dengeler ile de doğrudan ilişkilidir. Sovyetler Birliğinin dağılması ile bu ilişkiler değişmiş ve artık yeni bir dünya düzeni ortaya çıkmıştır. Türkiye, yeni düzen içinde alacağı yer ile Batıya olan bağlılığını ve dengesiz politikasını lehine düzeltme fırsatını yakalamıştır. Etnik ve kültürel açıdan ortak yanları bulunan eski Sovyetler Birliği ülkeleri ile ilişkiler kurmuş yeni fırsatlar yakalamıştır.Genel olarak bu çalışmada, Sovyetler Birliğinin dağılmasının ardından ortaya çıkan yenidünya düzeni, bu düzen içerisindeki fırsatlardan faydalanmak için hakimiyet arayan dünya güçlerinin faaliyetleri değerlendirilmiştir. Bunlara ek olarak bu çalışmada Avrasya olarak tanımlanan bölge üzerindeki fırsatlar Türkiye açısından değerlendirilmiş ve bölge ülkeleri ile olan ilişkiler incelenmiştir. Bu incelemede Türkiye'nin özellikle, Rusya, Azerbaycan ve Gürcistan ile olan ilişkilere daha fazla yer verilmiştir. Ve Ortaya çıkan tablo üzerinden Türkiye'nin dış politikasında yakaladığı ekonomik ve siyasal fırsatların analizi yapılmaya çalışılmıştır. Son olarak da Türkiye'nin yürüttüğü Kültürel faaliyetlere yer verilmiştir.Çalışmanın oluşturulmasında, siyasi tarih kitapları, strateji kuruluşları, birçok makale ve Internet üzerinden faaliyet gösteren birçok düşünce kuruluşuna ait yayınlardan faydalanılmıştır. Ayrıca TİKA'ya ait olan ülke raporları ve Avrasya Etütleri başlıklı çalışmalarda bilgi toplama noktasında geniş yer tutmuştur. ; The Republic of Turkey always used to give priority to its relationships with Western countries in its foreign policy. These relationships were directly related to the balance of world politics as well as the political status of Turkey. The relationships changed with the break up of the Soviet Union, and a new world order started to emerge. Turkey, having taken its place within this new order, took the opportunity of amending its unbalanced politics and dependence on the West to favor itself. It established relationships with former Soviet Union countries that had common beliefs and cultural characteristics, and gained new opportunities.Overall, this study aims to evaluate the emerging new world order after the break up of the Soviet Union, and the actions of the world powers that sought domination by exploiting the opportunities arising from this new order. Additionally, opportunities in the region know as Eurasia were considered, in terms of Turkey and its relationships with the countries in this region. In this review, Turkey?s relationship with additional countries were also considered, especially with Russia, Azerbaijan and Georgia. An analysis of the economic and political opportunities with Turkey?s foreign policy was also conducted. Lastly, the cultural policies carried out by Turkey were considered.During the development of this study, political history books, strategy organisations, numerous articles, and publications from organisations from the Internet were reviewed. Furthermore, the country reports from TİKA and studies from ?Avrasya Etütleri? were other sources used.
